Site Characteristic: According to the survey, the subject site was previously developed with a one (1)- story commercial restaurant (Arby's) and its parking areas. At this time, the Arby's Restaurant is no longer active and the building is currently unoccupied. The applicant wants to build a car wash tunnel to the existing structure and occupy the unoccupied restaurant. The subject site is unplatted and is nestled between four rights-of-way (South Federal Highway, Southeast 20th Court, Southeast 21st Avenue, and an unnamed, unplatted paved access road). This paved access road runs along the rear (west) of the lot. The survey also shows that there are currently three (3) points of ingress / egress. Two (2) driveway entrances exist along Federal Highway while the third is located on Southeast 21st Avenue. The lot is approximately 8,700 square feet short of an acre in area. BACKGROUND Proposal: According to public documents, the property was purchased by the subject owner in March of 2003. Mr. Don Arpin, agent for the owner is requesting a major site plan modification to construct a 1,397 square foot addition to an existing building on a 0.79-acre parcel in the C-3 zoning district. Approval of this major site plan modification shall also be subject to the accompanying request for a Community Design Plan Appeal (CDPA 03-001). According to Occupational License records (which may be incomplete), the earliest occupational license was issued in June of 1995. It appeared that Arby's stayed in business until 1998. In April of 1998, the City issued an occupational license for Blu's Original Bar-B-Que Restaurant. This business did not renew their license the following year. Apparently, the site has been vacant since 1999. ANALYSIS Concurrency: Traffic: A traffic statement was sent to the Palm Beach County Traffic Division for concurrency review in order to ensure an adequate level of service. The Traffic Division reviewed and approved the site for a 4,150 square foot car wash and a 750 square foot restaurant with a build out year of 2004. However, the site plan shows that the restaurant portion of the structure would be 901 square feet, or 151 square feet larger than what the Traffic Division approved. Therefore, prior to the issuance of any building permits, the Palm Beach County Traffic Division must review and approve a revised traffic impact statement that indicates the accurate uses and intensities (see Exhibit "C" - Conditions of Approval). Drainage: Conceptual drainage information was provided for the City's review. The Engineering Division has found the conceptual information to be adequate and is Staff Report - All Brite Car Wash (MSPM 03-009) Memorandum No PZ 03-282 Page 3 recommending that the review of specific drainage solutions be deferred until time of permit review (see Exhibit "C" - Conditions of Approval). School: School concurrency is not required for this type of project. Driveways: As previously mentioned, the site currently has three (3) points of ingress / egress. Two of those driveways are located along South Federal Highway. Except for required pavement markings, these driveway openings would not be altered as a result of this major site plan modification. Additionally, the existing driveway opening on Southeast 21st Avenue would receive improvements but would not be significantly altered as a result of this submittal. The site plan shows that the northernmost driveway opening on South Federal Highway would be for egress only. The southernmost driveway opening would allow for both ingress and egress. The driveway opening on Southeast 21st Avenue would also allow for ingress and egress. Parking Facility: The Land Development Regulations do not specifically indicate a required parking ratio for the car wash use. According to Chapter 2, Section 11.H.5 no fewer than four (4)-parking space shall be provided for any nonresidential use. Therefore, the proposed car wash use would require a minimum of four (4) spaces. Restaurant uses require one (1) parking space per 100 square feet of gross floor area. The site plan proposes 901 square feet of restaurant area. Therefore, when combined, the project would require a total of 13 parking spaces (see Exhibit "C" - Conditions of Approval). The site plan also shows that 14 parking spaces would be provided, including one (1) designated for handicap use. Landscaping: Although no typical drawing was provided, the 90-degree parking stalls, excluding the handicap spaces, would be dimensioned nine (9) feet in width and 18 feet in length. All existing and proposed parking stalls, including the size and location of the handicap space were reviewed and approved by both the Engineering Division and Building Division. The site plan tabular data indicates that the proposed open space or "pervious" area would be 9,753 square feet or 28% of the total lot. A landscape buffer, seven (7) feet in width is required along all property lines (see Exhibit "C" - Conditions of Approval). The front (east) landscape buffer proposed along South Federal Highway would contain two (2) Royal Palm and four (4) Purple Glory trees. One (1) large Oak tree would be preserved. In addition, this buffer would contain a row of Podocarpus, Schefflera Arbicola, and Liriope "Evergreen Giant" groundcover. Staff recommends that the Podocarpus shrubs be installed at 36 inches in height rather than 24 inches in height due to its moderate to slow rate of growth (see Exhibit "C" - Conditions of Approval). The boundary of the front landscape buffer is incomplete as it is shown on the site plan. The width and configuration of the front landscape buffer must match between the landscape plan and the site plan (see Exhibit "C" - Conditions of Approval). The south landscape buffer (adjacent to Southeast 21 st Avenue) would preserve two (2) existing Oak trees and proposes to install two (2) Green Buttonwood and Purple Glory trees. In addition, a row of Redtip Cocoplum hedges, Daylily, Schefflera Arbicola, Indian Hawthorne, and Staff Report - All Brite Car Wash (MSPM 03-009) Memorandum No PZ 03-282 Page 4 Coontie would be planted at the base of the trees within this buffer. The rear (west) landscape buffer would have three (3) Green Buttonwood trees and two (2) Sabal palm trees. These trees need to be spaced no wider than one (1) tree per every 30 linear feet (see Exhibit "C" - Conditions of Approval). No buffer wall would be required along the west property line because an unplatted right-of-way (paved access) separates the subject property from residential-zoned properties (to the west). Since this is the case, staff recommends that the tree spacing along this west landscape buffer be intensified to one (1) tree per 20 linear feet. The landscape plan shows that the existing Ficus hedge would remain in its current condition (along the perimeter of the property). The City Forester / Environmentalist reviewed this aspect of the plan and determined that it would comply with landscape requirements. The north landscape buffer contains one (1) large Oak tree. This tree would be preserved. The north buffer would also contain four (4) Sabal palm trees. However, a total of seven (7) trees are required within this buffer, so therefore, two (2) more trees need to be added. This can be accomplished during permitting (see Exhibit "C" - Conditions of Approval). The proposed signature trees (Purple Glory trees) would be located on each side of all project driveway openings. Other "shrubs and groundcover" would include the following: Lily Turf, American Beauty, Inkberry, and Hibiscus. Building and Site: The building and site design as proposed would generally meet code requirements when staff comments are incorporated into the permit drawings. A vacant building sits in the middle of the site. The project intent is to build an automatic car wash tunnel to the existing building. In doing so, the applicant would have to eliminate the trelliswork that is currently located on the north side of the building. Also, parking spaces would be eliminated to accommodate drive aisles and car detailing areas. The floor plan shows that the building would be separated into different rooms, such as an office (77.6 square feet), a waiting room (1,035 square feet), an equipment room (604 square feet), restrooms (251.5 square feet), and a space for a small restaurant (901 square feet). The structure of the building would remain intact except for the 1,397 square foot car wash tunnel. The tunnel would be 21 feet wide and 66 feet in depth. The building would remain as a one (l)-story structure. The maximum height allowed in the C-3 zoning district is 45 feet. The elevations show the existing building is slightly over 19 feet in height. Staff evaluated the site for a car wash with its ancillary restaurant. The proposed parking lot configuration, drive aisles, driveway openings, vehicle queuing areas, pedestrian / handicap accessibility routes, and car detailing areas appear adequate and safe as proposed. The plan shows that three (3) tents are also proposed. According to the applicant, the tents would provide for additional services, such as vacuuming and detailing areas. Originally, one (1) of the detail tents were proposed near the exit of the car wash tunnel, which would have been clearly visible from South Federal Highway. Staff did not endorse the design. However, after careful consideration, the applicant agreed to locate the detail tent areas as far away as possible from South Federal Highway. Staff Report - All Brite Car Wash (MSPM 03-009) Memorandum No PZ 03-282 Page 5 The intent for the areas in front of the building remains unclear. The plans are unclear because they fail to show adequate detail in terms of pavement markings and vehicular stacking areas. During the process, the applicant has mentioned to staff a desire to stack vehicles in front of the building after washing. However, the site plan lacks the necessary information for staff to make an accurate assessment. The site, in its current configuration, has a large canopy (with supporting columns) directly in front of the building (see survey and floor plan). Also, a grassy (pervious) area is located directly in front (east) of the canopy. However, the proposed landscape plans show that the grassy area would be replaced with an impervious surface material. Staff assumes that this new impervious surface would be for additional vehicular stacking areas in front of the building along South Federal Highway. The Engineering Division of Public Works and the Building Division reviewed the plans and determined that the vehicular stacking areas should not occur in front of the building for several reasons. First, staff determined that the stacking of vehicles in the front could create an unsafe environment for motorists entering the site via the existing southern entrance. Since the southernmost driveway opening allows for both ingress and egress, motorists who enter the site from South Federal Highway would encounter customers exiting the site from the proposed vehicle stacking areas. An accident could occur when motorists who are entering would not have enough time to react to the egress of the stacked vehicles. Also, the queuing area would be situated too close to the handicap accessible route, thus making it unsafe for customers in wheelchairs as well. Finally, the supporting columns of the existing canopy in conjunction with the location of the proposed freestanding monument sign sets the tone for a congested, unorthodox traffic pattern resembling an obstacle course, rather than a clearly defined and regular drive aisle, which are ensured by our codes. Therefore, staff is recommending that the existing pervious area in front of the building remain intact and not converted to vehicular stacking areas. This pervious area would also allow for the installation of additional trees and shrubs that would enhance the entire site (see Exhibit "C" - Conditions of Approval). These recommendations to increase the screening and appearance of this project would be supported by the Federal Highway Redevelopment Plan. Design: The elevation pages indicate that the proposed car wash addition would have the same exterior finish as the existing building. The existing canopy would remain but the trelliswork on the north side of the building would be removed as well as the trash area to the rear of the building. The building would be painted a dark yellow (Summer Lily - 08VY 56 / 528). The accent colors would include dark brown (Woodhaven - 60YR 08 /186) and deep orange (Last Tango - R16 / 569). The standing seam metal roof would be light yellow (Honeytone - 31VY 81/214). The awnings for the detailing areas would match the light yellow metal roof (Soltis 92- 2002). The building's existing glass windows would remain with glass bronze tint. The applicant has indicated to staff that a garage door would hide the tunnel when the car wash facility is not in use. Signage: The elevation page shows the general location of proposed wall signs. The main project wall sign (All Brite Car Wash) would be placed over the front door against the storefront glass shown on the east elevation. A note on the elevation drawing Staff Report - All Brite Car Wash (MSPM 03-009) Memorandum No PZ 03-282 Page 6 indicates that the sign would be made of "aluminum over angle aluminum frame", prime coat and finish with polyurethane white". The sign itself would be 17 feet in length and two (2) feet in height for a total of 34 square feet in area. The second wall sign, which would be subordinate, would be made of the same material. It would be dimensioned 10 feet in length and two (2) feet in height for a total of 20 square feet in area. Collectively, these wall signs would comply with the area limitations as set forth in Chapter 21, Article IV, Section 2.C of the Land Development Regulations. However, no letter color(s) are indicated on the elevations. Signs, in general, shall be designed and treated as part of the architecture of the building. They are formally evaluated during the site plan review process. Therefore, staff recommends that the color(s) of the letters proposed on the wall signs be the same color(s) of the letters proposed on the freestanding monument sign (see Exhibit "C" - Conditions of Approval). The site plan shows that one (1) freestanding monument sign is proposed in front of the existing building, 10 feet away from the east property line. The ledger size plans, produced by Ferrin Signs (attached to the site plan set), shows that the monument sign would be eight (8) feet in width and 12 feet tall. On November 18, 2003, the City Commission voted to reduce the maximum allowable height of freestanding signs from 20 feet to 8 feet. Since this code amendment has not been finalized via the approval of an ordinance, staff recommends reducing the height of the freestanding monument sign from 12 feet to eight (8) feet. Also, the sign's letter colors should be one (1) color or if multicolored, limited to red, blue, black, and white. This would be consistent with Chapter 9, Section 10.1. of the land Development Regulations (see Exhibit "C" - Conditions of Approval). RECOMMENDATION: The Technical Review Committee (TRC) has