two of the three lakes. Lake No 3 does not indicate any plantings. The applicant should show

We have reviewed the subject plans and offer the following comments that shall be addressed
prior to the project being forwarded for Board review:

1. Submit a site plan drawing of the recreation site. The plan shall show the required parking
area and the proposed accessible sidewalk system. Identify the setback dimensions that
identify the distance the recreation building is located from each property line. Please note
that the dimensions of the overhang, covered walkways, canopies or awnings shall be
included when identifying building setbacks. Show on the plan dimensions that identify
the location of the swimming pool, tot lot and volley ball court.
2. Add to the building that is shown on the site plan drawing a labeled symbol that represents
the location of the handicap accessible entrance door to the building. Also, label the
location of the handicap accessible door on the floor plan drawing.
3. Identify on the site plan the location of the handicap accessible parking space(s). The
quantity of the spaces shall be consistent with the regulations specified in the Florida
Accessibility Code for Building Construction. The accessible parking space(s) that serve a
use shall be located on the shortest safely accessible route of travel from adjacent parking
to an accessible entrance.
4. Add to the site plan drawing a labeled symbol that represents the path oftravel ofthe
accessible route that is required between the accessible parking space(s) and the accessible
entrance door to the building. Use the symbol to delineate the location of the accessible
route that is required from the accessible parking space(s) to each of the recreational
amenities (swimming pool, tot lot and volleyball court). Add text that would indicate the
labeled symbol represents the accessible route and the route is in compliance with Section
4.3 (Accessible Route) and 4.6 (Parking and Passenger Loading Zones) ofthe Florida
Accessibility Code for Building Construction. Please note that at time of permit review,
the applicant shall provide detailed documentation on the plans that will verify that the
accessible route is in compliance with the regulations of the Florida Accessibility Code for
Building Construction.

5. Within the site data, identify the proposed finish floor elevation of the building (lowest
floor elevation). Verify that the proposed elevation is in compliance with regulations of the
code by adding specifications and notes to the site data that address the following issues:
a) From the FEMA map, identify the title of the flood zone that the building is located
within. Where applicable, specify the base flood elevation. Ifthere is no base flood
elevation, indicate that on the plans.
b) As the design professional-of-record for the project, state that the proposed floor
elevation is above the highest 100-year base flood elevation applicable to the building
site, as determined by the South Florida Water Management District's surface water
management construction development regulations. [Section 3107.1.2, Chapter 31 of
the Boynton Beach amendments to the 1997 edition of the Standard Building Code]
c) Identify the floor elevation that the design professional has established for the building
within the footprint of the building that is shown on the site plan, floor plan and civil
plan.
6. Add to the site plan of the recreation area detailed and dimensioned elevation view
drawings of the site signage, including dimensioning the width and height of the sign and
the overall height of the sign structure. Add computations to the drawing that verify the
total sign area is in compliance with the regulations specified in the Sign Code. Also, show
and dimension on the site plan drawing the location ofthe sign and the distance the site
sign is located from the adjacent property lines (note: ten feet is minimum setback
dimension from adjacent property lines). If a site sign is shown, delineate on the landscape
plan the location of the landscaping that is required for site signage. Drawings of the
signage shall comply with the applicable regulations specified in the Sign Code (Chapter
21 of the Land Development Regulations)
Or
Place the following note on the site plan: "Site signage is not approved for this project
Separate site plan review and approval is required for site signage."
7. Add to the submittal detailed and dimensioned elevation view drawings ofthe building
signage. On the elevation view drawings of the building, identify the location of the wall
signage and dimension the length and height of the signage. Also, identify the total sign
area and provide computations that verify the sign area(s) is in compliance with the Sign
Code. Drawings of the signage shall comply with the applicable regulations specified in
the Sign Code (Chapter 21 of the Land Development Regulations).
Or
Place the following note on the site plan and building elevation view drawing(s):
"Building signage is not approved for this project Separate site plan review and approval
is required for building signage."

