Dear Mr. Rumpf:
I am writing this letter to inform you that AutoZone has elected to terminate their
development plans for the above referenced site. AutoZone not only
compromised on all of the issues raised by the City staff, surrounding residents,
Planning Development Board and City Commission, they agreed to virtually all of
the requests. The site development plan clearly met or exceeded all Zoning and
Land Development Code Requirements, yet they were asked to agree something
that no other developments or AutoZone's direct competitors have been asked to
do - prohibit minor safety related repair work. While the site plan process for this
project was a good example how developers, reviewing agencies and adjacent
property owners can work out their differences in a positive manner, the current
situation does not lend itself to a viable AutoZone development of this site.

from tt1e City of Boynton Beach stating that the City will agree to withhold a
certificate of occupancy (CO) until such time that all D.O.T. construction items
and conditions of construction have been satisfied, pursuant to their driveway
permit. Please advise as soon as possible if you can comply with this request.

2. We understand that a building permit for the project will not be issued until
the Utility Dept. has approved the plans for the water and sanitary sewer
improvements.
Fire
3. We have corrected the site data in reference to the fire protection, as
requested.
4. The site plan has been completely revised to reflect a different traffic
pattern, pursuant to comments issued by the Planning Dept. The fire
hydrant has been located at a landscape island very near to the entrance
to the site.
5. The site layout has been revised pursuant to comments issued by the
Planning Dept. The site has been flipped so that the loading and trash
collection areas are located on the south side of the building. This will
make access to these areas easier to accomplish. The delivery trucks for
Autozone arrive at the non-peak business hours, and thus we do not
anticipate access blockage to the site.
Police DeDartment
6. The site plan layout has been flipped as requested by the Planning Dept.
The delivery and trash pick-up areas are located on the south side of the
building, near the proposed entrance to U.S. 1. We have also relocated
our sidewalk connection to the north side of the site (to Shore Drive). This
change will eliminate any potential conflicts between vehicles and
pedestrians. Please be reminded that it was not Autozone's choice to
remove the second ingress-egress driveway to Shore Drive.
7. The Dept. of Transportation requires a "no left turn" sign as indicated on
our plans.
8. Sheet 1 of our plans has been revised to reflect the appropriate striping
for no parking.

9. We have revised Sheet 1 to indicate expansion of our no parking zone
with the appropriate painted pavement message ("No Parking-Loading
Zone"), as requested.
10. The site layout has been flipped to indicate the loading and trash
collection areas to be on the south side of the building. By making this
change, this will eliminate the need for the Public Works to traverse the
parking lot in order to access the dumpster. In addition, this will also
minimize the amount of backing that the Autozone delivery trucks will be
required to do.
Buildina Division
1. Building Division had no comments.
Parks & Recreation
1. Parks & Recreation had no comments.
Forester/Environmentalist
11. We were previously directed to indicate the sodding and irrigation of the
landscape area between the south edge of pavement of Shore Drive and
the Autozone site, and curbing of the median. We complied with this
requirement. This is the first comment that we have received regarding
any responsibility to landscape and irrigate the Shore Drive median. We
were specifically told that the neighboring Homeowners Association was
moving forward with a plan to landscape and irrigate their entrance.
Autozone has no connection to the neighborhood plan which is currently
proposed by the residential association, and thus they have no control
over when the neighborhood plan will actually be completed. Accordingly,
it is not feasible for Autozone to consent to withholding a request for
Certificate of Occupancy until the neighborhood plan is completed.
Plannina & Zonina
12. We have added a note to Sheet 1 as requested.

13. We have revised our plan as requested. The delivery zone and
dumpsters are located on the south side of the site, we have striped out a
large delivery/no parking zone area, provided landscape buffering along
the south property line and have provided adequate turn-around space for
vehicles and trucks.
14. Please refer to the revised building elevation plans prepared by Autozone
for the non-word depiction on the proposed wall signs. As you can see,
they are proposing 15 square feet of non-word signage, which is less than
20% of the overall wall sign size.
15. Please refer to the sign detail attached to the building elevation plans
prepared by Autozone. As we understand it, the vision 20/20 redeveloped
master plan is a guideline for developments with Boynton Beach.
Autozone is proposing an 8 ft. high, 73 square ft. monument sign, utilizing
textures and materials that are the same as the proposed building. We
feel this proposal meets the overall intent of the vision 20/20 plan.
16. The landscape plan has been revised to identify sod areas as requested.
It is my understanding that we will now be placed on the earliest possible
Planning and Development Board Meeting Agenda, please confirm this to me in
writing and fax to me as soon as you have this information. Also, if another
technical review committee meeting is going to take place prior to the Planning
and Development Board meeting, please advise as soon as possible, so I can
make arrangements to attend. If you have any questions, comments, or require
additional information, please advise.

