Site Characteristics: The site is currently a pre-cleared, 1.099-acre lot. It is predominately
vegetated with a variety of overgrown grasses. To the north of the site is a
PUD consisting of townhouses and single-family homes buffered from the
subject property by a landscape screen and a six-(6) foot masonry wall.
There is no other vegetation of any significance.
Proposal:
The developer is proposing the construction of a 25,960 square foot, 32.84
foot high, one-story Warehouse/Office facility, with related parking (See
Exhibit "B" - Proposed Site Plan). The proposed building is similar to the
building located on Lot 5, directly west of the site. The applicant owns both
parcels. They will be unified by the application of identical building design
and a common entrance off Commerce Road. A portion of the proposed
building will be used by P.G.D. for manufacturing purposes. The remaining
bays will be leased to tenants for office/warehouse uses. All uses proposed
at this time are permitted in the High Ridge Commerce Park PID.

A traffic statement for this project was submitted and sent to the
Palm Beach County Traffic Division for their review and approval.
Prior to final approval, staff must receive confirmation from Palm
Beach County's traffic Division regarding standards compliance.
Conceptual drainage information was provided for the city's review.
The city's concurrency ordinance requires drainage certification at
time of site plan approval. The Engineering Division is recommending
that the review of specific drainage solutions be deferred to time of
permit review.
There is one (1), 27 foot wide driveway proposed for this project. The
existing driveway entrance located on Commerce Road for Lot 5 will be
expanded to also serve the proposed development on Lot 6. The drive aisle
spacing between the parking stalls is the required 27 feet.
The parking spaces required for this project have been tabulated based on
the ratio of one and one-half (1.5) spaces per two (2) employees per shift.
Additional parking spaces for visitors are included in the calculation. There
are 25 parking spaces allocated for the proposed building, including one (1)
space designated as handicapped accessible. Together with the 21 existing
spaces provided on Lot 5, a total of 46 spaces will be provided for the entire
project. All spaces, except handicapped spaces will be dimensioned nine
feet by eighteen feet (9' x 18') and will include wheelstops. The parking area
design will meet the Land Development Regulations, Chapter 2 - Zoning for
PID use. The ADA requirements for this use will be satisfied once all
conditions regarding accessible path designations are met.
The landscaping of the site will fully meet the code requirements when staff
comments are incorporated. The development will be provided with the
required amount of perimeter and internal landscaping as required in the
Land Development Regulations, Chapter 7.5 Article II, and the approved
High Ridge Park PID perimeter landscape plan. The landscaping for this site
will match the existing landscaping on the adjacent P.G.D., Inc. site.
Building and site regulations will fully meet code when staff comments are
incorporated into the permit drawings.
The proposed building facade, as viewed from Commerce Road, is standard
of the typical one story steel industrial structures constructed in the High
Ridge Commerce Park PID. The new structure will be constructed to match
the existing P.G.D. building on Lot 5 including surface treatments of
subdued colors of beige and green accented with beige and green moldings
and a parapet cap.

Signage:
The applicant is proposing one (1) "directory" sign located in a landscaped
island, 15 feet from the front property line adjacent to the entrance drive.
The three foot by six foot (3' x 6') sign meets the setback and sign code
requirements for a directory sign. The sign will list all tenants for the two
buildings. Sign colors will match the buildings.
RECOMMENDATION:
The Planning and Zoning Division recommends that this request for site plan approval be
approved, subject to the comments included in Exhibit "C" - Conditions of Approval. Staff also
recommends that the deficiencies identified in this exhibit be corrected on the set of plans
submitted for building permit.

flood zone that the building is located within. If there is no base flood elevation,
indicate that on the plans.
5. At the time of permit submittal, provide a completed and executed City unity of title
form. The form shall describe all lots, parcel or tracts combined as one lot. A copy
of the deed with legal descriptions of each property that is being unified is required
to process the form. The property owner that is identified on each deed shall match.

route including, where applicable, landings, ramps and handrails.
7. Compliance with the Building Codes will be evaluated at time of permit review.
The permit fee, water and sewer facility fees, Fire and Life Safety fees, County and
State fees will be determined at time of permit review.
8. Permits are required to construct the improvements that are shown on the approved
site plan/conditional use documents. Permit application forms are available in the
Building Division of the Development Department A permit submittal checklist is
available in the Building Division. The list identifies the basic documents that the
Plans Analyst checks for when an applicant submits for permit review.

We have reviewed the subject plans and recommend that the request be forwarded for Board review
with the understanding that all remaining comments will be shown in compliance on the working
drawings submitted for permits.

Find attached for your review the plans and exhibits for the above-referenced project Please review the
plans and exhibits and transmit formal written comments to Blythe Williamson no later than 5:00
P.M. on Mav 19. 2000 (10 days from Dlan distribution date). When preparing your comments,
please separate them into two categories; code deficiencies with code sections referenced and
recommendations that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete, however,
if the data provided to meet the submittal requirements is insufficient to properly evaluate and
process the project based on the review standards or the documents show code deficiencies,
additional data and/or corrections should be requested by the reviewer by contacting Lusia
Galav.
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.

4. Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name
of the appropriate TRC Member that is responsible for the review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me. The memorandum shall state that the plans are approved and that
they do not have any comments on the plans submitted for review and that they recommend the
project be forwarded through the approval process.
All comments shall be typed, addressed and transmitted to me for distribution to the applicant. Please
include the name and phone number of the reviewer on this memorandum. Lusia Galav will be the
Planning and Zoning staff member coordinating the review of the project.
First review comments will be transmitted to the applicant along with a list of Technical Review Committee
(TRC) members. The applicant will contact TRC member(s) to clarify comments. Amended sets of plans
will be submitted prior to, or brought to the TRC meeting. Amended plans and outstanding comments will

We have reviewed the plans for the above-referenced project. The applicant must acknowledge
and address the below listed comments before the Building Division will recommend that the
project be presented to the Board for their review.

I. On the floor plan drawing, add a labeled symbol that identifies the location of the handicap
accessible entrance door to each tenant space. The location of the door(s) shall match the
location of the accessible entrance doors that are depicted on the site plan drawing.
2. The accessible parking space(s) that serve a use shall be located on the shortest safely
accessible route of travel from adjacent parking to an accessible entrance. Therefore, move
the accessible parking space for the existing building closer to the entrance door of the area
that is titled existing office area. The Florida Accessibility Code for Building Construction
states that buildings with multiple accessible entrances shall have accessible parking spaces
dispersed and located closest to the accessible entrance.
3. Within the site data, identify the proposed finish floor elevation of the proposed building
(lowest floor elevation). Verify that the proposed elevation is in compliance with
regulations of the code by adding specifications to the site data that address the following
Issues:
a) The design professional-of-record for the project shall add the following text to the site
data: "The proposed floor elevation _. _ NGVD is above the highest 100-year
base flood elevation applicable to the building site, as determined by the South Florida
Water Management District's surface water management construction development
regulations." [Section 3107.1.2, Chapter 31 of the Boynton Beach amendments to the
1997 edition ofthe Standard Building Code]
b) From the FIRM map, identify the title of the flood zone that the building is located
within. Where applicable, specify the base flood elevation. If there is no base flood
elevation, indicate that on the plans.

c) Identify the floor elevation that the design professional has established for the building
within the footprint of the building that is shown on the site plan, floor plan and civil
plan.
4. On the drawing titled site plan, identify the symbol that represents the property line.
5. Amend the title of the landscape buffer identified on the site plan to buffer easement to
match the title that is depicted on the survey. Where applicable, amend the plans so that
structures do not encroach into an easement.
6. Indicate within the footprint ofthe building that is shown on the site plan drawing the
number of stories that are in the building including, where applicable, mezzanines.
7. The building is not being reviewed for compliance with the applicable building codes.
Therefore, add the words "Conceptual Floor Plan" below the drawing titled Floor Plan
found on sheet 301.
8. At time of permit submittal, provide a completed and executed City unity of title form.
The form shall describe all lots, parcels or tracts combined as one lot. A copy of the deed
with legal descriptions of each property that is being unified is required to process the
form. The property owner that is identified on each deed shall match.

I. On the Site Plan add a general note that all plans submitted for specific permits shall meet the City's
code requirements at time of application. These permits include, but are not limited to the following:
site lighting, paving, drainage, curbing, landscaping and irrigation. Permits required from other
permitting agencies, such as FDOT, PBC. SFWMD, PBCDERM, L WDD, FDEP and any others,
shall be included with the permit request.
2. On the Site Plan modify the dimension regarding height of landscape material within the sight
triangles from 36" to 30".
3. At the egress aisle of the proposed south parking area, add a stop bar and sign.
4. Add an engineer's certification on the civil plans that the drainage plan will conform to the City's
Land Development Regulations, Chapter 4, Section 7.F.
5. Provide a satisfactory common access agreement between lots 5 & 6 or a satisfactory Unity of Title.
6. Based on the landscaping plan, it is recommended that either the trees in the landscape islands be
changed to ones with little canopy or the wall mounted lights be relocated to assure full, continuous
lighting of the parking lot.

We offer the following comments on the above noted project:
GENERAL COMMENTS
1) Palm Beach County Health Department permits may be required for the water and sewer systems
serving this project (CODE Sec. 26-12).
2) CODE Sec. 26-34(E) requires that a capacity reservation fee be paid for this project either upon
the request for the Department's signature on the Health Department application forms or within
30 days of site plan approval, whichever occurs first. This fee will be determined based upon final
meter size, or expected demand.
3) Provide an engineer's written certification that drainage will conform to all rules of the City and
the South Florida Water Management District (SFWMD) (per LDR Chap. 4, Sec. 7F). Provide
drainage calculations showing the amount of rainfall to be retained on-site.
SPECIFIC CONDITIONS
4) Provide the Utilities Department with a copy of the DERM permit approving the proposed site
plan. Proposed construction within a protected well zone requires permitting by DERM.
5) The Utilities Department will require the use of Geo Web, or approved equal, for the stabilized
subgrade access to the raw water well #18. Verify that the previous approval on Site Plan
#NWSP-97-010 remains intact.
6) The waste stream from the manufacturing process must meet the City's pretreatroent requirements.
A sampling point must be provided to allow monitoring of this waste stream (refer to CODE Sec.
26-143, Sec. 26-147).
