Per your request I reviewed the 1 st Review Comments against Sheet C-2 provided by the School
District for the 2nd review for this project. Following are my comments on the status of which
comments were apparently addressed for this review.
1. No information or details provided regarding the dumpster enclosure and security gates.
2. Sidewalk was provided in the original plan.
3. The pedestrian crosswalk was not relocated.
4. The "re-circulation" road was removed.
5. This comment was not addressed. This comment was not a code or LDR violation and was
included for information only.
6. Utility easements were shown on the provided sheet, however no landscaping information was
provided to determine possible conflicts between utilities and landscaping. Two of the proposed
(?) easements did not meet the required 12 foot minimum width. Also no information was
provided specifying which utility would be occupying each easement.

Lawrence prior to opening the school. Regardless of school boundaries, there
will always be children walking to school. If sidewalk is not constructed on
Hypoluxo Road, then the \vesterly sidewalk accessing Hypoluxo Road from
school grounds should be eliminated on the right-of-way, The sidewalk and ;
gate, can remain, unused, on private property until such time that sidewalk is !

3. The pedestrian crosswalk crossing the entrance drive\vay should be relocated i
to the south to the property line. This action \vill shorten the crossing distance il

4. The "recirculation" road just east of the dry retention basin, connecting the
ring road, should be disconnected from the north ring road unless the District
has a specific use for this that is not apparent on the plan, I am concerned that
a conflict point will occur on the north ring road with vehicles turning off !
Hypoluxo Road and travelling at a relatively high rate of speed past the ,
recirculation driveway. In addition, motorists will likely choose to travel this ,
recirculation road in the morning causing conflict and congestion in front of !
the school where the drop off is located. This is not desirable. i

5, Because of the width of pavement north of the handicapped parking spaces, I
am concerned that cars will queue in this location for pick-ups and drop-offs.
This will cause congestion and confusion and may block the use of
handicapped spaces. The architect/engineer may wish to consider some sort of
mountable barrier to deter this or at minimum discourage parking there. I

6. All utility easements shall be sho\vn on the rectified site plan and landscaping :1

drawings so that we may determine \vhich trees may interfere with utilities. In
general, palm trees will be the only tree species allowed within utility i
easements. Canopy trees may be planted outside of the easement so that roots
and branches will not impact those utilities \vithin the easement in the
foreseeable future, LDR Sec. 7,5-18,1 give public utilities the authority to
remove any trees that interfere with utility services, either in utility easements
or public rights-of-way.
7. Palm Beach County Health Department permits will be required for the water
and sewer systems servin!! this project (CODE Sec. 26-12).
8. Fire flow calculations will be required demonstrating the City Code
requirement of 1,500 g.p.m. as stated in LDR Chap, 6, Art, IV, Sec. 16, or the
fire flow requirement imposed by insurance undenvriters, whichever is
greater (see CODE Sec. 26-16(a)).
9. CODE Sec. 26-34(E) requires that a capacity reservation fee be paid for this
project either upon the request for the Department's signature on the Health
Department application forms or within 30 days of site plan approval,
whichever occurs first. This fee \vill be determined based upon final meter
size, or expected demand,
10. Comprehensive Plan Policy 3.C.3.4. requires the conservation of potable
water. City water may not, therefore, be used for irrigation where other
sources are readily available. Please indicate where your irrigation water
source is located.
11. Provide an engineer's written certification that drainage will conform to all
rules of the City and the South Florida \Vater Management District
(SFWMD) (per LDR Chap. 4, Sec. 7F).

12. Water and sewer lines to be owned and operated by the City shall be included
within utility easements. Please show all proposed easements on the overall
site plan and landscape dra\vings. as well as the engineering drawings, using a
minimum width of 12 feet. The easements shall be dedicated via separate
instrument to the City as stated in CODE Sec, 26-33(a).
13. This office \vill not require surety for installation of the water and sewer
utilities, on condition that the systems be fully completed, and given to the
City Utilities Department prior to the permanent meter(s) being set. Note that
setting of the permanent \vater meter(s) is a prerequisite to obtaining the II
Certificate of Occupancy (from the city).