reviewed this request for new site plan approval and is recommending approval contingent upon approval of the accompanying request for Community Design Plan Appeal (CDPA 03-001) and satisfying all comments indicated in Exhibit "C" - Conditions of Approval. Any additional conditions recommended by the Board or City Commission shall be documented accordingly in the Conditions of Approval. In the site plan tabular data, provide an itemized list of the area (expressed in square feet) of each use within the building, such as restaurant, restrooms, car wash tunnel, etc. The site plan tabular data should include the number and ratio of required and provided off-street parking spaces (Chapter 4, Section 7.E.5.). The site plan tabular data should indicate the number of existing parking spaces that are to be eliminated as a result of the project. The site plan tabular data should indicate the height of buildings / canopies (Chapter 4, Section 7.E.5). The dimensions should correspond with the dimension shown on the elevations. A traffic impact statement is required prior to the Technical Review Committee meeting (Chapter 4. Section 8.F.). A drainage statement is required prior to the Technical Review Committee meeting (Chapter 4, Section 7.F.2.). The drainage statement is subject to review by the Engineering Division of Public Works. Provide a separate scaled drawing (paving, grading, & drainage plan) showing flow arrows, elevations, and proposed drainage structures. This plan will be subject to review and approval of the Engineering Division of Public Works (Chapter 4, Section 7.F.1.). Provide a detail of all directional signs, including the "Wash Menu Sign" and "Traffic Directional Sign", including their respective colors, dimensions, and materials. The "Traffic Directional Sign" must be at least I 0 feet from the property line. Provide elevations of the outdoor canopies. All signage is subject to review and approval of the Community Redevelopment Agency and City Commission. Will there be monument sign proposed for the project? If so, on the site plan, indicate its location and provide a detail of the sign area, including the dimensions, exterior finish, and letter color(s) (Chapter 4, Section 7.D.). All signage is subject to review and approval of the Community Redevelopment Agency and City Commission. The elevations shall indicate the location ofthe proposed wall signs, including their dimensions, sign type, and letter colors. The cumulative area for all wall signs shall be in compliance with Chapter 21, Article IV, Section 2.B. Include a color rendering of all elevations prior to the Technical Review Committee meeting (Chapter 4, Section 7.D.2.). The roots of the Ficus species can cause damage to public roadways or other public works. Substitute the Ficus hedge with alternative hedge material subject to City Forester / Environmentalist approval (Chapter 7.5, Article II, Section C.2.). All trees shall be at minimum 12 feet overall height and 3 caliper inches when planted (Chapter 7.5, Article II, Section 5.C.2.). The site plan should indicate all proposed buildings, uses, and accessory structures. Setbacks, traffic control markings, fire hydrant location, and signage are necessary elements of the site plan. The landscape buffer adjacent to the Southeast 21" Avenue right-of-way shall be seven (7) feet in width and contain two layers of plant material. The first layer shall be a combination of colorful groundcover plants and a minimum of two colorful shrub species planted in a continuous row. The next layer shall consist of a continuous hedge or decorative site wall. The continuous hedge (2nd layer) shall be a minimum of 24 inches in height, 24 inches in spread and planted with tip-to- tip spacing immediately after planting. The hedge shall be maintained at four (4) feet (Chapter 7.5, Article II, Section S.D.). The signature trees shall have a minimum of six (6) feet of clear trunk to preserve the clear sight area. All above ground mechanical equipment such as exterior utility boxes, meters, transformers, and back-flow preventers shall be visually screened with appropriate landscaping / hedge material (Chapter 9, Section 10.CA.). Provide a dumpster enclosure detail. The dumpster enclosure shall resemble with respect to the color and materials, the design of the principal buildings and shall be integrated with other site elements (Chapter 9, Section 10.E.3.). On the site plan, place a note indicating this requirement. Provide a detail or typical of all outdoor freestanding lighting fixtures. The detail must include the pole material, height, and color. The design, style, and illumination level shall be compatible with the building design (height) and shall consider safety, function, and aesthetic value (Chapter 9, Section 10.F.1.). The width of the driveway openings is subject to the Engineering Division of Public Works' review and approval. Driveway openings shall be at minimum 25 feet in width (for 2-way traffic) and no more than 36 feet in width (Chapter 23, Article II.H.). On the site plan, indicate the width of all driveway openings. On the site plan, staff recommends using a different line thickness to depict the property line. Coordinate with the City Forester / Environmentalist regarding the installation of brick pavers and palm trees within the U.S. I right-of-way. Following are our comments with the appropriate Code and Land Development Regulations (LDR) referenced. PUBLIC WORKS - GENERAL 1. Prior to permit application contact the Public Works Department (561-742-6200) regarding the storage and handling of refuse. Since the site does not receive or distribute any amounts of materials it may be possible to use roll-out carts in lieu of a dumpster. 