3. Although there was a number "3" under this heading, there was no
information pertaining to any comments. We therefore assume that the
Police Dept. had no comments concerning our site plan submittal.
Engineering Division
4. We have revised our engineering plans to extend all curb islands out to
the ends of the adjacent parking spaces as requested.
5. The detail on Sheet 5 for the handicap signage has been revised to
correspond with general note no. 6 on Sheet 1.
6. We have corrected the tire stop location detail on Sheet 4 to reflect the 10
ft. wide standard spaces as requested.
7. We understand that the plans we are submitting for permits must meet the
City's Code Requirements, and that permits are required from other
reviewing agencies. We have made application to these agencies and
are awaiting permit issuance.
Building Division
8. We have revised Sheet 1 of our plans to indicated the proposed pole sign
to be 64 square feet and 20 ft. high.
9. We have enclosed twelve (12) sets of elevation drawings for the Autozone
building, as prepared by Autozone, Inc. They have indicated the non-
word depiction signage as requested.

10. The handicap ramp/striping detail shown on Sheet 4 has been revised to
reflect a sidewalk width of 6 feet as shown on Sheet 1 of our plans,
11. We have revised the handicap ramp/striping detail shown on Sheet 4 to
indicate a 6 ft. wide ramp landing area as requested.
12. The sidewalk width at the accessible entrance to the building is 9.5 ft, At
a 2% cross slope this equals a 0.19 ft. maximum elevation difference from
the doorway to the edge of the sidewalk. The elevation at the doorway is
12.60, and the elevation at the edge of the sidewalk is 12.41 which equals
0.19 feet. We have reviewed all other areas of the accessible route and
have determined that they are all within a 2% maximum cross slope.
Parks and Recreation
The Parks and Recreation Dept. had no comments.
Forester/Environmentalist
13. We have revised our engineering plans to call for construction of D.G.T.
Type "D" curbing around the existing median within Shore Drive as
requested.
Planning and Zoning
14. Sheet 1 of the engineering plans has been revised to indicate the required
interior landscaping area provided, as requested.
15. The landscape plan has been revised to indicate that a landscape
irrigation well will be utilized (2" well providing 30 gallons per minute at 40
pounds per square inch).
16. Please refer to the exterior elevations as prepared by Autozone, Inc. for
proposed colors, construction materials and textures.
17. The landscape plan has been revised to indicate dimensioning for the
perimeter landscaping buffers, as requested.

1.12. We have revised our engineering plans to conform with the Public Works
suggestion. We have eliminated the last parking space in the east corner,

Dear Mr. Nickle;
Final approval of the site plan for the Autozone store on Federal Highway is on the
September 1st Agenda of the City Commission.
Following meetings with community groups, it was agreed that Option #1 will be
followed for revising the site plan. Due to a City staff oversight, the revision was
required by closing the northem driveway of the site. We regret the oversight.
Our Department has been cooperating with your office in resolving pending issues
and minimizing the number of comments which will become conditions for approval
by the City Commission. Regrettably, after having gone through three reviews, the
Department still has a number of unanswered questions and comments. Normally,
after three reviews, the Department begins to charge a fee for staff time. In your
case, we would like to extend the number of reviews to four, as a courtesy and in
recognition of your cooperation.
It appears that the September 1 st meeting of the City Commission will not be met.
Accordingly, I am requesting that the City Manager remove the item from the agenda
until further notice.