14. LDR Chap. 6, Art. IV, Sec. 16 requires that all points on each building will
be within 200 feet of an existing or proposed fire hydrant. Plan sheet C-5
does not. Please demonstrate that the plan meets this condition, by showing
all hydrants; indicate any buildinlr sprinkler system to be installed.
15. The 8-inch water main feed from the l2-inch main along the south side of
Hypoluxo Road to the 8-inch loop system around the school building is
insufficient to support the 1,500 g,p.m. fire protection flow requirement.
Either: i
a) Increase the water main feed line shmvn to 10 inches, or
b) Add an additional 8-inch \vater main feed line as an extension of the \vest
side of the building loop back to the l2-inch main along the south side of
Hypoluxo Road. This additional feed line will cross under the parking ;1
area and traverse under the stormwater dry retention area to the \vest of ,
the main driveway entrance.
16. The design consultant should consider extending the l2-inch water main
along the south side ofHypoluxo Road eastward from the east property line to
connect with the main supporting the Meado\vs Plaza; this \vill provide better
fire flow protection to the school facility. It is highly recommended that the
design consultant meet with the Department to review the existing utility I
support structure to resolve any shortcomings.
17. Appropriate backflow pre venters will be required on the domestic water
service to the building, and the fire sprinkler line if there is one, in accordance
with CODE Sec. 26-207.
18. Plan sheet C-5 reflects the sanitary collection system connecting into an
existing manhole in the Nautica Sound subdivision. Please demonstrate that
the Nautica Sound subdivision collection system has the capacity to handle
the loading from the school facility without an upgrade to its lift station
supporting that area of the existinlr development. ;
19. Vertical separation indications are nmv required between water mains and
storm drainage in addition to the typical \vater-se\ver indicators (Palm Beach
County Health Department), Please indicate the other clearance distances
accordingly.
20. A Certificate of Occupancy (CO) for this project shall not be issued until this
Department has approved the "as-built" plans for the water and sewer
improvements required to provide service to this project. in accordance \vith

14. Identify on the site plan drawing the actual distance that the building is set back from the north,
east, south and west property lines. Please note that overhangs, covered walkways, canopies,
awnings or other appurtenances that are attached to the building shall be considered when
identifying building setbacks. Therefore, identify on the plans the width of the proposed
overhangs, covered walkways, canopies, awnings, and/or other roofed areas that extend out beyond
the main walls of the building. The building setbacks shall comply with setback regulations
specified in the Zoning Code. Identify whether the area located on the ~ side ofthe
building is covered. Also, indicate the use of the area.
15. To properly determine the impact fees that will be assessed for the building, the applicant shall
~ provide the following information to the Palm Beach County Impact Fee Coordinator at 100

grade. The location and height of the fence shall comply with the fence regulations specified in the

Our engineering review will be preceded by our review on behalf of the Department of Public Works.
Therefore, we offer the following comments on the above noted project:
PUBLIC WORKS
A. Contact the City's Public Works Department regarding both sets of gates (dumpster & security) being
open on dumpster pick-up days. Clarify if proposed 18' x 18' enclosure is sufficiently wide enough
for truck access.
ENGINEERING
1. Require all storm grates in asphalt to be bicycle-proof.
2. Extend the six inch, thermoplastic lane delineator line in the egress driveway back to the tangency
point of the loop road and add additional directional arrows. This will provide earlier notice for traffic
to enter the appropriate lane.
3. Add a one-way arrow sign in the median across from the east egress driveway.
4. Provide a striped crosswalk thru the east driveway the same as the west driveway (along Hypoluxo
Road) to delineate both the pedestrian and bicycle path for children.

We offer the following comments on the above noted project:
GENERAL COMMENTS
1) All utility easements shall be shown on the rectified site plan and landscaping drawings so
that we may determine which trees may interfere with utilities. In general, palm trees will
be the only tree species allowed within utility easements. Canopy trees may be planted
outside of the easement so that roots and branches will not impact those utilities within the
easement in the foreseeable future. LDR Sec. 7.5-18.1 give public utilities the authority to
remove any trees that interfere with utility services, either in utility easements or public
rights-of-way.
2) Palm Beach County Health Department permits will be required for the water and sewer
systems serving this project (CODE Sec. 26-12).
3) Fire flow calculations will be required demonstrating the City Code requirement of 1,500
gpm as stated in LDR Chap. 6, Art. IV, Sec. 16, or the fire flow requirement imposed by
insurance underwriters, whichever is greater (see CODE Sec. 26-16(a)).
4) CODE Sec. 26-34(E) requires that a capacity reservation fee be paid for this project either
upon the request for the Department's signature on the Health Department application forms
or within 30 days of site plan approval, whichever occurs first. This fee will be determined
based upon final meter size, or expected demand.
5) Comprehensive Plan Policy 3.C.3.4. requires the conservation of potable water. City water
may not, therefore, be used for irrigation where other sources are readily available. Please
indicate where your irrigation water source is located.
6) Provide an engineer's written certification that drainage will conform to all rules of the City
and the South Florida Water Management District (SFWMD) (per LDR Chap. 4, Sec. 7F).

