The project is summarized as follows: Location; Municipality; Proposed Uses: Congress Avenue, south of Miner Road Boynton Beach 1) Residential - SF Attached 2) Residential - SF Detached New Trips; 1.717 trip Der day DECREASE Buildout; 2002 This is a modiftcation of aprellious approval. Currently (pending issuance of an amended development order) this project is vested for the following uses: Residential- SF Attached (696 du), Residential- SF Detached (309 du) and General Commercial Retail (30,000 sf). (181 du) (824 du) There are two minor errors in the traffic statement. The trip generation calculations for the approved uses do not account for internalization between the residential and conunercial uses and do not address pass-by traffic to the conunercial uses. These errors do not change the results of the analysis. Bascd on our review the Traffic Division has dctcrmined that the project meets the Traffic Performance Standards of Palm Beach County. Three (3) sets of plans, each requiring your unconditional signature, are available for review in Planning and Zoning. A copy of the originally reviewed plans, staff comments and development order are available for your use to perform the review. Please review and sign-off each of the three (3) sets of plans, No later than, 5:00 P.M., August 12, 1999. If the plans are not in compliance with your staff comments or City regulations, do not sign the plans but only indicate the memorandum number where your comments are documented.. To facilitate the sign-off process, please resubmit written comments addressed to the Planning and Zoning Director, NO LATER THAN 5:00 P.M., August 12, 1999. Please be informed that this office will be closed for staff training on August 4th, 5th and 6th. Heyden City of Boynton Beach Melear PUD June 9,1997 Page 2 ~- As noted by the Boynton Beach Planning Staff, the original Traffic Report for the PUD did not indicate access onto Congress Avenue. Kimley-Horn and Associates has been retained to study this proposal and prepare an updated traffic report. Kimley-Horn's traffic report documents that that access on to Congress Avenue is consistent with the Palm Beach County Traffic Performance and Access Management Standards. The Revised Master Plan proposes an emergency access - "exit only" onto Sandalwood Drive. 3. Congress Avenue Buffer Width The approved Master Plan provides a 50' landscape buffer along Congress avenue. We propose to modify this buffer width to 40'. To mitigate for this reduction, we propose to provide additional landscaping and a berm/wall combination. 4. Phase 3 Phase 3 is proposed to be modified into two (2) parcels - Phase 3a and Phase 3b. Phase 3a is the same configuration as the previous approval. Phase 3b represents the balance of the previous Phase 2. The new total acreage of Phase 3 is 56.1 acres (35.1 acres + 21 acres). Phase 3 is proposed to contain a total of 309 Single Family Dwelling Units at a density of 5.5 du/ac (193 + 116). This equates to an increase of 128 Single Family Units. The total number of Dwelling Units proposed for the Melear PUD remains unchanged at 1,005 Dwelling Units. The proposed request is consistent with the Land Use Plan and Zoning Code of the City of Boynton Beach. We believe this request is consistent with the spirit and intent of the Melear PUD. Find enclosed twelve (12) copies of the Revised Master Plan together with five (5) copies of a Revised Traffic Report prepared by Kimley-Horn and Associates and a check in the amount of $500.00. Boynton Beach Boulevard Boynton Beach, FL 33425-0310 Re: Melear PUD Dear Ms. Heyden: The master plan for the Melear PUD was modified in November of 1988, at which time the Planning Department recommended, and the City Commission approved, a requirement for the owner to post a bond for the potential signalization of intersection of Congress Avenue and Sandalwood Drive if and when warrants justified a signal. A bond, in the amount of $30,000, was posted by the Gene B. Glick Company, which bond remains in effect (a copy is enclosed). The master plan for this PUD was again modified in August of 1997, at which time the proposed 364 unit multifamily portion of the plan was allowed ingress and egress directly on to Congress Avenue in addition to a secondary entrance on Sandalwood Drive. Additionally, since 1988, a traffic signal has been constructed at the intersection of Congress Avenue and Miner Road which is only 1100 feet north of Sandalwood. Because of the proximity of the Congress and Miner Road signal and the fact that more than 36 percent of the 1005 dwelling units proposed for this PUD will now have direct access to Congress Avenue, the likelihood of warrants to justify a signal at Congress and Sandalwood in the foreseeable future, are practically nonexistent. Per your request, I am providing the following comments regarding the traffic safety, efficiency, and signal considerations for the two access scenarios. The report provides a conflict analysis of the two access scenarios. Providing a northbound left turn into the apartments will reduce the northbound left turn volumes at Sandlewood Drive. This will make the intersection of Sandlewood Drive and Congress Avenue operate somewhat more efficiently and there may be associated improved safety. There are no other identifiable efficiency or safety differences between the two access scenarios. The report states that the intersection of Sandlewood Drive and Congress Avenue is 1200 feet from the intersection of Miner Road and Congress Avenue. This is less than the one-half mile spacing between signals caiied for in the County's Access Management Standards. There is a traffic signal at the intersection of Miner Road and Congress Avenue for the City's fire station. It operates when activated by the fire station. It was envisioned that this traffic signal would be fully operational when warranted. It is possible that if traffic signal warrants are met at the intersection of Sandlewood Drive and Congress Avenue and are not met at the intersection of Miner Road and Congress Avenue, then a traffic signal could be installed at the intersection of Sandlewood Drive and Congress Avenue. Box 21229 West Palm Beach, Florida 33416 Re: Revised Traffic Study: Melear PUD Southwest comer of Congress Avenue and Miner Road between LWDD L-20 and L-21 canals File # MPMD 97-003 Dear Mr. Weisberg: The enclosed revised traffic study on the Melear PUD located at the southwest corner of Congress Avenue and Miner Road between LWDD L-20 and L-21 canals dated May 23, 1997, and revised July 9, 1997 prepared by Kimley-Horn and Associates, Inc. was recently received by the city for the above-referenced application. Please review the enclosed information for conformance with the County's Traffic Performance Standard Ordinance and note that the original master plan and traffic study provided no new entrance onto Congress Avenue to serve this phase of the PUD. The current application proposes to change that. I would also like your professional opinion as to whether, from a traffic safety standpoint, it is safer and/or more efficient to have an ingress/egress onto Congress Avenue, in addition to the preplanned entrance/exit onto the PUD's collector road (Sandalwood Drive). Will the County allow a traffic light at Sandalwood Drive and Congress Avenue? I also, reviewed a July 9, 1997 amendment to the May 23, 1997 report that you sent, prepared by Kimley-Horn. The report does not address Traffic Performance Standards and there are no known Traffic Performance Standards issues associated with the additional access. The assumptions and conclusions in the report seem reasonable. Trip generation and trip distribution calculations were not provided, so, I was not able to check the accuracy of the technical information. There was one discrepancy in the reports. The first report shows a full median opening at the proposed apartment access. This is consistent with the existing roadway median.