2. Indicate by note that the site dumpster enclosure shall be constructed in accordance with City Standard Drawing G-4. 3. The minimum dumpster pad shall measure 10 ft. x 10 ft. (inside dimension including gates). (LDR, Chapter 7.5, Article II, Section 5.J. and Article Ill, Section 9.A.9.a.) 4. Indicate by note that the required gates for the dumpster shall contain long steel rods to drop into the pavement in order to secure the gates in the open and closed positions. Drilled holes (for concrete) or metal sleeves (for asphalt) shall be provided for the locking rods. 5. Walls for the enclosure shall be provided on three sides and are to be a minimum of 6 ft. high and shall be CBS construction with a finish matching that of the adjacent buildings(s). Accent shrubs shall be provided along the screen wall(s) (LDR, Chapter 7.5, Article II, Section 5.J., and Article Ill, Section 9A9.a, and Chapter 9, Section 10.C.3.) 6. Provide a minimum turning radius of 60 ft. to approach the dumpster. Provide a minimum backing clearance of 60 ft. (measured from the front edge of the dumpster pad.) (LDR, Chapter 2, Section 11.J.2.b.) 7. There is a conflict between the proposed location and an existing Live Oak. 8. The proposed location for the dumpster enclosure is not accessible either horizontally or vertically for Solid Waste pick up. It is recommended that the enclosure be rotated 900 (dumpster enclosure Department of Development, En~ineering Division Memo No. 03-171 Major Site Plan Modification _15 Review August22,2003 Page 2 opening to the south). This will address the horizontal approach issues. The Live Oak will need to be removed or trimmed for vertical dumpster pick up. If a different location is desired please provide information on its placement and it will be evaluated. PUBLIC WORKS - TRAFFIC 9. Provide a traffic analysis and notice of concurrency (Traffic Performance Standards Review) from Palm Beach County Traffic Engineering. 10. On the Site and Civil plans, show and identify all necessary traffic control devices such as stop bars, stop signs, double yellow lane separators striping, direclional arrows and "Do Not Enter" signage, etc. Delineate and stripe the "Loading Area" (where applicable - LDR, Chapter 2, Section 11.J); include a pavement message in yellow indicating "No Parking - Loading Zone". See City Standard Drawings "K" Series for striping details. 11. Provide a one-way arrow sign in the median. Also it is recommended that you use a one-way arrow sign atop the stop sign to indicate one-way traffic for southbound US 1 traffic. 12. Show a stop bar and sign at the intersection of the exit drive from the carwash and the ingress driveway for traffic control. Show stop bars at both egress driveways. ENGINEERING 13. Add a general note to the Site Plan that all plans submitted for specific permits shall meet the City's Code requirements at time of application. These permits include, but are not limited to, the following: paving, drainage, curbing, site lighting, landscaping and irrigation. Permits required from other permitting agencies such as Florida Department of Transportation (FDOT), South Florida Water Management District (SFWMD), Lake Worth Drainage District (LWDD), Florida Department of Environmental Protection (FDEP), Palm Beach County Health Department (PBCHD), Palm Beach County Engineering Department (PBCED), Palm Beach County Department of Environmental Resource Management (PBCDERM) and any others, shall be included with the permit request. 14. Numerous omissions have been noted on these proposed plans and in this review comments report. Drawings need to be thoroughly checked and coordinated by the consulting engineer. It is the responsibility of the consulting engineer to familiarize himself with the City of Boynton Beach Land Development Regulations prior to submission of plans. Quality control is the responsibility of the consulting engineering - not the City of Boynton Beach. 15. All comments requiring changes and/or corrections to the plans shall be reflected on all appropriate sheets. 16. Please note that changes or revisions to these plans may generate additional comments. Acceptance of these plans during the TRC process does not ensure that additional comments may not be generated by the Commission and at permit review. 17. Any work performed within the Federal Highway right-of-way will require review, approval and permits from the FDOT. Palm Beach County Health Oepartment permits will be required prior to issuance of any City permits. 