Attached are my comments for Sterling. It is not ready for sign-off, and may have a major problem regarding drainage.
Also, as we discussed on tuesday, the Wal-mart plans are significantly different than the original. I'm not sure how you
want to handle the site plan issues, but I have already requested revised engineering plans from the project engineer at
Kimley Horn.
My office had already approved the water and sewer plans for the Health Dept. permit, but Kimley Horn made subsequent
changes to that approved set, which were not shown to us. I will deal with their engineer directly on that issue, since it is
at the permitting phase.

Following are responses to each of the First Review Comments for Sterling Records
Management Site Plan. The comments were provided to me on Jillle 7, 1999.
PUBLIC WORKS COMMENT RESPONSES:
I. Per my telephone discussion with Larry Quinn, the dlUllpsters have been rotated to allow
easier access.
UTILITIES COMMENT RESPONSES:
2. All proposed utility easements are shown on the site and landscape plans. All canopy trees
are out of these easements on the landscape plan.
3. An application will be submitted for Department ofHRS permits immediately after City
plan approval.
4. Fire flow calculations meeting the required standards will be submitted with the HRS
permit package.
5. The capacity reservation fee will be submitted as specified (within 30 days of site plan
approval or with the request for City signatures on the HRS permit application).
6. A well and pump is proposed for the landscape irrigation. Please see Note #12 on Sheet
LP2.
7. An engineer's written certification that the drainage will conform to City and SFWMD
rules is included with this resubmission.

BUILDING DIVISION COMMENT RESPONSES:
17. Requested notes regarding the handicap accessible route and building entrances have been
added to the site plan.
18. The finish floor elevations have been corrected. The flood zone has been noted on the site
plan. MinimlUll elevations required by the flood zone have been added to the site plan
along with SFWMD minimlUll elevations and the road crown/finish floor elevations.
19. All setback and dimensions requested have been added to the site plan. Setback
information has been noted.
20. All signage will be reviewed illlder a separate site plan review at a later date. Site plan
architectural plans and landscape plans have been noted that sign approvals will be by
separate site plan review. The above information has been added as a note on the site plan,
landscape plan, and architectural plans.
21. The property line has been labeled on the site plan.
22. Please refer to comment response #20 above. All signage will be approved by separate
submission at a later date.
23. The site lighting is noted on the site plan. A note has been added stating the site lighting
will meet the requirements of the Land Development Code. The photometric plan has been
removed from the site plan package and will be submitted with the building permit
drawings.

We have reviewed the plans for the above-referenced project and recommend that the following
comments be addressed prior to the project being forwarded for Board review:

!. Add to the site plan (sheet SPI) a labeled symbol that represents and shows the location of
the accessible route that is required between the accessible parking spaces and the accessible
entrance to each tenant space. Add text that would indicate the label represents the
accessible route and the route is in compliance with Section 4.3 (Accessible Route) and 4.6
(Parking and Passenger Loading Zones) of the Florida Accessibility Code for Building
Construction. Please note that at time of permit review the applicant shall provide detailed
data on the plans that will verifY that the path of the accessible route is in compliance with
the regulations of the Florida Accessibility Code for Building Construction.
2. The site plan drawing and the floor plan drawings are inconsistent with respect to identifYing
the proposed finish floor elevation. Correct the inconsistencies. Add to the site data, found
on sheet SP1, the flood zone that the buildings are located within including, where
applicable, base flood elevation. Ifthere is no base flood elevation, indicate that on the
plans. Add specifications to the site data that will verifY that the proposed finish floor
elevation is in compliance with the minimum standards of the following:
a) MinimlUll elevation required by the flood zone.
b) MinimlUll elevation required by the South Florida Water Management District permit for
the project.
c) Show and provide computations that verifY the elevation of the finish floor is six inches
or more above the crown of the abutting right-of-way.

