Annunziato City Planner ~UIlJI:CT Recommendation/Parking Lot Ordinance Variance Request This memorandum is forwarded to the Planning and Zoning Board consistent with Section 5-144 (c) (4) of the City Code. Section 5-144 (c) (4) requires that the Technical Review Board forward to the Planning and Zoning Board a recommendation on all variances requested to the Parking Lot code requirements. Further, Section 5-144 (c) (4) requires that this recommendation is to be made a part of the public record of the variance proceedings. Boynton Beach, Inc.,the developers of the proposed Boynton Beach Mall,has requested variances to two sections of the Parking Lot code as follows: 1. relief from Section 5-141 (k) which requires that all parking stalls have provided double line painted strips where parking stall abut each- other; and 2. relief from Section 5-141 (d) which requires that each parking stall have provided a concrete curb stop. The reasons stated in support of the requested variances are, with respect to double line stripping "The required double line painted strips are an additional expense to the developer without any concomitant benefit to the public." and, with respect to the required curb stops "The curb stops are not only a continuous maintenance problem, but are also a hazard to pedestrians." In response to these variance requests, the Technical Review Board met on Tuesday, November 2nd, 1982 at 9:00 AM to discuss these and other issues. The Board reviewed the materials submitted to include the site plan and variance application, and following review of the materials submitted, formulated a recommen- dation. It is the recommendation of the Technical Review Board that these variance requests be denied. The Board noted in its discussions that the applicant's reasons for requesting these variances were basicly financial, and that the benefit to the public which would result by granting these variances was questionable, given the concomitant reduction in public safety which would result by eliminating curbs and double striping. - 1 - MEMORANDUfv.
