Submission of Roadway Plans for 60' Rights-of-Way
The Engineering Department for the City of Boynton Beach, Florida
is in receipt of the above referenced plan submission and herein
provides the following staff comments which shall be considered
along with those generated by the City Engineer:
1. In accordance with City Code of Ordinances, specifically Chapter
22, "Streets and Sidewalks", specifically Article II, Section
22-16, "Permit Required" and Section 22-17, "Application Required,
Contents" and Section 22-18, "Permit Fees" and Section 22-19,
"Permit Issuance" and Section 22-20, "Inspection Approval" and
Section 22-21, "Performance Bond" or (Clean Irrevocable Letter
of Credit meeting with the approval of the City Attorney), and
Section 22-22, "Indemnity Bond" and Section 22-23, "Standards",
the applicant shall satisfy the provisions and requirements of
the aforementioned code section prior to issuance of a permit
from the City Engineer's office to construct this roadway.
2. The applicant shall modify the proposed plans currently depicting
a wearing surface of Ii" of Type S-I asphaltic concrete surface
course to read Ii" of Type II asphaltic concrete surface course
in accordance with Appendix "C", Article X, Section 10, "Streets",
Subsection lOF, "Materials".
3. Paving specifications indicating proposed use of limerock and/or
shellrock shall specify that the base course materials will comply
with gradation and calcium carbonates and minimum proctor values
as specified by City standards and Department of Transportation
specifications. Limerock shall consist of a minimum of 75%
calcium carbonates and if shellrock is utilized, a minimum of
40% calcium carbonates.
4. A note shall be placed on the submitted plans indicating that
the rights-of-way, comprised of a sodded swale section, shall
be fully irrigated and be maintained by the applicant into
perpetuity, therefore, a maintenance agreement shall be submitted
by the applicant agreeing to same.
5. Pursuant to City Code of Ordinances, specifically Appendix "C",
the applicant shall obtain an Engineer's Opinion of Cost
representative of the funding necessary to install a street
lighting system for this roadway. The street lighting plan shall
be prepared by Florida Power & Light and the applicant shall
submit such plan to the office of the City Engineer for review
and consideration. If the street lighting plan is approved by
the City Engineer, the applicant shall be responsible to provide
the City of Boynton Beach, Florida with monies (no Performance
Bond or Letter of Credit) in an amount equal to 125% of the cost
associated with street light installation.
6. The applicant shall be responsible to obtain a permit to construct
within the rights-of-way of High Ridge Road, a County rights-of-way,
prior to issuance of permits from this office. The applicant may
contact Mr. Jim Peters, PBC Traffic Division, Permitting Section,

Stanford Park
Environmental Assesment
Persuant to the Boynton Beach Comprehensive Plan an environmental assesment was
conducted at the Stanford Park Site. Performing this evaluation was Mrs. Karen
Sjoho1m, ASLA, Florida State registered Landscape Architect and Botanist. Field
data was co11 ected on Apri 1 15, 1988 from 10:00 a.m. to 2:00 p.m. in the
afternoon. Method of evaluation was on foot visual analysis.
The majority of the site has been cleared during the inita1 first phase site
development of Stanford Park. Open water exist in the portion of the water
management tract that has been developed to date. The enbankments of the water
managements tract have been invaded by Typha spp. (Cat Tails). The typha will
be removed during the littoral zone development.
The disturbed upland areas have reestablished a herbacious grass cover
consisting of primarily Bahia grass, angropogan (broom sedge) flavaria, (yellow
top) and other first level successional grasses. The undisturbed areas of the
site consist of pinef1at wood and me1a1uca. There are Two (2) dense stands of
me1a1uca, which will be removed during site development. The pine f1atwoods
have sustained same minor disturbance of the understory level. Many areas have
been the victim of illegal dumping. The pines (Pinus e11iottii var. densa)
range from 2"-30" in caliper. Some larger specimans exist on the fringe. In the
denser area of pine, the following understory was identified, slash pine, saw
pa1mnetto, coco plum, wax myrtle, myrisine, wild coffee, ardisia, poision ivy
and other species typical of this habitat. Particular attention was spent
trying to identify rare and endangered species (those most often found asso
ciated with this habitat are terrestia1 orchids and the wild Pine brome1 id
(Ti11andsia fasicilata). Since a few scattered sand pine (pinus c1ausia) exist
on the northern edge of property a search for the endangered four (4) leaf
pappau was also conducted. No threatened or endangered species of Florida
vegetation was observed.
A search was conducted to identify any endangered birds or animals, as
classified by U.S. Fish and Wildlife Service and the Florida Game and
Freshwater Fish Commission, residing or nesting on the site. Particular
attention was focused on identifying the Gopher tortus, the Florida Scrub Jay,
the Wood Stork and the Red-Cockaded Woodpecker. None of the species or other
Federal and State endangered or threatened birds, reptiles or mammals were
observed.
In conclusion no endangered species of plants, birds or other animals were
found to be on site.