3. At time of permit review, identify on the site plan the actual setback dimension from the
leading edge of the north and south faces of building #2 to the adjacent property lines. Also,
identify on the plan the closest dimension between building #1 and building #2. Please note
that the setback dimension shall be measured from the overhang, covered walkways,
canopies or awnings. The building setbacks shall comply with Zoning Code regulations.
4. Provide detailed and dimensioned elevation view drawings ofthe site signage. Indicate the
total sign area and height of the sign including providing computations that verify the sign
area complies with the regulations of the Sign Code. Also, show and dimension on the plan
view drawings the distance the site sign is located from the adjacent property lines (note: ten
feet is the minimum setback from any property line) or place the following note on the site
plan: "Site signage is not approved for this project. Separate site plan review and approval is
required for site signage." Drawings of the signage shall comply with the applicable
regulations specified in the Sign Code (Chapter 21 of the Land Development Regnlations).
Delineate on the landscape plan the location of the landscaping that is required for site
slgnage.
5. On sheet SPI, identify the symbol that represents the property line.
6. On the elevation view drawings of both buildings, identify the length and height of the
proposed building signage. Identify the total sign area of each sign including providing
computations that verify the area of the signs is in compliance with the Sign Code. Indicate
on the drawing of the building signage whether the signs will be illuminated and state types
of illumination. Drawings of the signage shall comply with the applicable regulations
specified in the Sign Code (Chapter 21 of the Land Development Regnlations).
7. Add to the site plan drawing a labeled symbol that represents the location of the site lighting
poles. Also, note on the site plan that the site lighting fixtures will illlUllinate the site
consistent with the specifications identified in the Parking Lot Code. A photometric plan is
reviewed at time of permit review and is not required for site plan review. Therefore, remove
the drawing from the submittal.

We offer the following commenls on this project:
GENERAL COMMENTS
1) All utilities easements shall be shown on the rectified landscaping drawings so that we may determine
which trees may interfere with utilities. In general, palm trees will be the only tree species allowed
within utility easements. Canopy trees may be planted outside of the easement so that roots and branches
will not impact those utilities within the easement in the foreseeable future. LDR Sec. 7.5-18.1 gives
public utilities the authority to remove any trees that interfere with utility services, either in utility
easements or public rights-of-way.
2) Dept. of HRS permits will be required for the water and sewer systems serving this project. (Sec. 26-12)
3) Fire flow calculations will be required demonstrating the City Code requirement of 1500 g.p.m. as
stated in LDR chap. 6, Art. IV, Sec. 16, or the requirement imposed by insurance underwriters,
whichever is greater. (see Sec. 26-16(a)). Please submit these calculations with your HRS permit
submittal.
4) Sec. 26-34(E) of the City Code requires that a capacity reservation fee be paid for this project either upon
my request for signature on the Health Dept. application forms or within 30 days of site plan approval,
whichever occurs first. This fee will be $4213.44, based upon two, 2-inch meters.
5) Comp Plan policy 3C.3.4 requires the conservation of potable water. City water may not, therefore, be
used for irrigation where other sources are readily available.
6) Provide an engineer's written certification that drainage will conform with all rules of the City and the
South Florida Water Management District. (LDR Chap. 4, sec. 7F).
SPECIFIC CONDITIONS
1) Water and sewer lines to be owned and operated by the City shall be included within utility easements.
Please show all proposed easements on the engineering drawings, using a minimum width of 12 feet. The
easements shall be dedicated via separate instrument to the City as stated in Sec. 26-33(a) of the Code.
2) This office will not require surety for installation of the water and sewer utilities, on condition that the
systems be fully completed, and given to the City before the first permanent meter is set. Note that
setting of a permanent water meter is a prerequisite to obtaining the certificate of occupancy.
3) Appropriate backflow preventers may be required on the domestic water service to the building,
depending upon intended use, in accordance with Sec. 26-207.
4) A building permit for this project shall not be issued until this office has approved the plans for the water
and/or sewer improvements required to serve the project. (Sec. 26-15)
5) Provide drainage calculations showing the amount of rainfall to be retained on-site. Also indicate the
point of positive discharge from the site to a receiving water body.
6) The waste stream from the manufacturing process must meet the City's pretreatment requirements. A
sampling point must be provided to allow monitoring of this waste stream. (Sec. 26-143, 26-147)

