Site Characteristics: This flag-shaped PCD site is currently developed as an 18,530 square foot commercial center on 3.63 acres. The commercial center consists of three buildings and related parking facilities. The 0.727 acre vacant outparcel which is the subject of this application is located in the northeast corner of the PCD next to the combination Amoco/McDonalds business zoned C-3. The area is landscaped with grass and has a shrub hedge buffer located along the east boundary. The outparcel also contains a paved entrance drive which connects to Woolbright Road. All other existing buildings and required landscape features have been constructed. Proposal: The developer proposes to construct one 3,000 square foot building consisting of two (2) 1,500 square foot retail bays on a 0.727 acre outparcel (see Exhibit "B" - Proposed Site Plan). This application is being accompanied by the prerequisite request for a master plan modification to allow for the additional square footage on the currently approved master plan. Furthermore, due to the dimensional restrictions on the out-parcel, the applicant is , requesting one variance. The variance will reduce the required PCD side setback from 30 feet to 12.5 feet along the east side of the site. Please refer to Memorandum No. PZ 00-316 for the review of the master plan modification and Revised Memorandum No, PZ 00-258 for the review of the variance request. Page 2 Boynton Shop pes - Site Plan Review Staff Report - Revised Memorandum No. PZ 00-272 Concurrency: a. Traffic- A revised traffic statement for this project was submitted and approved by the Palm Beach County Traffic Division. b. Drainage- Conceptual drainage information was provided for the City's review. The City's concurrency ordinance requires drainage certification at time of site plan approval. The Engineering Division is recommending that the review of specific drainage solutions be deferred until time of permit review, when more complete engineering documents are required. Driveways: On-site traffic circulation for the commercial center consists of two (2) existing, two-way driveways. One entry drive is 30 feet wide and provides access to Congress Avenue. The other driveway is 27 feet wide and provides access to Woolbright Road. This driveway is located on the outparcel just west of the proposed building, The site plan indicates that this driveway will be handling 735 trips per day. The driveway design meets the requirements of Land Development Regulations Chapter 23. Parking Facility: The site plan indicates the proposed number of parking spaces for the entire commercial center as 125 spaces including six (6) handicapped spaces. A total of 109 spaces are required per code including the 15 spaces for the proposed outparcel development. The outparcel parking spaces are calculated based on the ratio of one (1) space per 200 square feet for the retail bays. Landscaping: The landscaping of the site will fully meet code requirements when staff comments are incorporated. Building and Site: Building and site regulations will be fully met when staff comments are incorporated into the permit drawings. Community Design: The proposed building is a simple, contemporary style, square-shaped, one-story structure. The building fa<;ades are enhanced with decorative columns including awnings over the entrance doors facing Woolbright Road. The building design is compatible with the established architectural character of the existing buildings in the PCD. The PCD is automotive-oriented and a fast-food restaurant is located adjacent to the subject site. The required landscape buffers have been installed throughout and will meet the code. Signage: The applicant has not submitted site signage as part of this review. The Boynton Shoppes PCD has an approved master sign plan. All proposed signs must be consistent with the approved master sign plan. Approval of signs contrary to the sign program will require a separate submittal and approval process. "The proposed finish floor elevation of _' _ NGVD is above the highest 100- year base flood elevation applicable to the building site, as determined by the South Florida Water Management District's surface water management construction development regulations." Correct the inconsistencies with respect to the finish floor elevation. The civil drawings indicate a different elevation than the site pan and floor plan drawing. [Section 3107.1.2, Chapter 31 of the Boynton Beach amendments to the 1997 edition of the Standard Building Code] 2. Permits are required to construct the improvements that are shown on the approved site plan. Permit application forms are available in the Building Division ofthe Development Department. A permit submittal checklist is available in the Building Division. The list identifies the basic documents that the Plans Analyst checks for when an applicant submits for permit review. 3. At time of permit review, provide detailed drawings and documentation on the plans that will verify the accessible route that is shown from the accessible parking spaces to the accessible building entrances is in compliance with the regulations of the Florida Accessibility Code for Building Construction. The documentation shall include, but not be limited to, identifying the type of material proposed for the route, type of surface finish, width, cross slope, slope and length of the entire accessible route including, where applicable, landings, ramps and handrails. 4. At time of permit review, specify (in tabular form) on the site plan and/or floor plan the proposed use of the facility, type of construction and occupancy classification of the building. The building area, occupancy classification and type of construction shall comply with the specifications identified in the 1997 edition of the Standard Building Code, including the City of Boynton Beach amendments to the Standard Building Code. David Kelley, Jr., PE/PSM, Utility Engineer ~ TO: FROM: DATE: July 28, 2000 - Updated Review August 18. 