Dear Mr. Anderson:
As you had requested, I have enclosed a copy of the agreement for
water service as recorded for your property located on Lawrence
Road, just north of and opposite the Lawrence Groves development.
This agreement was attained from the records kept by the city
Clerk.
With respect to the impact of annexation upon property taxes, the
following figures and estimates are based upon 1993 property tax
records and 1994 millage rates, and estimate that the total change
in your property taxes would be around $770:

I should also use this opportunity to describe the city's
annexation program as well as what we feel are primary benefits to
annexing into the City. The annexation program (study) is pursuant
to our Comprehensive Plan and began with an evaluation of
unincorporated enclaves and mechanisms for annexation. Although
enclaves are still a concern, staff was directed to begin logical
annexation of those properties along the City's western fringe,
which have agreements for water service/annexation.
Cognizant of the increased tax burden which is caused by
annexation, the City is eliminating the direct costs and
responsibilities of the annexation process, which are typically
felt by the property owner, by completing the necessary
applications, notifying adjacent property owners, and by waiving
the processing fees (which range between $2,000 and $4,500). Also
by annexing to the City, your monthly water and sewer charge will
be reduced by approximately 20% for each service. Lastly, as a
property owner within the City, you would receive quality police,
fire, and emergency rescue services. Given an unforeseen need for

these services, they are available to your property and, within
response times which are often less than those of Palm Beach
County. Emergency time is also saved by the City when emergency
transport services are necessary, as the City is licensed to
provide this service whereas Palm Beach county must request
assistance from private ambulance companies.