Parking Lot Modifications
Staff has compared the proposed parking lot modifications against
the original water and sewer plan and offer the following
courtesy comments:
1. Water and sewer lines shall be shown on the paving plan
so conflicts can be identified and corrected.
2. All clean outs which will be in pavements must be
protected with traffic rated frames and lids per City
Specification, US Foundry #7620 clean out ring and
cover.
3. Some existing fire hydrants will be blocked by parking
stalls or in pavements. Relocation out of traffic
areas is required. Parking stalls in front of hydrants
shall be eliminated.
4. All valve boxes in pavements will need to be adjusted
to grade.
5. Water meters must be in landscaped areas. Any meters
within new pavements must be relocated. Water services
with either end under pavement must be K-Copper.
S~rvicGs ~r~ss€d by new p~v&ments must be in a P.V.C.
sleeve.
6. Televising of the existing sanitary sewer will be
performed before and after the placement of new
pavements. A fee of $1.35/foot per application will be
charged the developer.
7. Some capital facilities charges remain unpaid.

Stanford Park
In response to your request for verbal comments regarding Stanford
Park and the potential for new owners to complete the development,
I have decided that written comments would be more in order as they
entail Subdivision and Platting Regulations.
My comments are as follows:
1. The plans submitted do not depict the required street lighting
along 7th Street, therefore, the applicant shall be advised that
they must obtain a Street Lighting Development plan from Florida
Power & Light as soon as possible and submit monies made payable
directly to the City of Boynton Beach, Florida in an amount equal
to 125% of costs associated with the installation of street lights
(based on Engineer's Opinion of Cost) pursuant to City codes.
2. Pursuant to Appendix C, "Subdivision and Platting Regulations",
the new property owners shall be responsible to retain the services
of a professional Engineer who shall coordinate all construction
activities and be designated "Developer's Engineer".
3. The newly retained Developer's Engineer shall be responsible to
submit an Opinion of Cost, detailing the value of incomplete
infrastucture improvements and improvements not yet approved by
City staff.
4. The Developer/Property Owner shall submit a Performance Bond
and/or Irrevocable Letter of Credit in an amount equal to 110%
of the costs associated with completing the required infrastructure
improvements. The Performance Bond and/or Irrevocable Letter of
Credit shall meet with the approval of the City Attorney pursuant
to acceptance ordinances and subdivision regulations, etc.
5. Infrastructure improvements associated with 7th Street, such as
fully sodded and irrigated swales, sidewalks, traffic control
devices, pavement markings, drainage improvements and all other
required infrastructure improvements depicted upon approved City
plans, have not yet been constructed within the 21 month required
time frame, therefore, the Planning Director's presentation to
the City Commission should include a retroactive and a current
time extension in order to provide the new owners a sufficient
time interval in which to complete said improvements. A reasonable
time period would equate to a minimum of six months and a maximum
of nine months.
6. Full Design drawings shall be submitted by applicant for review
by appropriate City Departments.

Due to the magnitude of this building and the type of tenant this building
presents definite problems to the Fire Department. After several confer-
ences with fire suppression and rescue officers, the following requirements
were formulated.
1. General Access:
A hard surface fire lane shall be provided from the service
court by the ancillary building to the parking area at
Ridge Terrace. This will provide better access for fire and
rescue to the recreation and pool area.

2. Specific access for pumper, ladder truck, and rescue truck.
Due to the weight of apparatus, the absolute necessity of
approaching the building, and the time/distance problems
resulting, hard surface fire lanes shall be required to
service the rear of this building. These lanes shall extend
from the roadway on the west boundary to close proximity of
elevator lobbies and stairwells.
3. Fire hydrants and sprinkler/standpipe risers shall be coor-
dinated with access lanes.
4. A street name or number change has been suggested as there
are several 7th Courts.
5. Additional ground level access shall be required.

Having reviewed the plans presented to me I have the following comments:
Given the location and the size of the facility I feel obligated to request
the following modifications be made in order to facilitate a rapid timely
response by our EMS personnel. At present our response to the site takes
approximately 7-8 minutes, with the addition of our new station 3 our
response time will be approximately 4-5 minutes. In a cardiac arrest
situation a patient has only 4-6 minutes before irreversable brain da~agel
occurs and the patient's survival is doubtful. There are also many other
medical conditions which require rapid treatment and given the nature of
the facility (elderly individuals) I would expect frequent calls to the
building. My main concern is that the size of the building will cause
more delays in reaching the patients.
The locations of access into the building and the access to the elevators
at present design require medical personnel to carry large amounts of
equipment over distances as great as 600 feet before reaching the victim,
this could cause a fatal delay in equipment and paramedics arriving at the
scene of a medical emergency. With our response being 4-5 minutes to the
scene we are only allowed 1-2 minutes to go up four floors and traverse
almost the entire length of the building, this is not acceptable.
I would strongly recommend that provisions be made to allow our rescue
units to have direct access via paved roads to the elevator sites located
in the middle of buildings "A" and "B". This would allow our medical
personnel to have access to the floors and apartments at three locations;
middle of buildings A & B and through the administration building.
The nature of our treatment is based on arriving at the patients side
in a timely manner, this recommendation is aimed at insuring that time
is not wasted by having to park at one end of the building and running
to the other.

