The developer's Attorney in his letter of February 24, 1988 (copy
included) is committed to complete the west part of Miner Road and
so states in said letter, if given a time extension of four months.
It is my recommendation that the commission grant this extension
of four months as requested,

RE: Release of Bonds for Sandalwood Drive, Chalet IV
A meeting was held some time ago with the City Manager, City
representatives, including myself, the City Attorney, the Design
Engineer and also the Attorney Alan J. Ciklin, Esq. to discuss
bond releases for the subject bonds, said bonds having been
reduced to $21,000 and $16,800, which was the approximate value
of the sidewalks on the south and west side of the subject road-
ways, It was determined at this meeting that the final develop-
ment plans approved show that the sidewalks on the west and south
sides of Sandalwood Drive were deleted and the latest cost estimates
on which the amount of the bonds were based also omitted as line
items, the cost of the above said sidewalks,
Alan Ciklin agreed that if there was a commitment to complete Miner
Road, west of Sandalwood Drive to the extent of the Melear property,
that his client, the developer, would complete Miner Road, regard-
less of the bond amount.
A copy of a letter to Mr. Ciklin from the City Attorney, dated
March 7, 1988, is included here.
It is my intention to recommend that the bonds for Sandalwood
Drive be released, subject to the commitment to complete Miner Road.

It has been called to my attention by residents of the Sandalwood
development that the lights currently installed on the buildings are
not adequate. With the lack of street lighting along the inner streets
and parking areas, the development is too dark,
From a crime prevention standpoint, it would be advantageous for street
lights to be placed along the inner streets and at the parking areas,
.
Proper lighting is one physical deterrent to crime and is a psychological
support to residents who live in the development,
The residents of Sandalwood have formed an active Neighborhood Crime
Watch Organization and have taken prop~r~ps to better secure their
homes.
Therefore, the proper lighting in the development will complete the well-
rounded physical security that the residents are working for based on what a
crime watch program recommends.

THROUGH:
I have received a 'letter dated 21 September 1987 from
Alan J, eiklin regarding the release of a number of
performance bonds for thir< particular project. Mr. eiklin
is taking the position that five (5) performance bonds that
are presently held by this City are being illegally held
since the work guaranteed by each bond has been completed.
I discussed this with you and Mr. eheney some time ago and
it was my impression that the matter would be resolved.
I have recently received a follow-up phone call from
Mr, eiklin requesting information as to the resolution of
this matter, As you are aware specific performance' bonds
are dedicated to specific projects and once those projects
are completed the bond shall be released or reduced
proportionately with the amount of work required or
completed. Therefore I would suggest very strongly that the
following performance bonds be released or reduced since it
appears to me that the developers have provided sufficient
documentation to indicate that the work has been completed:

Forwarded herewith is a copy of a letter addressed to the City
Planner, dated July 27, 1987, requesting a time extension for
completing Miner Road as agreed upon when the first plat of
Sandalwood (aka Chalet IV) was approved, The Subdivision
Ordinance requires that improvements be completed within 21
months from the date of the Land Development Permit, which is
issued after the plat is recorded.
Construction has started on Miner Road, east of Sandalwood Dr.
and I am advised that the plans for Miner Road, west of
Sandalwood Dr. will be submitted to the City and the County
within three weeks.
T,R.B, members have no objection to this request and approval
for the time extension from October 9, 1987 until December 8, 1987
(60 days) is recommended.

On Tuesday, July 21, 1987 I met with the City Engineer, Chief
Plans Inspector, Don Jaeger, Consulting Engineer, Joel Wantman
and Jack Armarnik concerning the Chalet IV development and
outstanding items to be completed.
Among the items discussed were the status of landscaping and
sidewalks to be constructed on the south and west sides of
Sandalwood Boulevard, and the status of Miner Road construction
through the Melear PUD, Concerning the installation of
landscaping and sidewalks on the south and west sides of
Sandalwood Drive, it was Mr. Armarnik's position that the City
could not hold bonds for other required improvements in lieu of
the installation of the previously mentioned landscaping and
sidewalks. Litigation was suggested as a means to compel the
City to release outstanding bonds.
Mr. Armarn~k was questioned at great length concerning Miner
Road, It was reported by Mr, Armarnik that Miner Road east of
Sandalwood Drive was under construction at this time. He also
reported that in his opinion, the remaining construction of Miner
Road through the Melear PUD would be accomplished by October 10,
1987 which is the date that all public improvements must be
completed. This position was qualified to the extent that the
permitting of the road could prevent completion by October 10,
1987.
Also discussed at great length was the value of the bond relative
to the projected cost of improvements of the second phase of
Miner Road,

action on our part.