Please find enclosed twelve (12) sets of revised engineering plans (three (3) sets signed
and sealed), for the above referenced project. As a result of the previous meetings with
the City and surrounding homeowners to the project, AutoZone has elected to revise
their plans to eliminate the proposed driveway access connection to Shore Drive. We
are proposing a single driveway access connection to U.S. #1 (right-in/right-out), and
our site plan has been revised accordingly. In order to compensate for the removal of
the driveway connection to Shore Drive, we have added a truck turnaround apron near
the front of the site, due east of the U.S. #1 driveway connection. The resulting changes
are minor in nature and the building/general site configuration has remained the same.
Accordingly, we request that you review and comment on the enclosed plans as soon as
possible so that we can have this item placed on the next available Planning and Zoning
Agenda.

Special Vote on AutoZone Options on
The imminent construction of an AutoZone automobile parts store at Federal Hwy and Shore Dr.
was discussed at the July 21 meeting. A straw vote was taken at that time to determine how
INCA members feel about the two options presented in writing by Autozone after the I July 1998
meeting with City officials and AutoZone. However, in order to more accurately reflect the
residents' opinions in this important decision, it was agreed at the July 21 meeting to place the
issue before the entire INCA community.
FACTS:
1. AutoZone has purchased the lot at the corner of Federal Hwy. and Shore Dr.
2. AutoZone intends to build a retail automobile parts store on the site.
3. Their site plan is entirely within the permitted zoning and City building codes.
4. AutoZone withdrew their original site plan from the formal approval process when they
became aware of INCA's objections and agreed to meet with us to listen to our
concerns,
ISSUES:
1. INCA wants no access to the AutoZone property from Shore Dr. (INCA has been
granted prior permission to close the median on Shore Dr. to accommodate new
landscaping. )
2. INCA wants a planned six-foot masonry wall to extend along Shore Dr. as close as
possible to Federal Hwy.
3, INCA wants AutoZone to change the design of the building to complement the Visions
20/20 redevelopment plan,
4. INCA wants AutoZone to provide more extensive landscaping along the south side of
its property to improve the view from North Rd,

5. INCA wants AutoZone to use a monument type sign instead ofa larger pedestal type,
as planned.
6. INCA wants AutoZone to eliminate a planned sidewalk along Shore Dr.
7, INCA wants AutoZone to insure that on-premises automobile repairs will not occur.
As a result of the July 1 meeting and its expressed desire to be a good neighbor, AutoZone made
an in-writing offer to address INCA's concerns. AutoZone indicated that elimination of a Shore
Dr. connection would be a significant sacrifice on their part, They would have to redesign the site
plan and resubmit it to the City, SFWMD and Florida DOT. They would incur significant
additional cost and substantial lost time.
They have offered the following two options: (please note that subsequent follow-up
conversations with AutoZone have verified the accuracy of both options presented.)
OPTION 1:
1. AutoZone would have no connection to Shore Dr.; there would be no median opening.
2. AutoZone will prepare new plans that meet the minimum city code requirements.
3. AutoZone will not propose a wall extension along Shore Dr.
4, AutoZone will not change the building design above those required by code,
5. AutoZone will provide minimum landscaping required by code.
6, AutoZone will provide a sign that meets code requirements.
OPTION 2:
1. AutoZone would have a driveway connection to Shore Dr. moved as far west as
possible with a median aligned to it. (Note: AutoZone's drawing places the east end of
this opening 70 feet east of the Federal Hwy. Sidewalk.)
2. AutoZone will construct a six-foot masonry wall as far west along Shore Dr. to Federal
Hwy. As the City permits.
3. AutoZone will redesign the building to provider appropriate architectural treatments
along the east and north sides, (Note: drawing provided by AutoZone shows a
standing seam metal roof, column supported "front porch" look, new colors, etc,)
4. AutoZone will provide a monument type sign along Federal Hwy.
5. AutoZone will provide additional landscaping along the south side of the building and
along the south property line to improve the view from North Rd.
6. AutoZone will revise landscaping along Shore Dr. to complement INCA's landscaping

