The Palm Beach County Traffic Division has reviewed the traffic information that you provided, prepared by Kimley-Horn, regarding an additional access on Congress Avenue for the Melear PUD, I also, reviewed a July 9, 1997 amendment to the May 23, 1997 report that you sent, prepared by Kimley-Horn, The report does not address Traffic Performance Standards and there are no known Traffic Performance Standards issues associated with the additional access, The assumptions and conclusions in the report seem reasonable, Trip generation and trip distribution calculations were not provided, so, I was not able to check the accuracy of the technical information. There was one discrepancy in the reports. The first report shows a full median opening at the proposed apartment access. This is consistent with the existing roadway median. The property is located on the west side of Congress Avenue south of Miner Road, The property has access to both Congress A venue and Miner Road via Sandalwood Drive, A portion of the plan approved for the property is developed, Approximately 332 townhouse residential units are built and occupied, A portion of tlle undeveloped property with frontage along Congress Avenue is proposed to be developed witll 364 multI-family apartment units with its own access to Congress Avenue, This letter report summarizes the resulls of the analysis. To provide a basis for analysis, peak hour turning movement counts were conducted at the intersection of Sandalwood Drive and Congress A venue A copy of tlle counts completed on May 20th are attached, The counts were completed after the extension of MIner Road to Lawrence Road was open [0 traffic, In additiun to the 364 lllulli..family apmtl1leurs. it was assumed that the remamder of the undeveloped property will be developed with 300 single- family !lomes, Utihzing Institute of Transportation Engineers peak hour trip generation ra.tes, the pt':ak hour trips assoda[C;':u with eat:h uf tile undeveloped tracts were calculated Those trips were assigned to tlle roadway network consistent with the observed peak IIOur traffic at the Sandalwood Drive/Congress A venue intersectiun and the traffic study approved lor Ule overall property. A portion of the plan approved for the property is developed. Approximately 332 townhouse residential units are built and occupied, A portion of the undeveloped property with frontage along Congress Avenue is proposed to be developed with 364 multi-family apartment units with its own access to Congress A venue, The remainder of the undeveloped property is approved for residential development and 30,000 square feet of commercial retail. This letter report summarizes the results of the analysis, Existinlol Traffic Counts To provide a basis for analysis, peak hour turning movement counts were conducted at the intersection of Sandalwood Drive and Congress Avenue. A copy of the counts completed on May 20th are attached. The counts were completed after the extension of Miner Road to Lawrence Road was open to traffic, Future Traffic Volumes In addition to the 364 multi-family apartments, it was assumed that the remainder of the undeveloped property will be developed with 300 single- family homes and 30,000 square feet of retail commercial. Utilizing Institute of Transportation Engineers peak hour trip generation rates, the peak hour trips associated with each of the undeveloped tracts were calculated, Those trips were assigned to the roadway network consistent with the observed peak hour . The trips were assigned to the roadway system assuming that the proposed 364 unit multi-family parcel has direct access to Congress A venue in one scenario and does not have direct access to Congress Avenue in the second scenario. In the scenario where the multi-family parcel has direct access to Congress A venue, it is also assumed that the parcel will also have access to Sandalwood Drive, Figures 1 and 2, which are attached, present the resulting traffic volumes for the two access scenarios assuming full development of the Melear PUD, Conflict AnaIvsis As would be expected, the traffic volumes on Sandalwood Drive are greater in the scenario where the 364 unit multi-family parcel does not have direct access to Congress A venue. It is interesting to note that the northbound left-turn volume during the P,M, peak hour is over 200 vehicles per hour in both scenarios, Those 200 vehicles in conflict with the left-turn traffic from Sandalwood Drive and Inter Lagos will create delays and congestion at the intersection, The traffic volumes on Congress A venue are relatively high and do not afford large or long gaps which would allow traffic from Sandalwood Drive and Inter Lagos to enter Congress A venue safely. With Sandalwood Drive intersecting Congress A venue opposite Inter Lagos, the number of traffic conflict points is greatly increased over that of a "T" intersection which is proposed for the 364 unit multi-family parcel. Full cross intersections have more traffic conflict points than "T" intersections and are, therefore, inherently more dangerous, Figures 3 ana 4 depict 'me difference in conflicts for the two different types of intersections, In this revised analysis, the median opening on Congress A venue which would serve the apartment parcel would be modified to prohibit apartment traffic from turning left out of the parcel to travel north on Congress A venue. The conflicts are reduced from 32 to 5 with the revised access plan, Providing direct access to Congress A venue for the 364 unit multi-family parcel will reduce the traffic load on the Sandalwood Drive intersection and provide for a safer operation of