Characteristics: The site is located within the Martin Luther King Boulevard Overlay
Zone (MLKB), that is being concurrently established to specifically
guide development along this corridor consistent with direction from the

Visions 20/20 Redevelopment Plan, The implementation of the overlay
zone will initially provide relief from standard front, side street and side
setbacks, Staff expects that additional regulations regarding signage,
permitted uses, appearance, landscaping, etc, will be added to the
overlay through a public participation process, The site is currently
undeveloped, The property is bordered along the west lot line, with a
five (5) foot high concrete wall and chain link fence. There are no
overhead utility lines along the north lot line. Open soil areas are
predominant with some overgrown vegetation consisting of invasive
shrub and grass species,
Proposed
Development:
The applicant is proposing construction of a 2,950 square foot retail
office building and related parking (see Exhibit "B" - Proposed Site
Plan).
Concurrency:
a. Traffic - A traffic statement regarding the number of trips generated by the use
was not submitted. The statement must be forwarded to the Palm
Beach County Traffic Division for confirmation that the project
complies with the county's traffic performance standards, This
compliance is a condition of approval.
b. Drainage - Conceptual drainage information was provided for the City's review,
The Engineering Division is recommending that the review of specific
drainage solutions be deferred to time of permit review,
Driveways: Proposed on-site traffic circulation consists of a 20 foot wide two-way
deadend drive aisle with access from Martin Luther King Jr.
Boulevard. The proposed vehicle use area will provide a rear parking
area containing 9 foot by 18 foot spaces,
Parking Facility: There are 15 parking spaces proposed, including one (1) space
designated as handicapped. This meets the City's Land Development
Regulations, Chapter 2 - Zoning and ADA requirements for this use
and provides for no surplus spaces,
Landscaping: The landscaping of the site will fully meet code requirements when
staff comments are incorporated, and will also include extras such as
foundation plantings in the front and additional shade trees in the
parking lot area at the rear of the building.

Regulations:
Building and site regulations will fully meet code when staff comments
are incorporated into the permit drawings.
Community Design
Plan: The new office building takes as its point of reference both residential
and commercial structures in its surroundings, The proposed
architectural building style will be establishing the standard for future
building construction and renovations. The proposed building
expresses its individuality as successfully as the neighboring older
structures do, Some of its significant features include wall signs,
awnings on the front fayade and placement toward the sidewalk to
enhance the streetscape, The proposed project would compliment
existing commercial buildings abutting the residential land
neighborhood by its color, materials, design features, and residential
scale.
Signage:
There are three (3) one foot, three(3) inch (1'-3") high, 10 square foot
wall signs proposed which meet the City's Land Development
Regulations (Chapter 21, Article IV, Section 2, Paragraph B). The
signs consist of code minimum design, and the proposed locations
are along the front of the building, one at each roof gable end facing
Martin Luther King Jr. Boulevard.
RECOMMENDATION:
The Planning and Zoning Division recommends approval of this site plan request, subject
to the comments included in Exhibit "C" - Conditions of Approval. The Technical Review
Committee (TRC) recommends that the deficiencies identified in this exhibit be corrected
on the set of plans submitted for building permit.

Comrnents:
1. Fire flow calculations will be required demonstrating the City Code
requirement of 1500 g.p,rn, as stated in LDR chap. 6, Art, IV, Sec. 16, or
the requirement imposed by insurance underwriters, whichever is
greater, (see Sec. 26-l6(a)). Please submit these calculations with your
Health Department permit submittal.
2. Comp Plan policy 3C.3,4 requires the conservation of potable water.
City water may not, therefore, be used for irrigation where other sources
are readily available
3, Water and sewer lines to be owned and operated by the City shall be
included within utility easements, Please show all proposed easements
on the engineering drawings, using a minimurn width of 12 feet. The
easernents shall be dedicated via separate instrument to the City as
stated in Sec. 26-33(a) of the Code.
4, This office will not require surety for installation of the water and sewer
utilities, on condition that the systems be fully completed, and given to
the City before the first permanent meter is set. Note that setting of a
permanent water meter is a prerequisite to obtaining the certificate of
occupancy,
5, A building permit for this project shall not be issued until this office has
approved the plans for the water and/or sewer irnprovements required to

