INTRODUCTION , PD&E was retained by Carlton Fields to provide a traffic statement for Boynton Beach zoning approval amendment associated with the addition of multi-grade fuel dispenser for the FH Foster Oil Corporation project. The project is an existing wholesale fuel station serving wholesale commercial fuel uses. The project is located at 317 Industrial A venue, north of Boynton Beach Boulevard in the City of Boynton Beach. The project currently contains one existing fuel dispenser and a 3800 square feet of office warehouse. The proposed amendment will retain the existing facilities and will add a new one additional multi-grade dispenser capable of serving two trucks at one time. The existing fuel dispenser will remain and will be utilized as a secondary fuel dispenser. The new multi-grade dispenser will service two trucks at a time and therefore will reduce the fueling time. The additional fuel dispenser will improve service time but necessary increase traffic pattern. The following trip generation section estimates the traffic that will be generated by the project. II. FUTURE TRAFFIC CONDITIONS ANALYSIS A. Trip Generation Trip Generation for the site was based on established fuel consumption data and truck capacity to obtain the number oftrucks per day. In addition, the Institute of Transportation Engineers (ITE) Trip Generation Manual 6th addition was consulted for Industrial use to determine the daily trips for emplo)'ees monitoring the fueling operations. The morning and afternoon peak hours were estimated utilizing ITE established fueling rates for gas stations. The following calculations outline the daily trip generation for the existing fueling operation: Monthly fuel sales: 325,000 gallons (301,000 gallons delivered by 4 trucks and 24,000 gallons served to wholesale clients) Average Daily Sales: 15,476 gallons/day (Based on 21 days of operation /month) (14,333 gal/day by trucks & 1,143 gal/day by wholesale on- site clients) Number of Trucks Delivery: 3 Deliveries/Truck/Day Truck Trips per day = 24 Trips/Day (Based on average of 1,200 gal/truck/day) On-site clients = 64 Trips/Day (Based on average of 35 gal/day/client) Daily Warehouse Office Trips = 3,800 x 4.88 / 1000 = 19 Therefore, the total existing daily trips = 107 Trips/Day 1 The future trip generation can be estimated based on the projected fuel consumption. The fOllowing calculations outline the projccted daily trip generation for the proposed fueling operation that includes the addition of new multi-grade fuel dispenser: Projected Monthly fuel sales: 400,000 gallons (370,000 gallons delivered by 4 trucks and 30,000 gallons served to wholesale clients) Projected Average Daily sales: 19,048 gallons/day (Based on 21 days of operation/month) (17,619 gal/day by trucks & 1,429 gal/day by wholesale on- site clients) Number of Trucks Delivery: 3 Deliveriesffruck/Day Projected Truck Trips / day = 28 Trips/Day (Based on average of 1,200 gal/truck/day) Projected On-site clients = 80 Trips/Day (Based on average of 35 gal/day/client) Daily Warehouse Office Trips = 3,800 x 4.88/1000 =19 (Remains the same) Therefore, the total projected daily trips = 127 Tripsillay The peak-hour trip generation rates were estimated utilizing the following lTE rates: AM Peak: 7.28% of Daily Trips PM Peak: 8.64% of Daily Trips (51 % entering) (51 % entering) Based on the above rates the trip generation is summarized in the following Table 1.
