Sandalwood Drive and Congress Avenue, Boynton Beach, Florida at such time

installation, all as required by an amendment to the Melear PUD dated
November 8, 1988, the Principal warrants and guarantees the payment of the
cost of said installation.
Now, if said City of Boynton Beach, Florida and Palm Beach County, Florida
determi ne that warrants do not exi st for thi s i nsta 11 at i on then thi s
obligation shall be null and void.

This office has received and reviewed your 'j complete plan
submittal for the above referenced project and h~e the following
comments:
1. Change the ultimate section as marked on the plans.
2. Include RC 70 prime coat and tack coat as indicated on
the plans.
3. For 2" thick, use type S.l modified asphaltic concrete.
4. Change commissioners names and add project number as
indicated on the plans.
5. Show connection and taper to both the existing pavement
of the east end of the project and the proposed pavement
by Rossi and Malavasi of the west end.
6. What is the status of the permits required for this
project? Please submit copies of the permits as soon as
you receive them.
7. Show all utilities on profile.
8. Outfall pipe should be connected to the proposed drainage
system and a control structure should be provided.

Dear Mr. Alexander:
Please forward the subject plans A.S.A.P. to the County and
the City for review.
The time limit for the construction of this roadway was extended
by the City Commission to December 8, 1987. Since this construc-
tion will not be started or completed by the December 8, 1987
date, another time extension .should be requested.
Completion of this construction, a commitment by the developer,
is desired as soon as possible as a necessary part of the link
between Congress and Lawrence Road.
A resolution of the, discrepancy between the shoulder construc- ,
tion for the east part of Miner Road and the approved cross-
section" ie., the requirement of 20 inches of stabilized
shoulder to'75 p.s.i. F.B.V. is also requested. I will make
myself available to discuss this with you and County representa-
tives at your convenience.

This memo i~cludes the analysis and recommendations for reducing
and/or relea~ing current performance bonds being held by the City
for the Chalet IV project, also known as Sandalwood, and is in
accordance with the recommendations of T.R.B. members that met on
November 17, 1987 to discuss the disposition of said bonds.
Please note that the landscaping and irrigation for Sandalwood Drive
is not complete, but is not included in the analysis because these
items were not bonded improvements (estimated cost for completion
is $65,000).
Restoration Bond for Excavation and Fill ?ermit
This bond was reduced to $15,000 by Resolution No. 86-0000.

Performance Bond for ?rivate Recreation Area and Facilities
This bond was reduced to $3,000 by Resolution No. 87-II.
The work is complete and a certification letter, dated July 7, 1987
from the Design Engineer, and a guarantee letter, dated July 7, 1987
from the Developer have been received and copies are included here.

Performance bond for Plat No. 3 and north portions of Sandalwood Dr.
This bond was reduced to $16,800 by Resolution No. 87-HH.
A certification letter has been received requesting a reduction to
$1,000, dated July 7, 1987, and a copy is included here.
This bond should have included the cost for 1600 linear feet of five
ft. sidewalk, but was not included as a line item in the cost
estimate for the bond. The uncompleted work includes the 1600 ft.
of sidewalk, some grading on the west side of Sandalwood Drive,
cleaning storm inlets and adjusting utilities. The value of
uncompleted work approximates $16,800, which is the value required
by Resolution No. 87-HH.

No further reduction is recommended.
Performance Bond for 1744 ft of Sandalwood Drive, west of Congress
This bond has been reduced to $29,000 by Resolution No. 86-NNNN.
A copy of a certification letter from the Design Engineer, dated
July 7, 1987 requesting a reduction of the bond amount to $2,900 is
included here. Said certification did not include the value of 1744
ft.of five foot sidewalk included in the cost estimate for the
original bond as a line item.
The work under this bond has been substantially completed, except
for the sidewalks, some grading work on the south and west sides
and cleaning out storm sewer inlets. Value of uncompleted work is
estimated to be $21,000.
A ?roposed resolution to reduce the value of the bond to $2l,000 is
included here.
Performance Bonds for Miner Road
,.
The bond for the portion of Miner Read, east of Sandalwood Drive, was
for' 'bhe amount of $89,773.30. The work remaining under this bond
includes the requirement for payment for ~treet lights to be installed
by Florida Power & Li~ht Company in the amount of $13,953.
There is concern that the plans were .not foll~wed with respect to
the stabilized shoulders as called for on the typical road section.

yalue, ,for a depth of 20 inches. I have discussed this with the
Contractor, County Engineers, Developers and Design Engineer and am
waiting for their conclusion and recommendations. The value of this
work would be at least $18,000, unless an alternate for futur~
construction with credits going into a County escrow account 1~
accepted. Other work here includes possible adjustment of.a~ 1nlet
structure built six inches lower than planned and some add1t1onal
seeding and sodding and striping. Incomplete work on water valves
end damage to a fire hydrant is estimated by the Utility Departm~nt
at $4,000. The total value of uncompleted work under thi9 bond 1S
estimated at $40,000 and includes the charge for street 11ghts.

The bond for the portion of Miner Road, west of Sandalwood Drive
was for the amount of $54,123.78. No work has been done and the
plans for this improvement have not yet been submitted for approval
by the City or the County. According to the time allowed by the
subdivision regulations, complecion of Miner Road was to be October
9, 1987 and was extended by Commission action to December 8, 1987.
The value of the work under this bond is estimated to be approximately
$100,000 and exceeds the amount of the bond.
The estimated value of the uncompleted work for both parts of Miner
Road is $100,000 plus $40,000, ie., $140,000. Since the total amount
of the two bonds is only $143,897.08, I do not intend to recommend
a reduction to the bond for the first part of Miner Road until the
shoulder stapilization is satisfactory or has otherwise been resolved
with all concerned.