traffic, This will allow traffic from each of these side street locations to enter the traffic stream on Congress A venue much easier and with less delay, SienaIization Considerations The proximity of the Sandalwood Drive intersection to the Miner Road intersection would indicate that Sandalwood Drive is too close for Palm Beach County to consider signalization in the future, Palm Beach County desires to have traffic signals at half mile intervals on Congress Avenue and the 1200 foot distance is less than half the County's standard, Further, the projected traffic volumes do not warrant signalization even if the multi-family parcel does not have direct access to Congress Avenue, Discussions with Palm Beach County staff indicates that County staff envision that the Miner Road traffic signal will ~=~ Kimley-Horn and Associates, Inc, Mr. Michael B. They view the Miner Road traffic requiring signalization in the future but do not view Sandalwood Drive as a candidate for a signal due to low volumes and the short distance from Miner Road, Countv Access Manallement The 364 unit multi-family parcel is proposed to have direct access to Congress Avenue at an existing median opening which is approximately 900 feet south of the Sandalwood Drive intersection, Palm Beach County's access management criteria requires a minimum of 660 feet which is provided. The existing median opening is more than 660 feet from any other median opening on Congress Avenue, Thus, the County's access management criteria are met. We have confirmed with the Palm Beach County Traffic Division that the County would permit access at the median opening as proposed since the location meets their criteria, 1988 Traffic Report Review A review of the 1988 traffic report for the Melear PUD approval indicates that several items are different today than was assumed in 1988, Miner Road has been constructed between Congress A venue and Lawrence Road, This change makes the traffic loading assumptions different today. Further, the report assumed that Sandalwood Drive would become signalized, Given the traffic projections and Palm Beach County's desire not to install a signal that close to Miner Road, signalization of the Sandalwood Drive/Congress Avenue intersection will not happen, Thus, access assumptions in the 1988 traffic report are not applicable for today since the underlying assumptions are not appropriate for today's traffic conditions. Sandalwood Drive Internal Access The apartment parcel is proposed to have internal access to Sandalwood Drive. The internal access will allow apartment parcel traffic to access Miner Road without travelling on Congress Avenue, The location of the apartment parcel access point to Sandalwood Drive is affected by other existing points of access to Sandalwood Drive, There appear to be two options for the location of the access point. One option would be to align the access with the existing point approximately 300 feet west of Congress Avenue, Due to its proximity to the Congress A venue intersection, we are of the opinion that the access should not be located at this point, The second option is to locate the apartment access approximately halfway between the existing connections which are approximately 1,100 feet apart. This would place the access point over 800 feet from Congress A venue. The City Code indicates a spacing of 660 feet is needed between access points, Given the available distance is only 550 feet, the City will need to waive the 660 foot criteria, Figure 5 depicts the distances associated with the access points, ~=~ Kimley-Horn and Associates, Inc, Mr, Michael B. Schorah.luly 9,1997, Page 4 Conclusions The proposed direct access for the apartment parcel to Congress A venue is permittable by Palm Beach County. This has been confirmed through discussions with Palm Beach County staff. The proposed direct access to Congress A venue will have less intersection conflict points than the Sandalwood Drive intersection and therefore will provide a safer driving condition, The direct access will also reduce traffic volumes on Sandalwood Drive and thereby reduce delay and congestion to traffic on Sandalwood Drive and its intersections with Congress A venue. The access assumptions contained in the 1988 traffic report are not valid for today's traffic conditions and therefore are not appropriate for continued application to the Melear PUD, The proposed configuration of the direct access connection for the apartment parcel will create a safer environment for traffic than forcing the apartment parcel traffic to use the Sandalwood Drive intersection for access to Congress A venue. Additionally, one of only two accidents on Inter Lagos was a vehicle making a left-turn to Congress Avenue. Increasing the number of left-turns into and from Sandalwood Drive would substantially increase the risk of accidents 6, Left-turn movements from Congress Avenue to the proposed driveway can be made without concern for vehicles approaching from all directions, In conclusion, it is our opinion that a proposed driveway connection to Congress Avenue, with a directional median opening which meets Palm Beach County's access management standards, will provide an efficient and safe means of ingress and egress for the proposed 364 unit apartment development. This 154.6 acre parcel is located on the west side of Congress Avenue and the south side of Min~r Road, in the City of Boynton Beach, Florida. This project originally received approval from the City in 1983. Of the original five phases, only the first phase, the Sandalwood Development, has been constructed. I I I I I I I I I I I I I This Analysis has been performed in order to determine the volume of traffic expected to be generated by this project at such time that this project is completely constructed and completely occupied, the effect that the generated traffic will have .