I have recently learned of plans to build an Auto Zone auto parts store at the entrance to my
neighborhood on Federal Highway at Shore Drive. The proposed site is visible from my front
yard and I drive past the site on a regular basis. Shore Drive off of Federal Highway is the only
entrance to get to my house in Coquina Cove.
My wife and I moved to this neighborhood in January of 1996 and have since made dramatic
improvements to our property that has cost us a great deal of money, time and effort. I believe all
of our neighbors in Coquina Cove have done likewise and we are all enjoying our efforts while
enjoying this close knit neighborhood.
I am concerned that the policy and practices of an Auto Zone auto parts store will be in
non-compliance of zoning restrictions in place for the commercial property adjacent to my
neighborhood, Specifically, the common practice of working on cars and trucks in the Auto
Zone parking lot of which they are planning 49 spaces. Auto zone will lend out tools and actually
assist their customers to work on their cars in an open air garage, in plane view of all of us who
live in Coquina Cove, Not a single occurrence of such activity is acceptable and would be in
violation of zoning code section 6. C. C3, par.l(pg2-37),
As you know, zoning restrictions are to insure fair use of the land to all members of the
community. Zoning restrictions protect both sides of any issue with predetermined land use
planning. I expect the City of Boynton Beach to approve or disapprove any commercial
developments with strict compliance to the existing zoning laws. I also expect the city to plan
their "future vision 20/20 for Boynton Beach" to extend all the way up to and include Shore
Drive when approving signs, building design, land use, ect.
I cannot control who purchases the commercial property at the entrance to Coquina Cove, but I
can insist the city enforce its zoning restrictions as I am a taxpayer and informed voter residing in
Boynton Beach,

Dear Mr. Woodworth:
Subsequent to our recent meeting with your Neighborhood Association and the
City, I presented the Association's comments to Autozone for their consideration.
As I stated several times during our meeting, Autozone certainly wants to be a
good neighbor, and would like to work with the Association to come up with a
mutually agreeable development plan. Thus far, Autozone has acted in good
faith during their site plan submittal process, with all plan submittals meeting the
City of Boynton Beach Land Development Code requirements. At our meeting
with the Association and the City, it was very clear that the closing of the existing
median opening in Shore Drive and Autozone's access to Shore Drive are the
primary issues. and the following is what I understood to be the issues that we
discussed:
" The Association has an approved plan to close the existing median
opening in Shore Drive and grant funding to provide beautification
(landscaping, irrigation, signage).
2. The Association does not want Autozone to have a driveway access to
Shore Drive.
3 The AS$ociation would like the proposed 6 ft. masonry wall (currently
shown along the east property line of the Autozone property) to be
extended in a westerly direction along the south side of Snore Drive, as
close as possible to Military Trail (U,S. 1)

4. Architectural modifications to the building were requested to complement
the City's "20-20 Redevelopment Master Plan", Specific design features
were not identified,
5 Additional landscaping along the south side of the property and the south
side of the Autozone building was requested.
6. This Association prefers that Autozone provide a monument type sign, as
opposed to a pylon sign.
7. A request was made to revise our landscaping plan to complement the
proposed landscaping for Shore Drive median, utiliz:ing similar plant
materials.
8. The Association requested elimination of the proposed sidewalk along
Shore Drive.
9. A request was made to eliminate anyon-premises automobile repair work.
As discussed at our meeting, Item 2 above (elimination of a driveway connection
to Shore Drive), would require a significant sacrifice on Autozone's part. The site
plan would have to be completely redesigned at Autozone's expense. and new
permit submittals would be required to the City of Boynton Seach, South Florida
Water Management District and Florida Department of Transportation (FDOT).
Also, a substantial amount of additional time will be lost if a redesign/resubmittal
process is undertaken.
Based upon the above information, Autozone is offering the following two (2)
options:
OPTION NUMBER 1:
Single Driveway Connection to Military Trail (U.S. 1); no driveway connection or
median opening in Shore Drive.
1. The existing plans would be scrapped and new plans prepared and
submitted to regulatory agencies for approval.
2. Plans would meet minimum City Code requirements for Land
Development.
3 Wall extension along Shore Drive would not be proposed,

