When we last spoke on 2/22/00, you had mentioned that hopefully with-in 1-1/2 to 2 weeks you
would have gotten together with Mr. Green on the new wordill8 / code ~tion for tbe overlay
district. As I remember, you wanted Mr. Green's blessing before presenting it to tbe City
Commission.
Where do we stand on this process? Are we still on the same time line as we discussed on 213/00
in the meeting with Mr Green and Mr, Berry? It seems to be taking a little 10ngCl' than we

of the originally reviewed plans, staff comments and development order are available for your
use to perform the review.
Please review and sign-off each of the four (4) sets of plans, NO LATER THAN 5:00 P.M.,
Monday July 2nd, 2000. If the plans are not in compliance with your staff comments or City

The following statements are responses to the TRC review comments of 1/10/00,
Utilities
I. There are no utility easements located on this property, The underground water and sewer lines are in the
front R.O,W. Any new utility stub-Quts made from the existing location will be made at driveway
locations and then straight into the building. We will not be traversing any landscape areas.
2. A fire flow test was ordered on 1/25/00, We are awaiting the results.
3. Capacity reservation fee will be paid per City requirements.
4. No gray water available at this site for irrigation.
5. See sheet SP-3,
6. See comment L
7. See note on sheet SP-2 at southeast comer of property.
8, The proposed backflow preventer is shown on sheet SP-2, at the southeast comer of the property. Sheet
SP-3 specifies which backflow preventer to use, See note at top of sheet.
9. TIlere is existing water and sewer to the property. When plans are submitted for the building, sufficient
detail will be included showing the connection of the water and sewer to the new building.
10, Drainage calculations for 3 yr.-72 hour storm event shown on SP-3. Site is on sandy coastal ridge with
excellent percolation rate.
Fire
II. The existing 6" DIP water line has now been added to SP-3. It falls in the south part of the ROW under
the sidewalk.
Engineering
12, Curbing has been changed to 18". See SP-3 for revised curbing detail.
13. The $250.00 signage has been placed under the handicapped parking signage which is located on the face
of the south elevation of the building. See SP-2, SP-3, and SP-6.
14. Sheet SP-3 states at exfiltration trench detail that trench to conform to City Standard Drawing D-2 and
D-3 which is obtained from the Utilities department.
15. See sheet SP-3 at driveway location. Double line has been added.
16. See sheet SP-2. Conceptual wall section has been added showing that the wall footer does not encroach
on the adjacent property.
17. All building drains to be piped to catch basins. Note on sheet SP-3 stating this. Size of drains will be
determined at time of final design of the building.
18. This note has been added to the top of sheet SP-2,
19. A signed and sealed survey dated 9/20/99 was submitted with the original application on 12/17/99.
20, All plans submitted have been prepared by the appropriate licensed professionals and will be signed and
sealed upon approval.
21. The appropriate note has been added on sheet SP-4,
Building Division
22. Label has been added on the plans to indicate the accessible entrances. See SP-2 and SP-5,
23, The accessible parking space is in the correct position.
24. The accessible route is shown on sheet SP-2
25, We added the Finish Floor elevation to the Site Data, and indicated that it is in Flood Zone C. Flood C
does not flood during a 100 year event according to the FIRM data,
26. The location of the lighting poles are not conceptual. Poles are located such that the proper lighting is
cast upon the parking lot. The lighting is designed to meet the specifications indicated in the parking lot
code. See light detail on sheet SP-4.
27. The property line has been identified with the symbol PL.
28. The survey has been previously submitted.
29. There are no easements located on this property.
30. Note added to sheet SP-6.
31. Note added to sheet SP-2 indicating the structure is one story,
32. Note added to sheet SP-5 stating that interior walls are conceptual.
33. Construction docwnents for the building will be submitted by a licensed professional and will be signed
and sealed by such at the time of permit review.

34. There are no existing trees or vegatation on this site.
Planning and Zoning
35. Plans will be signed and sealed prior to submittal for building permit.
36. See site data for required setback information, We are going for variances for certain setbacks, Variance
application is preceding Site Plan application. Handicapped parking stall is dimensioned on sheet SP-2
and SP-3. A dwnpster is not being provided on this site due to the rear location of the parking lot. We
have provided a screened pad for the location of three 95 gallon trash cans per the recommendation of
Public Works, These cans will be used for curb side pick-up, We have enclosed the trash can pad with a
5' tall shadow box fence. We used a 5' tall fence because it abuts up to a existing 5' tall CBS wall at the
West property line
37, Awnings, canopies, or covered walkways projecting from the building have been addressed in the setback
variances. The 2.5' encroachment note has been added to the dimensioned plan, See sheet SP-6 for
signage information. A rooftop screening note has been provided also on sheet SP-6.
38. Colored elevations will be presented at the TRC meeting of2/1/00.