2000 RE: BOYNTON SHOPPES - 1 ST REVIEW NWSP 00-013 Subsequent to our initial July 28, 2000, review of this project, the applicant's representative communicated with this office to identify that the plan sheet titled "Schematic Engineering" was intended to be the concept utility plan. Based upon this identification, we offer the following plan review comments on the above noted project: GENERAL COMMENTS 1) All utility easements shall be shown on the rectified site plan and landscaping drawings so that we may determine which trees may interfere with utilities. Current landscape plan indicates a new laurel oak and an existing mahogany tree within 5 feet of the proposed water service lateral, and a mahogany tree on top of the sanitary lateral. In general, palm trees will be the only tree species allowed within utility easements or adjacent to service laterals. Canopy trees may be planted outside of the easement so that roots and branches will not impact those utilities within the easement or service laterals in the foreseeable future. LDR Sec. 7.5-18.1 give public utilities the authority to remove any trees that interfere with utility services, either in utility easements or public rights-of-way. 2) Palm Beach County Health Department permits may be required for the water and sewer systems serving this project (CODE Sec. 26-12). 3) Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g.p.m. as stated in LDR Chap. 6, Art. IV, Sec. 16, or the requirement imposed by insurance underwriters, whichever is greater (see CODE Sec. 26-16(a)). This generally requires a two-point source of water. Plan indicates a fire hydrant(?) at the northeast comer of the property. Please indicate the second hydrant location. 4) CODE Sec. 26-34(E) requires that a capacity reservation fee be paid for this project either upon the request for the Department's signature on the Health Department application forms or within 30 days of site plan approval, whichever occurs first. This fee will be determined based upon final meter size, or expected demand. Department of Utilities Memo Nc J-165 A (Memo No. 00-165 Revised) Re: Boynton Shoppes 1 st Review August 18, 2000 Page Two 5) Comprehensive Plan Policy 3.C.3.4. requires the conservation of potable water. City water may not, therefore, be used for irrigation where other sources are readily available. Landscape Plan does not indicate source of irrigation water. 6) Consider raising the building finish floor to elevation 15.50 to better fit the selected site, and to enhance the surface stormwater drainage flow. Review of schematic elevations reflect some surface flowlines to be less than 0.32% slope. SPECIFIC CONDITIONS 1. Water and sewer lines to be owned and operated by the City shall be included within utility easements. Please show all proposed easements on the engineering drawings, using a minimum width of 12 feet. The easements shall be dedicated via separate instrument to the City as stated in CODE Sec. 26-33(a). Iflines sho\\>TI are representative of service laterals only, the sanitary lateral will require a PBCHD permit (see #2) above). 2. LDR Chap. 6, Art. IV, Sec. 16 requires that all points on each building will be within 200 feet of an existing or proposed fire hydrant. Please demonstrate that the plan meets this condition, by showing all hydrants (see #3) above). 3. Appropriate backflow preventers will be required on the domestic water service to the building, and the fire sprinkler line if there is one, in accordance with CODE Sec. 26-207. Plan states one; indicate where in the service lateral it will be placed. 4. Proposed building elevation plan indicates both businesses to be "retail" and "fast food". Show the location of the grease interceptor tank in the wastewater lateral. The waste stream from the "fast food" process must meet the City's pretreatment requirements. A sampling point must be provided to allow monitoring of this waste stream (refer to CODE Sec. 26-143, Sec. 26-147). 5. The wastewater (sanitary) lateral is shown under the dumpster pad; this is not permitted. Either relocate the sanitary lateral or the dumpster pad. 6. The tentative utility support to the proposed building lacks sufficient information to appropriately determine whether proper service is available. As such, this Department considers the plan incomplete. Applicant is advised to enhance the utility support plan prior to re-submittal. PAVEMENT NOTES A. In plan note #2, correct the word "yielding", and eliminate the phrase "FBV of 50 psi". FBV testing has not been in the FDOT vocabulary for the last 20 years. These permits include, but are not limited to the following: site lighting, paving, drainage, curbing, landscaping and irrigation. Permits required from other permitting agencies such as FDOT, PBC, SEWMD, DERM, LWDD, DEP and others, shall be included with the permit request. 2. Show the proposed locations of the following: a. Dumpster - Chapter 4, Section 7 B. b. Site Lighting - Chapter 4, Section 7 B. c. Off-street loading space (12' x 35'). Chapter 2, Section II J. 3. On the site and civil plans, add the following traffic control devices Chapter 4, Section 7B: a. Add a right turn only pavement arrow at the egress driveway and a corresponding post sign underneath the stop sign. Also show a one-way arrow sign in the median. b. Show a stop sign and bar at the egress aisle of the eight stall parking lot. c. Show double, yellow lane separation stripes at the entrance. d. Locate the HIC post sign in the HIC parking space. 4. Delete the first two parking spaces along the west property line to eliminate vehicular back-up into the east parking lot entrance. 5. On the site and civil plans, show the sidewalk at the same elevation as the HIC accessibility path with an accessible ramp up on both sides per the Florida Accessibility Code. 6. Correct the civil plan to reflect the sidewalks to the building shown on the site plan. 7. On the site and civil plans, show the location of the menu board for the drive-thru facility. 8. Due to the traffic speed along Woolbright Road, it is highly recommended that the ingress driveway be restriped to a 15' wide aisle for a more efficient transition to the site; the egress driveway would reduce to 12' wide. The drainage will conform with the city's land development regulations, and specifically, with Chapters 6 and 23. 10. Delete the word message, "Proposed Cross Access" on the site plan. 11. The 27' dimension from the west property line to the west side of the building is incorrect. Delete the callout or correct the number to read 54'. 12. The site is part of the P.C.D. parcel, which has its front setbacks along Congress Avenue. The 30' side setback call outs should reflect front and rear set backs. Submit a variance to reduce the rear setback from 40' to 17.5'. 