Zoning Regulations contains the following standards to which
conditional uses are required to conform. Following each of these
standards is the Planning Department's evaluation of the app~ication
as to whether it would comply with the particular standard:
The planning and zoning board and city council shall consider
only such conditional uses as are authorized under the terms of
these zoning regulations, and, in c6nnection therewith, may grant
conditional uses absolutely or conditioned upon the faithful
adherence to and fulfillment of such restrictions and conditions
including, but not limited to, the dedication of property for
streets, alleys, and recreation space, and sidewalks, as shall be
necessary for the protection of the surrounding area and th~
citizens' general welfare, or deny conditional uses when not in
harmony with the intent and purpose of this section. In
evaluating an application for conditional use, the board and
council shall consider the effect of the,proposed use on the
general health, safety, an welfare of the community, and make
written findings certifying that satisfactory provision has been
made concernin~ the following standards, where applicable:
1. Ingress and egress to the subject property and proposed
structures thereon, with particular reference to automobile and
pedestrian safety and convenience, traffic flow and control, and
access in case of fire or catastrophe.

? Off-st~eet parking and loading areas whe~e ~equi~ed, with
particular attention to the items in subsection 0.1. above, and
the economic, glare, noise, and odor effects the conditional use
would have on adjacent and nearby properties, and the city as a
whole.

3. Refuse and service areas, with particular reference to the
items in subsection D.l. and D, 2, above.

4. Utilities, with reference to locations, availability, and
compatibility.

5. Screening, buffering, and landscaping, with reference to
type, dimension, and character.

6. Signs, and proposed exterior lighting, with reference to
glare, traffic safety, and economic effect, and compatibility and
harmony with adjacent and nearby properties.

7. Required setbacks and other open spaces.

8. General compatibility with adjacent properties, and other
properties in the zoning district.

9. Height of buildings and structures, with reference to
compatibility and harmony with adjacent and nearby properties,
and the city as a whole.

COMMENTS:
l. Existing and proposed elevations of the site and adjacent areas to be
shown on the paving and drainage plans,
2, Complete working drawings for a site plan are required rather than the
"Preliminary Engineering Plans II submitted.
3. Calculations are required for the drainage in accordance with the Parking
Lot Ordinance, the Water Management District and the Lake Worth Drainage
District. A control structure is required.
4. Lighting plans are required to be complete and comprehensive and comply
with the Parking Lot Ordinance. Wiring and structural requirements are
to be shown on the plans with other required details, including the
lighting intensity.
5. Traffic control markings and details for traffic control devices are to
be included in the plans. Blue striping with blue legend for handicapped
space is required.
6. Site plans are to comply with the Parking Lot Ordinance and
Ordinances.

The purposes of this memorandum is to inform you that on Tuesday,
December 6, 1988, the Technical Review Board made a determination
that the above-referenced application is incomplete as follows:
1. Engineering plans were not comprehensive,
2, No Drainage calculations.
3. No signed and sealed survey.
4. No typical floor plans.
5. Typical elevations incomplete. All four sides of the
building must be shown including materials and colors.
6. No lighting plan.
7. No traffic flow plan,
8. Method of stormwater treatment from paved parking areas
does not meet Comprehensive Plan criteria.
The above information should be incorporated into the plans and
six (6) complete sets of plan s should be resubmitted to the
Planning Department at the December 19, 1988 deadline for January
review.

CONDITIONAL USE APPLICATION
Accompanying this memorandum you will find documents related to
the above-referenced request for Conditional Use approval. Also
accompanying this memorandum is a check in the amount of $800 to
cover the review and processing of this application.
The applicant has not yet prepared and submitted a site plan for
this proposal which is being submitted in connection with the
Alhambra Square ACLF Land Use Element Amendment/Rezoning
application. As a result, pages 9 and 10 of the application have
not yet been completed. Pages 9 and 10 of the application and a
copy of the site plan will be forwarded to your office upon
submittal to the Planning Department in late November.
Please advertise this request for a pUblic hearing before the
Planning and Zoning Board at the December 15th (special) meeting
and before the City Commission at the January 4, 1989 (special)
meeting.
