The site plan although supported with engineering plans for other improvements does not include work- ing drawings for street lights. Complete working drawings are required for the street lights, i.e., luminairs, foot candles, supporting structure (posts, etc.), requirements for conductors, etc. etc., just as for the other improvements. A note concerning street light design by FP&L for dedicated rights of way should be shown for the loop road. 2. The "Site Plan" should show the division line between Plat No. 1 and Plat No.2. 3. The construction for the future Community Recreation Facility with access road and utilities should be completed prior to completion of the units in the first plat. The performance bond should include the cost for recreation facilities and appurtenances (and the design of same if not designed and approved prior to submission of the final plat No. 1 for approval) . 4. Miner road from Congress Avenue to the loop road should be included in the construction for Plat No.1. 5. The loop road in my opinion should be planned as a public right of way based on its function as a col- lector roadway. 6. Subgrade for roadways must be stabilized to a F.B.V. of 50 p.s.i. Some of the items and comments are listed herein below: 1. A letter in regard to a separate excavation and fill permit is requested with appropriate plans for accomplishing the work, and with a breakdown of costs related to restoration to protect the public after the work is completed and/or abandoned. Said letter is requested since it is my understanding that an excavation and fi U permit is desired prior to platting. 2. A cost estimate for all of the required improvements is required. Line items should be listed with quantities, unit costs, and total amounts. The cost estimate should include the costs for Miner Road extended on the property fron- tage. Costs for the private recreational facilities should be included also. Street lights in the public right-of-way are required to be included in the cost estimate. 3. Drainage calculation should be submitted. 4. Definitive drawings for Miner Road extended should be submitted. If construction is not planned to start with the other improvements, a schedule is requested. 5. The plans for the private recreational facilities should show the size, location, and other information necessary for review by the Technical Review Board and the Planning and Zoning Board. April 18th, 1985 Page II 6. Information to identify the value of the property is required so that the Planning and Zoning Board can determine the recreation fee required. A recent sales contract or an appraisal may be acceptable. 7. If Plats I and II are to be recorded as two plats, an additional filing fee of $50.00 is required. 8. Sub-grades for roadWays and shoulders are to be stabilized to 50 p.s.i. F.B. V. 9. Dimensions should be shown for the cul-de-sac. 10. Notes concerning street light construction on private streets should be added or details included with the plans. 11. A concrete bicycle path eight feet wide is required on the collector street. 12. Utility easements for municipal sewers, water lines and ingress/egress should be more clearly documented on the plat. 13. Notes on the plat referencing Palm Beach County should be changed to Boynton Beach. 14. The Mayor's name is Nick Cassandra. 15. The surveyor's certificate should delete any reference to Palm Beach County, Board of County Commissioners. 16. All utility easements and drainage easements required should be shown. 17. Lake Worth Drainage District L-20 should be indicated on the plat, and the identity of the property to the north. 18. The collector or loop road and Miner Road extended, should be dedicated to the public, along with drainage facilities within the right-of-way. 19. Applications for water and sewer plan approval should be sent to the Department of Environmental Regulations (requiring approval by the Utility Director). 20. Applications with all required materials should be sent to the Water Management Dis trict. Annunziato, Planning Director RE: Chalet IV Plat I and Chalet IV Plat II preliminary Plats Approval of these two preliminary plats is recommended subject to the following: 1. All of Miner Road is to be bonded and dedicated in connection with the approval of Plat I. 2. For those portions of Miner Road outside of the limits of Plats I and II, the right-of-way should be dedicated by separate instrument within 120 days of preliminary plat approval. 3. That part of the 80' collector road lying west of the part which appears on Plat I should be dedicated to the public by instrument through the limits of the recreation are a prior to filing a final plat. 4. The recreation area shown on the master plan for the Melear PUD lying north of the collector road should be dedicated by easement to the homeowners prior to filing for final plat approval. 5. The location of off-site utilities will require the dedication of easements by instrument which should be recorded prior to filing the final plat for 0 Plat I. 6. Miner Road must be constructed through the limits of the public land located at Congress Avenue and Miner Road in a timely manner. The reason for this is that the recently approved bond issues provide for the construction of a multi-purpose public building to be located on-site, thus, Miner Road must be in place to serve this improvement at the time of occupancy. 