Please find attached the first review comments for your project. To stay on the
current review schedule, please do the following steps listed below, and bring all
documents to the TRC meeting scheduled for February 1, 2000.
1. Revise your plans incorporating all comments listed herein, including the addition
of notes on plans to confirm response to general statements/comments, and
bring 10 copies to the TRC review meeting (full sets including all pages originally
submitted);
2. Submit the additional information as requested within the attached comments;(
i.e. traffic analysis, engineering certification, etc.)
3. Prepare a written response (7 copies) consisting of a list briefly summarizing how
each comment has been addressed on the revised plans or with the
supplemental information including location on the plans (this promotes an
expeditious 2nd review by staff and your project representatives during the TRC
meeting); and
4. Submit reductions (8 Y, x 11) for the proposed site plan, elevations and
landscaping plan (this is required for the final report and public presentation).
The applicant should not attend a TRC meeting (2nd review) until all documents have
been revised and copied for staff review.

Cornments;
1. All utilities easements shall be shown on the rectified landscaping
drawings so that we rnay determine which trees may interfere with
utilities, In general, palm trees will be the only tree species allowed
within utility easernents, Canopy trees rnay be planted outside of the
easement so that roots and branches will not impact those utilities within
the easernent in the foreseeable future. LDR Sec. 7.5-18.1 gives public
utilities the authority to remove any trees that interfere with utility
services, either in utility easements or public rights-of-way.
2, Fire flow calculations will be required demonstrating the City Code
requirement of 1500 g.p.m. as stated in LDR chap. 6, Art. IV, Sec. 16,
or the requirement irnposed by insurance underwriters, whichever is
greater, (see Sec. 26-l6(a)), Please submit these calculations with your

Characteristics: The site is located within the Martin Luther King Boulevard Overlay
Zone (MLKB), that is being concurrently established to specifically
guide development along this corridor consistent with direction from the

Visions 20/20 Redevelopment Plan. The implementation of the overlay
zone will initially provide relief from standard front, side street and side
setbacks. Staff expects that additional regulations regarding signage,
permitted uses, appearance, landscaping, etc. will be added to the
overlay through a public participation process. The site is currently
undeveloped, The property is bordered along the west lot line, with a
five (5) foot high concrete wall and chain link fence. There are no
overhead utility lines along the north lot line, Open soil areas are
predominant with some overgrown vegetation consisting of invasive
shrub and grass species,
Proposed
Development:
The applicant is proposing construction of a 2,950 square foot retail
office building and related parking (see Exhibit "B" - Proposed Site
Plan).
Concurrency:
a. Traffic - A traffic statement regarding the number of trips generated by the use
was not submitted. The statement must be forwarded to the Palm
Beach County Traffic Division for confirmation that the project
complies with the county's traffic performance standards. This
compliance is a condition of approval.
b. Drainage - Conceptual drainage information was provided for the City's review.
The Engineering Division is recommending that the review of specific
drainage solutions be deferred to time of permit review.
Driveways: Proposed on-site traffic circulation consists of a 20 foot wide two-way
deadend drive aisle with access from Martin Luther King Jr.
Boulevard, The proposed vehicle use area will provide a rear parking
area containing 9 foot by 18 foot spaces,
Parking Facility: There are 15 parking spaces proposed, including one (1) space
designated as handicapped. This meets the City's Land Development
Regulations, Chapter 2 - Zoning and ADA requirements for this use
and provides for no surplus spaces.
Landscaping: The landscaping of the site will fully meet code requirements when
staff comments are incorporated, and will also include extras such as
foundation plantings in the front and additional shade trees in the
parking lot area at the rear of the building.

Regulations:
Building and site regulations will fully meet code when staff comments
are incorporated into the permit drawings,
Community Design
Plan: The new office building takes as its point of reference both residential
and commercial structures in its surroundings, The proposed
architectural building style will be establishing the standard for future
building construction and renovations. The proposed building
expresses its individuality as successfully as the neighboring older
structures do. Some of its significant features include wall signs,
awnings on the front fa<;:ade and placement toward the sidewalk to
enhance the streetscape. The proposed project would compliment
existing commercial buildings abutting the residential land
neighborhood by its color, materials, design features, and residential
scale.
Signage:
There are three (3) one foot, three(3) inch (1 '-3" ) high, 10 square foot
wall signs proposed which meet the City's Land Development
Regulations (Chapter 21, Article IV, Section 2, Paragraph B). The
signs consist of code minimum design, and the proposed locations
are along the front of the building, one at each roof gable end facing
Martin Luther King Jr. Boulevard.
RECOMMENDATION:
The Planning and Zoning Division recommends approval of this site plan request, subject
to the comments included in Exhibit "C" - Conditions of Approval. The Technical Review
Committee (TRC) recommends that the deficiencies identified in this exhibit be corrected
on the set of plans submitted for building permit.
