INTRODUCTION
The study property is located between Boynton Beach Boulevard and Old Boynton
Road west of Winchester Boulevard. The site contains a total of approximately 40
acres. A portion of the site (9.28 acres) is currently in Palm Beach County with a
land use designation of Commercial Heavy, The remainder of the site lies within
the City of Boynton Beach with a Local RetailiCommercialland use designation.
A land use change to a Local RetailiCommercial designation concurrent with
annexation to the City of Boynton Beach is being requested for the 9.28 acres
currently under the jurisdiction of Palm Beach County.
Kimley-Hom and Associates, Inc. was retained to prepare a traffic impact analysis
for the project for both current and proposed land use designations. This document
presents the methodology used and the findings of the traffic analysis for the
project.
This traffic impact analysis was conducted In accordance with the Traffic
Circulation Element of Palm Beach County.

The data used in this analysis were obtained from Palm Beach County and included:

Planning Data
Development density for the approved land use designation was developed as
specified by the Traffic Circulation Element of the Land Use Atlas Amendment
requirements, The approved Commercial Heavy and Local RetaiVCommercialland
use designations were analyzed at both 0.25 FAR (448,000 square feet) and 0.35
FAR (627,000 square feet) as required by the Traffic Circulation Element. The
entire 40 acres were analyzed as a whole rather than separate plots. The proposed
development at the site is not expected to exceed 320,000 square feet. However,
in an effort to present a conservative analysis, it was analyzed at 350,000 square
feet, or approximately 0.20 FAR.

Trip Generation
The trip generation potential for the approved and proposed land use designation
traffic were developed based on the trip generation rates published by Palm Beach
County. Peak-hour characteristics were based on information published in the
Institute of Transportation Engineers' (!TE) Trip Genera/ion, 6th Edition, The
generation rates and results of the approved versus proposed trip generation
comparison are presented in Table 1.
The trip generation associated with the proposed land use designation will be less
than either the 0.25 FAR or 0.35 FAR trip generation associated with the approved
land use designations. However, based on the daily traffic generation of the
proposed land use (9,706 trips per day), a three mile radius of development
influence (as specified in the Land Use Atlas Amendment Traffic Circulation
Element) was used to determine the limits of the analysis area.

Traffic Distribution
The external traffic distribution was developed based on a review of the location of
other existing and approved developments in the area, The distribution, by general
direction, is summarized below:

The distributed external trips for the project were assigned to the roadway network
within the radius of influence. The assignment is based on estimated minimum
travel routes and the available roadway network.

BACKGROUND TRAFFIC
Background traffic was developed for three separate level of service analyses.
Background traffic for the first level of service analysis was based on existing
1997/1998 average daily traffic volumes. These 1997/1998 average daily traffic
volumes were then grown by five years (to 2002/2003) using historic growth data
from Palm Beach County for the second level of service analysis. Background
traffic for the third level of service analysis was taken directly from the most
current approved Palm Beach County 2015 MPO FSU1MS model.
Major project traffic was added to the year 2002/2003 volumes based on the table
"Approved Development Traffic in West BoyntoniDelray Area" developed by Palm
Beach County, The year 2015 model volumes already include the impacts from
development of all properties within the area so no major project traffic was added.
The 2015 model already includes the impact from development of the study
property, Therefore, the 0.25 FAR (see Table I) was subtracted from the 2015
model volumes before the proposed land use designation traffic was added.

PROGRAMMED CONSTRUCTION
The existing number oflanes on each link analyzed was identified. A review of the
Palm Beach County Five- Year Plan, as well as those improvements committed by
the Florida Department of Transportation, was made to identifY pertinent roadway
improvements. The following roadway improvements are planned within the study
area:
Hypoluxo Road from Military Trail to Congress Avenue
Widen to six lanes, divided (construction to commence in FY 2001/2002)
Gateway Roulevard from Jog Road to Military Trail
Widen to four lanes, divided (construction to commence in FY 2000/200 I)
T ,awrence Road from Gateway Ronlevarn to l{YPOlllXO Road
Widen to five lanes (construction to commence in FY 1998i1999)
1 ,awrence Road from Roynton Reach Roulevard to Gateway Roulevard
Widen to five lanes (construction to commence in FY 2000/200 I)
Congress Avenue from Miner Roan to HypolllxO Road
Widen to six lanes, divided (construction to commence in FY 1997/1998)
1-95 throughout the study area
Widen to eight lanes (construction is scheduled to commence in
stages up to and including FY 200212003)
A review of the 20 I 5 model reveals that future plans call for a number of
improvements to road segments in the study area.

LEVEL OF SERVICE EVALUA TION
YEAR 1997/1998
A link level of service analysis was undertaken for each of the roadway links within
the three mile radius of influence. Table 2 shows the results of the level of service
analysis for the proposed land use designation traffic added to Palm Beach County
1997/1998 AADT traffic volumes. All of the significantly impacted roadway links
show level of service 'D' or better operation for the existing 1997/1998 condition.

Table 3 shows the results of the level of service analysis for the proposed land use
designation traffic added to the year 2002/2003 background traffic (developed from
the Palm Beach County 1997/1998 AADT traffic volumes). Three of the
significantly impacted roadway links show volumes greater than level of service
'D' in the year 2002/2003. However, it is important to note that the 2002/2003
traffic volumes will be less with the buildout of the proposed development than they
would be with the total potential buildout of the site under the current land use
designations.
YEAR 2015
Table 4 shows the results of the level of service analysis for the proposed land use
designation traffic added to the year 20 IS MPO FSUTMS model background traffic
(developed as stated in the previous section). Two of the roadway links show
volumes greater than level of service 'D' for the year 2015 condition. Again, it is
important to note that the 20 IS traffic volumes will be less with the proposed
development than they would be with the potential buildout under current land use
designations.

CONCLUSION
This traffic impact analysis demonstrates that the proposed change in land use
designation for the study property between Boynton Beach Boulevard and Old
Boynton Road, west of Winchester Boulevard will result in significantly less future
traffic generation from the site. The proposed amendment change is in accordance
with the Traffic Circulation Element and complies with the traffic standards in the
County's Comprehensive Plan.