4, Proposed building would be the prototypical Autozone as presented at our
meeting. No additional architectural treatments above and beyond the
minimum required by City Code would be provided.
5. Landscaping would meet minimum City Code requirements. No additional
landscaping would be provided along the south side of the Autozone
building.
6. The proposed signage would meet City Code requirements.
OPTION NUMBER 2
Driveway Connection on Shore Drive moved as far west as possible; median
opening to be provided in Shore Drive to align with proposed driveway (see
attached sketch).
1.
The site plan would be redesigned to provide a driveway connection as
close to Military Trail as possible and a median opening in Shore Drive.
The median opening size would minimized, but would meet minimum
turning movement requirements for vehicles/delivery trucks.
2.
The 6 fl, high masonry wall would be extended west along Shore Drive as
close to Military Trail as possible. meeting appropriate site distance
requirements. This wall will be a split faced block wall, matching the
Autozone building.
3.
Architectural treatments would be provided to the Autozone store similar
to a store that is being proposed in the City of Sebastian (see attached
rendering). The Sebastian store will have a standing seam metal roof,
wrapping around the "parking side" of the building. This roof is column
supported, resulting in a "front porch" look to the building.
4.
A monument sign would be proposed, similar to the Sebastian store (see
also, colored rendering)
5.
Additional landscape plantings will be provided along the south side of the
property and the south side of the building, as requested at our meeting.

The landscaping that is exposed te and abuts Shore Drive would be
revised to complement the Association's Landscape Plan.

7. The sidewalk along Shore Drive would be eliminated (subject to
administrative approval by 8oynton Beach City Staff).
8. Autozone will contribute $4,000.00 to the Inlet Cove Neighborhood
Association. This contribution would be specifically for the purpose of
upgrading existing planting and/or signage plans proposed for the Shore
Drive median.
Please understand that Option Number 1 does not benefit Autozone, and in fact
represents a major sacrifice on their part. Option Number 2 also represents a
significant investment on the part of Autozone, but the obvious benefit is the
driveway connection and median opening in Shore Drive. Autozone prefers
Option Number 2, even though it represents a significant investment to meet the
Association's request. We feel that Option 2 represents the best compromise for
everyone involved, Please carefully review the contents of this letter and the
attached drawing/sketches with your Association as soon as possible. It is very
important that we receive feedback from you as soon as possible, so that we
minimize delays for the Auto.zone project. Thank you for your continued
cooperation in this matter, if you have any questions or comments, please do not

Honorable Mayor Taylor and City Commissioners:
The Inlet Cove Association (INCA) has been, and will continue to be, strong supporters of the
redevelopment of Boynton Beach, Visions 20/20, and expansion of the CRA Our residents are
major participants in many Boynton endeavors including the GALA, the Neighborhood Summit
Organization and related committees, and the Boynton Beach Clean-Up for which INCA received
an award. Additionally, INCA independently cleans Federal Highway several times a year.
We are very excited about the final report that Duncan & Associates are going to submit on June
30, 1998. While we haven't seen their final report, we have attended, and been favorably
impressed by, their previous presentations. We are coirlident that their final product will be of the
highest quality.
INCA will attend the June 30th meeting to urge you to immediately adopt the recommendations
of Duncan & Associates concerning appearance, landscaping, and signage, and to establish them
as code for all new business being proposed from that date forward. We recognize that there are
many issues to be worked out with existing business so we are not suggesting any immediate
action affecting them.
Immediate adoption of this appearance code would be a sign to the citizens of Boynton that the
city is moving on Visions 20/20 and would prevent the establishment of more businesses that
won't conform to the consultants' recommendations. Your support in this matter will pave the
way for the first collaborative effort of city, business, and neighborhoods toward establishing a
new Boynton Beach,
Currently, there is an Auto Zone planned for the vacant lot located at the southeast comer of
Federal Highway and Shore Drive. While this plan may meet current appearance and signage
codes, its industrial appearance and twenty-foot tall, garish signs are in complete opposition to
Visions 20/20 and what we have seen of the plans of Duncan & Associates. Your immediate
adoption of the consultants' plans would be key in a successful, amicable collaborative effort.
There is another major concern with this project that INCA feels is within your power to deal
with pre-emptively and we request that you do so. Auto Zone plans an entrance on Federal
Highway, but proposes that the primary entrance be located on Shore Drive which is the entrance
to the Coquina Cove residential neighborhood. This is in direct conflict with the neighborhood
grant we received to beautifY that entrance, a project which is already in progress.