Comments:
8, The location of the handicap accessible entrance door to the building
shall be located on the shortest safely accessible route to the accessible
parking space. {Section 4.6.2 of the Florida Accessibility Code for
Building Construction}.
9, Within the site data found on sheet SP-2 2 of 6, identifY the proposed
finish floor elevation of the proposed building (lowest floor elevation).
VerifY that the proposed elevation is in compliance with regulations of
the code by adding specifications to the site data that address the
following issues:
a) SpecifY the base flood elevation that has been assigned to the
existing flood zone. If there is no base flood elevation, indicate that
on the plans.
b) The design professional of record for the project shall add the
following text to the site data: "The proposed floor elevation is
above the highest 100-year base flood elevation applicable to the
building site, as determined by the South Florida Water
Management District's surface water management construction
development regulations," [Section 3107,1.2, Chapter 31 of the
Boyttton Beach amendments to the 1997 edition of the Standard
Building Code]
10. At time of permit review, provide detailed drawings and docurnentation
on the plans that will verifY that the accessible route that is shown from
the accessible parking spaces to the accessible building entrance is in
compliance with the regulations of the Florida Accessibility Code for
Building Construction. The documentation shall include, but not be
limited to, identifYing the type of material proposed for the route, type
of surface finish, width, cross slope, slope and length of the entire
accessible route including, where applicable, landings, rarnps and
handrails.
11. At time of permit review, submit signed and sealed working drawings
that are prepared by a design professional
12. Compliance with the Building Codes will be evaluated at tirne of permit
review. The permit fee, water and sewer facility fees, Fire and Life
Safety fees, County fees and State fees will be determined at tirne of
permit review,

Chairman Wische called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance to
the Flag.
2. INTRODUCTION OF THE BOARD
Chairman Wische introduced the regular board membersr the alternate board members, the
Assistant City Attorney, the Planning & Zoning . Division staffr Nancy Byrne, Interim Director of
Development and the Deputy City Clerk.
3. AGENDA APPROVAL
Chairman Wische requested that Item 7.B.1, Use Approval for the Mobil Station at Quantum
Park PlO, be moved up on the agenda to follow Item A.3.
Mr. Rosenstock recalled that at the last meeting, he requested that the board members be
furnished with a map of all gas stations and auto uses in the City. None of the members were
fumished with the map. He requested an explanation.
Mr. DeCarlo advised that it was his understanding that the map was to be presented at this
meeting. He displayed a map indicating the locations of all auto repair, auto body shops, and
gas stations.
Vice Chairman Dube requested that Item 7.A.2, Stor-AII, be moved to Item 7.A.1 because there
are no conditions for Item 7,A.1. If the applicant does not agree with the conditions in Item
7.A.2r the application in Item 7.A.1 becomes moot.
Motion
Vice Chairman Dube moved to approve the agenda as amended. Mr. Rosenstock seconded the
motion that carried unanimously.

7. On the Site Plan add a general note that all plans submitted for specific permits shall meet the City's code
requirements at time of application. These permits include, but are not limited to the following: site
lighting, paving, drainage, curbing, landscaping and irrigation. Permits required from other permitting
agencies, such as FDOT, PBC, SFWMD, DERM, L WDD, DEP and any others, shall be included with the
permit request.
8, Provide a signed and sealed current (6 months) survey showing those site characteristics specified in LDR
Chapter 4, Section 7.A.
9. All plans submitted shall be signed and sealed by the appropriate design professional.
10, On the exterior lighting plan add a note that the fixtures shall be controlled by photoelectric switch and
that the light poles shall be installed to withstand a 110-mph wind load, [LDR Chapter 23, Article ILA.]