~n the area's roadways and to make recommendations on what roadway improvements, if any, are necessary as a result of the approval of this project. In conformance with the City Planning Department's policy this Analysis has been performed with the criteria established in the City's Zoning Code and the recently adopted Palm Beach County Traffic Performance Standards Ordinance #87-18. Existing traffic counts which were available from the Metropolitan Planning Organization and the Palm Beach County Tr8ffic Division were used, when applicable, and these counts were augmented by twenty-four (24) hour machine counts and peak hour hand counts performed by this office. SITE INFORMATION As shown in Figure 1, this parcel is located on the southwest corner of Congress Avenue and Miner Road. All access to the development parcel will be onto Sandalwood Drive which traverses through the project from Congress Avenue to Miner Road. According to Article IV, Section 2 (b), only the traffic generated by a proposed project which is in excess of the volume previously approved shall be subject to provisions of the Traffic Performance Standards Ordinance. Thus, this Report shall address the impact of the additional 471 trips. TRAFFIC DISTRIBUTION The traffic distribution for this project was prepared according to the distribution analysis which was previously prepared by this office in the report "Traffic Distribution Study for Melear PUD", April, 1987. Based upon the proceeding, the traffic distribution for this project was determined and is shown below: NORTH EAST SOUTH WEST 38.1% 17.3% 31.4% 13.2% The distributed traffic is shown in Figure 3. PEAK HOUR The peak hour volumes have been calculated in order to ascertain if any additional roadway improvements are necessary to accommodate the additional traffic expected to be generated by this project. These analyses concluded that the roadway improvements which were recommended in the Mulhearn Report, a left turn lane and right turn lane on Congress Avenue at the intersection with Sandalwood Drive and the signalization of the same intersection, are adequate to accommodate the additional traffic expected to be generated by this request. Thus, no additional roadway improvements are required as a result of the additional traffic generated by this revised Master Plan. CONCLUSION The proposed revisions to the Master Plan of the Melear PUD are expected to generate an average of 461 additional trips per day. It is concluded, even with the number of additional trips, that this revision to the Master Plan creates an "Insignificant Impact" on the major roadway system. A review of the peak hour volumes further concludes that no additional roadway improvements are necessary as a result of this proposed Mater Plan revision. Bisesi of Gene B, Glick, owner of the subject property, we are pleased to submit this request to modify the approved Master Plan for the Melear Planned Unit Development. This request is intended to supersede the plan prepared by Urban Design Studio dated 9.26,88 which was approved by the City of Boynton Beach on November 8, 1988. The following revisions as reflected on the enclosed Master Plan are requested, 1. Phase 2 - Area, Dwelling Units, Density The boundary of Phase 2 is requested to be changed. The new parcel is proposed to contain 23.6 acres, a reduction of 20,2 acres. The Revised Master Plan proposes 364 multi-family units, a reduction of 128 dwelling units. The proposed density of the revised Phase 2 parcel will be 15.42 DU/AC. 2. Phase 2 - Access The original Master Plan did not reflect points of access (ingress and egress) to individual parcels/pods. The Traffic Report however, assumed that all parcels would have primary access from Sandalwood Drive, As a part of this request, we propose that the primary access (ingress and egress) point for this parcel be on Congress Avenue, opposite an existing access point into Dos Lagos PUD. As noted by the Boynton Beach Planning Staff, the original Traffic Report for the PUD did not indicate access onto Congress Avenue. Kimley-Horn and Associates has been retained to study this proposal and prepare an updated report. Kimley-Horn's report documents that this proposed request is consistent with the Palm Beach County Traffic Performance and Access Management Standards. The Revised Master Plan proposes an emergency access - "exit only" onto Sandalwood Drive. 3. Congress Avenue Buffer Width The approved Master Plan provides a 50' landscape buffer along Congress avenue. We propose to modify this buffer width to 40', To mitigate for this reduction, we propose to provide additional landscaping and a berm! wall combination, 4. Phase 3 Phase 3 is proposed to be modified into two (2) parcels - Phase 3a and Phase 3b, Phase 3a is the same configuration as the previous approval, Phase 3b represents the balance of the previous Phase 2. The new total acreage of Phase 3 is 56.1 acres (35.1 acres + 21 acres), Phase 3 is proposed to contain a total of 309 Single Family Dwelling Units at a density of 4.4 du!ac (193 + 116). This equates to an increase of 128 Single Family Units, The total number of Dwelling Units proposed for the Melear PUD remains unchanged at 1,005 Dwelling Units, The proposed request is consistent with the Land Use Plan and Zoning Code of the City of Boynton Beach. We believe this request is consistent with the spirit and intent of the Melear PUD.
