1. Roadways
It is estimated by the applicant that the proposed Eoynton Beach
Shopping l1all would generate a tote,l of 35,000 trips per day. The
greatest inpact fran these trips on the adjacent roadway system
would occur during the real< hour pericds of traffic volumes.
Oller 11,000 trips per day are estirrated to occur during three
separate weekday real< hour pericds in connection with the QFerating
hours of the proposed mall. The first real< hour occurs simultaneously
with the evening rush hour, the second behveen. 7 and 8 p.m. when peak
inbound m:J\Terrent occurs, and finally, betlo.'een 9 and 10 p.m.
when the real< outbotmd moverrent occurs. On weekends it is expected
that another real< hour will occur between 4 and 5 p.m. The
greatest real< hour volumes Iv.i.ll occur weekdays between 7 and 8
p.m. when 2,720 trips will be attracted to the mall and between
9 and 10 p.m. when 3,430 will be generated by the developrent.
Since volumes on adjacent streets are scrrewhat reduced during these
two peak hour pericds, estimates of impact on the adjacent roads
are made for the evening rush hour rericd when volumes on adjacent
streets are greatest. The applicant estimates that during
this evening rush hour reriod, the shopping mall will attract
1,510 patron trips inbotmd and generate 1,710 trips outbotmd.

RE DEBARTOLO BOYNTON BEACH MALL ON CONGRESS AVENUE (807)
This is in reply to your request that I give you my thoughts concerning
the reconciliation between site related improvements and improvements
in lieu of a "fair share contribution".
The developers of this mall have tentatively agreed to the attached list
of improvements. It is my feeling that all of these improvements are
"site related" with the exception of the following:
(1) The fourth lane on Congress Avenue plus associated
median work to build a 4-lane section from the north
property line through New Boynton Road.
Distance: 8/10 mile

Approximate'Cost: $225,000.00
(2) Carry a 4-lane section of New Boynton Road from
Congress Avenue through the mall access road.
Distance: 2/10 mile
Approximate Cost: $100,000.00
The tentative formula for a "fair share" traffic impact fee for connnercial
is as follows:

In the case of the DeBartolo Mall, these figures would be as follows:
