Characteristics:
The site is currently a pre-cleared, 4.353-acre lot. The site is predominately
exposed soil due to large construction vehicle storage during past highway
renovations. About 50 percent of the site is vegetated with a variety of overgrown
grasses, and a couple of exotic shade trees. To the south of the site. on the return

slope of the bridge, along the Boynton Beach Boulevard right-of-way, is a row of
approximately 20 Sabal palms planted 15 feet on center which provide some
screening from the road and for the adjacent uses. There is no other vegetation of
any significance on the site.
The developer is proposing the construction of an 84,830 square foot, 810 bay,
three story limited access and one story multi-access self-storage facility, with
related parking. (see Exhibit "B" - proposed sit\: plan)
A traffic statement was prepared by Simons & White, Inc. Prelimin~ry
analysis indicates that this project meets the LinkIBuild Out Test and
Model Test as required and will comply with the county's traffic
performance standards. .
Conceptual drainage information was provided for the city's review. The
city's concurrency ordinance requires drainage certification at time of site
plan approval. The Engineering Division is recommending that the review
of specific drainage solutions be deferred to time of pennit review.
Proposed on-site traffic circulation consists of a 27 foot wide entry drive aisle,
from Industrial Avenue, leading to three 41 foot long storage bay access aisles.
The internally proposed vehicular use areas will provide separate fire lanes and
loading areas. The standard 9 feet by 18 feet parking spaces are provided along
the 27 foot long entry drive.
There are 13 parking spaces proposed, including one (1) space designated as
handicapped accessible. Spaces for storage bay users, security and office
employees are included in this total. Ordinance 98-31 reflects a language change to
the Supplemental Regulations in Chapter 2, Section 11 of the l..1nd Development
Regulations. The plan does nol currently meet the parking requirements as stated
in the language corrections. As a condition of approval, the current plan will
require 15 parking spaces including the one proposed handicapped' space. When
this condition of approval to add two standard parking spaces is addressed. the
parking plan will meet the city's Land Development Regulations, Chapter 2 -
Zoning and ADA requirements for this use, without any surplus spaces.
The landscaping of the site will fully meet the code requirements when staff
comments are incorporated. The development will be provided with the required
amount of perimeter and internal landscaping. Special attention should given to
the review of the landscape requirements along the south propeny line, adjacent to
Boynton Beach Boulevard and the bridge. Although code requirements have been
met, with respect to volume of perimeter trees, by utilizing existing Sabal Pahns
within the right-of-way, the quality of screening provided by the palms does not
meet the intent of the landscape code's perimeter tree requirement for mature tree
dimensions. Therefore, staff recommends that additional landscaping be placed
along the south side of the parking lot to properly screen it from view.

Regulations:
Building and site regulations will fully meet code when staff comments are
incorporated into the permit drawings.
Community Design
Plan:
The proposed building facade, as viewed from Boynton Beach Boulevard, will
enhance the character of this predominately industrial use area. The new structure
will receive wall signs and surface :reatments including colors of light tan concrete
walls accented with dark tan moldings and orange tile roof accents. The proposed
building is distinctive, yet complements the surrounding development.
Signage:
A proposed signage detail was submitted as part of this site plan review. This site
is limited to one freestanding sign with an overall height of 20 feet, and 64 square
feet of sign face. The proposed sign design graphics were provided with the
architectural details, and signage confonns to city standards.
RECOMMENDATION:
The Planning and Zoning Division recommends that this request for site plan approval be approved,
subject to the comments included in Exhibit "C. - Conditions of Approval. Staff also recommends that
the deficiencies identified in this exhibit be corrected on the set of plans submitted for building permit.

Comments:
1. All plans submitted for specific permits shall meet the city's code
requirements at time of application. These permits include, but are not X
limited to, the following: site lighting, paving, drainage, curbing,
landscaping and irrigation. Permits required from other permitting
agencies, such as FDOT, PBC, SFWMD, DERM, LWDD, DEP and any
others, shall be included with your permit request.
2. Provide 4 foot concrete sidewalk along Industrial A venue and develop a X
swale with sod in accordance with City Standard B-9I004. [LDR
Chapter 6, Article 111, Section II] A waiver may be requested to
construct the sidewalk.
3. Provide documents acceptable to the city for recordation of the 12' X
drainage easement, prior to permitting.
4. Add another "One WayfDo Not Enter" sign south of building "A". X