Shore Drive is a residential street. It has no purpose other than the neighborhood it serves. If
Coquina cove did not exist, there would be no reason for that piece of Shore Drive to exist, It
would just be one more Federal Highway lot. Therefore, no commercial egressfmgress should be
permitted on that residential street because of the safety concerns and disruption of the
neighborhood.
Another major concern on which we are requesting immediate action is caused by the vehicle
repairs and changing of fluids frequently observed at existing auto parts establishments. It is our
understanding that there is an ordinance against such activity, but if there is, it's not working.
Residents have seen this type of activity on a regular basis at existing auto parts stores in Boynton
Beach. INCA is requesting a strong ordinance where anyone at an auto parts establishment
making repairs, changing oil, etc., would be subject to a $100 citation and the establishment
allowing it be subject to a $200 citation.
INCA will be meeting with Auto Zone on July I, 1998, to attempt to develop a workable plan. A
copy of our letter to MI. Scott Nickle, the Auto Zone representative, is attached. We are strongly
in favor of the redevelopment of Boynton Beach and look forward to a Federal Highway robust
with appropriate business in the style of the new Boynton Beach.
We also envision desirable, beautiful, quiet neighborhoods with entrances worthy of such
neighborhoods. Your leadership and immediate attention to these matters will be instrumental in
making this vision a reality.

Please find enclosed twelve (12) sets of revised signed and sealed engineering
plans for the above referenced project. Our plans have been revised in
accordance with staff comments received May 26, 1998. Accordingly, we offer
the following responses:
PUBLIC WORKS DEPARTMENT
1. We have revised our detail on Sheet 5 to indicate a 20 foot clearance
width for the proposed dumpster.
UTILITIES DEPARTMENT
2. The only easement that is currently proposed is for the additional fire
hydrant construction provided as part of the revised plans. The fire
hydrant is located along the north property line, at the driveway con-
nection entrance at Shore Drive. We have revised the landscape plans
to depict the proposed easement area, and there are no trees proposed
to be planted within this area.
3. Currently we are proposing to construct a fire hydrant with a 6 inch water
line connection that is less than 50 feet in length. Accordingly, it is our
understanding that an HRS/DEP permit will not be required.
4. When we have obtained hydrant flow information, we will forward fire flow
calculations.

5. This information has been forwarded to AutoZone, Inc. and will be
addressed at the appropriate time.
6. City owned waterlines will be limited to the proposed fire hydrant
construction at the driveway connection to Shore Drive. We have
revised our plans to depict a 12 foot wide utility easement as requested
and this easement will be dedicated to the City subsequent to construc-
tion of the waterline. The sewer service line within the AutoZone site will
be owned and maintained by AutoZone, Inc. We have added a sewer
c1eanout at the property line as requested, and have added a note to the
plans indicating that all work within the public right-of-way shall be con-
structed to the City of Boynton Beach Utility Department standards.
7. This information has been forwarded to AutoZone, Inc. and will be
addressed at the appropriate time. It is understood that setting of the
permanent water meter will be a pre-requisite to obtaining the Certificate
of Occupancy.
8. We have revised our plans to indicate construction of a fire hydrant
at the Shore Drive driveway connection. Accordingly, all points of the
building will now be within 200 feet of a fire hydrant.
9. We have added a backflow preventor to the domestic water service as
requested.
10. This information has been forwarded to AutoZone, Inc.
11. The proposed AutoZone is for a retail auto parts store, and there is no
manufacturing of parts or repair of automobiles on site. Accordingly,
this comment does not apply.
FIRE DEPARTMENT
3. We are now proposing a fire hydrant to be constructed on the west
side of the driveway connection to Shore Drive. We selected this
location as opposed to the suggested U.S.#1 location because we
felt that fire department access to the hydrant would be more accessible.
If the hydrant is placed at the U.S. #1 driveway, this would require the
fire truck to travel through the site to access the hydrant.

4. There is 15 feet of separation between the rear doorway and the top
of bank of the retention area. In order to provide additional safety
assurances, we have added hand railing along the east edge of the
concrete doorway pad.

