Description: Julian Bryan, took the podium on behalf of the Applicant. Chairman Wische noted there were 13 staff comments and asked if the agent wished to address or clarify any comment. Mr. Bryan said they have reviewed the comments and have no problem with the comments and will abide by all the comments, Chairman stated this is a public hearing and asked if anyone in the audience wished to address this issue, Hearing none, closed the public hearing, Chairman Wische asked if staff had any comments. Mr. Rumpf had no comment. Mr. Rosenstock asked what the average price of the homes would be, Mr, Bryan said the average price would be approximately $150,000, base price and the range is $120,000 to $170,000, not including oversized lots. Mr, Bryan said there were nine models being offered in the community of which four are two-story homes and Mr, Bryan noted that this request is not a variance and should be considered a use by right. Mr, Bryan said he should have put 30' in the application originally and was used to having height construction being interpreted as the mid point between the fascia and the ridgeline, as with the County, Ms. Frazier asked to view the pictures of the models. Ms. Frazier stated the homes were very nice. Chairman Wische noted there were three staff comments and asked the applicant if he wished to address any comment. Mr. Gregory said that they accept all three comments, but would like a clarification on regarding "site signs" and "pylon signs", Mr, Rumpf stated site sign is the free standing sign or the property sign, Mr. Rosenstock inquired as to the location of the building and the agent stated it was on South Congress across the street from station WXEL. Mr. Rosenstock asked about the landscaping and Mr. Rumpf stated it met minimum code, Mr, Rosenstock said he could not vote for this issue unless he knew the landscaping plans. Mr. Rosenstock said that the City has just spent $30,000 to landscape the medians. Mr. Gregory referred members to the landscape detail that was provided by the landscape architect. Mr. Rosenstock said there were only seven trees in front of a building. Mr. Rumpf said that site plan approval is not on the agenda tonight. Mr. Rumpf said that the site plan and landscaping had been approved, The only condition of approval was that the signage be brought back to this Board. Mr. Rosenstock requested that the landscaping be made more dense. Mr. Gregory stated that the landscaping had already been approved and that he had no authorization to change the landscaping. Mr. Gregory stated he was present tonight for the wall sign on the building and a freestanding sign, The owner anticipates opening in about thirty days, Mr, Gregory asked Mr. Rumpf to confirm that the Board had approved the project and Mr. Rumpf said it has gone through the site plan approval process. Ms. Frazier asked how many colors were in the sign and Mr. Gregory said there were three colors in the sign, Mr, Gregory stated that the metal structure of the sign will match the building color, a white background with red lettering to match neighboring signs. A copy of the sign was included in Members' packets. Mr, Gregory stated the size of the sign was reduced by 35% overall. Mr. Rumpf stated that the maximum allowable signage would be 64 square feet. Mr. Gregory stated that the sign would not be any taller than the height of the building. Mr. Myott noted that it was really a modified pole sign and does not fall in with the type of signage that this Board has pushed for in the past and stated the sign is "cheap" and does not relate to the architecture of the building, Mr. Gregory said that applicant wants to open in thirty days and needs a sign. Mr. Rumpf stated that sometimes it is easier to incorporate some of the details on the building into the sign, Mr. Rumpf suggested that some of the design of the building be inserted in the sign and the colors of the building. The proposed revisions were reviewed and Mr. Myatt asked Mr. Rumpf if he could review the changes with the applicant. Mr. Friedland asked about the signage program that the City was looking into and Mr. Rumpf said at the moment there has not been much done on the program because of staff shortages due to the absence of Mr. Kastarlak who was in charge of the program. Motion Mr. Myatt moved to approve the request for approval for site and building signage for Guardian Storage based on all staff comments and that the sign company meet with Mr. Mike Rumpf and integrate architectural details currently contained within the project into the sign. Ms. Frazier seconded the motion. Motion carried 5-2 (Mr. Rosenstock and Vice Chair Reed dissented) Attorney Cirullo noted for clarification of the record that there were three cases where the applicant prior to appearing tonight requested postponements and requested that a general motion be made regarding the postponements. Motion Mr. Rosenstock moved that in accordance with the request by the multiple applicants asking for postponements, that this Board grant those postponements. Vice Chair Reed seconded the motion. The applicant is requesting site plan approval for the final design of entry signage, a new 6' wood fence added to the west property line where exotic trees were required to be removed, the introduction of a tot lot into an open passive park area, and a temporary sales trailer and related parking placed on lots 97 and 98. (see Exhibit "8" - proposed Landscape Plan), A set of landscape plans have been submitted and reviewed. The plan provides the appropriate plantings required of all areas in the PUD, Landscape regulations will be fully met when staff comments are incorporated into the permit drawings. As a compromise with the applicant, / Foster Farm PUD - NWSP 99-001 Memorandum No, PZ 99-030 Page 2 staff will allow palm trees within the easements paralleling the street, where the applicant proposes shade trees, ' Signage: A proposed sign plan with details for the PUD entry was submitted as part of this site plan review, The proposed entry signs have been designed in accordance with the Community Design Plan for residential developments. The proposed entry sign locations shall be redesigned to be consistent with setback regulations set forth in section 21 of the LDR. Sign plans or details were not submitted for any other internal areas which usually utilize signage. Such areas may include the Tot Lot or Sales Trailer. Plans for all proposed secondary signs shall be submitted at time of permit review. New Site Plan, File # NWSP 99-001 with a Januarv 12. 1999 Planning and Zoning Department date stamp marking. DEPARTMENTS INCLUDE REJECT PUBLIC WORKS Comments: I. Waste removal in connection with construction process must be serviced by City of Boynton Beach. Place note on dumpster detail to indicate same. UTILITIES Comments: 2. The final landscaping plan shows canopy trees within utilities easements throughout the site, especially in the front easement crossing each property, These canopy trees, labeled "street trees" will directly conflict with fire hydrants, water and sewer services, and will also likely conflict with other utilities (electric, phone, and cable TV). Canopy trees may be planted outside of the easement so that roots and branches will not impact those utilities within the easement in the foreseeable future. LDR Sec. 7,5-18,1 gives public utilities the authority to remove any trees that interfere with utility services, either in utility easements or public rightsOof-way. Add to the plan the location of both signs by dimensioning their location from adjacent property lines. Note the minimum sign setback dimension shall be shown as ten feet. 6. It is recommended that all drawings of the sales trailer and model homes that are illustrated on the submitted drawings be removed. The sales trailer and model homes are currently being reviewed for permits or have been permitted through the Building Division, Removing them from the site plan subm ittal will eliminate confusion and inconsistency between the improvements that are shown on the site plan and permit drawings. 7. Permits will be required for the following improvements that are ill ustrated on the submitted plans: irrigation, landscaping, tot lot improvements, site wall and signage. 8.