7. Stripe a 6 inch yellow line 9 feet out and parallel to buildings A, B, C, D X
and E to delineate the parking areas and the fire lane.
8. It is recommended that the 6' metal fence along the south side of the X
south parking lot continue out to the property line, thence continue south
within the west property line and tie into the existing 6' chain link fence
for security and safety purposes. Include a 15' gate for maintenance
access.
9. It is recommended that the size of the yard drains increase from 8" to 12" X
and use a minimum 8" riser pipe to minimize maintenance.
BUILDING DIVISION

10. The plans on sheet 1 of 4 indicate that building F will be a 3-story Type
VI Unprotected and sprinkled storage building. The Standard Building X
Code limits all Type VI storage buildings to I-story. Amend the
building type and square footage to comply with the applicable building
codes.
11. Specify the color name, color code and manufacturer of the colors for the X
wall sign shown on sheet 2 of 4.
12. At time of permit review, provide, on the plans, computations and
figures verifying that the percent of openings, protective opening X
requirements and fire ratings are in compliance with the regulations
specified in the Standard Building Code with respect to the exterior walls

If any outstanding conditions are related to permits issued by the Building Division, please
provide this division a memorandum containing a description of the unresolved conditions. If
the unresolved conditions are not permit related, please notifY the owner or the owner's agent to
ensure that the matters are rectified.

INDUSTRIAL AVENUE
This office has been asked to finalize its review of the paving and drainage plans for the above noted site.
To date, this has been accomplished by our field inspector, Frantz LaFontant.
The issue of the added City Commission condition (#25) to the Development Order dated September 15,
1998 apparently has become a problem in the issuance of a Certificate of Occupancy (CO) or a
Temporary Certificate of Occupancy. This condition states, "Provide temporary and partial solution
to area drainage problem (until improvement of public roadway)." It is this Department's belief that
the applicant (Stor-All) has satisfied this condition. They have designed their site to be self-contained
with no contribution of storm water runoff to Industrial Avenue. They have also made provisions to allow
the City to utilize their on-site stormwater retention pond as an initial stagelstorage detention area as part
of the total Industrial A venue corridor solution to the flooding problem inherent in this area. I refer you to
paragraphs 2 and 3 of the attached JUSTIFICATION STATEMENT dated November 4, 1998 that
concurs with the discussions of the petitioner and the City's Utilities Department.
As a reminder, the Utilities Department has recently interviewed, selected and recommended a consulting
firm to design a solution to the Industrial A venue corridor which is on the June 6, 2000 City Commission
agenda. The target date for construction is next spring.
Requiring the petitioner to modifY their existing SFWMD permit, submit shop drawings including a grit
chamber design, contract and install will probably require 5 to 6 months. To force this installation, only
to be removed for the re-building of Industrial A venue is extremely counter-productive and an
unnecessary expense.
This Department recommends that this Development Order condition be considered satisfied to the initial
intent. This Department also considers the project satisfactorily complete in the petitioner's request for a
CO. If you have any questions regarding this matter, please contact the sender.

JUSTIFICA nON STATEMENT
The proposed Stor-All facility is to be constructed on 4.53 acres along East Industrial
Avenue in Boynton Beach. The petitioner requests a waiver from the requirement to
construct a sidewalk along the roadway frontage (approximately 550' of roadway
frontage).
The southern end of East Industrial A venue experiences flooding after rainfall events. In
cooperation with the City Utilities Department, the petitioner is assisting with a future
program designed to relieve this flooding problem. This assistance is in the form of an
expanded detention area and accompanying 12' drainage easement (dedicated to the City)
which are being accommodated on the subject property. Note that the detention area
occupies 24% of the total site area. The additional storage volume and legal access
provides a critical link in the City's current flood relief concept.
However, until the City's flood relief program is initiated, ponding will continue to occur
along the Stor-All Industrial Avenue roadway frontage. As requested by the City
Engineering Department, the petitioner will attempt to provide some relief. An attempt
will be made to provide a bleed-down device to allow excess runoffto enter the detention
area located on the petitioner's property. This may provide some temporary relief until
the City's Master E. Industrial Avenue program is implemented.
Establishment of a sidewalk will reduce the area available to provide relief along the site
frontage. By eliminating the sidewalk, additional percolation is encouraged and
stormwater runoff is reduced. Therefore, approval of the request can be justified by the
drainage benefits provided.

