INTRODUCTION
June 11, 1999
This traffic statement will assess the additional traffic impact associated with a proposed development of
a commercial building to be constructed on 0.8 acres in the Town of Boynton Beach, Florida. The existing
site is currently undeveloped.
TRAFFIC GENERATION
Based on the Palm Beach County daily trip generation rate formulas identified in the Impact Fees section
of the Unified Land Development Code, the 9,000 square feet of general commercial retail establishment
will generate a traffic impact of 865 trips per day.
The attached table entitled "PROPOSED TRAFFIC GENERATION", lists the average daily traffic
anticipated from the proposed site improvements and is based on the General Commercial Total Daily Trips
formula and a Pass-By Rate Percentage of 45%.
RADIUS OF DEVELOPMENT INFLUENCE
The additional average daily traffic expected to be generated by this project is less than 1000 trips; therefore,
major road links within a I mile radius of influence will be addressed in accordance with the County Traffic
Performance Standards. For this location, the following 14 links will be considered:

The attached tables entitled "Potential 1999 Average Daily Traffic Volumes" have been prepared to
demonstrate the peak hour and average daily traffic impacts resulting from the anticipated additional project
traffic generated by this project on the major roadway links mentioned above. The table is based on the
latest Palm Beach County data including the Metropolitan Planning Organization's Traffic Counts Volumes
map dated January 1999 and the Compound Growth Rate Analysis Current Year 1997 -1998.

It is anticipated that the buildout period for the project is less than one (1) year. With a planned opening set
for November 1999.
In addition, according to the Locations of Major Projects map prepared by Palm Beach County, there are
no major project that will adversely affect the proposed links affected above.
ANALYSIS
In accordance with the Palm Beach County Traffic Performance Standards, the proposed project will be
analyzed using the Test I. The purpose ofthis test is to determine if the project will increase traffic on any
of the affected roadways to a point where the affected roadways would be considered over capacity, Test
I analyzes the project during the build out period.
Links beyond the one-half mile radius of influence with additional traffic impacts is less than I % of the
Level Of Service D are considered insignificant and therefore determined to be acceptable.
Based on Test 1, the additional traffic impacts are acceptable.
Model Test 2 addresses only the first accessible link for projects generation an impact of less than 1,000
average daily trips. No roadway segments on the Model Test 2 failure list lie within the projects radius of
influence; therefore, the project is acceptable according to Model Test 2 criteria,
CONCLUSION
The proposed development of the 9,000 square feet of general commercial retail establishment will generate
an insignificant volume of traffic and will not hinder or impede the safe, convenient, and orderly flow of
traffic. Based on this analysis we conclude that the proposed development meets the Traffic Performance
Standards in Article 15 of the Palm Beach County Land Development Code.

INTRODUCTION

This traffic statement will assess the additional traffic impact associated with a proposed development of
a commercial building to be constructed on 0.8 acres in the Town of Boynton Beach, Florida. The existing
si te is currently undeveloped.
TRAFFIC GENERATION
Based on the Palm Beach County daily trip generation rate formulas identified in the Impact Fees section
of the Unified Land Development Code, the 9,000 square feet of general commercial retail establishment
will generate a traffic impact of 865 trips per day.
The attached table entitled "PROPOSED TRAFFIC GENERATION", lists the average daily traffic
anticipated from the proposed site improvements and is based on the General Commercial Total Daily Trips
formula and a Pass-By Rate Percentage of 45%.
RADIUS OF DEVELOPMENT INFLUENCE
The additional average daily traffic expected to be generated by this proj ect is less than 1000 trips; therefore,
major road links within a 1 mile radius of influence will be addressed in accordance with the County Traffic
Performance Standards. For this location, the following 14 links will be considered:

demonstrate the peak hour and average daily traffic impacts resulting from the anticipated additional project
traffic generated by this project on the major roadway links mentioned above. The table is based on the
latest Palm Beach County data including the Metropolitan Planning Organization's Traffic Counts Volumes
map dated January 1999 and the Compound Growth Rate Analysis Current Year 1997 -1998.

It is anticipated that the buildout period for the project is less than one (I) year. With a planned opening set
for November 1999.
In addition, according to the Locations of Major Projects map prepared by Palm Beach County, there are
no major project that will adversely affect the proposed links affected above.
ANALYSIS
In accordance with the Palm Beach County Traffic Performance Standards, the proposed project will be
analyzed using the Test I. The pUlpose ofthis test is to determine if the project will increase traffic on any
of the affected roadways to a point where the affected roadways would be considered over capacity. Test
I analyzes the project during the build out period.
Links beyond the one-half mile radius of influence with additional traffic impacts is less than I % of the
Level Of Service D are considered insignificant and therefore determined to be acceptable.
Based on Test I, the additional traffic impacts are acceptable.
Model Test 2 addresses only the first accessible link for projects generation an impact ofless than 1,000
average daily trips. No roadway segments on the Model Test 2 failure list lie within the projects radius of
influence; therefore, the project is acceptable according to Model Test 2 criteria.
CONCLUSION
The proposed development ofthe 9,000 square feet of general commercial retail establishment will generate
an insignificant volume of traffic and will not hinder or impede the safe, convenient, and orderly flow of
