We are in receipt of your November 2, 1996, letter regarding the cost of the third Technical Review
Committee review for the above referenced project. We have forwarded this letter to Mr. DeGraf,
the project developer.
Previously we had submitted to the City fees for the following:
1. Site Plan review fee, 11/20/95, $1,500.(copy attached)
2. Record Plat Pre-application processing fee, 11/20/95, $l,OOO.(copy attached)
3. Master Plan review fee, 12/04/95, $l,OOO.(copy attached)
The above fees were paid for processing design of the proposed development as a single family
homeowners association under the previous existing multi-family zoning. Subsequent to the above
it was determined that in order to proceed with the proposed design that the subject property should
be rezoned to a PUD and we submitted as follows:
1. Rezone property to PUD 7/3/96, $1 ,500. (copy attached)
We respectively request for you to review the fees paid for the above submittals to determine if
certain portions of the above fees may be credited to the East Ridge account. Upon your completion
of your review and advisement of same, Mr. DeGrafwill settle his account with the City and we will
proceed with the next required submittal.

Implement Policies 9B.4.1., 9B.4.2, and 9B.4.4.
Provide adequate open space and recreational facilities and
programs to meet the needs of present and future residents,
including seasonal visitors, and special groups such as the
elderly and handicapped.
Where available space exists. the City shall provide
adequate automobile parking (excluding mini parks), bike
rack facilities, and handicap access to all existing and
planned, nei9hborhood and district parks operated by the
City by the Year 2000.
The City shall provide adequate automobile parking and bike
rack facilities within all parks developed after the
adoption of this Plan.
By the Year 2000, the City shall provide parking and bike
rack facilities within all existing neighborhood and
district parks.
Subsequent to Plan adoption, the City shall examine the
extent of barrier-free access within neighborhood and
district parks, and if necessary, improve access in these
parks.
Subsequent to Plan adoption, the City shall modify the land
development regulations to require that all future parks,
and applicable facilities, include barrier-free design for
the handicapped.
The City shall complete a rider-participation and cost study
for a shuttle service for patrons of beach front parks by
1995. The study shall determine the feasibil ity of a bus
service that transports park patrons to parks located east
of the Intracoastal Waterway. Imp 1 ementat i on of thi s program
should be contingent upon County assistance.
By 1995, the City will provide additional access to the
Intracoastal Waterway, maintain existing beach access
through the City's Ocean Park and provide access facilities
consistent with the Coastal Management Element.
The City shall provide parks and recreation facilities in
accordance with Summary/Recommendation D, the Proposed Park
Development Schedule, and the Facility Needs Summary:
Planned And Potential Facility Development.
The City shall adopt the level of service (LOS) standards
that are utilized in Table 2, Table 3, and Table 7. lH'tM*,

levels of service set forth in the revised Table 7 shall

Policy 9C.2.2 For areas to be annexed, which are platted, developed, under
development, or have approved development plans in Palm
Beach County, the level of service at time of annexation

park facilities serving the area.
Policy 9C.2.3 The City shall complete, or initiate, the development of
facilities consistent with Table 14.

Policy 9C.2.4 The City shall provide lighting, or plan for the provision
of lighting through project phasing, for all future active-
recreation facilities.

Policy 9C.2.6 By 1995, the City shall complete a park acquisition plan for
the acquisition of potential sites within Neighborhood
Planning Areas #8, #11, #13, #15, and #17. The plan shall
include identified property owners, appropriate methods of
acquiring the selected sites, land and development costs,
and alternatives to fee Simple acquisition (lease option,
special agreements, etc.).
Policy 9C.2.7 The City shall coordinate the design and development of
future neighborhood parks with private recreation facil ities
in the respective neighborhoods.
Objective 9C.3 The City shall ensure the proper operation of all park
equipment and facilities through biyearly inspections, and
timely repair or replacement of the necessary facilities.
Policy 9C.3.1 By 1992, the City shall complete a survey of the condition
of all parks, park equipment, and facilities.
Policy 9C.3.2 By 1997, the City shall make all the necessary improvements
that were identified within the parks condition survey and
that would not be designated as capital improvements. The
City shall complete all the necessary capital improvements
by the Year 2000.
Objective 9C.4 Until similar facilities can be supplied by the City, the
. City shall attempt to ensure that facilities operated by
other government agencies, and which are located in or

