SUBJECT: Quantum Park PID - Whitfield Interiors File No. USAP ~
Use Approval (furniture manufacturing, fabrication and assembly)
NATURE OF REQUEST
Butlers Construction & Development, agent for Boynton Warehouse Ltd., property owner, is requesting
approval to amend the list of permitted uses for the Quantum Park Planned Industrial Development (PID)
to include manufacturing, fabrication, and assembly of fumiture on industrially-designated lots within the PID.
This request is in connection with the desire of Whitfiled Interiors Inc. to relocate from 3010 SW 14th Place
to Lot 46-A in the Quantum Park PID (see attached location map in Exhibit "A"). Section 7(E) of Chapter
2 - Zoning, of the Land Development Regulations requires that any use proposed within a Planned Industrial
Development (PID) district be approved by the Planning and Development Board (and City Commission).
BACKGROUND
The following is a description of the zoning districts and land uses of the properties that surround the subject
request (see Exhibit "A" - Location Map).
North -
Park Ridge Boulevard, and farther north the Publix Distribution Center, zoned PID;
East
Flowers Distribution Center, zoned PID;
South -
Safety Kleen Inc_, zoned PID; and
West -
Vacant land, zoned PID, to be utilized for the planned high schooL
Pursuant to Section 7.E., in a PID, a building and its customary ancillary structures and land uses may be
erected, altered and occupied for any office, professional, business (wholesale and retail), educational
institution, adult entertainment in accordance with Section 11.M. of the zoning code or industrial uses
provided that such use or uses is/are approved by the Planning and Development Board. To approve such
a use, the Planning and Development Board must make findings that the proposed use will not be in conflict

with the performance standards listed in Section 4.N_ of the zoning regulations, and that the use proposed
is consistent with the intent and purposes of the planned industrial development district.
ANALYSIS
The purpose of the city's performance standards is to ensure that uses will not be a nuisance or hazard to
persons, animals, vegetation or property located on adjacent or nearby properties or right-of-way; or that
they will not interfere with the reasonable use or enjoyment of adjacent or nearby property by reason of
noise, vibration, smoke, dust, or other particulate matter; toxic or noxious matter; odor, glare, heat or
humidity; radiation, electromagnetic interference, fire or explosive hazard, liquid waste discharge, or solid
waste accumulation.
The applicant has been asked to provide a response to the performance standards listed in Section 4 N. to
enable staff to evaluate the impact and appropriateness of this use within this PID district. The following
performance criteria are evaluated using information collected from this current application, and an
environmental review file processed for Whitfield Interiors in 1990.
1) Noise: The applicant states that "noise is very minimal and is within the boundaries of
Section 15-8 of the City of Boynton Beach Code of Ordinances" (minor noise would be
generated by small power tools used to construct the furniture);
2)
Vibrations:
The applicant indicates that the use remains free of vibrations;
3) Smoke, dust, dirt, or other particulate matter: As stated by the applicant, there is no
smoke, and dust is minimized by the current use of a high tech dust collection system that
immediately removes any dust debris as the products are manufactured and assembled;
4) Odors and fumes: The applicant indicates that all odors and fumes are now eliminated
through the discontinued use of glues and acetone which were previously used to cement
wood parts and clean glue from wool parts, respectively;
5) Toxic or noxious matter: No toxic nor noxious matter will be generated by the processes
applied to create furniture by this use (see item #f: below);
6) Fire and Explosion: As indicated under Item #4 above, hazards which were previously
possible when the business utilized glues and acetone, are no longer an issue as these
chemicals are not currently used by Whitfield Interiors;
7) Heat, Humidity or Glare: The subject use still does not create any heat, humidity, nor glare;
8) Liquid Waste: The applicant has stated that the proposed use generates no liquid waste;
9) Solid Waste: The applicant indicates that any accumulation or disposal of solid waste will
be in conformance with Chapter 10 of the City of Boynton Beach Code of Ordinances, and
disposed of appropriately.

10) Electromagnetic Interference: No electromagnetic radiation or interierence would be
created by this use_
11) Hazardous Materials and Hazardous Waste: As all natural woods are now used by
Whitfield Interiors. and with the elimination of any cement agents and acetone, the use will
generate no hazardous materials or waste.
RECOMMENDATION
Based on the above analysis of this use, and the determination by staff that this use is consistent with the
intent and purposes of the planned industrial development district, staff recommends that the list of permitted
uses for the Quantum Corporate Park PID be amended to include the manufacturing, fabrication, and
assembly of furniture on industrially designated lots, subject to the conditions of approval contained in
Exhibit "B". The conditions of approval include the requirement for environmental review pursuant to the
Land Development Regulations, Section 7.E.2 and Section 8.A.3(7) which requires this review process be
conducted on uses that manufacture "furniture, cabinets, and wood fixtures, with gross floor area of shop
greater than two-thousand (2,000) square feet" (the SUbject use will occupy 3,700 square feet of a 22,600
square foot building)_ This condition is also appropriate because although Whitfield Interiors does not use
glue and acetone, these potentially hazardous materials are used by some furniture manufacturers. Also,
not all furniture manufacturers can afford a dust collection system as part of their equipment. Therefore,
since use approvals are not exclusive to any particular applicant (approval includes any future furniture
manufacturer in this PI D), this condition is a safeguard and provides an opportunity to ensure safe business
practices.