SPECIFIC CONDITIONS
1. Water and sewer lines to be owned and operated by the City shall be included within utility
easements. Please show all proposed easements on the overall site plan and landscape
drawings, as well as the engineering drawings, using a minimum width of 12 feet. The
easements shall be dedicated via separate instrument to the City as stated in CODE Sec. 26-
33(a).
2. This office will not require surety for installation of the water and sewer utilities, on
condition that the systems be fully completed, and given to the City Utilities Department
prior to the permanent meter(s) being set. Note that setting ofthe permanent water meter(s)
is a prerequisite to obtaining the Certificate of Occupancy (from the city).
3. LDR Chap. 6, Art. IV, Sec. 16 requires that all points on each building will be within 200
feet of an existing or proposed fire hydrant. Plan sheet C-5 does not. Please demonstrate
that the plan meets this condition, by showing all hydrants; indicate any building sprinkler
system to be installed.
4. The 8-inch water main feed from the 12-inch main along the south side of Hypoluxo Road
to the 8-inch loop system around the school building is insufficient to support the 1,500 gpm
fire protection flow requirement. Either:
a. Increase the water main feed line shown to 10 inches, or
b. Add an additional 8-inch water main feed line as an extension of the west side of the
building loop back to the 12-inch main along the south side of Hypoluxo Road. This
additional feed line will cross under the parking area and traverse under the
stormwater dry retention area to the west ofthe main driveway entrance.
5. The design consultant should consider extending the 12-inch water main along the south
side of Hypoluxo Road eastward from the east property line to connect with the main
supporting the Meadows Plaza; this will provide better fire flow protection to the school
facility. It is higWy recommended that the design consultant meet with the Department to
review the existing utility support structure to resolve any shortcomings.
6. Appropriate backflow preventers will be required on the domestic water service to the
building, and the fire sprinkler line if there is one, in accordance with CODE Sec. 26-207.
7. Plan sheet C-5 reflects the sanitary collection system connecting into an existing manhole in
the Nautica Sound subdivision. Please demonstrate that the Nautica Sound subdivision
collection system has the capacity to handle the loading from the school facility without an
upgrade to its lift station supporting that area of the existing development.
8. Vertical separation indications are now required between water mains and storm drainage in
addition to the typical water-sewer indicators (Palm Beach County Health Department).
Please indicate the other clearance distances accordingly.

9. A Certificate of Occupancy (CO) for this project shall not be issued until this Department has
approved the "as-built" plans for the water and sewer improvements required to provide service
this project, in accordance with CODE Sec. 26-15.
GENERAL PLAN REVIEW
A. Sheet C-I (Existing Topography Plan)
1. In the top of the survey plan, correct the spelling of the county benchmark from
"P AM" to read "PALM".
2. In the Survey Report, paragraph 3 indicates the vertical datum as "N.G.V.D.", but
does not indicate the year of the datum. Is it '29, '88, '93?
3. In the Survey Report, paragraph 5, a word needs to be added, 3rd line, as follows:
"encroachments have been located. . . "
4. In the Survey Report, paragraph 7, change the word "BOARD" to read
"DISTRICT".
5. In the General Notes, paragraph 2, change the word "OFF" to read "OF".
6. In the Notes, delete these notes entirely, as they are not applicable to this sheet.
B. Sheet C-2 (Overall Site Plan)
1. On the plan itself, add the missing swing gates to the arcs at the main entrance point;
the arcs look 'naked' without some connection.
2. Utility easements on the west and north sides ofthe building need to be identified.
3. In your note on the "Knox Box", correct the spelling of the word "with".
4. In the Project Data, in the Owner, change the word "BOARD" to read "DISTRICT".
C. Sheet C-3 (Site Plan - North) and Sheet C-5 (Utility Plan), the missing swing gates apply
here also.

2. The pedestrian crosswalk ing the entrance driveway should be relocated to the south to the property line. This
action will shorten the crossing aistance for pedestrians,
3, The "recirculation" road just east of the dry retention basin, connecting the ring road, should be disconnected from the
north ring road unless the District has a specific use for this that is not apparent on the plan. I am concerned that a
conflict point will occur on the north ring road with vehicles turning off Hypoluxo and travelling at a relatively high rate of
speed past the recirculation driveway. In addition, motorists will likely choose to travel this recirculation road in the
morning causing conflict and congestion in front of the school where the drop off is located. This is not desirable.
4. Because of the width of pavement north of the handicapped parking spaces, I am concerned that cars will queue in this
location for pick ups and drop offs. This will cause congestion and confusion and may block the use of handicapped
spaces. The architect/engineer may wish to consider some sort of mountable barrier to deter this or at minimum
discourage parking there,
I recognize that my comments are likely not based upon local codes, etc. However, I am hopeful that my comments will be
forwarded to the District for their review. I believe my concerns to be valid and further believe that my recommendations
will enhance safety for the children at the school.

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments or e-mail to Blythe Williamson and I no
later than 5:00 P.M. on December 20. 2000. When preparing your comments, please separate
them into two categories; code deficiencies with code sections referenced and recommendations
that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be requested by the
reviewer by contacting Lusia Galav, or myself,
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4. Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with

other departmental improvements.
5. When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name of
the appropriate TRC Member that is responsible for the review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me. The memorandum shall state that the plans are approved and that they
do not have any comments on the plans submitted for review and that they recommend the project
be forwarded through the approval process.
All comments shall be typed, addressed and transmitted or e-mailed to Blythe Williamson and I for
distribution to the applicant. Please include the name and phone number of the reviewer on this
memorandum or e-mail. Lusia Galav will be the Planning and Zoning staff member coordinating the review
of the project. First review comments will be transmitted to the applicant along with a list of Technical
Review Committee (TRC) members.