1) All existing water and sewer services which will not be used
must be abandoned in accordance with the City's requirements.
Water services are to be cut and plugged at the water main.
2) Show all water and sewer utility easements, especially in
front of the recreation building. Large trees are not permnitted
in easements.
3) Indicate water and sanitary services to the recreation
building and pool.
4) Indicate the materials, slope and elevations on all sanitary
services up to within 5' of the buildings.
5) Provide fire flow calculations for building sprinklers and

The following items pertain to the landscape plan for the above
project:
1. 30% of the shrubs species listed on sheet L-IO must be
native species.
2. The Littoral zone plantings shown on pg. L-IO should be one
gallon material, not rooted cuttings.
3. The Littoral zone should also contain an Upward Hardwood
planting. There should be a cross-section of this area
showing A)species, spacing (densities) and, B) sizes of
material.
4. The existing Slash pine trees will have to be addressed in
conjunction with the requirements of the Tree Preservation
Ordinance #81-21. The applicant should coordinate this with
my office.
5. The applicant must prepare a Management Plan for Item #3
above (Littoral zone, Upward Hardwood plantings).

As a condition of site plan approval, the following comments should
be incorporated into the related documents by the applicant:
1. The sidewalk along the west side of Northwest 7th Court should
continue through the turnouts and be ramped for handicap accessibility.
2. South Florida Water Management District approwl is required.
3. All buildin~and amenities must be accessible to the handicapped.
4. The medical building and administration building should be
accessible to pedestrians from Hypoluxo Road and Northwest 7th
Court.
5. The site plan indicates a sidewalk through an island at the
north end of the covered parking area. This walk is not shown on
the paving and drainage plan or landscaping plan.
6. These structures must comply with Tables 400 and 600 of the
Standard Bui lding Code, 1985 edition. The type of cons,truction
should be indicated on the architectural drawings. The overall
height of these buildings are limited to 45'.
7. All plans submitted for public record by professional~ registered
in the State of Florid~ must be signed and sealed.
8. A threshold inspector is required for the four story residential
buildings and the recreation building.
9. The master plan for this project was approved with 159 parking
spaces. Three hundred ninety-five parking spaces would be
required if this was classified as an apartment building. Two
hundred twenty parking spaces would be required if classified as
a boarding house. If the occupancy of this building changes,
the additional parking spaces must be provided for the new
occupancy.
10. A landscape buffer, 36" in height at the time of planting, must
be provided for parking and on-site vehicular use areas.
11. Health Department approval is required for the project.

12. The pool structure must be designed by a professional engineer.

medical center at the Stanford Park PUD, and I offer comments
as follows:

Re: Final Plat approval for Stanford Park, P.U.D.
Forwarded herewith is a letter from Michael B. Schorah
and Associat~~IInc.,dated August lO, 1983 which is self-
explanatory.
Please note that according to said letter of August 10, 1983
a different Mortgagee will sign the plat and that said Mortgagee
would like the plat approved by Council prior to his signing.
The City would sign the plat only after the Mortgagee signs
so it could be recorded.
A print of the final plat with T.R.B. approval is forwarded
herewith.
All fees including the administration fee of $6,550 and the
recreation fee of $33,2l9.31 have been paid and the perform-
ance bond of $655,000 posted.
Approval is recommended including the excavation and fill
subject to the Mortgagee signing the plat.
The plat document will be held in the Engineering Department
until the Mortgagee signs it.
A proposed resolution is included herewith.

have reviewed these Plans and find them quite acceptable
only one comment. This comment is:
Provisions must be made for extension of the 12"
line westward from their west property line to the
easter-most exit on Hypoluxo Road in the Boynton
Lakes PUD. How this will be addressed must be
discussed with the Developer and probably with our
Attorney.
I feel it is not right to make them extend at this
time when the ultimate Right-Of-Way for Hypoluxo
Road has not yet been determined by the County.

The City received the attached letter addressed to the attention
of Perry Cessna prior to the City Council meeting on February 1,
1983.
This letter was written in response to questions that were
previously raised concerning the acceptance of obligations for
previously approved utility extensions in the area of High Ridge
Country Club and Stanford Park. Perry Cessna and I have reviewed
this letter and we feel that this letter complies with our con-
cerns relative to the responsibilities for looping the utility
system in this area. This letter will become a part of the
pUblic record for this rezoning and annexation and will, thus,
be available for discussion if necessary at the time of the second
reading of Ordinance No. 83-2.
Representatives for the developer have also indicated that they
have available for City Council review, if desired, the appropriate
purchase documents for this property. These can also be discussed
as a part of the public record during the public hearing on the
second reading of Ordinance No. 83-2.

It is the understanding of the principals of Standford Park
P.U.D. that a commitment was made by High Ridge Country Club
to comply \~ith the requirements of the Eoynton Beach
Utilities Department for looping of the water system.
In the event that the principals of Stanford Park P.U.D. and
High Ridge Country Club cannot reach an agreement to share
in this commitment on a pro-rata basis prior to the filing
of the first plat, Standford Park will assume the
responsibility for looping of the system in a manner
satisfactory to the Boynton Deach Utilities Department.
