MARLON HARRIS, POLICE DEPARTMENT ~ TO: DATE: JUNE, 24, 1997 RE: MELEAR PUD-MASTER PLAN MODIFICATION I have reviewed the above plans and have the following comments/recommendations: 1. I do not recommend the "proposed entrance" on N. Congress Ave. This type of entrance would create traffic concerns for N. Congress Ave. Adding another development entrance/exit would further complicate the traffic flow. The property currently has access from Sandalwood Drive and I recommend Phase 2 be accessed from there also. The conceptnal plans for Phase 2 shows a security gate entrance. This suggests that Phase 2 is being marketed as a gated community. An entrance/exit from a major road (N. Congress Ave.) would invite an additional criminal element. An entrance/exit on Sandalwood Drive would be less inviting and visible from N. Congress Ave. 2. The "Proposed Exit Only" for Phase 2 is not recommended. I am told that this is for emergency use only and I am not sure of the intent. If it is for emergency vehicle use, it is not usuaDy an exit that is desired. We usually look for ways to access a development quicker, not leave it. 3. The "Commercial" area proposed for Sandalwood Drive is not a desirable location. Placing commercial businesses inside a planned community invites outside elements (both criminal and non-criminal), I recommend relocating the commercial acres to the north side of the project; at Miner Road and Sandalwood Drive. The commercial business would still be accessible to residents, but the outside element would not have to travel into the middle of the development to access it. The 80' right-of-way known as Sandalwood Drive is a collector road and can be widened to a three or four lane roadway to handle all internal traffic, The existing approved master plan does not allow any other openings onto Congress Avenue, Creating another Congress Avenue entrance for the proposed 364 apartments violates the integrity of the existing PUD plan and creates dangerous left turn crossover maneuvers for vehicles onto the six lane, high speed Congress Avenue corridor. The intent and purpose of a planned unit development is to promote efficient and economical land use, improved amenities, creative design, improved living environment and orderly development in the City and the protection of adjacent, existing and future City development. Division The subject traffic analysis only addresses the traffic generated by the proposed new development and doesn't provide an overview of the area at build-out. It is in the City's best interest to not modify the existing master plan which would allow traffic onto Congress Avenue, Therefore it is recommended that the proposed access to Congress Avenue be relocated to Sandalwood Drive, The following is an analysis of traffic at the subject PUD: When the Melear PUD is fully developed, it will generate traffic along Sandalwood Drive from 996 units plus traffic from the commercial site (664 units from Melear and 332 units from Chalet IV Development), Directly across from Sandalwood Drive, on the cast side of Congress Avenue, is the main (and only) entrance to the Dos Lagos Development which now generates traffic from 428 units (s,f,[, duplex and townhouses), It is possible the total build out traffic onto Congress Avenue will warrant full signalization at this intersection rather than at Miner Road, There is only a small, undeveloped parcel on the north side of the new Miner Road Extension that ean generate any additional traffic Department of Development Memorandum No, 97-193 Re: Melear PUD - Master Plan Modification 2nd Submittal July 31,1997 Page #2 onto Miner Road between High Ridge Road and Lawrence Road, Therefore it is possible the warrant for a full signal light at this location will not be met. Provide landscape specifications to justify the proposed reduced buffer. Provide also design guidelines and landscape specifications for all proposed peripheral buffers, 2, The original master plan and Chalet IV plat laid out Sandalwood Drive as a local road to funnel the traffic generation by the uses in PUD, as the main PUD thoroughfare, Traffic from Sandalwood Drive is networked to empty its traffic onto Miner Road to the north and Congress Avenue to the west. The function of Sandalwood Drive is to tie all phases together and to provide vehicular access (main access point) to all phases of development. The proposed access from Congress Avenue is believed to increase traffic hazards in this area and violates LOR Chapter 6, Article IV, Section 1.A.
