Commissioner Denahan moved to approve Consent Agenda Item 0,3. Vice Mayor Jaskiewicz
seconded the motion that carried unanimously,

Road and Congress Avenue) - Annette Stauffer, Sign Crall -
Request approval 'or sign program (TABLED TO ~O/06)
Commissioner Titcomb requested information from the applicant since this item has been
controversial. He pointed out that the trend has been to use monument signs along Congress
Avenue and questioned the reason why this sign is a pole-type sign,
Motion
Mayor Pro Tem Tillman moved to remove this item from the table. Commissioner Denahan
seconded the motion that carried unanimously,
Annette Stauffer of Sign Craft and Gerald Burson, President of the Company, approached the
podium. Ms, Stauffer displayed graphics that depicted the originally proposed sign, When staff
requested changes, new graphics were presented to the Planning & Development Board two
weeks ago, The new proposal meets staff's recommendations.
Commissioner Titcomb explained that although the buildings on this site have been
controversial, in his opinion, they are very handsome. He felt the pole signs were not
compatible with the buildings, The new drawings submitted this evening indicat~ pleasant
change to a monument sign, ", -,-------- ~'

Ms, Stauffer explained that the smaller f . s located on 'Road is 14'-6",
The larger sign on Congress Avenu ,has been reduced to 18'-6" in response to staff's
recommendation to reduce the sign to less than 20', Staff also requested that the applicant
reduce the width of the sign from 12' to 11', The secondary sign has been reduced by 3'.
Maurice Rosenstock, One Villa Lane, a member of the Planning & Development Board,
congratulated Lube Connection for the reduction in this sign. While sign appearance is a
subjective opinion, Mr, Rosenstock recommends that the color combinations be limited to blend
together, If the City allows everyone to put their logos on signs regardless of the colors of those
logos, ,'\ serious problem will be created in this City,
In response to Vice Mayor Jaskiewicz, Mr, Rumpf explained that the Community Design Plan
has a limitation on colors. In the past, that restriction has been placed on the building signage
itself. This sign conforms to those requirements with the exception of the color blue that
replaces the color black, That change is positive and does not conflict with our Code
requirements, Mr, Rumpf pointed out to the Commissioners that the sign listed on the agenda is
the former sign, Staff has not yet reviewed the revision. Mr. Rumpf reviewed the proposed
change with the petitioner just prior to this meeting and at a cursory glance, it appears to meet
the additional restrictions placed on it by staff,

Mr, Burson advised that the petitioner has worked very hard to give the City a very attractive
complex, There will be concrete instead of blacktop throughout the project. This signage will be
controlled to maintain the integrity and dignity of the property,
Mayor Taylor feels a great deal can be done with landscaping, He requested that the petitioner
do the best job possible with shrubbery to maintain the integrity of the Congress Avenue
corridor. Mayor Taylor is pleased with the changes that were made, He would not support a
motion that would approve the sign that is on the agenda, but he would support a motion to
approve the revised sign, .
Attorney Cherof explained that Exhibits #1 and #2 (handed out this evening) must be
incorporated into the motion and be made part of the record,
Commissioner Titcomb is very pleased with the correction on this project. He questioned
whether or not the City has a condition with respect to the number of colors in conjunction with a
project and its signs, Mr, Rumpf explained that what is currently in the Code has been applied
to the building signage - not freestanding signs,
Commissioner Titcomb recalled extensive discussions with the petitioners at Woolbright Place
regarding colors and signage for multiple tenants to create an overall look. He questioned
whether or not there could be a monochromatic approach to this sign or a limitation, Mr, Rumpf
explained that the petitioner has stated that the colors will be limited to those depicted on the
exhibits, The future tenants will be advertised with the color blue.
Mayor Pro Tem Tillman feels the language needs to be changed so that the City dictates how a
sign will appear,
Ms, Stauffer agreed that no other colors would be introduced, The future tenants would have to
be blue copy on white background panels, Red is being left as an option,
Attorney Cherof said he is not clear on what was expressed on this condition, He questioned
whether the tenant section would be consistent in color or variable in color, That needs
clarification and he recommended expressing this in a condition of approval that the tenant
portion of the sign be all one color,
Commissioner Denahan can support this ): 'oject and suggested that revision of ':he Ordinance
be addressed at the October 19th ad hoc committee meeting.
Commissioner Titcomb did not feel that would be the appropriate time to address the
Ordinance.
Vice Mayor Jaskiewicz feels prior to addressing this issue at a workshop meeting, there should
be a meeting with all people involved including staff who could provide recommendations to the
Commission. At the present time, the ad hoc committee is trying to develop some minimum
standards for landscaping of existing buildings. Signage will be addressed at a later date
following strong recommendations from staff.

