The City of Boynton Beach staff has reviewed the submittal package for the above-mentioned
project. The following noted deficiencies are being forwarded to you for your review and
inclusion in the formal application and plan submittal:

Beach County Traffic Engineering Division for compliance with the County's Traffic
Performance Standards Ordinance (see accompanying document submitted originally in

association with the construction ofthe Church, as an example of this requirement).
Please submit a complete application and required plans as discussed above in order to formally
enter the development review process. To further guide you, I have also included a copy of the
site plan submitted in 1998 for Conditional Use approval for a day care operation at the Church.
This is being provided to you, given the similarities in the two requests, but is only to be used as
a guide in preparing a current site plan for the intended submittal. Please remit an additional
Twelve (12) dollars, which is for the copying fee we must require for this service.
Operational policy precludes this office from holding any fees for extended periods of time. I am
therefore returning all documents and the application fee submitted on October 5, 2004, to be re-
filed along with your complete application submittal. Do not hesitate to contact me with any
questions or ifthere is anything I can do to assist you.

INTRODUCTION:.
The subject property is a parcel of land 5.43 acres at Section 21,
Township 45 South, Range 43 East, Palm Beach County,Florida. The
west 4.77 acres of this parcel shall be used for building a new
church as shown on the attached site plan "Exhibit A".
This parcel is located on the east side of Seacreat Blvd.,just
north of Lake Worth Drainage District Canal C-16. Approximately
0.75 of a mile north of Boynton Road.
The existing traffic counts 1988-1989 from the metropolitan planning
organization of Palm Beach County and the Institute of Transportation
Engineers, fourth edition of trip generation shall be used in this
report.
SITE INFORMATION:
The propoaed Bible Church of GOD shall be located on the east side
of Seacrest Blvd. The site plan shows a 28,086 square foot church
facility inclUding 11,916 square foot aanctusry, 11,690 square foot
fellowship hall, 4,480 square foot for foyer, robe room,offices,rest-
rooms, but not including at this time any nursery or classrooms.
The site plans also shows that there will be one 24' wide driveway
providing access to the site. Figure 1 shows the site location map.
EXISTING ROAD CONDITIONS:
The major road serving as access to this site is Seacrest Blvd .
Seacrest Blvd. was just improved to undivided four lane county road.
The e~isting roadway capacity and V/C ratios are shown on Figure 2.
T.RIP GENERATION I
Churches are not typical type of development, do not produce a singular
generstion rate to be analyzed. The highest generation for churches
occur on Sunday when adjacent street traffic is at its lowest for the
week.

In this report,the weekday traffic shall be determined and analyze4 .
The Sunday traffic generation shsll be analyzed to determine the
impact of the site on the surrounding streets.
Generation rates information for. both weekday and Sunday were obtained
from the fourth edition of Trip Generation published by Institute of
Transportation Engineers, 1987. The average generation rates are as
follows:
Weekday.- 7.7 tpd per 1000 square foot gross area
Sunday .- 31.S tpd per 1000 square foot gross area
The average generation rate and fitting curve equstion were based upon
four studies for churches larger than this facility. It is also for
churches including sanctuary ,meeting rooms,classrooms and occasionally
dinning facilities, therefore, we belief that Sunday generation resulte<
in a number which is unrealiatic for this site. The average generation
rate for weekday seams to be more appropriate and shall be calculated
as follows:
Weekday generation-28,086 @ 7.7tpd/lOOO sq. ft.- 216 tpd.
INSIGNIFICANT PROJECT DETERMINATION:
The Traffic Performance Standards Ordinance defines all projects either
as a "Significant Project" or as an "Insignificant Project".
An "Insignificant Project" is defined as a project which has an "insig-
nificant Effect" OT geneTates less than one percent (lX) of the thres-
hold capacity at Level of Service "0" on the thoroughfares directly
accessed by the project.
This project directly accesses onto Seacrest Blvd.,an undivided four
lane roadway with a threshold capacity at Level of Service "D" of
22,700 trips per day. One percent(l%) of the threshold capacity at
Level of Service"D" for Seaere.t Blvd,i. 227 trip. per dey.The trip
generation of 216 tpd ia less than 227 tpd,therefore it is concluded
'that this project creates an insignificant effect on the major road
in the immediate project area. This project is classified as an"tnaig-
nificant Project" according to the Traffic Performance Standards Ordi-
nance f1 87-18.

According to Ordinance #87-18, an "Insignificant Project" may be
approved if two conditions are met:
1.- The existing V/C Ratio on the directly
accessed link does not exceed 1.S;and,
2.- If the V/C Ratio exceeds 1.0, then a fee,
in addition to the Fair Share Contribution
for Road Improvements Fee(Road Impact Feel,
shall be paid in accordance with TABLE 3,of
the Ordinance.
As shown in Figure 2, the existing v/e ratio for Seacrest Blvd. is
I... than 1.0. Thus, both condition. are met and no Insianificant
Project Fee is required.
PEAK HOUR GENERATION:
The Peak hour volumes generated by the building of this church shall
be determined based on the Sunday Peak Hour rate published by the
Institute of Transportation Engineers "Trip Gene~ation".
The majority of the congregation attends services between 9:30 a.m.
to 11:00 a.m. and the last crowed service between 5:30 p.m. to 6:30p.m.
The entire congregation will leave the church facility after providing
these services.
The Sunday Peak hour generation is the Sunday morning and shall be
calculated as follows:
28,086 x 8.4 tripa/1000 sq.ft. = 235 trips
Inter = 235 x 0.42 = 99 trips
Exit - 235 x 0.58 =136 trips
based upon a review of these peak hour turning volumes and:.the. BIble
Church of GOD shall have smaller facility than that considered in
the trip generation study, in addition that Seacrest Blvd. was improved
in 1988, it is concluded that no off aite related improvement. are
recommended at this time. When the remainder of the site is developed,
.site related improvements may be necessarily depending on the type of
development proposed by the Church.

Dear Ms. Francis:
As you are aware, the lease agreement allowing the Guided Path Academy temporary use of the
City's Wilson Recreation Center expires on December 23, 2004. According to the academic
calendar of the Palm Beach County School District, this is the last day of the fall semester. Please
be advised that your lease agreement for use of the Wilson Recreation Center will not be extended
beyond that date nor will the City enter into a lease agreement allowing you to use any other city
facility for educational purposes,
In addition, please be advised that it is likely that the last City Commission meeting of the year will
be on December 7, 2004. As the City's Planning staff has advised you on several occasions during
the past two months, in order for the City Commission to act at that meeting, to approve the Guided
Path Academy to operate as a conditional use out of the Bible Church of God facility on Seacrest
Blvd, it is necessary for staff to receive a completed conditional use application no later than
September 29, 2004,
Accordingly, in the absence of receiving a completed conditional use application by the (already
extended) cutoff date, it is our recommendation that the Guided Path Academy consider securing a
location, other than either a city facility or the existing Bible Church of God building for its second
semester.
