This memo includes the analysis and recommendations for reducing
and/or rele~sing current performance bonds being held by the City
for the Chalet IV project, also known as Sandalwood, and is in
accordance with the recommendations of T.R.B. members that met on
November 17, 1987 to discuss the disposition of said bonds.
Please note that the landscaping and irrigation for sandalwood Drive
is not complete, but is not included in the analysis because these
items were not bonded improvements (estimated cost for completion
is $65,000).
Restoration Bond for Excavation and Fill 'Permit
This bond was reduced to $15,000 by Resolution No. 86-0000.
The work under this bond has been completed and suitable restoration
has been made.
A proposed resolution to release this bond is included here.
Performance Bond for Plat No. 4
This bond has been reduced to $20,000 by Resolution No. 87-JJ.
The work under this bond is complete.
A certification letter has been received from the Design Engineer,
dated July 1, 1987 , and a one year guarantee letter has been
receiv~d from the Developer, dated Nov. 12, 1986, copies of which
are included here.
A proposed resolution releasing the bond is included here.
Performance Bond for Private Recreation Area and Facilities
This bond was reduced to $3,000 by Resolution No. 87-11.
The work is complete and a certification letter, dated July 7, 1987
from the Design Engineer, and a guarantee letter, dated July 7, 1987
from the Developer have been received and copies are included here.
A proposed resolution to release the bond is also included.

Performance bond for Plat No. 3 and north portions of Sandalwood Dr.
This bond was reduced to $16,800 by Resolution No. 87-HH.
A certification letter has been received requesting a reduction to
$1,000, dated July 7, 1987, and a copy is included here.
This bond should have included the cost for 1600 linear feet of five
ft. sidewalk, but was not included as a line item in the cost
estimate for the bond. The uncompleted work includes the 1600 ft.
of sidewalk, some grading on the west side of Sandalwood Drive,
cleaning storm inlets and adjusting utilities. The value of
uncompleted work approximates $16,800, which is the value required
by Resolution No. 87-HH.

No further reduction is recommended.
Performance Bond for 1744 ft of Sandalwood Drive, west of Congress
This bond has been reduced to $29,000 by Resolution No. 86-NNNN.
A copy of a certification letter from the Design Engineer, dated
July 7, 1987 requesting a reduction of the bond amount to $2,900 is
included here, Said certification did not include the value of 1744
ft.of five foot sidewalk included in the ,cost estimate for the
original bond as a line item.
The work under this bond has been substantially completed, except
for the sidewalks, some grading work on the south and west sides
and cleaning out storm sewer inlets. Value of uncompleted work is
estimated to be $21,000.
A proposed resolution to reduce the value of the bond to $21,000 is
included here,
Performance Bonds for Miner Road
The bond for the portion of Miner Road, east of Sandalwood Drive, was
for the amount of $89,773.30. The work remaining under this bond
includes the requirement for payment for street lights to be installed
by Florida Power & Light Company in the amount of $13,953.
There is concern that the plans were not followed with respect to
the stabilized shoulders as called for on the typical road section.
Said section called for stabilization to 75 p.s.i., Florida Bearing
Value, for a depth of 20 inches. I have discussed this with the
Contractor, County Engineers, Developers and Design Engineer and am
waiting for their conclusion and recommendations, The value of this
work would be at least $18,000, unless an alternate for future
construction with credits going into a County escrow account i7
accepted, Other work here includes possible adjustment of.a~ lnlet
structure built six inches lower than planned and some addltlonal
seeding and sodding and striping, Incomplete work on water valves
and damage to a fire hydrant is estimated by the Utility Departm~nt
at $4,000. The total value of uncompleted work under thi~ bond lS
estimated at $40,000 and includes the charge for street llghts,

The bond for the portion of Miner Road, west of Sandalwood Drive
was for the amount of $54,123,78, No work has been done and the
plans for this improvement have not yet been submitted for approval
by the City or the County. According to the time allowed by the
subdivision regulations, completion of Miner Road was to be Oct~ber
9, 1987 and was extended by Commission action to December 8, 1987,
The value of the work under this bond is estimated to be approximately
$100,000 and exceeds the amount of the bond.
The estimated value of the uncompleted work for both parts of Miner
Road is $100,000 plus $40,000, ie., $140,000. Since the total amount
of the two bonds is only $143,897.08, I do not intend to recommend
a reduction to the bond for the first part of Miner Road until the
shoulder st~bilization is satisfactory or has otherwise been resolved
with all concerned.

