Section 5-144 (c) 4 of the Code-'of Ordinances requires that when a
variance to Section 5, Article X, Parking Lots is requested, the
Technical Review Board must forw~rd to the Planning and Zoning
Board a recommendation, and that the reco~ndation' forwarded ts
to be made a part of the public hearing proceedings. To that end,
this memo is forwarded, consistent viti! 5-144(c)4.
First Church of Christ, Scientist represented by Janet Folsom, has
applied for a variance to Section 5-l41(f), Parking Lot Construction
Standards. Section 5-l41(f) states the construction standard requirE
for parking lots which are constructed or reconstructed as a result
of the addition of square footage to a building. For an explanation
of the Code requirements, the nature of the variance and variance
justification, please refer to the attached application and Notice
of Public Hearing.
On 'l'ue8day, January 31, 1984 the Technical Review Board met ~ revie1l
plana and documents, and to formulate a reco'~~nda.tion with regard
'to the variance requested. After review and discussion, the Tecbnica
Review Board recoa..--nded t:hat the variance request be denied. The
basis for this reCOlllllendation is that no adequate substitute for
parJd.nCJ lot construction vas proposed by applicant, such as improved
subgrade and unpaved surface materials.

Small Project Review - Staff Comments
1. As indicated on the approved site plan attached to the
original parking lot variance, the 5 grass parking spaces
along the circular drive are to be 9 feet by 18 feet with
the wheels tops placed 2 feet from the end of the parking
space.
2. The stop signs and one-way signs directing traffic
counterclockwise around the circular drive are needed as
indicated on the previously approved site plan. No traffic
control signs are existing on site.
3. A 27 foot backup is needed for the 9 existing grass parking
spaces proposed to be surfaced with gravel. This was also
indicated on the previously approved site plan, but was not
constructed accordingly, nor is it shown on the new site
plan/survey submitted.

1. Grass Parking Area shall conform with the requirements of Boynton
Beach Parking Lot Regulations, Article X, Section 5-142 (G)
Construction, Section 5-141 (N) Construction Standards and Appendix
"A" Zoning, Section 11 H.2., 11 H.6. Stabilized Sod.
NOTE: Stabilized Sod may be substituted for up to fifty (50) percent
of the required parking spaces, where eighty (80) percent or more of
the parking demand falls within a twenty-four-hour period each week.
Sod may be substituted ~ for the area of parking stalls. All other
surfaces shall comply with Design Requirements of Chapter 5, Article X
of the City of Boynton Beach Code of Ordinances. Sod shall be placed
over stabilized shell rock, or sand and stalls shall have standard
dimensions as specified in Section 5-141(N) standards.
