Dear Mr. Hernandez:
In order to assist the School Board in obtaining necessary approvals from the South
Florida Water Management District, the City of Boynton Beach is presenting this letter as
a preliminary step toward a final agreement.
To meet the drainage requirements there is a need for additional land. The City has
offered and will give the School Board permission to utilize City owned land along the C-16
Canal, west of the school site. This is approximately a 50 x 1300-foot strip located off NW.
13th Avenue. The School Board will be responsible for the development and maintenance
of this land. Secondly, the City will give the School Board permission to do the needed
street construction to accomplish the drainage project. An Interlocal Agreement is
currently in effect between the City and the School Board regarding the Poinciana
Elementary School construction project. The Interlocal Agreement will be amended to
address the use of the City property for drainage and subsequent maintenance along with
other issues that need to be addressed.

The City of Boynton Beach is processing an amendment to its comprehensive plan
in connection with the plans of The School District of Palm Beac.h County to
expand the Poinciana Elementary School's campus. The entire project site is
approximat.ely 10 acres j however, only 1.52 acres are being added to the
existing site, and therefore changed from Medium Density Residential to the
Public & Privat,e Governmental/Institutional classification.
Public hearings on this proposed amendment will be held before the Planning
and Development Board on November 14, 1995 and before the City Commission on
November 21, 1995, both at 7~00 P.M. in the Commission Chambers at City Hall,

Discussion Issues:
1. Drainage- where will the drainage be placed? Needs to
be finalized.
2. Interlocal agreement - References made that interlocal
agreement would negate certain permitting and fee
requirements.
3. Property Lisitng- Rezoning Application requires 400 ft.
property listing and tax maps with 400ft. property
bounderies shown.
4. Traffic Study - City zoning code requires traffic study

5. No Utility Data- Data needed on comparing existing to

Dear Ms. Hayden:
In accordance with your informal DRC review, the attached Land Use and Zoning applications
are submitted for processing.
The proposed Land Use and Zoning changes are nominal and conforming in nature in so far as
the existing school campus is being expanded to accommodate the new school while currently
maintaining existing school enrollment. Therefore, this change merely conforms the expansion
area to the existing Land Use and Zoning designations.
Although the existing school capacity will be increased with the new building, the resulting
impact on infrastructure and services are manageable and can be accommodated by existing
facilities. The proposed 1.61 acre offsite drainage parcel is designed to accommodate the
revised drainage requirements; all other impacts on infrastructure are incremental.

The Palm Beach County School District Planning and Real Estate Departtnent staff would like
to thank the City TRC members for their input and comments on the Poinciana Elementary
campus. District staff has met with the City Manager and City staff representatives. Pursuant
to our meeting the following understanding on the Poinciana TRC comments is provided:
1) Police Departtnent - OK
2) Recreation & Parks Department - OK
3) Forester/Environmentalist - OK
4) Public Works - OK
5) Building Division - OK
6) Fire Departtnent - OK
7) Utilities:
A. Palm Beach Health Departtnent Pennits for water main will be acquired by
School District Design Build Team.
B. Inspection on removal or abandomnent of existing water and sewer utilities will
be coordinated between the City of Boynton Beach Utility Departtnent and the
Design Build Utility Contractor and Job Superintendent.

C. Utility easements will be shown on the platted site plan.
D. Dual (parallel) backflow preventors will be installed on proposed domestic water
meter.
E. A 6" sanitary sewer clean out approximately one foot inside property per Utility
Department Standards will be provided.
F. All utilities construction shall be in accordance with City of Boynton Beach
approved criteria.
8. Site and Zoning Development responses and comments:

the west dead-end of N.W. 11th Avenue will be required. No sidewalks along
11th and 13th Streets. A sidewalk access from the west will be on the site plan
and constructed.
F. Parking as shown on the submitted site plan shall be provided.