1ST REVIEW COMMENTS
I. All plans submitted for specific permits shall meet the City's code requirements at time of
application. These permits include, but are not limited to the following: site lighting, paving,
drainage, curbing, landscaping and irrigation. Permits required from other permitting agencies, such
as FDOT, PBC, SFWMD, DERM, L WDD, DEP and any others, shall be included with your permit
request.
2. Revise note #6 on the Site Plan to reference detail #B-9800 I.
3. On the Landscape Plan show a 35' clear sight visibility triangle in lieu of the 10' shown. Also add a
note that there shall be an unobstructed cross-visibility between 30" and 6' above pavement within
the clear sight triangles. [LDR Chapter 7.5, Article II, Section 5.H.2.]
4. On the Site Plan and Paving and Drainage Plan show all the traffic control markings and signage, i.e.
stop signs, stop bars, ingresslegress, double yellow stripes, etc. [LDR Chapter 4, Section 7.B.]
5. Provide an Engineer's certification on the Paving and Drainage Plan that the drainage will conform
with all rules, regulations and codes of the City's Land Development Regulations. [LDR Chapter 4,
Section 7.F.]
6. Show the flow arrows on the Paving and Drainage Plan indicating drainage direction. [LDR Chapter

II. Due to the intensity of truck vehicles on-site, pollution retardant baffles shall be required for all
drainage structures that outfall to exfiltration trench. Drainage structures with pollution retardant
baffles must be large enough to accommodate the baffles and still allow ample room for cleaning silt
from the sumps of the structures.
12. Correct the discrepancy between the finish floor elevations on the Site and Paving & Drainage Plans.

1st review comments
We have reviewed the plans for the above-referenced project and recommend that the following
comments be addressed prior to the project being forwarded for Board review:

I. Add to the site plan (sheet SP I) a labeled symbol that represents and shows the location of
the accessible route that is required between the accessible parking spaces and the accessible
entrance to each tenant space. Add text that would indicate the label represents the
accessible route and the route is in compliance with Section 4.3 (Accessible Route) and 4.6
(Parking and Passenger Loading Zones) of the Florida Accessibility Code for Building
Construction. Please note that at time of permit review the applicant shall provide detailed
data on the plans that will verifY that the path of the accessible route is in compliance with
the regulations of the Florida Accessibility Code for Building Construction.
2. The site plan drawing and the floor plan drawings are inconsistent with respect to identifYing
the proposed finish floor elevation. Correct the inconsistencies. Add to the site data, fOWld
on sheet SP I, the flood zone that the buildings are located within including, where
applicable, base flood elevation. If there is no base flood elevation, indicate that on the
plans. Add specifications to the site data that will verify that the proposed finish floor
elevation is in compliance with the minimum standards ofthe following:
a) MinimlUll elevation required by the flood zone.
b) MinimlUll elevation required by the South Florida Water Management District permit for
the project.
c) Show and provide computations that verify the elevation of the finish floor is six inches
or more above the crown ofthe abutting right-of-way.