7. The collector road should be dedicated to the public in order to provide for enhanced municipal circulation consistent with current City policy. 8. The information received was incomplete and did not adequately address the following items. Review of this project cannot be completed without this information. 1. Off-site discharge is limited to 52.5 CSM, which equates to 15.1 cfs for this I54.6-acre project. Please revise the control structures accordingly. Allowable discharge has been alloted for the 154.5-acre basin as per the submitted survey. As such, drainage shall be provided for the I54.6-acre basin. Should the 3.0-acre parcel, in the northeast corner (or others), of this project not be included in this drainage plan, then the allowable discharge and site calculations must be revised. 2. Construction of the surface water management system in this phase must include a positive stormwater outfall. Indicate the location of the discharge structure on the drainage plans. Discharge,structures shall include a "baffle" system. . 3. Submit a copy of the recorded warranty deed for the project. 4. Documentation of legal and physical availability of receiving water system to receive project discharge must be submitted. 5. Please show sufficient elevations on the plans 'to justify site storage beginning at an elevation of 11.0' NGVD. Construction plans submitted indicate an elevation of 10.88' NGVD in a few of the inlets of the roadside swales. This does not appear to be typical for the project site. Storage calculations for the roadside swales should be calculated in addition to the typical site storage calculations. 5. The project site must have the storage capacity for the 25-year, 3-day design storm on site, with discharges made only through the structural discharge facilities. Perimeter site grades will be pertinent to the boundary of this drainage basin. A storm event of I-day duration, 100-year return frequency, and rainfall amount of 17.6" modified by 135.9% to obtain the 72-hour depth shall be used in computing finish floor elevations. Revise calculations as necessary. 8. Please revise the submitted property owners association documents as per comments for the conceptual permit application (#03115-B). 9. Where will the drainage for Miner Road (proposed) go? If the drainage for adjacent Miner Road will go through this system, the offsite'inflows must be accounted for in the calculations. 10. Drainage basin boundaries must take into account off-site runoff routed through or around the project. Provisions shall be made so that the project will not block or cut-off another project's historic discharge path. 11. Provide right-of-way and easement locations for the drainage system including all areas reserved for water management purposes. The preliminary plat submitted is for 8.99 acres while the permit application is for construction of 30.93 acres. Please indicate clearly the water management area (lake) to be constructed in this phase. 12. What is the status of the water storage tank shown on the master drainage plan? Please be advised that the revisions to the drainage, ie, de- leting structures, and calling for circular inlet structures, is acceptable. With respect to the berm construction, the configuration will have to conform with the Utility Departments requirement for cover over .the regional force main and water main and valve boxes may have to be extended, etc. The berm construction must be graded to a lower elevation than the sidewalk where adjacent thereto to prevent sheet flow of storm water across the sidewalk. SANDALWOOD OF BOYNTON) Dear Mr. Clark: This letter is drafted to address your concern regarding the drainage outfall for the 3.0 acre City out parcel within the Melear P.U.D. (Chalet IV of Boynton). As we discussed, 2 outfall routes are avail~ble for the out parcel. The first of these would be through Plat 2 of Chalet IV (by connecting to catch basin No. C-12 - see Wantman & Associates, Inc. Engineering Plans, job nu~ber 84056-0, dated March, 1985, sheet 3 of 8). An easement would be required for this outfall. If the City plans to outfall to this structure the maximum pipe diameter for connection would be 18 inches, and the contribution of drainage from the City parcel could not be such that it would impair the functioning of the Plat 2 system. If the City chooses this outfall the owner of Chalet IV should be notified directly fo.r the easement request. The second alternative would be to outfall to the proposed Miner Road drainage system. The construction plans for Miner Road are pres~ntly being designed by this office with consideration for accommodating drainage from the 3.0 acre parcel. This outfall route would be preferable since an easement would not be required and greater capacity would be available for stormwater discharge. The proposed drainage system for Miner Road outfalls directly to the lake, then lake discharge passes through a control structure and separate culvert system to the Lake Worth Orainage District L-20 Canal. When the drainage calculations were investigated it was noted that these structures could safely be removed and that structures C-2 and C-8 could adequately handle the increased drainage area. I have reviewed the revised plans and comments are as follows:- 1. Plans are still incomplete and do not extend to the limits as shown on the Master Plan. All of Miner Road as shown on the Master Plan was bonded and a required improvement for the approval of Plat No. 1 of Chalet IV. The Subdivision regulations require that this construc- tion be completed within 21 months. A land development permit was issued for Plats I and II of Chalet IV on January 9, 1986. 