Development of these parcels should be consistent with the
recommendations contained in the Coastal Management Element. The
Coastal Management Element recommendations include the following:
(1) That the parcel occupied by the professional office south of
N.E. 22nd Ave., along the FEC Tracks be changed from
mUltiple-family residential to a Local Retail Commercial land use
and C-2 zoning; (2) A 2-story (25 foot) height limitation on the
northern portion of the R-3 property if the single-family and
duplex dwellings along N.E. 20th Avenue are nbt included as part
of the project; (3) Allowing ground level storage of boats and
recreational vehicles as a Planned Commercial Development (PCD)
on the two lots lying from 300 to 600 feet south of N.E. 22nd
Ave. The Future Land Use Plan should be construed to be amended
to Local Retail Commercial, if such a PCD is approved.
The R-3 zoned parcels on the west side of N.E. 4th street lie in
close proximity to several single-family neighborhoods. In order
to protect these neighborhoods from excessive encroachment by
multiple-family buildings, the height of these buildings should
be limited to 2 stories (25 feet) within 300 feet of any
single-family lots in the adjacent single-family zoning
districts. These vacant parcels have also been designated as a
potential neighorhood park site. In the event that any portion
of these parcels is acquired for park use, the property which is
acquired should be construed to be in the Recreational land use
category.
1. c. Lots on Southern Portion of f.as palmas Subdivision
In accordance with the recommendations contained in the Coastal
Management Element, the lots on the southern portion of the Las
palmas subdivision should be construed to be in the High Density
Residential land use category, if approved as attached
single-family housing with a maximum height of 2 stories (25
feet), and developed in accordance with the site design
guidelines set forth in the Coastal Management Element. Attached
single-family housing would be a more appropriate land use at
this location than single-family housing, since these lots are
adjacent to an existing restaurant/nightclub and commercial boat
dock. This recommendation should only be implemented, however,
if the row of lots in question is still under unified ownership
at the date of the adoption of this plan.
I,d. Intracoastal Waterwav site to be Acauired bY City
The voters of the City have approved the acquisition of this 8.7
acre site for publiC use. Since the predominant use is expected
to be recreation, the property should be placed in the
Recreational land use and zoning categories. However, other

Re: Impact Analysis for East Ridge PUD
Dear Mr. Hodgkins:
This statement is provided in fulfillment of Chapter 235.193, Florida Statutes to ensure that public education
facilities are coordinated with plans for residential development.
This impact statement addresses the concerns of the School District of Palm Beach County as they specifically
relate to the anticipated impact of the construction of 33 Single Family dwelling units, located at the intersection
of N.E. 22nd Avenue and U.S. 1.
A study was conducted utilizing demographic multipliers for Palm Beach County to estimate the number of
students which would be generated from this type of development. For the purpose of this analysis it is
assumed that all 33 dwelling units will consist of 3+ bedroom un~s. The Planning and Real Estate Department
estimates 13 elementary, 5 middle, and 5 high school students will be generated by the project.
The geographic area in which these proposed dwelling units will be located is presently served by Citrus Cove
Elementary School, Christa McAuliffe Middle School and Santaluces High School. (see Note 1). Following is
a breakdown of membership for the 1996-97 school year and current permanent capacity for each school.

Students generated from this development will further overcrowd the assigned elementary, middle and high
schools, and will have a negative racial impact on the assigned schools in the area.
This development, as well as other developments, may be subject to a possible boundary reassignment
to schools where the children residing within the development will have a positive racial impact at the
assigned school.

An Equal Education Opportunity Provider and Affirmative Action Employer
The School District will recommend as a condition of approval that the subject development post a notice of
annual boundary school assignments for students from this development. The District will provide an 11" X 17"
sign to be posted in a clear and visible location in all sales offices and models with the following:
"NOTICE TO HOME BUYERSITENANTS"
"School age children in this development may not be assigned to the most
proximate public elementary, middle or high school because of School District
policies regarding overcrowding, racial balancing or other boundary policy
decisions. Please contact the Palm Beach County School District Boundary

The School District will continue to actively pursue a policy of providing adequate school facilities for all children