19. Provide written and graphic scales on all sheets. 20. Specify use of the FOOT Standard Specifications for Road & Bridge Construction, and Standard Index, 2000 Editions, as the construction standard. 21. Show zoning and land use on Site Characteristics Map (Survey) (LOR, Chapter 4, Section 7.A.) 22. Show all existing utilities on Site Oevelopment plan (LOR, Chapter 4, Section 7.A.3). 23. Show all existing and proposed easements on Site Oevelopment plan (LOR, Chapter 4, Section 7.A.3). 24. Show proposed site lighting on the Site and Landscape plans (LOR, Chapter 4, Section 7.BA.) The lighting design shall provide a minimum average light level of one foot-candle. On the Lighting Plan, specify that the light poles shall withstand a 140 MPH wind load (LOR, Chapter 23, Article II, Section A.1.a and Florida Building Code). Provide a note that the fixtures shall be operated by photo- electrical control and are to remain on until 2:00 a.m. (LOR, Chapter 23, Article II, Section A.1.a.) Include pole wind loading, and pole details in conformance with the LOR, Chapter 6, Article IV, Section 11, Chapter 23, Article I, Section 5.B.7 and Chapter 23, Article II, Section A on the Lighting Plan. Glare, which is readily perceptible at any point at or beyond the property on which the use is located, is prohibited (LOR, Chapter 2, Section 4.N.7). Lighting shall be directed away from any residential uses (LOR, Chapter 2, Section 4.N.7). Lighting shall not be used as a form of advertising in a manner thai draws more attention to the building or grounds at night than in the day (LOR, Chapter 9, Section 10.F.5). If possible please provide photometries as part of your TRC plan submittals - it is much easier to identify and correct any deficiencies now than while you are waiting on a permit! 25. It may be necessary to replace or relocate large canopy trees adjacent to light fixtures to eliminate future shadowing on the parking surface (LOR, Chapter 23, Article II, Section A.1.b). 26. Show sight triangles on the Landscape plans (LOR, Chapter 7.5, Article II, Section 5.H.). Reference FOOT Standard Index 546 for the sight triangles along Federal Highway. Use 25 foot sight triangles for the driveway on SE 21 st Sl. 27. Indicate, by note on the Landscape Plan, that within the sight triangles there shall be an unobstructed cross-visibility at a level between 2.5' and 6' above the pavement (LOR, Chapter 7.5, Article II, Section 5.H.). 28. Landscaped areas shall be protected from vehicular encroachment by a continuous, raised curb (LOR, Chapter 7.5, Article II, Section SA and Chapter 22, Article II, Section E.) Add Type "0" curb around the landscaped areas as necessary to protect landscaping. 29. The medians on Federal Highway have existing irrigation and plant material belonging to the City of Boynton Beach. Any damage to the irrigation system and/or plant material as a result of the contractor's operations shall be repaired or replaced to the equivalent or better grade, as approved by the City of Boynton Beach, and shall be the sole responsibility of the developer. Sidewalks adjacent to parking lots shall be continuous through all driveways and shall be 6 in. lhick within driveways (LDR, Chapter 23, Article II, Section Pl. 31. Provide a Drainage Plan and engineer's certification as specified in LDR, Chapter 4, Section 7.F.2. 32. Full drainage plans in accordance with the LDR, Chapter 6, Article IV, Section 5 will be required at the time of permitting. 33. Indicate by note that catch basin and manhole covers shall be bicycle proof (LDR, Chapter 6, Article IV, Section 5.A.2.g). UTILITIES 34. No utility plan was included in this submittal, therefore, the Utilities Department considers this plan incomplete as submitted. However, the proposed Site Plan is an existing site located as noted, where utility support is available. We are providing a cursory review of the proposed site plan as submitted at this time. Additional comments may be required after a utility plan has been submitted. 35. All utility easements shall be shown on the site plan and landscape drawings (as well as the Water and Sewer Plan Sheet) so that we may determine which trees may interfere with utilities. In general, palm trees will be the only species allowed within utility easements. Canopy trees may be planted outside of the easement so that roots and branches will not impact those utilities within the easement in the foreseeable future. The LDR, Chapter 7.5, Article I, Section 18.1 gives public utilities the authority to remove any trees that interfere with utility services, either in utility easements or public rig hts-of -way. 36. Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g.p.m. as stated in the LDR, Chapter 6, Article IV, Section 16, or the requirement imposed by insurance underwriters, whichever is greater (CODE, Section 26-16(b)). 37. Comprehensive Plan Policy 3.C.3.4. requires the conservation of potable water. City water may not, therefore, be used for irrigation where other sources are readily available. 