13. The building elevations plan indicates both businesses to be "retail food". Revise the required parking calculations to reflect the uses shown. 14. If this addition to the P.C.D. will generate 3,000 single-direction vehicular trips per day or 250 single direction vehicular trips in a one hour period, then submit a traffic impact analysis to Palm Beach County Engineering with copies to the Planning Division and the Engineering Department. The applicant must acknowledge and address the below listed comments before the Building Division will recommend that the project be presented to the Board for their review. Add to the building that is depicted on the drawing titled site plan a labeled symbol that identifies the location of the handicap accessible entrance door to each tenant space of the proposed new building. 2. The building plans are not being reviewed for compliance with the applicable building codes. Therefore, add the words "Floor plan layout is conceptual" below the new drawing titled Floor Plan. Add to the floor plan drawing a labeled symbol that identifies the location of the handicap accessible entrance door to each tenant. The location of the doors shall match the location of the accessible entrance doors that are depicted on the site plan drawing. 3. The site plan shows that twenty-seven (27) parking spaces are being added to the site for the proposed new building. Therefore, two (2) handicap accessible spaces are required. Amend the drawings to show no less than the required number of accessible spaces. The quantity of the spaces shall be consistent with the regulations specified in the Florida Accessibility Code for Building Construction. The accessible parking spaces that serve a use shall be located on the shortest safely accessible route oftravel from adjacent parking to an accessible entrance. The Florida Accessibility Code for Building Construction states that buildings with multiple accessible entrances shall have accessible parking spaces dispersed and located closest to the accessible entrance. Add a labeled symbol to the site plan drawing that represents and delineates the path of travel for the accessible route that is required between the accessible parking spaces and the accessible entrance doors to each tenant space. The symbol shall start at the accessible parking spaces and terminate at the accessible entrance doors to the building. The symbol shall represent the location of the path of travel, not the location of the detectable warning or other pavement markings that are required to be installed along the path. The location of the accessible path shall not compel the user to travel in a drive/lane area that is located behind parked vehicles. Identify on the plan the width of the accessible route. (Note: The minimum width required by the code is forty-four (44) inches). Add text to the drawing that would indicate that the symbol represents the accessible route and the route is designed in compliance with Section 4.3 (Accessible Route) and 4.6 (Parking and Passenger Loading Zones) of the Florida Accessibility Code for Building Construction. Please note that at time of permit review the applicant shall provide detailed documentation on the plans that will verify that the accessible route is in compliance with the regulations specified in the Florida Accessibility Code for Building Construction. This documentation shall include, but not be limited to, providing finish grade elevations along the path of travel. 5. Identify within the site data the finish floor elevation (lowest floor elevation) that is proposed for the building. Verify that the proposed elevation is in compliance with regulations ofthe code by adding specifications to the site data that address the following issues [Section 3107.1.2, Chapter 31 of the Boynton Beach amendments to the 1997 edition of the Standard Building Code]: a) The design professional-of-record for the project shall add the following text to the site data, "The proposed finish floor elevation _' _ NGVD is above the highest 100- year base flood elevation applicable to the building site, as determined by the South Florida Water Management District's surface water management construction development regulations." b) From the FIRM map, identify in the site data the title of the flood zone that the building is located within. Where applicable, specify the base flood elevation. If there is no base flood elevation, indicate that on the plans. c) Identify the floor elevation that the design professional has established for the building within the footprint of the building that is shown on the drawings titled site plan, floor plan and paving/ drainage (civil plans). 6. On the drawing titled site plan, identify and label the symbol that represents the property line. On all floor plan drawings, indicate within the footprint of the building the number of stories that are in the building including, where applicable, mezzanines. 9. The plans are inconsistent with respect to identifying the use ofthe facility. The site plan drawing indicates the use ofthe two tenant spaces as Retail and Fast Food w/drive through and the floor plan indicates Retail/Food for both tenant spaces. Correct the plans accordingly. 10. Identify on the site plan drawing the actual distance that the building is set back from the south and west property lines. Please note that overhangs, covered walkways, canopies, awnings or other appurtenances that are attached to the building shall be considered when identifying building setbacks. Therefore, identify the width of the proposed awnings that extend out beyond the main walls of the building as shown on the elevation view drawings. The building setbacks shall comply with setback regulations specified in the Zoning Code. 11. At time of permit review, submit signed and sealed working drawings of the proposed construction. 12. To properly determine the impact fees that will be assessed for the project, identify on the site plan if the restaurant is a high quality, eat-in high turn over, or fast food with drive- through type of restaurant. Also, identify on the site plan and floor plan drawing the number of seats for each tenant space. Add to the site plan the total number of seats provided for both tenants. On the floor plan, show and chronologically number all seats. 13. Add to all plan view drawings of the site a labeled symbol that represents the location and perimeter of the limits of construction proposed with the subject request.
