As you requested. we have prepared a comparative analysis of trip generation for Phase 3 of
the Melear PUD based upon the existing approved master plan and the proposed modification.
The analysis utilized trip generation rates from the Institute of Transportation Engineers (lTE)
Trip Generation Manual, 5th Edition.
1. EXISTING MASTER PLAN - Phase 3 - Average Daily Trips (ADT)
The existing master plan allows for 309 single family detached units and 3.1 acres of
commercial use. An allowance of 10,000 square feet per acre of commercial land has
been utilized with a retail use. .

units, and no commercial component.

REPORT OF THE PROPOSED STORMWATER MANAGEMENT SYSTEM
This project is located within the South Florida Water Management District (SFWMD) C-16
Drainage Basin and the surface water management system will be under the jurisdiction of
SFWMD and Lake Worth Drainage District (LWDD). The project will discharge to the LWDD
L-21 canal and the discharge will be limited by a control structure to 62.6 CSM at the 25 year
storm event.
The finished floor elevations will be above the calculated 100 year - 3 day, zero discharge
storm event. A berm will be placed around the perimeter of the site with a top elevation equal
or exceeding the calculated 25 year - 3 day routed storm event to prevent unauthorized
discharge from the site. The design water level is 9.0 feet NGVD as established in previous
permits from SFWMD. At this time. it is estimated that the minimum finished floor elevation
will be 14.50 feet NGVD and the minimum crown of road will be 12.75 feet NGVD.
Storm water management calculations will be submitted to SFWMD and LWDD with the final
engineering design plans.
The water quality volume will be detained in the onsite lakes and will be allowed to bleed-down
at a rate of one-half inch per day. Pollution retardant baffles will be utilized on all outfall
structures prior to discharge to a surface water body.
The on-site drainage system will consists of a series of catch basins and pipe which will direct
runoff to the lakes. The on-site drainage system will be designed for a 3 year storm event.
The rear vards of lots adjacent to a water management tract will drain to the water management
tract. In all other cases, each lot will be graded to drain to the access tract adjacent to the lot.

Application deficiencies
Please be informed that your above-referenced application
was reviewed for general completeness and the following
deficiencies were identified:
I) Consent/authorization from property owner to
process both the master plan and site plan;
2) Landscape plan for the site plan submittal; and
3) Traffic study for the site plan application.
In order to begin processing these application, you must
first submit the necessary authorizations (ideally the
written consent on the signature page of the site plan
application and a letter signed by the owner authorizing
the master plan modification request), and a landscape
plan for the site plan application. I will not hold
processing of the site plan application while awaiting the
traffic analysis; however, the delay in the county's review of
this data could delay ultimate approval. Please contact me
