Dear Ms. Francois:
In response to your request for the administrative review and approval of modifications proposed
to the above-referenced approved site plan, please be informed that the proposed changes
regarding landscaping sho\\oTI on the revised plans date stamped 7/25/00 are "minor" as defined
within the Land Development Regulations, Chapter 4- Site Plan Review.
This project may continue to be processed by the Building Division as a permit application
contingent upon satisfying the following landscaping recommendations to address the minimum
native plant species' requirements for the CBD:
1. Plant one (1) Sabal Palm tree along the west property line, about (fifty) 50 feet from the
parcel's SW comer.
2. Plant one (1) Royal Palm tree on the parking island along the north property line where
another Royal Palm tree already exists.
3. Change the following plant material for native material, three (3) gallon size:
a. All the thirty-eight (38) Ixora Nora Grant on the two (2) interior parking islands;
b. Plant all the Dipladenias currently in pots screening the AlC unit and the well; add more
native plants in order to create a solid screen for both the AlC and the well; and
c. All the fifty-three (53) pentas on the parking island along the north property line;
4. Expand the landscaping area at the SE comer, between the building and the Black Olives and
Ale-well, by planting more native and colorful bedding material.
5. The Tabebuia (yellow) tree will not be counted as part of the mlmmum landscaping
requirement.

6. Include irrigation plan.

It is my understanding that Christiane Francoise has submitted an application for
construction of an expansion for the Dolphin Bar. As you know, the City and the
County have committed grant funds for the Dolphin Square Project, a project which
includes not only the expansion of the Dolphin Bar into a restaurant, but also calls
for a two story office building to be associated with the restaurant.
At your convenience, could you please send me a description of her submittal (with
appropriate staff comments) so I can see if her submittal matches up with the
commitment she made in order to receive the grant funds?

. Raise height of entire parapet and columns 18" to 24" ( both existing and proposed portion
of building), and wrap parapet around entire project.
. Increase height of parapet behind sign approximately 18" above greater parapet to interrupt
continuous plane of the roof line and match the 500 block building
. Add decorative cornice along entire perimeter parapet (both existing and proposed), similar
to that proposed for the 500 block.
. Windows shall match windows proposed for 500 block improvement.
. Raise rear parapet and cornice, similar to recommendation for front fac;ade. Existing and
proposed parapet should be similar in height.
. Add columns on all sides similar to front fac;ade ( approximately eight (8) along rear fac;ade,
beginning with column at each end). Awning on existing building should be broken up or
enhanced by columns.
. Windows on south side should also match front.
. Standing seam roof addition shall be replaced with continuous parapet and cornice.
. One-half column shall be used where space is inadequate for full column.