Chalet IV - Sandalwood
On Tuesday, July 21, 1987 I met with the City Engineer, Chief
Plans Inspector, Don Jaeger, Consulting Engineer, Joel Wantman
and Jack Armarnik concerning the Chalet IV development and
outstanding items to be completed.
Among the items discussed were the status of landscaping and
sidewalks to be constructed on the south and west sides of
sandalwood Boulevard, and the status of Miner Road construction
through the Melear PUD. Concerning the installation of
landscaping and sidewalks on the south and west sides of
Sandalwood Drive, it was Mr. Armarnik's position that the City
could not hold bonds for other required improvements in lieu of
the installation of the previously mentioned landscaping and
sidewalks. Litigation was suggested as a means to compel the
City to release outstanding bonds,
Mr. Armarnik was questioned at gr~at length concerning Miner
Road. It was reported by Mr. Armarnik that Miner Road east of
Sandalwood Drive was under construction at this time. He also
reported that in his opinion, the remaining construction of Miner
Road through the Melear PUD would be accomplished by October 10,
1987 which is the date that all public improvements must be
completed. This position was qualified to the extent that the
permitting of the road could prevent completion by October 10,
1987.
Also discussed at great length was the value of the bond relative
to the projected cost of improvements of the second phase of
Miner Road.
In this regard, Mr. Wantman reported that his estimate of
$54,000+ was based on a different level of construction than what
will be-permitted. However, the impression given by Mr. Armarnik
is that he is committed to the improvement, regardless of the
bond value. Mr. Wantman reported that the plans for Phase 2 of
the Miner Road construction project were 30% complete and that
plans should be substantially complete in three weeks.
In conclusion, I suggested to Messrs. Armarnik and Wantman that
it was unlikely that the City would release or reduce bonds which
remain until such time as the landscaping, sidewalks, and Miner
Road issues have been resolved,

I have determined that the approximate value of the uncompleted
improvements is as listed below:

The total value of all the bonds currently being held by the City
are as follows:

Based on the above, the value of the uncompleted improvements exceeds
the value of the current bonds held by the City by the amount of

In consideration of the above, until east and west parts of Miner
Road are almost completed, I do not believe the reduction or
release of any of the bonds currently held by the City for this
project should be recommended,
Comments are requested as soon as possible so I can further advise
the developer concerning the status of his requests.

Forwarded herewith are two sets of development plans and six
copies of the plats for the subject project including the set
with the T.R.B. review stamp.
Also forwarded is a copy of the cost estimate for the recreation
facilities.
Comments are as follows:
1. Cost estimates should be submitted for the following:
(a) Plat I and Plat II water, sewer and street improve-
ments including the "loop" road and street lights
on the "loop" road.

2. The dedication should be changed to provide for the loop
to be a public right of way.

Preliminary Plats
Approval of these two preliminary plats is recommended subject to
the following:
1. All of Miner Road is to be bonded and dedicated in
connection with the approval of Plat I.

2. For those portions of Miner Road outside of the
limits of Plats I and II, the right-of-way should
be dedicated by separate instrument within 120
days of preliminary plat approva;.
3, That part of the 80' collector road lying west of
the part which appears on Plat I should be dedicated
to the public by instrument through the limits of
the recreation are a prior to filing a final plat.
4. The recreation area shown on the master plan for the
Melear PUD lying north of the collector road should
be dedicated by easement to the homeowners prior to
filing for final plat approval,
5. The location of off-site utilities will require the
dedication of easements by instrument which should
be recorded prior to filing the final plat for
Plat I.
6. Miner Road must be constructed through the limits of
the public land located at Congress Avenue and Miner
Road in a timely manner. The reason for this is that
the recently approved bond issues provide for the
construction of a multi-purpose public building to be
located on-site, thus, Miner Road must be in place to
serve this improvement at the time of occupancy.
7. The collector road should be dedicated to the public
in order to provide for enhanced municipal circulation
consistent with current City policy,
8. It is recommended that the Planning and Zoning Board
set $31,815/acre as the land value for Recreation and
Parks dedication purposes based on the contract for
purchase submitted by the ,applicant.

RE: Chalet IV
We have reviewed the water and sewer plans for this development and
have the following comments:
1. The pump station should be lowered in bottom elevation and
the gravity line on the main boulevard should be at least
10" VCP in such a manner that the entire subdivision (150
acres + or -lcan be served by one pumping station.
2. The plans as submitted show phase I being developed in two
sections. The water and sewer lines should be completed
throughout both sections when the first section develops
thereby looping the water lines and providing gravity
sewer for the out parcel owned by the city,
3. The water and sewer lines running through parking areas
from south to north shall have a 30' easement, the water
pipe shall be so located that it is 5' from one side of
the easement, the sewer line shall be 10' from the water
pipe and the balance of the easement on the sewer line
side of the easement.
This easement shall be designated as free of any tree
plantings whatsoever. Shrubs and hedges may be planted.
4. There should be coordination between the landscaping plan
and the utility plan in such a manner that the multiple
meters are not in back of or covered by shrubs or other
plantings. This should be made very clear so that when
C.A.B. review these plans, the Board understands and does
not attempt to change this portion.
5. If recreational facilities are planned west of the pro-
posed lake then water and sewer must be extended to them
in order to meet that requirement as imposed by Planning
and zoning and the Parks Department.
6. All gravity sewers shall be VCP not PVC as inciated on the
plans.