3. At time of permit review, identify on the site plan the actual setback dimension from the
leading edge of the north and south faces of building #2 to the adjacent property lines. Also,
identify on the plan the closest dimension between building #1 and building #2. Please note
that the setback dimension shall be measured from the overhang, covered walkways,
canopies or awnings. The building setbacks shall comply with Zoning Code regulations.
4. Provide detailed and dimensioned elevation view drawings of the site signage. Indicate the
total sign area and height of the sign including providing computations that verify the sign
area complies with the regulations of the Sign Code. Also, show and dimension on the plan
view drawings the distance the site sign is located from the adjacent property lines (note: ten
feet is the minimum setback from any property line) or place the following note on the site
plan: "Site signage is not approved for this project. Separate site plan review and approval is
required for site signage." Drawings of the signage shall comply with the applicable
regulations specified in the Sign Code (Chapter 21 of the Land Development Regulations).
Delineate on the landscape plan the location of the landscaping that is required for site
slgnage.
5. On sheet SP I, identify the symbol that represents the property line.
6. On the elevation view drawings of both buildings, identify the length and height of the
proposed building signage. Identify the total sign area of each sign including providing
computations that verify the area of the signs is in compliance with the Sign Code. Indicate
on the drawing of the building signage whether the signs will be illuminated and state types
of illumination. Drawings of the signage shall comply with the applicable regulations
specified in the Sign Code (Chapter 21 of the Land Development Regulations).
7. Add to the site plan drawing a labeled symbol that represents the location of the site lighting
poles. Also, note on the site plan that the site lighting fixtures will illlUllinate the site
consistent with the specifications identified in the Parking Lot Code. A photometric plan is
reviewed at time of permit review and is not required for site plan review. Therefore, remove
the drawing from the submittal.

We offer the following commenls on this project:
GENERAL COMMENTS
I) All utilities easements shall be shown on the rectified landscaping drawings so that we may delermine
which trees may interfere with utililies. In general, palm lrees will be the only tree species allowed
within utility easements. Canopy trees may be planted outside of the easement so that roots and branches
will not impact those utilities within the easement in the foreseeable future. LDR Sec. 7.5-18.1 gives
public utililies the authority to remove any trees that interfere with utilily services, either in utility
easements or public rights-of-way.
2) Dept. of HRS permits will be required for the water and sewer systems serving this project. (Sec. 26-12)
3) Fire flow calculations will be required demonstrating the City Code requirement of 1500 g.p.m. as
stated in LDR chap. 6, Art. IV, Sec. 16, or the requirement imposed by insurance underwriters,
whichever is greater. (see Sec. 26-16(a)). Please submit these calculations with your HRS permit
submittal.
4) Sec. 26-34(E) of the City Code requires that a capacity reservation fee be paid for this project either upon
my request for signature on the Health Dept. application forms or within 30 days of site plan approval,
whichever occurs first. This fee will be $4213.44, based upon two, 2-inch meters.
5) Comp Plan policy 3C.3.4 requires the conservation of potable water. City water may not, therefore, be
used for irrigation where other sources are readily available.
6) Provide an engineer's written certification that drainage will conform with all rules of the City and the
South Florida Water Management District. (LDR Chap. 4, sec. 7F).
SPECIFIC CONDITIONS
I) Water and sewer lines to be owned and operated by the City shall be included within utility easements.
Please show all proposed easements on the engineering drawings, using a minimum width of 12 feet. The
easements shall be dedicated via separate instrument to the City as stated in Sec. 26-33(a) of the Code.
2) This office will not require surety for installation of the water and sewer utililies, on condition thai the
systems be fully completed, and given to the City before the first permanent meter is set. Note thai
setting of a permanent water meter is a prerequisite to obtaining the certificate of occupancy.
3) Appropriate backflow prevenlers may be required on the domestic water service to the building,
depending upon intended use, in accordance with Sec. 26-207.
4) A building permit for this project shall nol be issued until this office has approved the plans for the water
and/or sewer improvements required to serve the project. (Sec. 26-15)
5) Provide drainage calculations showing the amount of rainfall to be retained on-site. Also indicate the
poinl of positive discharge from the site to a receiving water body.
6) The waste stream from the manufacturing process must meet the City's pretreatment requirements. A
sampling point must be provided to allow monitoring of this wasle stream. (Sec. 26-143, 26-147)

The Public Works Department finds the dumpster location to be illlacceptable at the
above mentioned site. Code chapter 10, Sec. 10-25, A-2 requires the Solid Waste
Division to have free and clear access to all dumpsters. The enclosure shown on the
plans needs to be rotated to allow access.