tenants who would be occupying space on the sign.
Motion
Commissioner Titcomb moved approval subject to staff review of the exhibits tonight, the
monument sign versions designated as Exhibits 1 and 2, with the two stipulations of a full
review by staff on both measurements and layout of these signs as well as the stipulation of the
choice of one color only for all tenant infill plaques in the remaining slots (i. e., the blue).
Commissioner Denahan seconded the motion.
Vice Mayor Jaskiewicz appreciated the work done by the applicants to revise this plan. She
further thanked the Planning & Development Board members for their perceptiveness in
realizing the original sign was not suitable for the building. She is pleased with the end
product.
Attorney Cherof pointed out that there were seven slots shown on the exhibits that did not
indicate "future tenants", For the purposes of the motion, he explained those slots should be
included in the motion.
Commissioner Titcomb explained that his motion implied that those spaces were for future
tenants and they must be in compliance with the "one color rule".
Mayor Taylor requested that the record reflect the fact that all future tenant signs would be
advertised on the sign in the one color.
The motion carried 5-0.
G. Approve the purchase of a scoreboard and bleachers for Ezell
Hester, Jr. Parle using funding from the Recreation Dedication
Reserve Account #841-o0D-1-473.60. Bleachers to be purchased
from Outdoor Aluminum at a cost of $18,198 under SNAPS
agreement #805922, and the scoreboard to be purchased from
Scoreboard Enterprises at a cost of $5,995
Mayor Taylor is in favor of the scoreboard at Hester Park, but is concerned about the cost of
approximately $12,000 to purchase the scoreboard and install it. He questioned whether or not
this item was put out for bid.
John Wildner, Parks Superintendent, said staff did many comparisons with respect to the
scoreboard and the one that is recommended was selected by P.A.L Scoreboards can cost as
little as $1,500 and as much as many thousands of dollars more than the one recommended.
Installation of the scoreboard is expensive from an outside contractor, but staff is confident
Facilities Management would be able to do some of the work in an effort to reduce the cost of
installation from the original estimate. Mr. Wildner confirmed that this scoreboard is much
smaller than any scoreboard that would be found at area high schools.

