On October 31, 1989, the Milnor Corporation, Norman J.
Michael and Elishka E. Michael had entered into an agreement
with the City of Boynton Beach to rezone a parcel of land
situated at the South East corner of Congress Avenue and
South West 23rd Avenue (Golf Road) wherein we obtained a
vested interest in an Adult Congregate Living Facility (ACLF)
for 248 apartment dwellings. We now come before you
requesting that this agreement be amended to 192 apartment
dwellings to an Adult Rental Community (ARC). Our
Representative, Mr. Mark S. Beatty, who is a registered
Architect and Land Planner, will appear before you on Tuesday
evening, November 3, 1992, to present our amended Site Plan
for your consideration and approval.

Our property lies directly south of the community known as
Leisureville which contains 3,300 single and multi-family
units. Recent surveys indicate that Adult Care Communities,
which include amenities such as common dining rooms, and
personal services as barber/beauty salons, library, weekly
bank services, convenience stores, etc., have an average
monthly cost of $1,400. per person and $1,800. per couple,
per apartment.
In order to facilitate future needs of the Senior Adult
Communities here in Boynton 8each we are proposing certain
modifications that would eliminate the common dining rooms,

We will still provide facilities such as a large swimming
pool, club house containing a social activities room,
@Kercis@ room, card rooms, bil1ard rooms and a multi-pLlrpose
~pace with d catering kitchen for ~p~cial occasions. The
above modifications with a reduced amenities package would
allow us tn offer a one bedroom unit for $675. per month and
a two bedroom unit for $775. per month.
Ot\r apartment units offer complete kitchens with washers and
dryers. If an apartment renter wishes they may obtain their
own ffi@als, main service, home health care, etc. at their own
economic level. Most of the service deleted can be easily
obtained within a ~hort distance of the site. Directly
across the street on the north east corner of Congress Avenue
rind Golf Road is a proposed Major Medical Complex with a
fomplete pharmacy available.

As you probably are aware our Assoc.iation, known as Golfview Harbour Estates,
Inc., OJ Florida Corporation, will consist of 128 homeowners of which 110 villas
and townhouses are now occupied. Our Association boarders to the south by S.W.
27th Avenue, to the east by S.W. 14th Court, to the north by Lake Worth Canal
1127 and to the wes t by Congress Avenue.
This letter is to inform your City Council and the Planning and Zoning Board
of the City of Boynton Beach that the majority of our homeowners support the
Milnor Corporation and Norman J. Michael's proposed "Alhambra Square" development
on Congr"ss Avenue and S. W. 23rd Avenue (Golf Road). We being 110 homeowners
are more directly involved than any other Association in Gol[view Harbour
,Estates.

WHEREAS THE CRANBROOK LAKE ESTATES HOMEOWNER'S ASSOCIATION.
MORE COMMONLY KNOWN AS THE ESTATES OF SILVERLAKE, WISH TO GO
ON RECORD OPPOSING ALL THREE ZONING CHANGE REQUESTS BEING
PROPOSED BY THE MILNOR CORPORATION.
WHEREAS THE RESIDENTS OF SILVERLAKE DO NOT ACCEPT THE
ARGUMENT THAT IT WOULD NOT BE FEASIBLE FOR THEM TO BUILD NICE
SINGLE FAMILY HOMES ON THESE PARCELS. THE ESTATES OF
SILVERLAKE IS LOCATED AT THE SOUTHWEST CORNER OF THIS
INTERSECTION AND CONSISTS OF APPROXIMATELY 25 TO 30 MILLION
DOLLARS WORTH OF NICE SINGLE FAHILY HOHES.
WHEREAS THE RESIDENTS OF SILVERLAKE PURCHASED THEIR HOMES
KNOWING FULL WELL THAT ALL THE SURROUNDING VACANT PARCELS OF
LAND WERE ZONED SINGLE FAMILY RESIDENTIAL. THE RESIDENTS
WERE ALSO VERY MUCH AWARE THAT THE COMPREHENSIVE LAND USE
PLAN CALLED FOR THESE PARCELS TO REMAIN ZONED SINGLE FAMILY
RESIDENTIAL.
WHEREAS THE RESIDENTS OF SILVERLAKE, THE PLANNING AND
ZONING BOARD AND THE CITY COMMISSION WERE ALL AWARE THAT
CONGRESS AVENUE WOULD SOME DAY BE WIDENED. EVERYONE WAS
AWARE OF THIS AT THE TIME THE COMPREHENSIVE LAND USE PLAN WAS
ADOPTED. TO DATE, NOT A SINGLE THING HAS CHANGED THE
RESIDENTIAL CHARACTER OF ANY OF THESE PARCELS. THE ONLY
THING THAT HAS HAPPENED IS THAT CONGRESS HAS FINALLY BEEN
WIDENED AS PLANNED.
WHEREAS THE ESTATES OF SILVERLAKE MAY NOT OBJECT TO AN
A. C. L. F ., IF IT WERE TO BE LOCATED ON ONE OF THE CORNER
PARCELS. WE DO OPPOSE AN A. C. L. F. AT THE PROPOSED LOCATION.
WE FEEL THAT IF IT WERE BUILT AT THE PROPOSED LOCATION IT
WOULD ISOLATE THE 4.75 ACRE CORNER PARCEL, THUS MAKING IT