We have reviewed the subject plans and recommend that the request be forwarded for Board
review with the understanding that all remaining comments will be shown in compliance on the
permit drawings:

1. Land Development Regulations, Chapter 9 - Community Design Plan, Section 10.1. I
states, "Signs shall be designed and treated as part of the architecture of the building and
shall be reviewed at time of site plan review" therefore, add to the submittal, the detail
drawings of proposed site and building signage. The detail drawings shall include:
a. Identify where the huilt/ing ..ignage is located on the face of the building
by dimensioning their location on the elevation view drawings. The
location shall show the distance from the edge of the building to the edge
of the proposed signage including dimensioning the distance from the
finish floor to the top of the proposed signage.

view drawings, the width and height of the proposed building signage.
Also indicate in tabular form, on the elevation view drawing, the square
foot area of each sign. Note, the allowed size of signage is identified in

2. Increase size of yard drains from 8" to 12" and use a minimum 8"riser pipe to minimize
maintenance.

We offer the following comments on this project:
GENERAL COMMENTS
1) All utilities easements shall be shown on the rectified landscaping drawings so that we may
determine which trees may interfere with utilities. In general, palm trees will be the only tree
species allowed within utilities easements. Canopy trees may be planted outside of the easement so
that roots and branches will not impact those utilities within the easement in the foreseeable future.
LDR Sec. 7.5-18.1 gives public utilities the authority to remove any trees that interfere with utility
services, either in utility easements or public rights-of-way.
2) Dept. of HRS permits may be required for the water and sewer systems serving this project. (Sec.
26-12)
3) Fire flow calculations will be required demonstrating the City Code requirement of 1500 g.p.m. as
stated in LDR chap. 6, Art. , Sec. 16, or the requirement imposed by insurance underwriters,
whichever is greater. (see Sec. 26-16(a)). Please submit these calculations with your HRS permit
submittal.
4) Sec. 26-34(E) of the City Code requires that a capacity reservation fee be paid for this project
either upon my request for signature on the Health Dept. application forms or within 30 days of site
plan approval, whichever occurs first. This fee will be determined based upon final meter size, or
expected demand.
5) Comp Plan policy 3C.3.4 requires the conservation of potable water. City water may, therefore, not
be used for irrigation where other sources are readily available.
6) Provide an engineer's written certification that drainage will conform with all rules of the City and
the South Florida Water Management District. (LDR Chap. 4, sec. 7F)
SPECIFIC CONDITIONS
1) Water and sewer lines to be owned and operated by the City shall be included within utilities
easements. Please show all proposed easements on the engineering drawings, using a minimum
width of 12 feet. The easements shall be dedicated via separate instrument to the City as stated in
Sec. 26-33(a) of the Code.
2) This office will not require surety for installation of the water and sewer utilities, on condition that
the systems be fully completed, and given to the City before the first permanent meter is set. Note
that setting of a permanent water meter is a prerequisite to obtaining the certificate of occupancy.
3) LDR chap. 6, Article IV, Sec. 16 requires that all points on each building will be within 200 feet of
an existing or proposed fire hydrant. Please demonstrate that the plan meets this condition. by
showing all hydrants.
4) Appropriate backflow preventers will be required on the domestic water service to the buildings,
and the fire sprinkler line if there is one, in accordance with Sec. 26-207.
5) A building permit for this project shall not be issued until this office has approved the plans for the
water and/or sewer improvements required to serve the project. (Sec. 26-15)
6) The City may incorporate the on-site drainage retention ponds into an area-wide drainage system.
Would the owner be willing to dedicate an easement over those ponds, in exchange for the City
providing maintenance in perpetuity? The details of this will have to be discussed during our
review of the final drainage plans and calculations.

We have reviewed the subject plans and recommend that the request be forwarded for Board
review with the understanding that all remaining comments will be shown in compliance on the
permit drawings

Note All comments made on the first review are not completely addressed on the second set of
review plans, specially comment #4,notes put on the plan does not comply with Table 600 of the
Standard Building Code ]994 and will therefore remain as part of the second review comment
that should be addressed at plan permitting process
land Development Regulations, Chapter 9 - Community Design Plan. Section 10.1.]
states. "Signs shall be designed and treated as pan of the architecture of the building and
shall be reviewed at time of site olan review" therefore. add to the submittal, the detail
drawings of proposed site and building signage. The detail drawings shall include:
a Identify where the huilding signage is located on the face of the building
by dimensioning their location on the elevation view drawings. The
location shall show the distance from the edge of the building to the edge
of the proposed signage including dimensioning the distance from the
finish floor to the top of the proposed signage.
b Identify the size of the huilding .~ignage by dimensioning on the elevation
view drawings, the width and height of the proposed building signage
Also indicate in tabular form, on the elevation view drawing, the square
foot area of each sign. Note; the allowed size of signage is identified in
Section 5, Article IV, of Chapter 21 - Sign Code and the method to
determine the sign area is defined in Chapter I - General Provisions,
Article II - Definitions (sign. area of).
c Please refer to the sign code Chapter 21 - Sign Code of the land
Development Regulations for other applicable regulations that may apply
to the proposed .~ite and huilt/ing signage.
d Please refer to Chapter 9 - Community Design Plan for other requirements

2. Add to the proposed Site Plan, Landscape Plan and Conceptual Drainage Plan a labeled
symbol that represents the location of the accessible route that is required from the
accessible access aisle located at the accessible parking space to the accessible entrance of
the building. Also identify on the Conceptual Drainage Plan the width and type of
material proposed for the accessible route. Place a note on the site plan next to the labeled
symbol indicating that the accessible route complies with the regulations specified in the
Florida Accessibjlity Code for Building Construction. [Florida Accessibility Code for
Building Construction, Section 4.3. Accessible Route and Section 4.6, Parking and
Passenger Loading Zones] Note Following site plan approval the subsequent working
drawings that are required to be submitted for pennit review shall include identifying the
location, width, type of material. slope and surface finish texture for the required
accessible route. The permit plans. where applicable, shall include detail drawings of
accessible ramps. The drawings shall depict the location of the ramp(s) including
specifying the type of material, surface finish, width, length, slope, size of top and bottom
landings and where required the appropriate handrails. The illustration of the accessible
route that is required to be shown on the drawings submitted for site plan review may be
general in nature. however, the subsequent permit drawings shall contain speci fic
information to detennine the accessible route complies with the regulations specified in
the accessibility code [Florida Accessibility Code for Building Construction, Section
43. Accessible Route and Section 4 6, Parking and Passenger Loading Zones]
3 Add to all plan vie,^, drawings of the site (site plan. landscape plan, conceptual drainage
plan) proposed easements. Where applicable, remove all buildings and structures from
encroaching into and/or over an easement.
4. Provide computations on the elevation view drawings indicating that the facade of the
wall located on the nonh face of the two-story building and the south face of the adjacent
one-story building comply with Table 600 of the Standard Building Code regarding
percent of openings. fire rating and protective openings.

Building Division (Site Specific Comments)
I. The plans on sheet I of 4 indicate that building F will be a 3 -story Type VI
Unprotected and sprinkled storage building. The Standard Building Code limits all
Type VI storage buildings to I-story. Amend the building type and square footage
to comply with the applicable building codes.
2. Specify the color name, color code and manufacturer of the colors for the wall sign
shown on sheet 2 of 4.
3. At time of permit review, provide, on the plans, computations and figures verifying
that the percent of openings, protective opening requirements and fire ratings are in
compliance with the regulations specified in the Standard Building Code with
respect to the exterior walls of the proposed buildings.
4. The location of the wall sign identified on the site plan does not match the location
illustrated on the south elevation view of building F that is shown on sheet 2 of 4.
Amend the plans accordingly.

The new site plans that were submitted without a water distribution plan showing
main sizes and hydrant locations will not be approved.
The operation of security gates shall be of the approved Boynton Beach Fire
Rescue requirements.
A fire lane shall be required at all loading area drive-byes to prevent blocking
emergency access.
The Fire Rescue Department has other concerns that may be addressed by a
water distribution plan. This plan is not acceptable and we recommend that it not
be forwarded at this time.

Find attached for your review the plans and exhibits for the above-referenced project. Please
review the plans and exhibits and transmit formal written comments to me no later than
5:00 P.M. on April 27. 1998. When preparing your comments, please separate them into
two categories; code deficiencies with code sections referenced and recommendations
that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable
the applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part IV, land Development Regulations, Site Plan
Review and the applicable code sections of the Code of Ordinances to review and
formulate comments.
2. The documents submitted for the project were determined to be substantially complete,
however, if the data provided to meet the submittal requirements is insufficient to
properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be
requested by the reviewer by contacting Scott Barber.

3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4. Technical Review Committee member(s) shall identify in their comments when the plans
depict or when the location and installation of their departmental required improvements
may conflict with other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of his/her review
responsibility, the comment and the specific code section may be included in their review
comments with the name of the appropriate TRC Member that is responsible for the
review specified.
6. If a TRC member finds the plans acceptable, helshe shall forward a memorandum, within
the time frame stated above, to me. The memorandum shall state that the plans are
approved and that they do not have any comments on the plans submitted for review and
that they recommend the project be forwarded through the approval process.
All comments shall be typed, addressed and transmitted to me for distribution to the applicant.
Please include the name and phone number of the reviewer on this memorandum. Scott Barber
will be the Planning and Zoning staff member coordinating the review of the project.
Planning and Zoning staff will send the applicant a cover letter which includes the comment(s)
and directions to amend the plans to comply with the comments and the procedures for
resubmission. When Planning and Zoning staff receives the amended plans, we will distribute
the plans with a cover memorandum to all TRC Members for review and approval.
