Three (3) sets of plans, each requiring your unconditional signature, are available for review in the Planning and Zoning Department. A copy of the originally reviewed plans, staff comments and City Commission approval of the Rezoning will be available for your use to perform the review. Please review and sign-off each of the three (3) sets of plans, NO LATER THAN 5:00 P.M., SEPTEMBER 19, 1996. If the plans are not in compliance with your staff comments or City regulations, sign the plans "subject to memo". To facilitate the sign-off process, please resubmit written comments addressed to the Planning and Zoning Director, NO LATER THAN 5:00 P.M., SEPTEMBER 19,1996. It should be noted that the applicant is required to plat the property and is preparing plat documents that will be processed through the Development Department. The plat and construction documents shall coincide with the signed-off Master Plan, any major deviation desired by the developer must be approved by the Technical Review Committee. Ha1Sa.7 Current Planning C dinator August 8, 1996 FROM: DATE: SUBJECT: Boynton Commons - Rezoning File No. REZN 96-001 Please be advised of the following comments relative to the second, review of the above-referenced request: 1. Modify the site data to identify nine (9) required and provided. A truck well counts loading zones are as a loading zone. 2. Specify on the master plan, the dimension of the loading zones in compliance with the city standards. Also show and identify on the master plan the location of the block wall required to screen the service areas at Video Ave. and Sports Authority outparcel buildings. 3. Show and label on the master plan the ten (10) foot wide peripheral greenbelt that is required around the perimeter of the PCD with the exception of driveway openings and the 269.64 foot property line located in the southwest portion of the site. The 269.64 foot property line received approval of landscape appeal. The only improvements allowed within the peripheral greenbelt area are landscaping and, where applicable, a site wall and/or buffer wall. Omit the dumpster enclosure from the greenbelt area along the south property line. 4. Indicate in the site data found on the master plan that there are five (5) single tenant leased outparcel buildings rather than seven (7). 5. Indicate in the site data found on the master plan that there are 836 interior parking spaces provided. Also modify the interior required landscape computations accordingly. 6. Indicate on the master plan a length dimension of a handicapped and regular parking spaces. Also indicate the width dimension of the handicapped access aisle that is associated with a handicapped parking space. 7. To reduce the possibility of someone defacing the site walls it is recommended that hedges be shown on the plans, along the Old Boynton Road side of the site wall. It is further recommended that where a site wall is required or proposed that hedges or vines be planted on the side of the wall that is closest to the property line. Page 2 Memorandum No. 96-404 Boynton Commons - Rezoning File No. REZN 96-001 8. To properly evaluate the impact the proposed Old Boynton Road driveway will have on the subject site, adjacent intersection at Congress Avenue and the existing driveway leading to the site located on the north side of Old Boynton Road, show on the master plan the lane configuration within Old Boynton Road between Congress Avenue and Winchester Park Boulevard. Also show the location, width and lane configuration of the existing ingress/egress driveway located on the property that is located directly north of the site on the north side of Old Boynton Road. 9. Modify the master plan to show the final determination of the parking lot variance, file number PKLV 96-003, regarding the distance an on-site access aisle is located from the right-of- way line. The variance request is for the major access aisle associated with the driveway located on Old Boynton Road. Also indicate with a note on the master plan the file number (PKLV 96-003) and the date the City Commission made the final determination. 10. Modify the site data to indicate the site area as 22.885 acres to match the acreage identified on the survey attached to the submittal rather than the 23.03 acres referenced on the master plan. Adjust all site data accordingly. 11. Provide a copy of the city approved and executed unified control documents. 12. To complete analysis as application. utilities. the rezoning application submit a comparison required of letter "h" on pages 4 and 5 of the These analyses would be for employment and 13. Modify the master plan to reflect the conditions of approval regarding the county's evaluation of the traffic impact analysis that was submitted by the applicant. 14. It is recommended that the leased outparcel building identified as Sports Authority be relocated to the north side of the site and that the space remaining after removing the leased retail building be replaced with the retention pond that is presently located in the northwest corner of the subject site. It is further recommended that, if a redesign of the site would result in the omission of the driveway located on Old Boynton Road that the removal of the driveway not require an application for a master plan modification. 15. It is recommended that a lighted fountain be added to the retention pond and that the lake plantings proposed for the pond be designed to allow optimum view of the fountain from the public right-of-way and the on-site vehicle use area. 16. Submission of a rectified master plan showing compliance with conditions of approval will be required to be submitted the Planning and Zoning Department in triplicate prior to platting and site plan approval of the project. Many of these comments are included to inform the applicant of issues which will need addressing prior to future reviews, but will not in themselves prohibit this site plan from moving forward. Examples: At east side ofBarnesINoble for northbound traffic: in the center of the two Walgreens drive-thru lanes; at both ends of the two aisles between Video Ave. and Walgreens for east and westbound traffic. E. Consider the use of City approved road humps within the major driveway for speed control. F. To discourage vehicles parking or standing in the fire lanes, stripe a six foot wide, cross-hatched area parallel with the curbed sidewalks encompassing the words "Fire Lane" (facing on coming traffic). This, alone, is insufficient for proper traffic control. Attached is a sugessted plan for properly controlling traffic in this area, and to prevent left turns from either shopping plaza. This area should also be controlled with proper signage (NO LEFT TURN, RIGHT TURN ONLY) both on the median facing the egress traffic and at the STOP SIGNS at the egress of both shopping plazas. Addtionally, one of the egress lanes should be omitted and only a single lane present for exiting traffic. -Old Boynton Road IngresslEgress - this area appears to be a very congested/hazardous traffic flow concern. The plans show two drive-through lanes of the Walgreens, two way traffic flow for the aisle to the north of that; two-way travel for large semi trucks from the west side of the ingressl egress, and normal traffic flow traveling north and south from this area. All of this is within the first 30 feet of entering the property. My recommendation is to make the ingresslegress a RIGHT TURN INIRIGHT TURN OUT ONLY. This can only be accomplished by construction of a traffic triangle (concrete,raised curb), along with appropriate signage (NO LEFT TURN, RIGHT TURN ONLY). This triangle will also prevent left turn into the property from westbound traffic on Old Boynton Road. Therc is not enough room for a left turn storage lane to accomplish left turn travel. The triangle will also prohibit left turn out and crossover travel, which is not rccommcndable in this area. Gateway Boulevard is to be widened to six lanes between Military Trail and Congress A venue by Palm Beach County FY 96/97, Woolbright Road is to be widened to six lanes between Congress A venue and 1-95 by Palm Beach County in FY 96/97, 04008300,ROS96 Page 8 ~=n Kimley.Horn and Associates, Inc, LINK EVALUA TION A link performance standard evaluation was undertaken for each link considering its total traffic volume and the roadway laneage to be in place in 1998, Project traffic and total traffic for 1998 are shown in Tables 2 and 3 for daily and average peak hour conditions, Figure 2 depicts the roadway links that are significantly impacted on a daily basis by project traffic, As can be seen, all except two of the roadway links upon which the project has significant impact meet the daily level of service standard through 1998, Table 3 shows that the same two links fail to meet the average peak hour link standard for 1998, Alternate Test 1 The two links that failed to meet the daily and average peak hour standards were then analyzed for peak hour peak season conditions in order to determine if they would meet the Alternate Test 1. Table 4 shows the peak hour directional link volumes for these links.