Issues raised by Planning & Development Board regarding Auto Care Centers
of America
Excerpts from previous staff reports are attached hereto and intended to indicate the review
history of this project, changes to conditions occurring during the review process, the absence
of any plan or approval to phase the project, and the approved design of the project relative to
the permitted design,
The chronology of the review is described as follows, including relevant facts associated with
each review:
1) June 24, 1997 - Planning and Development Board reviews request to rezone from C-3
toPCD,
o Master plan showed bay doors oriented north, toward AmocofMcDonalds;
o Staff references Community Design Plan in recommendation against orientation of
bay doors;
o Staff recommends the placement of an archway between the retail and service
buildings in order to tie the buildings together architecturally (see minutes from First
Reading-August 5, 1997);
o Planning & Development Board revised staff comment #21 to prohibit orientation of
bay doors to street regardless of the style of door used;
2) July 1, 1997 - City Commission reviews request to rezone,
o City Commission did not add comments nor alter comments; and
o The minutes reflect that architectural features would be reviewed more closely on the
site plan,
3) August 5, 1998 - City Commission reviews rezoning request on First Reading
o Agent indicates that the site plan represents changes from master plan due to the
conditions that have been placed on the project;
o Agent therefore requested" some consideration when this comes to second reading
for some flexibility in the conditions related to architectural details", The agent
further indicated that "The condition that requires an architectural connection between
the buildings presents a problem, In orienting the overhead doors on one of the service
bays, it has caused the buildings to move further apart so that we can maintain
sujficient site circulation in and out of the buildings, Because the buildings were moved
further apart, the requirement to build an architectural feature between the buildings
and meet hurricane codes and other building code standards presents problems
structurally, from a cost standpoint, and aesthetically"
o Rezoning approved on First Reading conditioned upon the changes (site plan) being
reviewed by the Planning and Development Board prior to Second Reading of the
ordinance,
4) August 26, 1998 - Planning & Development Board review site plan.
o Site plan shows the tire store building moved south immediately north of the retail
building, and the oil change building separated from the group of connected buildings
and placed to the north of the detail shop.
o Staff recommends that the master plan be rectified consistent with all conditions prior
to permit (#45);
o Staff recommends that the sign program be submitted and be reviewed by P & D and
Commission (58);
o Staff recommends that the tire store and detail shop be switched in order to prevent
vehicular conflicts between project traffic and cars backing out of service bays (#59);
o Staff recommends that all three buildings be connected by an arcade placed over the
sidewalk between the buildings;
o The Board recognized the applicant's request to omit requirement to switch buildings
due to causing circulation problems (comment #59 deleted)
o The Board recognized the applicant's request to omit requirement for building
connections due to significant distance between buildings (comment #61 deleted);
5) September 2, 1998 - City Commission reviews rezoning request on Second Reading,
6) September 2, 1998 - City Commission reviews request for site plan approval.
o The Commission approved the site plan as modified by the Planning and
Development Board, including removal of condition #59 (relocate buildings to move
bay doors away from main circulation driveways, and the removal of condition
#61(requirement of arcade between buildings),
Conclusions:
I) The project was approved with the buildings located as shown on the site plan:
2) No phasing plan was shown on the site plan and therefore not reviewed nor approved;
3) No archways would be required to connect the buildings;
4) Principle changes detected from the approved plans and construction include (Detail
Shop and Tire Center) replacing the row of windows shown on the west half of the
Detail Shop building with masonry stucco matching remainder of building, and the
replacement of the vertical stripes below Detail Shop sign with a 2nd cornice detail to
match the double cornice detail shown above and below the Tire Center sign;
5) The Planning and Development Board, on August 26, 1998 reviewed the site plan
showing the revised layout; and
6) The first permit issued excluded the retail building, which was issued on August 4,
1998,

This request is for sign program approval for the Auto Care Center PCD, The subject
PCD is currently under construction, The purpose of this proposal is to establish
design gUidelines for signage for all tenants of the Auto Care Center PCD. This
original project received site plan approval on September 2, 1997, and was process
without a sign program primarily due to uncertainty of ultimate tenants (and sign
needs).

continuity for signage in these districts, while allowing for flexibility with respect to
type, color, number, location (exclusive of setbacks) and design of signs, The
approval of signs in planned districts requires the submission of a sign program for
the entire project as part of the site plan approval process,
The purpose of the Community Design Plan, Chapter 9 of the Land Development
Regulations is to promote harmony with nature and a pleasant and comprehensive

cohesiveness among development within the City of Boynton Beach. This site is
adjacent to the Amoco/MsDonald's on the southeast corner of Woolbright Road and
Congress Avenue, The Amoco/McDonald's was approved in August 1995 by the City
Commission, At that time building exterior wall trim and finish was approved as
aquamarine and antique white with accents of black and grey for the pump island
canopy and canopy column,
The two proposed site signs (one facing Congress and the second Woolbright) are
proposed to have as primary colors red and yellow. These colors match the red and
yellow colors that are utilized by Amoco/McDonald's on the corner. The signage
submitted by the applicant meets the City's Land Development Regulation and a
uniform sign appearance is established with this application for the overall corner.
RECOMMENDATION:
The Planning and Zoning Division recommends approval of this sign program for the Autocare Centers of
America, subject to the comments included in Exhibit "C" - Conditions of Approval.

