Existing Site
Characteristics:
The site is currently a pre-cleared, 1.099-acre lot. The site is predominately
vegetated with a variety of overgrown grasses, and scattered exotic plant species
including Australian Pine and Brazilian Pepper. To the rear of the site are two soil
piles and open and eroded sand trails. To the north of the site is a PUD consisting
of townhouses and single-family homes with minimal buffer screening from the
proposed use. There is no other vegetation of any significance.

Proposed
Development:
The developer is proposing the construction of a 19,293 square foot, 32.84 foot
high, one-story Warehouse/Office facility, with related parking (see Exhibit "B" -
proposed site plan). The proposed project consists of the following breakdown of
uses:
Industrial warehouse - 14,219-sq. ft.
Conunercial/Office - 2,537 sq. ft.
Storage/Mezzanine - 2,537 sq. ft.
The applicant has concurrently filed a request to revise the list of approved uses
for the High Ridge Conunerce Park PID to include the manufacturing, wholesale
and storage of architectural cast stone products.
Concurrency:
a. Traffic - Projects with proposed traffic generation rates of less that 500 net vehicle
trips per day does not require a full traffic impact analysis as part of this
review process. Traffic generation data prepared by Yvonne Zeil Traffic
Consultants, Inc., shows that the proposed traffic generation rate would
yield 111 new daily trips. The submitted traffic study has been forwarded
to the Palm Beach County Traffic Division to obtain written confirmation
that the project complies with the county's traffic performance standards.
b. Drainage - Conceptual drainage information was provided for the city's review. The
city's concurrency ordinance requires drainage certification at time of site
plan approval. The Engineering Division is reconunending that the review
of specific drainage solutions be deferred to time of permit review.
Driveways: Proposed on-site traffic circulation consists of a 27-foot wide dead-end entry drive
aisle, from Conunerce Road. The drive aisle accesses twenty-one spaces, which
includes one handicapped space. The parking area is made up of standard 9 feet
by 18 feet parking spaces.
Parking Facility: There are 21 parking spaces proposed, including one (1) space designated as
handicapped accessible. The plan does currently meet the parking requirements as
stated in the Land Development Regulations, Chapter 2 - Zoning and ADA
requirements for this use, and provides four surplus spaces.
Landscaping: The landscaping of the site will fully rneet the code requirements when staff
conunents are incorporated. The development will be provided with the required
amount of perimeter and internal landscaping as required in the Land Development
Regulations, Chapter 7.5 Article Il, and the approved High Ridge Park PID
perimeter landscape plan.

Building and Site
Regulations:
Building and site regulations will fully meet code when staff comments are
incorporated into the permit drawings.
Community Design
Plan:
The proposed building facade, as viewed from Commerce Road, is standard of the
typical one story steel industrial structures constructed in the High Ridge
Commerce Park PID. The new structure will receive wall sign and surface
treatments of subdued colors of beige and green accented with beige and green
moldings and a parapet cap.
Signage:
A proposed sign detail was not submitted as part of this site plan review. This site
is limited to one freestanding sign with an overall height of 20 feet, and 64 square
feet of sign face, and one 59-square foot wall or canopy sign on the wall facing the
right-of-way. Proposed sign design graphics shall be provided as part of this plan
review process, and as part of the colored architectural elevations graphic
submittal. The ultimate site signage design must be in conformance with the
approved sign program for the PID.
RECOMMENDATION:
The Planning and Zoning Division recommends that this request for site plan approval be approved,
subject to the comments included in Exhibit "C" - Conditions of Approval. Staff also recommends that
the deficiencies identified in this exhibit be corrected on the set of plans submitted for building permit.

upon a 1.5-inch meter, the fee will be $1,205.82.

5. All plans subrnitted for specific permits shall meet the city's
code requirernents at time of application. These permits
include, but are not limited to the following: site lighting,
paving, drainage, curbing, landscaping and irrigation. Permits
required from other permitting agencies, such as FOOT, PBC,
SFWMD, DERM, LWDD, DEP and any others, shall be
included with your permit request.

7. At time of permit review, submit a copy of the South Florida
Water Managernent District permit that verifies the proposed

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments to me no later than 5:00 P.M. on
February 26, 1999. When preparing your comments, please separate them into two categories;
code deficiencies with code sections referenced and recommendations that you believe will
enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be requested by
the reviewer by contacting Michael Rumpf.
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.

4. Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name
of the appropriate TRC Member that is responsible for the review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me. The memorandum shall state that the plans are approved and that
they do not have any comments on the plans submitted for review and that they recommend the
project be forwarded through the approval process.
All comments shall be typed, addressed and transmitted to me for distribution to the applicant. Please
include the name and phone number of the reviewer on this memorandum. Michael Rumpf will be the
Planning and Zoning staff member coordinating the review of the project. First review comments will be
transmitted to the applicant along with a list of Technical Review Committee (TRC) members.

The subject project is located along the north side of Commerce Road (lot 5) east of High Ridge
Road. The applicant is seeking approval for a 16,756 square foot light industrial project. Since the
site is located within a vested development, only trip generation data needs to be provided.
Please find enclosed Tables 1,2 and 3 which provide the trip generation rates used, the resulting trips
generated and the pass-by and new trips. Trip generation indicates that the proposed project will

I. As per section 10-25 in the City Code, free dumping access to containers
at all times shall be provided by the user.
2. The durnpster enclosure should be 10 feet by 10 feet internal dimensions.
The gate for the container should be mounted on the outside of the
enclosure. The enclosure should be widened if the gates are to be
mounted on the inside.
3. The applicant must apply a detailed drawing of the enclosure with the
plans.
4. The City of Boynton Beach, Solid Waste Division must service waste
rernoval in connection with construction projects.

6. Fire flow calculations will be required demonstrating the City Code
requirernent of 1500 g.p.m. as stated in LDR Chap. 6, Art. , Sec. 16, or
the requirement imposed by insurance underwriters, whichever IS
greater. (See Sec. 26-16(a)). Please submit these calculations with your
HRS permit subrnittal.
7. Sec. 26-34(E) of the City Code requires that a capacity reservation fee be
paid for this project either upon my request for signature on the Health
Dept. application forms or within 30 days of site plan approval,
whichever occurs first. Based upon a 1.5-inch meter, the fee will be
$1,205.82.
8. Provide an engineer's written certification that drainage will conform
with all rules of the City and the South Florida Water Management
District. (LDR Chap. 4, Sec. 7F)
9. This office will not require surety for installation of the water and sewer
utilities, on condition that the systems be fully cornpleted, and given to
the City before the first permanent rneter is set. Note that setting of a
permanent water meter is a prerequisite to obtaining the certificate of

occupancy.
10. A building permit for this project shall not be issued until this office has
approved the plans for the water and/or sewer improvements required to
serve the project. (Sec. 26-15)
II. The waste stream from any manufacturing process rnust meet the City's
pretreatment requirernents. A sampling point must be provided to allow
rnonitoring of this waste stream. (Sec. 26-143, 26-147)

16. On sheet 101 there are two notes pertaining to the sidewalk and concrete
