Provide a copy of the Unity of Title combining all lots into one site. 2. The total lot area does not meet the minimum requirement that would allow expansion of the building. Therefore, a request for a variance to the Zoning Code must be approved prior to the expansion of the building. 3. I recommend showing the proposed building and site signage at this time. All signage must comply with the Central Business District (CBD) Guidelines. 4. Correct the conflict between the location of the site lighting pole and the required tree landscaping shown on the plans. 5. State on the plans that the landscape material will be irrigated with an automatic water supply system. Specify the water supply source. 6. Specify the type and delineate the location of mulch material to be used and it's thickness when laid. (Minimum two [2] inches thick) 7. Delineate the location and boundary of the sod for the entire site. 8. Delineate the location and specify the type of specie, size, spacing and total number of each specie for the landscape material that is required to cover seventy (70) percent of the required landscape area. The landscape material shall include trees, shrubs and ground cover, but not lawn grass. 9. Site plan approval will be required, prior to applying for a building permit, for the future commercial building that is delineated on the site plan. Part III, Chapter 4, Section 2.1. 2. 2. Complete the land use category on page 3, item 1 of the site plan application submitted, as Mixed Use. 3. Revise site plan data table and site plan application, page 4, item 10, to reflect required parking for existing building only. Parking will be evaluated for the proposed building at the time of the future site plan approval. 4. Revise the title blocks on sheet 1 of 3 and sheet 2 of 3 as the site plan/drainage plan and the landscape plan, respectively. 5. Revise the landscaped area calculations on the landscape plan to reflect 120 square feet of interior green area required (6 parking spaces are interior) and the interior trees required calculation as one tree for each 100 square feet of required interior landscaped area. Chapter 7.5, Section 7.5-57(1)b.1 and 2. 6. Identify on the plans the existing land use/zoning to the north, south and west as C.B.D. Site plan application, page 5, item 3. 7. Indicate the distance of any existing driveways to the south and to the west that are within 100 feet of the site. Site plan application, page 5, item 4. 8. Dimension the existing front setback from the building to Boynton Beach Boulevard. Site plan application, page 5, item 5. 9. The Central Business District (C.B.D.) Desiqn Guidelines, page 17, item 7 recommends the use of curbing over wheelstops. If wheelstops are used, the pavement edge can stop at the back of the wheelstop allowing an additional 1.5 feet of landscaped area per parking space. Since the applicant is proposing wheelstops, it is recommended that the parking space design incorporate the additional landscaped area. 10. Consistent with the C.B.D. Design Guidelines, page 22, item 1 and 2, the existing sidewalk to be replaced and repaired in the northeast corner of the site should be constructed of keystone finish concrete, laid out on a 4 foot square grid. A round pole light, not to exceed 16 feet in height, made of bronze anondized aluminum or steel,~ith a round housing supported over a clear lens, shall be used. 12. Indicate on the plans what type of planters are existing on the north side of the building (raised or flush with the sidewalk and material type). C.B.D. Design Guidelines, page 19, item 3. 13. Consistent with Chapter 7.5, Section 7.5-57(1)j of the Code of Ordinances and the C.B.D. Design Guidelines, page 12, item 2, page 13 and page 19, item 1 and 3 which anticipates exterior furnishings and site amenities on all redevelopment projects, it is recommended that a bench be provided, if one does not already exist, under the covered walk along the north side of the building. 14. Consistent with page 17, item 5, page 22 and page 23 of the C.B.D. Design Guidelines, it is recommended that the two trees proposed at the parking area entrance and the two trees on both sides of the private sidewalk at the northeast corner of the site that are within the designated pedestrian system, be changed to palms (such as cabbage palms) or small flowering trees and that ground cover, rather than grass, be used for underp~anting in these areas. In both these instances, the owners have paved a shellrock area and have opened these parking facilities to the general public without benefit of completing the remainder of the required improvements, such as required lighting, required landscaping, required handicap facilities, etc. It is my understanding that Building Department permits remain effective for a period of at least six months from date of issuance, but it appears that the owners of these two projects are not moving forward in a timely fashion in order to complete the subject facilities. The requested variance is for a sidewalk along the east side of N.E. 4th Street, adjacent to Dr. Love's Orthopedics Parking Lot Addition at 508 E. Boynton Beach Boulevard. This request does not meet the conditions for variance contained within Section 22-25 (b) of the Boynton Beach Code of Ordinances. I have discussed the matter with Richard Staudinger, City Engineer, and he has advised me that alternatives are available to address rain water retention while providing the required sidewalk.