We have reviewed the subject plans and offer the following comments that shall be addressed prior to
the project being forwarded for Board revicw:

I, Note number 4 identified on the submitted survey indicates easements were not shown,
Therefore, to ensure the proposed site signs do not encroach an easement, modify the survey to
include the easements of record along the right-of-way frontage of the project.
2, The site plan submittal requires that a site plan be included with your submittal. Your submittal
did not include a site plan, Therefore, to properly review the requested signage with respect to
its impact on adjacent projects and the visibility of the signage from adjacent rights-of-way,
submit a site plan that includes the adjacent rights-of-way and identifies the use of the adjacent
projects. 1 nelude on the site plan a note or symbol that relates the location of the wall sign age
areas that are shown on the elevation view drawings to the buildings shown on the site plan,
3 On the sheet entitled Sign Program identify the color name, color-code and manufacturer of the
colors proposed for the pole and sign frame,
4 On the drawing that depicts the Good Yearl Gold Coast Tire sign show the symbol that
represents the designated sign area,

COMMENTS
We have reviewed the subject plans and recommend that the request be forwarded for Board
review with the understanding that all remaining comments will be shown in compliance on the
permit drawings:

ensure the proposed site signs are not in an easement, the building permits submitted for
the site signs shall include a current survey The survey shall identify and show the
easements of record located along the right-of-way frontage of the project or the survey
shall include a note indicating no easements are located within the vicinity of each site
sign, Structures are not allowed to be located within an easement.
2, If there are additional staff, Board or Commission comments generated for the sign
program request they shall be corrected and incorporated into a new submittal The
submittal of the amended sign program shall be approved by staff prior to the issuance of
a permanent sign permit for the project.

Location - Southeast corner of Congress Avenue and Woolbright Road

Find attached for your review the plans and exhibits for the above-referenced project. Please
review the plans and exhibits and transmit formal written comments to the Director of
Planning and Zoning no later than 5:00 P.M. on Julv 24. 1998. When preparing your
comments, please separate them into two categories; code deficiencies with code
sections referenced and recommendations that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable
the applicant to effiCiently obtain Technical Review Committee approval:
1, Use the review standards specified in Part IV, Land Development Regulations, Site Plan
Review and the applicable code sections of the Code of Ordinances to review and
formulate comments,
2. The documents submitted for the project were determined to be substantially complete,
however, if the data provided to meet the submittal requirements is insufficient to
properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be
requested by the reviewer by contacting Dan DeCarlo,

3, Each comment shall reference the section of the code that is incorrectly depicted on the
documents,
4. Technical Review Committee member(s) shall identify in their comments when the plans
depict or when the location and installation of their departmental required improvements
may conflict with other departmental improvements,
5, When a TRC Member finds a code deficiency that is outside of his/her review
responsibility, the comment and the specific code section may be included in their review
comments with the name of the appropriate TRC Member that is responsible for the
review specified,
6, If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within
the time frame stated above, to the Planning and Zoning Director, The memorandum shall
state that the plans are approved and that they do not have any comments on the plans
submitted for review and that they recommend the project be forwarded through the
approval process,
All comments shall be typed, addressed and transmitted to the Director of the Planning and
Zoning for distribution to the applicant. Please include the name and phone number of the
reviewer on this memorandum, Dan DeCarlo will be the Planning and Zoning staff member
coordinating the review of the project.
First review comments will be transmitted to the applicant along with a list of Technical Review
Committee (TRC) members, The applicant will contact TRC member(s) to clarify comments,
Amended sets of plans will be submitted prior to, or brought to the TRC meeting. Amended
plans and outstanding comments will be reviewed at the TRC meeting to confirm that the project
is ready to move forward to the Planning and Development Board meeting,
