I. INTRODUCTION
,
PD&E was retained by Carlton Fields to provide a traffic statement for Boynton Beach
zoning approval amendment associated with the addition of multi-grade fuel dispenser for
the FH Foster Oil Corporation project. The project is an existing wholesale fuel station
serving wholesale commercial fuel uses. The project is located at 317 Industrial A venue,
north of Boynton Beach Boulevard in the City of Boynton Beach.
The project currently contains one existing fuel dispenser and a 3800 square feet of office
warehouse. The proposed amendment will retain the existing facilities and will add a new
one additional multi-grade dispenser capable of serving two trucks at one time. The
existing fuel dispenser will remain and will be utilized as a secondary fuel dispenser. The
new multi-grade dispenser will service two trucks at a time and therefore will reduce the
fueling time. The additional fuel dispenser will improve service time but necessary
increase traffic pattern. The following trip generation section estimates the traffic that
will be generated by the project.
II. FUTURE TRAFFIC CONDITIONS ANALYSIS
A. Trip Generation
Trip Generation for the site was based on established fuel consumption data and truck
capacity to obtain the number oftrucks per day. In addition, the Institute of
Transportation Engineers (ITE) Trip Generation Manual 6th addition was consulted for
Industrial use to determine the daily trips for emplo)'ees monitoring the fueling
operations. The morning and afternoon peak hours were estimated utilizing ITE
established fueling rates for gas stations.
The following calculations outline the daily trip generation for the existing fueling
operation:
Monthly fuel sales: 325,000 gallons (301,000 gallons delivered by 4 trucks and
24,000 gallons served to wholesale clients)
Average Daily Sales: 15,476 gallons/day (Based on 21 days of operation /month)
(14,333 gal/day by trucks & 1,143 gal/day by wholesale on-
site clients)
Number of Trucks Delivery: 3 Deliveries/Truck/Day
Truck Trips per day = 24 Trips/Day (Based on average of 1,200 gal/truck/day)
On-site clients = 64 Trips/Day (Based on average of 35 gal/day/client)
Daily Warehouse Office Trips = 3,800 x 4.88 / 1000 = 19
Therefore, the total existing daily trips = 107 Trips/Day

The future trip generation can be estimated based on the projected fuel consumption. The
fOllowing calculations outline the projccted daily trip generation for the proposed fueling
operation that includes the addition of new multi-grade fuel dispenser:
Projected Monthly fuel sales: 400,000 gallons (370,000 gallons delivered by 4 trucks and
30,000 gallons served to wholesale clients)
Projected Average Daily sales: 19,048 gallons/day (Based on 21 days of operation/month)
(17,619 gal/day by trucks & 1,429 gal/day by wholesale on-
site clients)
Number of Trucks Delivery: 3 Deliveriesffruck/Day
Projected Truck Trips / day = 28 Trips/Day (Based on average of 1,200 gal/truck/day)
Projected On-site clients = 80 Trips/Day (Based on average of 35 gal/day/client)
Daily Warehouse Office Trips = 3,800 x 4.88/1000 =19 (Remains the same)
Therefore, the total projected daily trips = 127 Tripsillay
The peak-hour trip generation rates were estimated utilizing the following lTE rates:
AM Peak: 7.28% of Daily Trips
PM Peak: 8.64% of Daily Trips

Based on the above, it is projected that the proposed multi-grade fuel dispenser will
generate 20 additional daily trips with 1 trip during the AM Peak hour and 2 trips during
the PM Peak hour.

Corporation by SEACREST OIL COMPANY by Warranty Deed dated

Circuit Court of Palm Beach County, Florida in Official
Record Book 1152, Page 410. .
Buyer aqrees to give Seller (GUlf) an option to purchase
Lots 5, 6, -and 7 only of that part of the bulk plant pro-
perty herein conveyed in the event the Wholesale Consignment
Agreement is terminated by mutual consent or otherwise.
Seller (Gulf) will have thirty (30) days after said termina-
tion in whiCh to give notice of its intent to exercise its
option to purchase. The purchase price pursuant to the
exercise of the option shall be determined by an MAl ap-
praisal which shall be paid for by Gulf. The appraiser
shall be selected jointly by ~eller and Buyer.
Together with all the tenements, he~editaments and
appurtenances, with overy privilege, right, title, interest and
estate, reversion and remainder thereto belonging or in anywise
appertaining. .

This conveyance is made subject to any facts wh~~h would be
revealed by a complete and accurate survey of the premises and
to all valid restrictions of record, if any, and to all easements,
licenses and nncroachments presently existing and visible I whether
of reco+d or not, and to taxes for the current year, which said
taxes shall be prorated between the parties as of the date of
delivery of this deed, and to: Reservations contained in Deed
of the Internal Improvement Fund of the State of Florida, dated
October 30, 1944, and filed of record November 17, 1944 in Deed

Florida, said reservations applies to Lots 6 and 7, only as to
mineral reservations.
Gulf, for itself, its successors and assigns, warrants and

The undersigned as applicant for Final Site Plan Approval does
hereby acknowledge, represent and agree that all plans,
specifications, drawings, engineering, and other data submitted
with this application for review by the City of Boynton Beach
shall be reviewed by the various boards, commissions, staff
personnel and other parties designated, appointed or employed by
the City of Boynton Beach, and any such party reviewing the same
shall rely upon the accuracy thereof, and any change in any item
submitted shall be deemed material and substantial.
The undersigned hereby agrees that all plans,
specifications, drawings, engineering and other data which may be
approved by the City of Boynton Beach, or its boards,
commissions, staff or designees shall be constructed in strict
compliance with the form in which they are approved, and any
change to the same shall be deemed material and shall place the
_ applicant in violation of this application and all approvals and
permits which may be granted.
The applicant agrees to allow the City of Boynton Beach all
rights and remedies as provided for by the applicable codes and
ordinances of the City of Boynton Beach to bring any violation
into compliance, and the applicant shall indemnify, reimburse and
save the City of Boynton Beach harmless from any cost, expense,
claim, liability or any action which may arise due to their
enforcement of the same.
