Dear Ms. Galav,
In response to staff comments from the Building Division regarding the recreation building I offer the
following responses.
a. The recreation building will be restricted to use by Phase 3B residents for association meetings only.
Phases SA and 3C have complete use of the facility.
b. No resident of Phase SA, 3B or 3C will be required to cross a major road or thoroughfare to get to the
Clubhouse/Recreation building.
c. There will be no scheduled deliveries to the s~e. We do expect, however, a weekly viM by pool
maintenance personnel for routine pool cleaning.
d. The recreation facility will not have any employees. As stated in c above, a contracted pool maintenance
will visit the s~e weekly.
It should be noted that these matters have been discussed w~h your Parks and Recreation Department
who approved this facility and made a determination of any park impact fees due. I am confused as to what
standing Palm Beach County would have in assessing an impact fee of any kind?

Enclosed is the City of Boynton Beach Development Order for site plan approval granted on
June 20, 2000.
To continue this project through the development process, please submit to this office four (4)
sets of rectified plans. A rectified plan is a site plan revised to incorporate all applicable
conditions of approval, except those clearly specified to be met at time of permit review. A
person managing your permit applications should be made aware of any such conditions and
submit required documents with your permit package.
Additional engineering plans or other pages which will be required for your permit package but
were not part of the approved site plan set should not be submitted with the rectified site plan
sets.
Please note that a rectified plan must be signed off by all TRC members prior to submitting for
building permits. Our staff is committed to speedy and efficient completion of your site plan
rectification process. However, failure to meet all applicable conditions in the first rectified plan
submission will require further revisions and subsequent reviews by the TRC members and thus
produce unnecessary delays. Feel free to contact any TRC member for additional clarification of
comment(s).
Your copy of the signed-off rectified plan is to be submitted as part of your permit plan package
to the Building Division.

Dear Ms. Heyden:
I have reviewed the traffic information provided for the Melear PUD. Per
your request, I am providing the following comments regarding the
traffic safety, efficiency, and signal considerations for the two access
scenarios.
The report provides a conflict analysis of the two access scenarios.
Providing a northbound left turn into the apartments will reduce the
northbound left turn volumes at Sandlewood Drive. This will make the
intersection of Sandlewood Drive and' Congress Avenue operate
somewhat more efficiently and there may be associated improved
safety. There are no other identifiable efficiency or safety differences
between the two access scenarios.
The report states that the intersection of Sandlewood Drive and
Congress Avenue is 1200 feet from the intersection of Miner Road and
Congress Avenue. This is less than the one-half mile spacing between
signals called for in the County's Access Management Standards.
There is a traffic signal at the intersection of Miner Road and Congress
Avenue for the City's fire station. It operates when activated by the fire
station. It was envisioned that this traffic signal would be fully
operational when warranted.
It is possible that if traffic signal warrants are met at the intersection of
Sandlewood Drive and Congress Avenue and are not met at the
intersection of Miner Road and Congress Avenue, then a traffic signal
could be installed at the intersection of Sandlewood Drive and Congress
Avenue.

based on actual traffic counts.

In response to your request, a traffic study was conducted at the subject
intersection. This study indicated that signalization of the intersection was
not warranted. Due to the findings of this study, we cannot recommend the
installation of a signal at this intersection as of this date. We will continue
to monitor this intersection as traffic demands change.

We recommend approval of the above referenced project subject to the following comments.

1. To maintain the intent of the basic design of access points to units located within a planned unit
development (PUD) project and to remain consistent with the location of the access points that
arc existing to the adjacent single family and multifamily planned unit developments (Meadows
PUD and Dos Lagos PUD) it is recommended that the access points to Phase 2 be located on
the internal access road (Sandalwood Drive) rather than Congress Avenue.
2. To maintain a consistent width of the streetscape, landscape buffer and building setback along
the east property line of the Melear PUD, it is recommended that the width of the buffer and
building setback for Phase 2 remain 50 feet rather than the proposed 40 feet.

4. Remove the note indicating that setbacks are to be determined at site plan approval. All
setbacks arc established at time of master plan. [Chapter 2.5 - Planned Unit Developments,
Section 9.8.]
Emrineerine Division
The subject traffic analysis only addresses the traffic generated by the proposed new development
and doesn't provide an overview of the area at build-out. It is in the City's best interest to not
modify the existing master plan which would allow traffic onto Congress A venue. Therefore it is
recommended that the proposed access to Congress Avenue be relocated to Sandalwood Drive.
The following is an analysis of traffic at the subject PUD: When the Melear PUD is fully
developed, it will generate traffic along Sandalwood Drive from 996 units plus traffic from the
commercial site (664 units from Melear and 332 units from Chalet IV Development). Directly
across from Sandalwood Drive, on the east side of Congress Avenue, is the main (and only)
entrance to the Dos Lagos Development which now generates traffic from 428 units (s.f.r. duplex
and townhouses). It is possible the total build out traffic onto Congress A venue will warrant full
signalization at this intersection rather than at Miner Road. There is only a small, undeveloped
parcel on the north side of the new Miner Road Extension that can generate any additional traffic

onto Miner Road between High Ridge Road and Lawrence Road. Therefore it is possible the
warrant for a full signal light at this location will not be met. Additionally, using the County's
minimum, one-half mile spacing for traffic signal lights makes the Sandalwood Drive light location
more desirable for it is approximately that distance from there to the light at Meadows Boulevard
(it is only 1300' from the Meadows light to Miner Road).
Allowing an opening onto Congress A venue may dilute/weaken the justification for a light at
Sandalwood Lane. [LDR Chapter 2.5, Section 8.A. & C. and attached 12/31/91 letter]

I met with Julian Bryan, rep for the developer, this morning; he is revising the Townhouse Section of the P.U.D. to show 5
separate recreation elements necessary to qualify for Y:i credit already granted towards the recreation fee. A previous
developer has already paid the initial half of the fee in lieu of land.
Julian expects to have plans revised within a few days which include additional private recreation. Assuming he meets
requirements of The Land Development Regulations, Chapter 1, Article V, Section 3, Boynton Beach fees/dedications, I
will be able to sign off on the revised plans.

issues have been satisfactorily addressed in conjunction with the other phases, or will be addressed in the plat document.