5. On Sheet 1, we have added an additional light at the rear of the building
to provide additional security.
ENGINEERING DEPARTMENT
We understand that all plans submitted must meet the appropriate re-
quirements for all permits. Please note that we have submitted to the
appropriate outside reviewing agencies, and we will provide you copies of
these permits upon receipt.
We have revised Sheet 1 to show 25 foot long double yellow striping at
the Shore Drive entrance. We have included directional arrows at both
driveway entrances.
Please find enclosed an Engineer's Certification that drainage will conform
with all rules, regulations and codes per LDR Chapter 4, Section 7.f.2.
We have revised Sheet 1 to indicate a one-way arrow sign in the median
of U.S. #1 opposite the proposed U.S. #1 driveway connection.
We have revised our handicap striping detail to indicate 4" wide
diagonal white stripes as requested. We have also revised note number
9 on Sheet 1 to indicate that the parking stall striping shall be double
hairpin. Please note, regarding the color of the parking stall striping on
the concrete surfaces, the Manual on Uniform Traffic Control Devices
(MUTCD) is the National Standard for Traffic Control Devices. The
MUTCD has also been adopted by FDOT. Chapter 316.007 of the
Florida Statutes provides that the State Uniform Traffic Control Law
is applicable throughout the state and that no local authority may enact
or enforce ordinances unless expressly authorized. The MUTeD states
that parking space striping must be white (Section 3B-19). At this time,

we have not changed the color designation from white to black as re-
quested. We do not wish to make an issue of this item, however, we
felt that this was necessary to provide you with this information. If you
have information to the contrary, please advise so that we can make the
appropriate revisions to our plans.
11, We have revised the detail on Sheet 5 to indicate a $250.00 fine plate
below the handicap sign as requested.
12. On Sheet 1, we have designated a Clear Zone Site triangle for the U.S.#1
egress isle in accordance with FDOT Index Number 546.
13. We have added a note to Sheet 2 of our plans indicating that swales
along Shore Drive will be cut, irrigated and sodded in accordance with
City Standards.
14. We have revised our plans to reduce the driveway widths to 32 feet, as
requested.
15. The parking stall striping on the grading plan is eliminated for clarity
purposes. If we were to show all of the parking stall striping, the plans
would become extremely cluttered. We respectfully request that you
reconsider this requirement.
BUILDING DIVISION
16. We have enclosed twelve (12) sets of partial building plans for your
review. These plans contain the appropriate information pertaining to
the proposed pole sign as well as all requested information for items
A through G.
17. Please refer to the enclosed partial building plans for information
pertaining to Items A through F.
18. We have revised Sheet 2 to modify the accessible route cross slopes
as requested. We have added a grade directly outside of the proposed
AutoZone building entrance, which meets ADA and Florida Accessibility
code requirements. We have revised our plans to depict a 4.5 foot
separation between the storefront bollards and the AutoZone building.
This clearance meets ADA and Florida Accessibility Code requirements.

19. It is our interpretation of Accessibility requirements, that edge protection
applies to vertical dropoffs of greater than 6 inches. The grades at the
bottom of the handicap ramp landing have been revised in accordance
with accessibility requirements.
FORESTER/ENVIRONMENTALIST
20. The landscape plan has been revised to indicate the proposed tree
preservation, as requested.
21. U.S. 1 is currently under construction in front of the AutoZone site, and
therefore, we are unable to access the existing landscapelirrigation
improvements within this area. The median area and Shore Drive can be
assessed and appropriate measures will be taken to comply with
Comprehensive Plan Policy 2.4.5. We also are requesting clarification of
what exactly is required of the Developer for this particular item.
PLANNING & ZONING DEPARTMENT
22. Chapter 2, Section 7, Paragraph a., identifies the intent and purpose
of a Planned Industrial Development District, according to the latest
copy of the Boynton Beach Code that we have. Please provide us with
an updated section of the code that identifies this survey requirement.
Please note that this survey is less than one (1) year old and there has
been no construction activity on this site. Requiring AutoZone, Inc. to
provide a survey less than six (6) months old in this particular case, does
not seem warranted.
23. We have included the loading space requirements and the site plan
tabular data. We have also included the proposed lot coverage, as
requested.
24. On the landscape plan and the site plan, we have provided the safe
site lines at both entrances, as requested.
25. On Sheet 1, we have labeled the proposed sign square footage and
overall height, as requested.
26. Please refer to the enclosed partial building plans for all information
pertaining to the site signage,
