This site can not receive a CO Final until they have a hydrant flow test done. We have
no record of this happening. Normally this is done prior to Site plan approval. How they
got where they are to this point, i.e., above grade construction without a hydrant on site
(it was installed), no flow test to show the water availability; I don't know.

We offer the following comments on this project:
GENERAL COMMENTS
1) All utilities easements shall be shown on the rectified landscaping drawings so that we may
determine which trees may interfere with utilities. In general, palm trees will be the only
tree species allowed within utilities easements. Canopy trees may be planted outside of the
easement so that roots and branches will not impact those utilities within the easement in
the foreseeable future. LDR Sec. 7.5-18.1 gives public utilities the authority to remove any
trees that interfere with utility services, either in utility easements or public rights-of-way.
2) Department of Health permits may be required for the water and sewer system extensions
serving this project. (Sec. 26-12)
3) Fire flow calculations will be required demonstrating the City Code requirement of 1500
g.p.m. as stated in LDR chap. 6, Art. , Sec. 16, or the requirement imposed by insurance
underwriters, whichever is greater. (see Sec. 26-16(a)). Please submit these calculations
with your Health Department permit application and plans.
4) Sec. 26-34(E) of the City Code requires that a capacity reservation fee be paid for this
project either upon my request for signature on the Health Department application forms or
within 30 days of site plan approval, whichever occurs first. This fee will be determined
based upon final meter size, or expected demand.
SPECIFIC CONDITIONS
1) Water and sewer lines to be owned and operated by the City shall be included within
utilities easements. Please show all existing or proposed easements on the engineering
drawings, using a minimum width of 12 feet. The easements shall be dedicated via separate
instrument to the City as stated in Sec. 26-33(a) of the Code.
2) LDR chap. 6, Article IV, Sec. 16 requires that all points on each building will be within
200 feet of an existing or proposed fire hydrant. Please demonstrate that the plan meets
this condition, by showing all appropriate hydrants on the site plan.
3) The means of supplying water (including fire protection) and sewer service to the building
are not clear. Please indicate on the plans how the building will be served, including an
engineering justification for the size of meter and sewage lift station. It is likely that an
off-site water main extension will be required.
4) Appropriate backflow preventers will be required on the domestic water service to the
building, and the fire sprinkler line if there is one, in accordance with Sec. 26-207.
5) A building permit for this project shall not be issued until this office has approved the
plans for the water and/or sewer improvements serving the project. (Sec. 26-15)

permit review the actual setback dimensions from the property line to the leading edge of all sides
of the building and/or canopies.
5. Following site plan approval. add to the site plan or paving and drainage drawing that are required
to be submitted for permit review a detailed drawing of the proposed accessibility curb cuts that are
identitied on the site plan and, where applicable, provide detail drawings of the accessibility ramps.
The accessibility route depicted on the permit plans shall be in compliance with the Accessibility
Code for Building Construction.

1. Identify the clear sight triangles as specified in D.O.T. Index 546 for both proposed driveways.
2. Add a note to the landscape plan regarding cross visibility within the clear sight triangles as
specified in LDR Chapter 7.5, Article II. Section 5.H
3. On the paving and drainage plan show all markings, signage and striping including right turn only
signs, right turn arrows and one way arrow signs within the Woolbright and Congress Avenue
medians. [LDR Chapter 4, Section 7.8.2.]
4. All changes to each and every plan drawing shall be retlected on every other plan drawing where
appropriate.
5. Remove the 6" raised curb extending southward along the east side of the ATM lane and stripe the
area to delineate the lane. Curb acts as a contlict with garbage truck pickup and vehicles backing
out from angle parking.
6. If Congress A venue driveway variance is approved, approval by Palm Beach County Traffic
Engineering and Lake Worth Drainage District shall be required.
7. Remove the asphalt "temporary existing paved access drive" and sod and irrigate all of Phase Two.
8. Provide written response from L WDD regarding removal of existing outfalls into lateral Canal 26
prior to permitting.
9. If the variance is approved for the driveway onto Congress Avenue and if ingress traffic is allowed
eastward to Phase Two, then the following modifications shall be required:
a. Extend the second and fourth concrete median islands delineating the drive-thru area out to a
point in line with the eastward extension of the north curb line of the building
b. Add stop signs at the ends of the extended medians and at the north end of the angled parking
area.
c. Install a two foot thermoplastic white stop bar at the end of the two median islands from the
first drive-thru aisle eastward to the curbed island at the north end of the angled parking area
(next to the 3rd stop sign referenced in item b.).