8. Add to sheet L8 of 12 the distance the site sign is located from the adjacent property lines
(note: ten feet is minimum setback dimension from adjacent property lines). [Sigo Code
(Chapter 21 of the Land Development Regulations)]
9. Add to the site plan drawing of the recreation area a labeled symbol that represents the
location of the site lighting poles. Add a note to the site plan indicating that the locations
of the site lighting poles are conceptuaL Also, note that the site lighting fixtures will
illuminate the site consistent with the specifications identified in the Parking Lot
Code/Landscape Code. Include, within the note, the overall height dimension of the site
lighting pole and fixture. The overall height ofthe pole/fixture shall not exceed the height
limitations of the Zoning Code.
10. On the site plan drawing of the recreation area, identifY the symbol that represents the
property line.
II. At time of 2nd review, submit a current surveyor plat drawings ofthe subject project.
12. Add to the site plan ofthe recreation area all easements that are shown on the survey/plat.
The location, type and size of the easement(s) shall be shown and identified on the site
plan. Where applicable, amend the plans so that structures do not encroach into an
easement.
13. Add to the site data the number of stories in the recreation building. Also indicate the
overall height of the building (finish grade to the highest point of the roof). The overall
height of the buildings shall not exceed the height limitations of the master plan.
Dimension the overall height of the building on the elevation view drawings of the
building.
14. Below the floor plan drawing of the recreation building, add text that would indicate that
the room layout of the floor plan is conceptuaL
15. Indicate on the site plan, within the floor area of the building, the total floor area ofthe
building.
16. At time of permit review, submit signed and sealed working drawings ofthe proposed
construction.

17. To properly determine the impact fees that will be assessed for the proj ect, provide the
following information:
Submit a notarized affidavit on the letterhead of the owner, company or association. The
letter must contain an answer to the following questions.
(a) Will the ClubhouselRecreation building be restricted to the residents ofthe entire
Melear P.D.D. only?
(b) Will the residents have to cross any major roads or thoroughfare to get to the
ClubhouselRecreation building?
(c) Will there be any additional delivery to the site?
(d) Will there be any additional employees to maintain and provide service to the site?
Once this information is complete, the City will submit it to the Palm Beach County Impact
Fee Office for impact fee determination.
18. Place a note on each sheet of the landscape plans indicating that a landscape permit and
irrigation permit is required. The permits will be required for all landscaping that is located
on common ground, landscape buffers or any parcel that is dedicated to the homeowners
association. Note the following exceptions to the permit requirement: recreation site and
parcels where the landscaping is covered by the plat documents. The landscaping and
irrigation for the recreation site shall be included with the permit for the recreation
building.
19. Add a symbol to the landscape plans that identifies the location of the landscaping material
that is described in the plat documents.
20. Remove the word conceptual from all landscape drawings.
21. Add to each of the landscape drawings the title of the common area designations that match
those that are identified on the plat documents. The designations shall be placed within the
appropriate areas.
22. Submit for review a sample of the Cumulative Total Square Footage document that is
required per note 10 of the master plan. This document shall include the square footages
for the townhouse buildings that are located in Phase 3B.

The Parks Division has reviewed the new site plan for phase 3 ofthe Melear PUD. The
following comments are submitted:
I. A previous developer was granted one-half credit and paid the remaining half
recreation dedication fee based on the continued provision of the required private
recreation (According to Chapter I, Article V, Section 3 ofthe Land
Development Regulations).
2. Phases 3A and 3C show the following private recreation:
1. Children's play apparatus area
2. Landscape park like and quiet areas
3. Family picnic areas
4. Game court area
5. Swimming pool
6. Recreation center (meeting hall)
One-half credit for private recreation continues to be recommended for phases 3A
and 3C.
3. The developer made a marketing decision to consider the town house section
(phase 3B) separately in regards to recreation. In order to qualify for one-half credit for
private recreation, the developer agreed to make the following separate private recreation
facilities available to town house residents:
1. Children's play apparatus area
2. Landscape park like quiet area
3 Family picnic area
4. Sand volleyball court
5. Swimming pool
In addition, the developer agreed to include a provision in the Home Owner's
Association documents allowing town house residents to hold their association
meetings in the recreation center/meeting hall located single family home sections
(phases 3A and 3C).
4. Based on the developer making the above-listed changes, one half credit is also
recommended for the town house section (phase 3B) of the Melear PUD.

I met with Julian Bryan, rep for the developer, this morning; he is revising the Townhouse Section of the P.U.D. to show 5
separate recreation elements necessary to qualify for Y, credit already granted towards the recreation fee. A previous
developer has already paid the initial half of the fee in lieu of land.
Julian expects to have plans revised within a few days which include additional private recreation. Assuming he meets
requirements of The Land Development Regulations, Chapter 1, Article V, Section 3, Boynton Beach fees/dedications, I
will be able to sign off on the revised plans.

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments or e-mail to JoAnn Alea and I no later
than 5:00 P.M. on October 12. 1999. When preparing your comments, please separate them into
two categories; code deficiencies with code sections referenced and recommendations that you
believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be requested by
the reviewer by contacting Scott Barber, or myself
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.

4. Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name
of the appropriate TRC Member that is responsible for the review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me. The memorandum shall state that the plans are approved and that
they do not have any comments on the plans submitted for review and that they recommend the
project be forwarded through the approval process.
All comments shall be typed, addressed and transmitted or e-mailed to JoAnn Alea and I for distribution to
the applicant. Please include the name and phone number of the reviewer on this memorandum or e-
mail. Scott Barber will be the Planning and Zoning staff member coordinating the review of the project.
First review comments will be transmitted to the applicant along with a list of Technical Review Committee
(TRC) members.

review a sample of the "Cumulative Total Square Footage" document that is required per
note 10 of the master plan. This document shall be submitted with each permit for a house
or townhouse. The document shall maintain a running total of the square footages for all
detached single-family units and all townhouse units that are located in all three phases of
the project. The total ofthe floor area ratio square footage of the units shall not exceed the
total floor area ratio square footage that is allowed for the project's 4.0 Land Use Intensity.
Show on the document the floor area ratio computations for the project.
10. Compliance with the Building Codes will be evaluated at time of permit review. The
permit fee, water and sewer facility fees, Fire and Life Safety fees, County fees and State
fees will be determined at time of permit review.
1 L Permits are required to construct the improvements that are shown on the approved site
plan/conditional use documents. Permit application forms are available in the Building
Division of the Development Department. A permit submittal checklist is available in the
Building Division. The list identifies the basic documents that the Plans Analyst checks for
when an applicant submits for permit review.

POLICE
2 - The revised final site plan shows all parl<ing, stop signs and handicap parking spaces.
ENGINEERING
3 . The landscape plans have been revised to correct the spelling of Miner Road.
4 - The landscape plans have been revised to only show palm trees shown in utility easements.

BUILDING DIVISION
7 - The site plan is included along with engineering, anchitectural and landscape plans. Dimensions have
been added to the plan that tie down the location of the building, swimming pool, volleyball coun and tot
lot.
8 - A general note has been added to the site plan reflecting the fact that a symbol "HA. for handicap
access has been added to the site plan (along the route over the 5' sidewalk). This sidewalk connects the
building access points to the required handicap parking space which is shown on the site plan. The
handicap access locations into the building have been noted on the site plan. A note has also been added
to the architectural floor plans stating that all entrances into the building are handicap accessible.

11 - The minimum finish floor elevation of the recreation building has been added to the site plan. The
accompanying engineer plan has a note regarding the applicable flood zone and minimum South Florida
Watf!r Management District criteria.
12 - A noter has been added to the site plan regarding signage. The entry monument signs shown on
sheet L-10 of the landscape plans constitute the "signage program" and are the only signs (other than
speed limit, street name and stop signs) located within Phases 3A and 3C of the Melear PUD.

14 . Dimensions, locating the monument sign, have been added to sheet L.8 of the landscape plans.
15 - Interior lighting pole locations have been added to the site plan along with a general note regarding
levels of illumination. The architectural plans, to be submitted for permits, also include lighting photometries
verifying that minimum City Code standards have been met. It is also noted that these poles will be a
maximum of 25' in height which is under the 30' maximum allowed in this community.

16 - A symbol "PIL" has been added to interior property lines on the site plan. A road right of way symbol
(R/W) shows the adjacent roadway. In addition perimeter distances and bearings are shown on the site
plan.
17 - The final plat for this community has been recorded. The site plan provided the legal description and
recording information for this plat.
18 . All easements of record shown on the recorded plat are properly reflected on the site plan.
19 - The recreation building is one story. This is reflected in the accompanying architectural floor plans. The
maximum building height of 23' - 6" is noted on the site plan and on the architectural elevations.
20. The floor plan is not conceptual therefore a note stating that it is conceptual has not been added. The
architectural floor plan and elevations included in this review package are taken from finished working
drawings.

FORESTER/ENVIRONM ENT ALIST
27 - The littoral plantings for two of the three lakes were approved based on additional mitigation previously
agreed to. The landscape plans note on sheet L-12, the required square footage of littoral area. This has
been accomodated in the two lakes by consolidating the required area.
PLANNING & ZONING
28 - The site plan reflects in general notes, callouls, etc. each requested item. In addition, the
accompanying landscape plans and architectural plans properly reflect the remaining items.
29 . All trees exceed the minimum 8' height at the time of planting.
30 - The developer is sensitive to the unnecessary destruction of cypress trees and therefore will not use
Cypress mulch. The landscape plans standard note reflect cypress mulch or equal material. As requested
we will therefore use other types of mulch.
31 - The spelling of Miner Road has been corrected on the landscape plans.