Dear Carmen:
I have had several telephone conversations this week with your
assistant, Jim Golden, regarding the two site planning issues yet
to be resolved; (l) recreation parking and (2) handicap parking.
Using your newly devised (less restrictive) formula to calculate
pool park ing allocations, I find we will need + 45 spaces total
recreation parking, requiring a re-design of our recreational
site plan.
Jim says that this will require a "Site Plan Modification" which
entails taking the project back through the entire approval
process (T.R.B" P&Z, C.A,8" Council) next month and will
require another $200.00 application fee. Although site plan
approval is probably forthcoming this month (in light of the
Pl anning & Zoning 80ard's approval 1 ast Tuesday), we have decided
to withdraw our petition based on the following considerations:
1. Save the time and expense of additional application fees and
attending unnecessary publ ic meetings. (J im said we woul d
not have to pay another fee if we carry this petition over to
next month),
2. The pl atting process has been del ayed a month anyway, so
council and pl at approval will then be syncronized carrying
no loss of time in the overall approval process,
3, Allow time for us to coordinate any site planning changes
with the project engineers now to minimize future revisions
after council approval,

The construction proposed for Shooter's does not entail installing add-
itional utilities, but may impact ,a force main under the site, plus an
adjoining gravity main. Both lines are shallow, and could be damaged
by heavy earth moving equipment,

Forwarded herewith is a letter dated July 29, 1985
from Wantman & Associates which is self-explanatory.
The subject permit is desired by the Developer prior to
platting and since the work will involve excavation in
excess of 2 feet below existing grade approval is
required from the City Council according to the excavation
and fill r~gulations, Chapter 8, Sec. 8.7 (A)-(2).
Requirements requested by the Technical Review Board members
have been incorporated in the permit documents and a copy of
the "Excavation Methodology" is included herewith. Also
included is a copy of the cost extimate for the earth work
site restoration in the amount of $29,979.20.
I recommend approval by council subject to an acceptable
restoration bond in the amount of $30,000 being submitted
prior to a permit being issued by the Building Dept.
The permit fee. will be determined by the Building Dept,
based on the value of the work.

Approval of the above-mentioned permit is recommended subject to
conditions as follows:
1. Two sand fences should be installed along Congress
Avenue and Miner Road to trap blowing sand; and,
2. The developer should limit his construction to only
the areas necessary to perform the excavation and
fill functions.
Furthermore, it was suggested by the Public Works Department
that no work be permitted when winds exceed 20 miles per hour,

Corrunents:
1. The site plan although supported with engineering
plans for other improvements does not include work-
ing drawings for street lights. Complete working
drawings are required for the street lights, i.e"
luminairs, foot candles, supporting structure (posts,
etc.), requirements for conductors, etc. etc" just
as for the other improvements. A note concerning
street light design by FP&L for dedicated rights of
way should be shown for the loop road.
2, The "Site Plan" should show the division line between
Plat No. 1 and Plat No.2.

3. The construction for the future Corrununity Recreation
Facility with access road and utilities should be
completed prior to completion of the units in the
first plat. The performance bond should include the
cost for recreation facilities and appurtenances
(and the design of same if not designed and approved
prior to submission of the final plat No. 1 for
approval) ,
4. Miner road from Congress Avenue to the loop road should
be included in the construction for Plat No, 1.
5. The loop road in my opinion should be planned as a
public right of way based on its function as a col-
lector roadway.
6. Subgrade for roadways must be stabilized to a F.B,V.
of 50 p.s.i.

RE : Chalet IV
We have reviewed the water and sewer plans for this development and
have the following comments:
1. The pump station should be lowered in bottom elevation and
the gravity line on the main boulevard should be at least
10" VCP in such a manner that the entire subdivision (150
acres + or ~)can be served by one pumping station.
2. The plans as submitted show phase I being developed in two
sections. The water and sewer lines should be completed
throughout both sections when the first section develops
thereby looping the water lines and providing gravity
sewer for the out parcel owned by the City.
3. The water and sewer lines running through parking areas
from south to north shall have a 30' easement, the water
pipe shall be so located that it is 5' from one side of
the easement, the sewer line shall be 10' from the water
pipe and the balance of the easement on the sewer line
side of the easement.

This easement shall be designated as free of any tree
plantings whatsoever. Shrubs and hedges may be planted.
4. There should be coordination between the landscaping plan
and the utility plan in such a manner that the multiple
meters are not in back of or covered by shrubs or other
plantings. This should be made very clear so that when
C.A.B. review these plans, the Board understands and does
not attempt to change this portion.
5. If recreational facilities are planned west of the pro-
posed lake then water and sewer must be extended to them
in order to meet that requirement as imposed by planning
and Zoning and the Parks Department.
6. All gravity sewers shall be VCP not PVC as inciated on the
plans.

4. A standard detail is required for the parking lot
geometry so that curved areas will not have to be
scaled in order to get radii and dimensions.
5, The location of the parking lots should be refer-
enced with respect to boundary lines and/or platted
lots so scaling to get off-sets is not required,
6. A space for the City Clerk's seal should be pro-
vided close to the edge of the plat,

I have reviewed the site plans for Chalets IV at Boynton. As Phase One of
the Melear P.U .D" this development was previously granted 1/2 credi t towards
the impact fee for the following recreation facilities:
Meeting Hall/Recreation Center
Tennis Courts
Pool
Childrens Play Area
Play Field
picnic Area
In order to insure that recreation facilities are completed in a timely fashion,
it is suggested that:
1) Site planning and construction of recreation facilities be bonded
as part of Phase I, This should include utilities and access
roads from Phase I,
2) A submittalof site plans and construction of recreation facilities '.
should commence prior to 1/2 of construction on Phase I, or twenty-
one months from the beginning of construction.
3) Construction of recreation facilities should be completed prior
to the end of Phase I.
