NOTICE IS HEREBY GIVEN that the Planning and Development Board of THE CITY
OF BOYNTON BEACH, FLORIDA, will conduct a PUBL.,IC HEARING at CITY HALL
COMMISSION CHAMBERS, 100 East Boynton Beach Boulevard, on Tuesday, April 27,

Rezoning ffom (PCD) Planned Commercial Development to C-1
INTRODUCTION
Lindsey Walter of Kilday & Associates, Inc., agent for Stor-All Properties, Inc., property owner, is requesting
to re-zone tbis 3.5 acre parcel from PCD-Planned Commercial Development to C-1, Office/Professional. This
request has been made in conjunction with a request for conditional use approval to construct a limited-access
self-storage facility on property which is located on the southeast corner of Knuth Road and Old Boynton Road.
(see Exhibit "A"- Location Map and Exhibit "B" - Proposed Site Plan).
ANALYSIS
In reviewing this request, staff has prepared a brief analysis using site history, current zoning regulations for
the C-1 zoning district, and current conditions and development impacts. This property was annexed into the
City on July 3, 1986. At that time, it was re-zoned from AR (Agricultural Residential) to PCD (Planned
Commercial Development) for the purpose of establishing an office center to be known as the Capital
Professional Center. The original site plan, which consisted of a 66,000 square foot office building, was
ultimately allowed to expire. The subject property remains vacant.
As the proposed rezoning remains consistent with the Comprehensive Plan Future Land Use Map designation
for the property, staff analyses is not required to include the seven (7) criteria for evaluating a rezoning or land
use element amendment as required in Chapter 2, Section 9. Administration and Enforcement (C.7).
The proposed use is a limited-access self-storage facility. On December 15, 1998, the City Commission
approved Ordinance 98-49, which was a Comprehensive Plan Text Amendment to Policy 1.16.1 to expand the
list of allowed uses only within the Office Commercial land use classification to include "limited-access mini-
warebouses". Subsequently, the City Commission approved Ordinance 98-31 which amended Chapter 2 of
the Land Development Regulations to add a definition for this new use, to differentiate between limited-access
and multi-access self-service storage facilities, to add the new storage use to the list of conditional uses within
the C-1 zoning district, and to include respective design requirements, locational criteria and other development
standards for self-service limited-access storage facilities. By approving the previous amendments to the
Comprehensive Plan and Land Development Regulations, the City acknowledged the justification of the
applicant that a need exists for climate controlled and secure storage facilities in close proximity to office,
commercial and residential uses.
Staff analysis of the previous rezoning indicated that, in general, the 1986 rezoning of this property for office
use was compatible with nearby residential properties. These residential properties consist of single family

homes to the west of Knuth Road, and to the north and northwest across Old Boynton Road. It was also
concluded by staff that the rezoning was a logical extension of the commercial zoning district along Old
Boynton Road and that the rezoning and land use amendment were consistent with Comprehensive Plan. It
should be known that the land use remains consistent with the Comprehensive Plan Future Land Use map.
With respect to current or changing conditions, in general, the proposed rezoning to C-1 is similar to that
which was proposed when the property was rezoned in 1986 when it originally came into the City as a Planned
Commercial Development under the land use classification of "Office". In fact, the impacts to be generated
under the proposed rezoning and conditional use application would be significantly less than the impacts
projected under the previous approved master plan. For example, the 66,000 square foot office building would
generate 974 vehicle trips per day, whereas the proposed storage use would generate approximately 215 vehicle
trips per day. As for a comparison of impact on utilities, the margin is even greater between the impacts
projected from the two uses (8,000 gallons per day versus 300 gallons of day of water use and wasterwater
generation).
CONCLUSIONS/RECOMMENA TIONS
Based, in part, on the previous staff findings and conclusions which supported the original rezoning to PCD
(Planned Commercial Development), and on the proposed plan for the limited-access self-storage facility, staff
recommends that this request to re-zone the property from PCD to C-1 be approved. This recommendation
for approval is conditioned upon satisfying any conditions of approval as contained in Exhibit "C" - Conditions
of Approval. There are currently no conditions of approval recommended by staff; however, if any conditions
are ultimately required by the City Commission, said conditions will be place in "Exhibit "C".

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Planning and Development Board of THE CITY
OF BOYNTON BEACH, FLORIDA, will conduct a PUBL.,IC HEARING at CITY HALL
COMMISSION CHAMBERS, 100 East Boynton Beach Boulevard, on Tuesday, April 27,
1999 at 7:00 p.m., to consider requests for rezoning and conditional use approval
submitted by Kilday and Associates, Inc., agent, for Knuth Road Associates, property
owners, for 3.50 acres of property located on the southeast comer of Knuth Road and
Old Boynton Road. The City Commission of THE CITY OF BOYNTON BEACH,
FLORIDA, will also hold a public hearing to consider these requests on May 4, 1999 at
7:00 p.m., or as soon thereafter as the agenda permits at the City Hall Commission
Chambers.
