Clarify if proposed 18 foot x 18 foot enclosure is sufficiently wide enough for truck access. PUBLIC WORKS - Traffic , Comments: ! 2. Sidewalk should be constructed along the Hypoluxo Road frontage. If possible, both the City and County should consider sidewalk construction as well along the entire south side of Hypoluxo Road between Congress and I LaV,Tence prior to opening the school. Regardless of school boundaries, there will always be children walking to school. If sidewalk is not constructed on Hypoluxo Road, then the \vesterly side\valk accessing Hypoluxo Road from school grounds should be eliminated on the right-of-way. The sidewalk and gate, can remain, unused, on private property until such time that sidewalk is constructed on Hvooluxo Road. 3. The pedestrian crosswalk crossing the entrance driveway should be relocated to the south to the property line. This action will shorten the crossing distance for pedestrians. 4. The "recirculation" road just east of the dry retention basin, connecting the , ring road, should be disconnected from the north ring road unless the District has a specific use for this that is not apparent on the plan. I am concerned that a conflict point will occur on the north ring road with vehicles turning off Hypoluxo Road and travelling at a relatively high rate of speed past the recirculation driveway. In addition, motorists will likely choose to travel this recirculation road in the morning causing conflict and congestion in front of ., !I the school where the drop off is located. This is not desirable. II ,I 5. Because of the width of pavement north of the handicapped parking spaces, I am concerned that cars will queue in this location for pick-ups and drop-offs. This \vill cause congestion and confusion and may block the use of handicapped spaces. The architect/engineer may wish to consider some sort of mountable barrier to deter this or at minimum discourage parking there. Canopy trees may be planted outside of the easement so that roots and branches will not impact those utilities within the easement in the foreseeable future. LDR Sec. 7.5-18.1 give public utilities the authority to remove any trees that interfere with utility services, either in utility easements or public rights-of-way. 7. Palm Beach County Health Department permits will be required for the water i and sewer systems serving this project (CODE Sec. 26-12). 8. Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g.p.m. as stated in LDR Chap. 6, Art. IV, Sec. 16, or the fire flow requirement imposed by insurance underwTiters, whichever is , greater (see CODE Sec. 26-16(a)). 9. CODE Sec. 26-34(E) requires that a capacity reservation fee be paid for this ! project either upon the request for the Department's signature on the Health Department application forms or \vithin 30 days of site plan approval, whichever occurs first. This fee will be determined based upon final meter size, or exoected demand. 10. Comprehensive Plan Policy 3.C.3.4. requires the conservation of potable water. City water may not, therefore, be used for irrigation where other sources are readily available. Please indicate where your irrigation \vater source is located. 11. Provide an engineer's written certification that drainage will conform to all rules of the City and the South Florida Water Management District (SFWMD) (per LDR Chap. 4, Sec. 7F). SPECIFIC CONDITIONS 12. Water and se\ver lines to be O\vned and operated by the City shall be included within utility easements. Please show all proposed easements on the overall I site plan and landscape drawings, as well as the engineering dra\vings, using a minimum width of 12 feet. The easements shall be dedicated via separate instrument to the City as stated in CODE Sec. 26-33(a). 13. This office will not require surety for installation of the water and sewer utilities, on condition that the systems be fully completed, and given to the City Utilities Department prior to the permanent meter(s) being set. The 8-inch water main feed from the 12-inch main along the south side of I Hypoluxo Road to the 8-inch loop system around the school building is I insufficient to support the 1,500 g. p.m. fire protection flow requirement. Either: a) Increase the water main feed line shown to 10 inches, or b) Add an additional 8-inch water main feed line as an extension of the west side of the building loop back to the 12-inch main along the south side of Hypoluxo Road. This additional feed line \vill cross under the parking area and traverse under the stormwater dry retention area to the west of the main driveway entrance. 16. The design consultant should consider extending the 12-inch water main il along the south side of Hypoluxo Road east\vard from the east property line to connect with the main supporting the Meadows Plaza; this will provide better fire flow protection to the school facility. It is highly recommended that the design consultant meet with the Department to review the existing utility support structure to resolve any shortcomings. 17. Appropriate backflow preventers will be required on the domestic water service to the building, and the fire sprinkler line if there is one, in accordance with CODE Sec. 26-207. 18. Plan sheet C-5 reflects the sanitary collection system connecting into an , existing manhole in the Nautica Sound subdivision. Please demonstrate that i the Nautica Sound subdivision collection system has the capacity to handle I the loading from the school facility without an upgrade to its lift station supporting that area of the existing development. , , 19. Vertical separation indications are now required between water mains and storm drainage in addition to the typical water-sewer indicators (Palm Beach County Health Department). Please indicate the other clearance distances accordingly. 20. A Certificate of Occupancy (CO) for this project shall not be issued until this Department has approved the "as-built" plans for the water and sewer improvements required to provide service to this project, in accordance \vith CODE Sec.26-15. Provision of an exclusive westbound left-turn lane at the project main access driveway on Hypoluxo Road, across from Vevetian Drive. 2. Installation of a traffic signal at the project main access driveway with Hypoluxo Road. This signal may be operational only during the peak school demand periods, and set as a "flashing" signal during all other periods. Forthe purpose of these improvements, and due the close proximity of this location to the Hypoluxo Road/Congress Avenue signalized intersection, it is suggested that the design of the physical attributes as well as the traffic signal phasing and timing to be coordinated for the two adjacent intersections. The L-18 Canal is located on the north side of the property. Two culvert crossings located at the proposed entrances to the site will consist of twin 60-inch culverts each. One headwall with discharge pipe will be constructed within the canal bank. In addition to this canal, three exotic infested wetlands are located on the property (see the attached aerial photograph). All three wetlands are dominated by melaleuca in the canopy and shrub layers. Wetlands A and B's understory contains royal fern, swamp fern, and Boston fern. To the east is another surface water (canal) located just outside the project limits. None of the wetlands or surface waters found on or adjacent to the property are classified as Outstanding Florida Water or located within an aquatic preserve. 5. Specify the acreage of wetlands or other surface waters, if any, that are proposed to be disturbed, filled, excavated, or otherwise impacted by the proposed activity: Impacts to wetlands A, B, and C total approximately 3.5 acres. Impacts to surface water (L-18) total approximately 0.15 acres. 6. Provide a brief statement describing any proposed mitigation for impacts to wetlands and other surface waters (attach additional sheets if necessary): The on-site wetlands are completely dominated by invasive exotic floral species, thereby significantly reducing their function and quality. Mitigation for impacts to the 3.5 acres of on-site wetlands is proposed on-site within a created two-acre retention area. Pursuant to the SFWMD's Melaleuca Rule contained within the Basis of Review, creation mitigation for wetlands with greater than 50% or greater coverage of melaleuca can be performed at the mitigation to impact ratio of 0.25:1 to 0.75:1. Due to the poor quality of the impacted wetlands, mitigation for unavoidable impacts is proposed at 0.3:1, or approximately 1.0 acre; consisting of herbaceous emergent floral species and a transitional wetland-to-upland buffer. Stormwater runoff from the parking lots and building will be treated prior to discharge into the emergent wetland. Once installed, the mitigation area will be monitored and maintained pursuant to current regulatory criteria (typically five years for monitoring and perpetual maintenance). As the L-18 is used primarily for water conveyance by the Lake Worth Drainage District and lacks significant littoral shelves, mitigation is not proposed for the 0.15 acres of surface water impacts.
