The amended new site plan for Melear PUD Phase 3B has been submitted for final sign-off by
the Technical Review Committee. Four (4) sets of plans, each requiring your unconditional
signature, are available for review in Planning and Zoning. A copy of the originally reviewed
plans, staff comments and development order are available for your use to perform the review.
Please review and sign-off each of the four (4) sets of plans, No later than, 5:00 P.M., October
8, 1999. If the plans are not in compliance with your staff comments or City regulations, do not
sign the plans but only indicate the memorandum number where your comments are
documented.. To facilitate the sign-off process, please resubmit written comments addressed to
the Planning and Zoning Director, NO LATER THAN 5:00 P.M., October 8,1999

plans accordingly.
3. The final site plan depicts an unidentified easement along the north boundary of both
recreation areas. Label the type and size of the easement. Also, add the easement to sheet L-

buffer tracts shall be submitted as a separate landscape permit An irrigation permit will be

tract and tot lot tract shall be included and submitted with the permit plans that are required
for the other improvements that are located in the tracts. An irrigation permit will be
required to irrigate the landscape material that is located in the recreation area tracts.
9. Add a symbol to the drawing titled Final Site Plan Phase 3B. The symbol shall identify the
location and delineate the accessible path of travel that is required from the handicap
accessible parking space to the accessible entrance ofthe cabana. Add the following note to
the plan: The symbol represents the accessible route and the route is designed in compliance
with Section 4.3 (Accessible Route) and 4.6 (Parking and Passenger Loading Zones) of the
Florida Accessibility Code for Building Construction. Please note that at time of permit
review, the applicant shall provide detailed documentation on the permit plans that will
verify the accessible route is in compliance with the regulations specified in the Florida
Accessibility Code for Building Construction.
10. The maximum structure height that is identified on the drawing titled Final Site Plan Phase
3B is not consistent with the maximum height that is identified on the approved master plan.
Amend the plans accordingly.

We have reviewed the subject plans and recommend that the request be forwarded for Board
review with the understanding that all remaining comments will be shown in compliance on the
working drawings submitted for permits.

1. A rectified master plan for this project is not on file to verify that the proposed building and
site regulations are accurate. Provide a copy ofthe rectified master plan. It is possible that
additional comments may be generated following the submittal of a rectified master plan.

3. Omit from sheet L-2 and L-3 all landscape material that is located outside the boundary of
the property of Phase 3B.

UTILITIES
Comments:
3. All utilities easements shall be shown on the rectified landscaping X
drawings so that we may determine which trees may interfere with
utilities. In general, palm trees will be the only tree species allowed
within utility easements. Canopy trees may be planted outside of the
easement so that roots and branches will not impact those utilities within
the easement in the foreseeable future. LDR Sec. 7.5-18.1 gives public
utilities the authority to remove any trees that' interfere with utility
services, either in utility easements or public rights-of-way. Several
direct conflicts between utilities and canopy trees are apparent, and must
be correct
4. Dept of HRS permits will be required for the water and sewer systems X
serving this project. (Sec. 26-12).
5. Sec. 26-34(E) of the City Code requires that a capacity reservation fee X
be paid for this project either upon my request for signature on the
Health Dept. application forms or within 30 days of site plan approval.

We offer tbe following comments on this project:
GENERAL COMMENTS
I) All utilities easements shall be shown on the rectified landscaping drawings so tbat we may
determine which trees may interfere with utilities. In general, palm trees will be tbe only tree
species allowed within utility easements. Canopy trees may be planted outside of the easement so
that roots and branches will not impact those utilities witbin the easement in tbe foreseeable future.
LOR Sec. 7.5-18.1 gives public utilities tbe autbority to remove any trees that interfere witb utility
services, either in utility easements or public rights-of-way. Several direct conflicts between utilities
and canopy trees are apparent, and must be corrected.
2) Dept. of HRS permits will be required for the water and sewer systems serving tbis project. (Sec.
26-12)
3) Sec. 26-34(E) of the City Code requires that a capacity reservation fee be paid for this project
eitber upon my request for signature on the Health Dept. application forms or witbin 30 days of site
plan approval, whichever occurs first. Assuming one meter per dwelling unit, the fee will be
$17,740.80.
SPECIFIC CONDITIONS
I) Water and sewer lines to be owned and operated by the City shall be included witbin utilities
easements. Please show all proposed easements on tbe engineering drawings, using a minimum
widtb of 12 feet. The easements shall be dedicated via separate instrument to the City as stated in
Sec. 26-33(a) of the Code.
2) A building permit for this project shall not be issued until tbis office has approved tbe plans for the
water and/or sewer improvements required to serve the project. (Sec. 26-15)

28. Sheets L-2 and L-3 are labeled as common area landscape plans.
Therefore, omit all landscaping material that is not located within a
common area. Add to sheet L-2 and L-3 a symbol that represents the
perimeter boundary of the common areas. Also, label an common areas
and parcels.
29. Why are there two sheets needed to illustrate the landscaping for the tot lot
and swimming pool parcels? Add the landscaping that is shown within the
recreation parcels on sheet L-2 to sheet L-4 or add all the landscaping
shown on L-4 within the perimeter common area to sheet L-2.
30. What is the title of the small area of land that is shown on the drawing
titled Final Site Plan Phase 3B and located north of the north dead end?
31. Place a note on sheets L-2 and L-4 indicating that signs are not approved

33. Add the South Florida Water Management District permit number to the
site grading notes found on the drawing titled Preliminary Engineering
Plan Town-home Site and indicate the minimum finish floor elevation and
crown ofthe road that is stated on the permit
34. To clarify the landscaping for the buildings and units, it is recommended
that you create a landscape plan that illustrates the common or standard
landscaping that will be provided for all 4-unit buildings and an 6-unit
buildings. This drawing could show and indicate where and what standard
landscaping and extra landscaping are proposed for the standard and
comer lots. The typical lot A, B and C drawings would identity the
landscape material that is proposed for each specific unit.

37. The minimum allowable right of way width IS 50' the interior roads are
categorized as local streets not marginal streets Chapter 5 Article VI
Section 3. Paragraph A, Chapter 6 Article IV Section 10 Paragraph B& L.
38. Remove the conceptual master plan from the submittal package, the
approval is for the site plan only.
39. The typical lot details show only 4 unit buildings. How many of each type
units are there? What are the different combinations of unit types? Label
the unit types for each lot on the site plan.
40. On the architectural elevations plan provide the overall height dimension
to the roof peak, and building materials and colors in tabular form.

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments to me no later than 5:00 P.M. on March
22. 1999. When preparing your comments, please separate them into two categories; code
deficiencies with code sections referenced and recommendations that you believe will enhance
the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be requested by
the reviewer by contacting Scott Barber.
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.

4. Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name
of the appropriate TRC Member that is responsible for the review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me. The memorandum shall state that the plans are approved and that
they do not have any comments on the plans submitted for review and that they recommend the
project be forwarded through the approval process.
All comments shall be typed, addressed and transmitted to me for distribution to the applicant Please
include the name and phone number of the reviewer on this memorandum. Scott Barber will be the
Planning and Zoning staff member coordinating the review of the project First review comments will be
transmitted to the applicant along with a list of Technical Review Committee (TRC) members.