2. The top of grass shall be shown at or below the level of the base material at the edge of the roadway. 3. The base material should extend at least 6 inches beyond the surface course of asphaltic concrete. 4. The proposed typical section should show location of swale bottom and depth with respect to the sidewalks. 5. A note should be added that the street lighting will be done by Florida-Power & Light Company after plans are approved by the City and the Florida Power & Light Co. estimated cost is paid to the City by the Developer. A right turn lane is requested at Miner Road and Congress. This will be desirable for normal traffic expected and will be especially important for fire apparatus leaving the site when the new fire station is constructed. An early completion is important for serving the future fire station, extending water lines to the new proposed ground storage tank and for serving property to be developed to the west. I do not know who filed with the City, the bond for the western half of Miner Road through the Melear PUD, however, it was filed at the same time as the first plat for the Chalet development. In any case, the 21 months was from the date of the approval of the first final plat. 2. Street lights are required on all public rights-of-way constructed in Boynton Beach, consistent with our subdivision regulations. It does not matter that Miner Road is a County arterial. 3. The language cited in item number 6 of Mr. Wantman's letter is correct, however, two issues remain. One, the right-turn lane is necessary regardless of who pays for it, and two, the Miner Road plans require the reduction in the northbound left-turn lane on Congress, with the developer reducing capacity without compensation. Joel wantman, P. E., of Stanley jWantman was in touch with the lawyers for the Melear P.U.D. Mr. Wantman indicated that the lawyers for the Melear P.U.D. were not receptive to the proposal of a drainage ditch and would not voluntarily grant an easement for the proposed ditch. The City of Boynton Beach Engineer, Thomas Clark, P.E. would like to see this section of roadway built as soon as possible. To speed up the permitting process, it was suggested by Palm Beach County Engineering to provide retention in the right-of-way and construct a temporary outfall of the L-20 Canal, and avoid the problems of trying to get an easement for the drainage ditch. We discussed the matter with the Lake Worth Drainage District and they did not voice any objection to a temporary connection in our telephone conversations with them. At the direction of our client, Stanley/Wantman, we have reviSed the Miner Rd. plans to provide 1.25" of dry retention in a roadway swale with a temporary overflow to the L-20 Canal. We are also submitting the plans to the Lake Worth Drainage District for their review. The following - report has been drafted in an effort to clearly communicate the sequence of earthwork excavation operations which shall be employed by the Chalet Corporation in the development of Chalet IV of Boynton Beach. The selected methods have been designed in order to minimize any impacts to the water resources, and/or to the surrounding areas with regard to noise pollution or airborne dust and sand. Further, the particular methods and design have been selected to insure public safety. Specifically, as general construction practice: 1. Selective area clearing will be restricted to only those areas where construction is about to commence; and the entire stripping of the site shall be avoided. 2. All open wetted down if and sand. disturbed areas shall be seeded and mulched or dry conditions exist to minimize blowing dust 3. Fencing shall be constructed along the eastern and northern project boundaries to prevent any blowing dust or sand from drifting onto Congress Avenue or Miner Road. 4. All dewatering operations will contain discharge onsite. No offsite discharge is proposed during the construction period. 5. Construction will be scheduled so that rainfall runoff from disturbed open areas will flow toward the proposed lake area. 6. Construction will be limited to daylight hours. 7. Lake banks will be graded at a maximum slope of 4:1 to a depth of 2 feet below the water level. 8. All haul roads will be constructed with rock, and a sprinkler truck will be available for dust control. 9. The developer will limit construction to only those areas necessary to perform excavation and fill functions. . . I. EARTHWORK METHODOLOGY A. SEQUENCE OF OPERATIONS 1. Discharge will be pumped on site and will sheet flow to the low lying area just north of the site. If necessary a berm will be constructed to contain discharge. Use compactible excavated material as fill for muck areas and site. 4. Begin selective area clearing and topsoil stripping for the remainder of the site. 5. Excavate areas of proposed roadway and parking. Use the excavated material which is compactab1e as fill for building pads and for fill of excavated muck areas which do not lie within the lake limits.
