4. The Shoppes of Boynton Tenant Signage
The City Manager recommended approval of the two free
standing signs, however, he felt the maximum total area of
160 sq. ft. for each sign is deemed to be sufficient enough
for business identification purposes.
A representative for the applicant stated they would have
between 8 and 12 national tenants at the center. Discussion
ensued about anchor stores. It was noted that at the pre-
vious regular Commission meeting one free standing sign
variance had been approved for Cobb Theatre. These two
additional signs, if approved, will be located on Quantum
Blvd. and Congress Ave.
The representative indicated that on the portions of the
sign marked "future signage" on the drawings, single tenants
would be listed. He agreed that for visibility purposes
these should not be broken up into multiple smaller signs.
Commissioner Weiner moved to ap~ve the recommendation of
the City Manager. Vice Mayor Wische seconded the motion
which carried 5-0.
B. Accept resignation from Veoletta Wright

C. Appoint representative to Community Action Board of Palm
Beach County
Vice Mayor Wische moved to appoint Mrs. Mary Jones to this
position. Commissioner Olenik seconded the motion which
carried 5-0.
Mrs. Jones had agreed to be the Headstart representative for
the Boynton Beach Child Care Center to this Board. It was
noted that the City had the option of appointing another
individual from the City as well. Wilfred Hawkins,
Assistant to the City Manager/ombudsman was asked to provide
names of people willing to serve in this capacity for the
Commission.

The City Manager recommended approval of the 2 variances.
namely to Section 21-3 on the free standing sign and also
Section 2l-l4(E)(3) which relates to number of signs. He
did not feel their sign should exceed the maximum area of
160 sq. ft. The applicant had agreed to this. Commissioner
Olenik had a problem approving a variance on this when the
CAB had not reviewed it yet. Don Jaeger, Building Official
commented the CAB had approved an overall sign program and
the applicant would have to comply with it. A represen-
tative for the applicant stated they have two approved
colors for the center and colors used on the sign will con-
form.
As outlined in Michael Haag, Zoning & Site Development
Administrator's Memorandum dated May 21, 1990 to the
Building Official, one new free standing sign will be added.
There will be a reader board on the new sign. Two other
free standing signs will exist in conjunction with the
shopping center which is to the south. Two signs will be
located along Congress and one sign will be along 22nd Ave.
The variance would be for the Cobb Theatre sign.
Vice Mayor Wische returned to the dais.
Commissioner Olenik moved to approve the variance to allow
an additional free standing sign which will state "Boynton
Cinema 8" and will include the reader board of the movies.
It will be located at the proximity of Congress Ave. and
Quantum Blvd. Commissioner Artis seconded the motion which A~

RE: SIGN VARIANCE - SHOPPES OF BOYNTON SITE - COBB THEATER
The sign variance that has been submitted by George Brewer for
the Shoppes of Boynton (more specifically Cobb Theater) is in
reference to the addition of a new free standing (F/S) sign to
the site, making the total number of free standing signs three.
The proposed free standing sign structure will match the design
and material of the existing buildings and will be located east
of the theater building in a landscape island adjacent to
Congress Ave. The other two F/S signs are located at the
entrance to the main shopping center on N.W. 22nd Street and the
other at the main entrance to the shopping center on Congress
Ave. approximately 626 feet south of the proposed new F/S sign.
The proposed new free standing signage will identify the tenant
(Cobb Theater) name which will include the Cobb Theater logo.
The proposed signage consists of two parts, one is the title of
the theater containing (96) square feet and the other eight
combined interchangeable reader-board signs which contain (152)
square feet. The total signage for the new sign will be (248)
square feet. The size of the signage was determined by using the
scale of the drawing identified on the plan. (See attached
graphic example)
The proposed sign does not comply with the sign code:
1. Definition of a free-standing sign states that a free
standing sign identify only the project title or one
(1) main use (code section 21-3).
2. The maximum number of signs allowed on the premise is
two (2) (code section 21-14 (E) (3).
3. The maximum area of signage allowed per free-standing
sign is (160) square feet (code section 21-14 (E) (3).
In summary, the variance request is asking for an additional
free-standing sign for the premise to be located along Congress
Avenue that will identify information other than the main use
(company logo and 8 reader boards) and have a total signage area
of (248) square feet which exceeds the allowable are of (160)
square feet per sign by (88) square feet.

Dear Mr. Powell:
Please be advised that on Thursday, May 17, 1990, the Technical
Review Board approved the referenced administrative site plan
modification, subject to staff comments, copies of which are
attached.
These plans were approved subj ect to your compliance with the
attached stipulations and must now be modified to incorporate
same. To initiate your sign-off procedure, please submit two (2)
sets of modified plans to the Office of the Site Development
Division of the Building Department. This office will record the
required identification markings on each set of the modified
plans.
After each set of modified plans has the appropriate markings,
you should proceed with your sign-off on each set of plans from
each Technical Review Board member who made comments. The Zoning
& Site Development Administrator will provide the Building
Department sign-off and is the last Technical Review Board member
to review and sign-off the plans. If the Building Department did
not have comments that require sign-off, they are still the last
department to handle and process the plans. One (1) set of final
signed-off plans will remain with the Building Department and the
other set of plans will be returned to you to be retained at the
job site.
To help facilitate the sign-off process, you should make an
appointment to meet with each Technical Review Board member (only

those members who made comments), to allow them sufficient time
to review and sign-off the modified plans. After securing all
the required Technical Review Board member signatures and
completing processing by the Site Development Division, you may
apply for building permits by submitting the appropriate
documents and fee to the Plan Review and Permitting Division of
the Building Department.
The approval of the City entitles you to construct only the
improvements shown on the site plan. The site plan will be
viewed procedurally as an as-built or record drawing. If you
have any questions concerning this matter, please do not hesitate
to contact me.

Upon review of the above mentioned project, the following
comments must be addressed in order to conform with Boynton
Beach city codes:
1. Show on the plans the location of the sign by providing
dimensions from two (2) adjacent property lines to the edge
of the sign structure.
2. Maximum number of free standing signs allowed per this
premise is two (2). Identify on the plans the appropriate
number of signs per the code and omit the remainder of
excessive signs.
3. Sign structures located in an easement will require written
approval from all parties which have access to the easement.
In order to facilitate the permitting process, the following
information should be included with your documents submitted to
the Building Department for review and permitting:
1. Sign structures that exceed thirty-two (32) square feet
require detailed drawings prepared by a Florida registered
engineer or architect showing and stating the sign and sign
structure will withstand fifty (50) pounds per square foot
wind pressure.
2. The number of signs, size and type of advertising identified
on the sign must comply with the requirements of the Boynton
Beach Sign Code.

Dear Ted,
Please be advised of the following Planning Department comments
with respect to the above-referenced request for administrative
site plan approval. These comments, as well as the attached
comments from other departments, will need to be addressed on
revised copies of the drawings submitted for review, prior to
applying for a sign permit. This procedure is detailed on the
attached cover letter from the Planning Department:
1. A total of six freestanding signs are shown on the site
plan. The sign code allows a maximum of two if the
premises fronts on more than one collector and/or
arterial roadway (such as this development does).
Since no previous variance which would allow more than
2 freestanding signs was ever approved, the additional
signs shown should be removed from the plans, excluding
the sign currently being requested. Chapter 21,
section 21-14(E)(3).
2. Consistent with the above, approval of the sign
location requested is contingent upon City Commission
approval of a sign variance for a second sign on
Congress Avenue; a total of three freestandings signs.
3. After researching the Quantum sign variances approved
by City Commission on September 21, 1988, an
