Dear Mike,
This letter is in response to a request from your office for a market analysis for the property at the
southwest corner of Old Boynton Road and Congress Avenue. This property, commonly referred
to as the Boynton Commons PCD, is currently zoned C3. The proposed rezoning request to a
Planned Commercial District (PCD) is being submitted as suggested by the Zoning Director. The
property is surrounded by a commercially zoned parcel, and lies directly south of the Boynton Beach
Mall and other commercial establishments that face Congress Avenue. These corner locales are the
prime locations for commercial properties. Because of the existing zoning, and the proximity to all
the existing commercial facilities surrounding the property, it is unlikely that any better use would
be serviced by this property.
We do not feel that it is necessary for a full blown market analysis of the property due to the above
facts. If you have any questions regarding this request and information, please do not hesitate to

Dear Ms. Morton:
A completeness review of your rezoning application was conducted which identified
minor deficiencies (separate from the master plan) within the application which are
to be corrected by September 1, 1995. Each comment is described below, numbered
according to the corresponding application item nUBber, and includes the recommended

The survey includes parcels JI4 and il5 as part of the site; however, the
respective deeds do not confirm similar ownership. If this is our
oversight, this information can be clarified verbally (this issue has
been communicated and is currently being researched by the surveyor);
The survey shows as "NOT INCLUDED" an area occupying the southwest
corner of the site. which contradicts the inclusion of this property on
the "conceptual master plan". Assuming that this portion is intended as
part of the master plan. the survey should be revised accordingly;
The application material excludes the Palm Beach County Property
Appraiser's/tax maps with the subject property encircled by the 400'
marking. Please provide this office with two (2) copies of this map(s)
which assists with verification of property owners by the City Clerk;
The application has only been signed by one of the owners, Mr.
Winchester. As indicated under Section II.c.I, written consent must be
provided by all owners when the property is controlled by joint or
several owners. I would recommend that you submit either a revised
signature page, or a letter endorsing the application signed by all
owners of record; and
Pursuant to master plan submittal requirements. Land Development
Regulations. Chapter 2, Section 6(F)(8), applications for Planned
Commercial Districts must include a market study indicating the market
area and demand for the facilities proposed (see attachments within
cover Memorandum JI95-445).

VEGETATION ASSESSMENT
Introduction
A predominantly cleared parcel of approximately 24.74 acres located in Range 43, Township 45,
Section 19, Palm Beach County, Florida. The property was surveyed for the identification and
mapping of existing plant and animal communities on July 21,1995.
The subject property is located on the southwest comer of Congress A venue and Old Boynton Road
with approximately 810' of frontage Old Boynton Road and 1240' of frontage on Congress Avenue.
Methodolol!V
A comprehensive vegetative assessment was conducted on the parcel which consisted of a visual
analysis while walking through the interior of the site. Photographic panoramas were taken on the
perimeter comers of the site as well as the interior. Each photograph is keyed to a Palm Beach
County Property Appraiser Aerial at 200' scale. This survey was conducted in an effort to locate
differing plant communities that may be occurring on site.
Habitat Descrintion
Past land use has greatly impacted the vegetation on site. Most vegetation has been cleared to
accommodate animal husbandry and pasture facilities. An old homestead is located toward the
center of the site with old construction debris scattered throughout the entire site.
Vegetation consists of heavily grazed weeds and grasses. Brazilian Pepper (Schinus terebinthifolius)
and Slash Pine (Pinus elliottii) are scattered on the southern half of the parcel. The northeastern
quadrant consists of more substantial stands of Brazilian Pepper, two Banyan trees as well as
Melaleuca (Melaleuca quinquenervia) and Mango trees. The southwest comer of the site has two
low areas that currently contain water, Cattails and Dollarweed. It is believed that these depressions
serve as a watering hole for the cattle on site.
Conclusions
Although no endangered or threatened species were identified on the property, and the site has a
relatively clear environmental history, a recommendation should be made that any inoperable debris
located on site should be disposed. Normal development procedures are expected for the property.
No further environmental analysis ofthe property is recommended at this time.