38. No provisions are shown for the recycling of the car wash water as part of the conservation of potable water. Current requirements necessitate this approach; please provide. 39. The waste stream from the car washing process must meet the City's pretreatment requirements. Wind forces on every building or structure shall be determined by the provisions of Chapter 6 of ASCE 7, and the provisions of Section 1606 (Wind Loads) of the 2001 FBC. Calculations that are signed and sealed by a design professional registered in the state of Florida shall be submitted for review at the time of permit application. 4 Add to all plan view drawings of the site a labeled symbol that represents the location and perimeter of the limits of construction proposed with the subject request. 5 At time of permit review, submit signed and sealed working drawings of the proposed construction. 6 Add to the building that is depicted on the drawing titled site plan and floor plan a labeled symbol that identifies the location of the handicap accessible entrance doors to the building. 2001 FBC, Sections 11-4.1.2 and 11-4.3. 7 The building plans are not being reviewed for compliance with the applicable building codes. Therefore, add the words "Floor plan layout is conceptual" below the drawing titled Floor Plan. 8 Add a labeled symbol to the site plan drawing that represents and delineates the path of travel for the accessible route that is required between the accessible parking spaces and the accessible entrance doors to the building. The installed symbol, required along the path, shall start at the accessible parking spaces and terminate at the accessible entrance doors to the building. The location of the accessible path shall not compel the user to travel in a drive/lane area that is located behind parked vehicles. Identify on the plan the width of the accessible route. (Note: The minimum width required by the code is forty-four (44) inches). Add text to the drawing that would indicate that the symbol represents the accessible route and the route is designed in compliance with Section 11-4.3 (Accessible Route) and 11-4.6 (Parking and Passenger Loading Zones) of the 2001 FBC. Please note that at time of permit review, the applicant shall provide detailed documentation on the plans that will verify that the accessible route is in compliance with the regulations specified in the 2001 FBC. This documentation shall include, but not be limited to, providing finish grade elevations along the path of travel. 9 Identify within the site data the finish floor elevation (lowest floor elevation) that is proposed for the building. Verify that the proposed elevation is in compliance with regulations of the code by adding specifications to the site data that address the following issues: a) The design professional-of-record for the project shall add the following text to the site data. "The proposed finish floor elevation _' _ NGVD is above the highest 1 OO-year base flood elevation applicable to the building site, as determined by the SFWMD's surface water management construction development regulations." b) From the FIRM map, identify in the site data the title of the flood zone that the building is located within. Where applicable, specify the base flood elevation. If there is no base flood elevation, indicate that on the plans. c) Identify the floor elevation that the design professional has established for the building within the footprint of the building that is shown on the drawings titled site plan, floor plan and paving/ drainage (civil plans). 10 On the drawing titled site plan, identify and label the symbol that represents the property line. 11 Indicate on the floor plan drawing within the footprint of the building the primary use of the building. If the building is an expansion of an existing building, indicate with the footprint of the new and existing building the primary use of the building. 12 If capital facility fees (water and sewer) have been paid in advance to the City of Boynton Beach Utilities Department, the following information shall be provided at the time of building permit application: a) The full name of the project as it appears on the Development Order and the Commission- approved site plan. b) If the project is a multi-family project, the building number(s) must be provided. The building numbers must be the same as noted on the Commission-approved site plans. c) The number of dwelling units in each building. d) The number of bedrooms in each dwelling unit. e) The total amount paid and itemized into how much is for water and how much is for sewer. (CBBCO, Chapter 26, Article II, Sections 26-34) 13 Clearly show the main entrance where patrons will enter the building. 14 Will this be one tenant or two separate tenants? These are two separate occupancies according to the 2001 FBC. Proper tenant separation and separate sanitary facilities shall be required. 15 A permit from the EPA shall be required prior to submittal of plans for building permit application.
