Dear Mr. & Mrs, Foster:
Please be advised that on Thursday, March I I, 1999, the Environmental Review committee approved the upgrading
of existing underground piping from underground tanks to the three (3) existing fuel pumps, installing dispenser
liners underneath the pumps at 3 19 Industrial Avenue, and replacing the (3) existing fuel pumps.
To complete the environmental review process you are required to apply for Conditional Use since the property at
3 I 9 Industrial A venue is located within 300 feet from residential zoned properties, according to Land Development
Regulations (LOR) Chapter 2, Section 8,A..3, and 8.AA, of the Code of Ordinance for the City of Boynton Beach,
According to the pre-application meeting held on February 24, 1999, the environmental review process will be
divided in two (2) stages. The ftrst stage would focus on the environmental permit itself, which was approved on
March II, 1999, as stated at the beginning of this letter, due to time constraints created by the enforcement of state
regulations, The second stage, being the Conditional Use permit shall start immediately and be completed no later
than September 30, 1999. Renewal of your occupational license will be contingent upon completion of the
Conditional Use process.
Once an environmental review permit and occupational license have been secured, operation of the approved use in
a manner which violates the Environmental Review Committee conditions and limitations stated in this letter or
which exceeds the scope of the Environmental Review Committee approval as documented in the permit
application, shall be subject to code enforcement action or possible suspension or revocation of the environmental
review permit. Such changes in the operation of the approved use may be granted by modifying the environmental
review permit. Planning and Zoning shall be contacted to request a modiftcation.

The amended master plan and site plan for Foster Farm PUD have been submitted for final
sign-off by the Technical Review Committee, Four (4) sets of plans, each requiring your
unconditional signature, are available for review in Planning and Zonin9. A copy of the originally
reviewed plans, staff comments and development orders are available for your use to perform
the review.
Please review and sign-off each of the four (4) sets of plans, NO LATER THAN 5:00 P.M.,
March 27, 1999. If the plans are not in compliance with your staff comments or City
regulations, do not sign the plans but only Indicate the memorandum number where your
comments are documented, To facilitate the sign-off process, please resubmit written
comments addressed to the Planning and Zoning Director, NO LATER THAN 5:00 P.M., March
27,1999.

To document my telephone converation with you
regarding being short 5 sets of plans for master plan
modification and site plan approval for the Foster Mill
PUD, and to add to this documentation the remaining
submittal dificiencies, I am faxing you this note.
Your submittal fees for the requests include $500 for the
master plan modification and $1,500 for the site plan
application (for a project over 5 acres). Also, you need to
complete and submit an application for site plan review
that describes in detail the subject site plan request. The
staff review process will begin once I have sufficient sets
to distribute. I will need the remaining submittal
requirements prior to moving the requests to the Board
and Commission. If minimal comments are generated
on first review, I will considering avoiding a second
review and forward the project(s) to the Planning and
Development Board on February 9th. However, if it
is determined that the plans should be revised, additional
time will be warranted to finish the review. Thank you for
your response to these deficiencies.