The purpose of the above modifications is to provide a safe and efficient flow of traffic throughout
the site for the public. [LDR Chapter 23, Article I, Section 1.]
10. Obtain variance for driveway on Congress Avenue to allow for a driveway distance of 128 ft. from
intersecting right-of-ways. [LDR Chapter 23, Article II, H.3.]
II. Provide traffic control devices at northeast drive to Phase II (18" X 18" "End of Road" markers).

12. All plans submitted for specific permits shall meet the city's code requirements at time of
application. These permits include, but are not limited to the following: site lighting, paving,
drainage, curbing, landscaping and irrigation. Permits required from other permitting agencies,
such as FDOT, PBC, SFWMD, DERM, LWDD, DEP and any others, shall be included with your
permit request
13. Provide Palm Beach County permits for driveways to Woolbright Road and Congress Avenue.
Recommendations/C omments
1. Close the existing easternmost driveway at Woolbright Road.
2. Locate the handicap access path from the Congress Avenue sidewalk in alignment with the
accessible path next to the proposed handicap stall - shortest path to the front entrance.

WOOLBRIGHT FIDELITY FEDERAL
TRAFFIC IMPACT ANALYSIS
Introduction
Troutman Consulting, Inc. has been retained to conduct a traffic impact analysis for a
proposed commercial development in the City of Boynton Beach. The purpose of this study
is to determine if the proposed development meets the requirements of Article 15, Traffic
Performance Standards, of the Palm Beach County Unified Land Development Code
(ULDC).
Site Data
The site is located in the northeast quadrant of the Woolbright Road / Congress Avenue
intersection as shown on Exhibit 1. Existing on-site is a vacant 2,230 SF drive-in bank that
had been operational within the last 5 years. It is proposed to demolish the existing building
and develop a 4,200 SF drive-in bank and a 10,000 SF office building. Access to the
proposed development will be via two (2) driveway connections to Woolbright Road and one
(1) driveway connection to Congress Avenue. Year 2001 conditions were examined for this
analysis.
Existing (1997/98) Traffic Conditions
Exhibit 2 provides the 1997/98 annual average daily traffic (MDn volumes for the
surrounding roadway network as compiled by the Metropolitan Planning Organization (MPO)
of Palm Beach County. Peak hour traffic volumes were determined by applying a 'K' factor
of 9.3% to the MDT volumes. These volumes are also shown on Exhibit 2 along with
roadway lanes, levels of service (LOS) and the adopted LOS D service volumes.

Project Traffic
Trip Generation
Daily trip generation rates and pass-by rates for the proposed drive-in bank and office
building were obtained from Section 10.8, Fair Share Road Impact Fees, of the Palm
Beach County U LOC. Peak hour trip generation rates were obtained from the
Institute of Transportation Engineers (lTE), Trip Generation, 5th and 6th Editions.
Exhibits 3A, 3 Band 3C provide the daily, AM and PM peak hour trip generation data
respectively for the proposed development For Traffic Performance Standards
purposes, based on the net daily trip generation of 498, the Test 1 radius of
development influence for the proposed development is one-half mile and the Test 2
radius is the directly-accessed link.
Trip Distribution and Assignment
A directional distribution was developed based on land use patterns and existing
travel patterns. Exhibit 4 shows the assignment of daily and peak hour project traffic
as well as the project impact percentage (% of daily adopted service volume).
Future Traffic Conditions
Roadway Improvements
No roadways within the study area radius are scheduled for construction based on a
review of the adopted roadway improvement programs.
Background Traffic
Historic growth trends and Major Project traffic must be analyzed in the projection of
future background traffic volumes. Historic growth data is provided on Exhibit 5 for
the surrounding roadway links. Major Project data, compiled by Palm Beach County,
was reviewed. No Major Project was identified that is projected to have a 10%
impact on the study area roadways within the analysis time frame of the proposed
development Therefore, per the Traffic Performance Standards, no background
traffic in addition to historic growth is required to be included in future background
traffic projections.

Traffic Performance Standards Analysis
Test 1 (Link Test)
This first test of the Traffic Performance Standards examines if any roadway links,
required to be analyzed, are projected to operate below adopted level of service
standards on an average daily and average peak hour basis. Exhibits 6A, 6B and 6C
show future daily, AM and PM peak hour traffic conditions respectively for the
analyzed roadway links.
All roadway links required to be analyzed are projected to operate above the
adopted Test 1 level of service standards by Year 2001. Therefore, the requirements
of Test 1 are met
Test 2 (Model Test)
The second test examines traffic conditions based on model projections that are
developed and maintained by Palm Beach County. This Test 2 model shows that the
directly-accessed links of Congress Avenue and Woolbright Road are not deficient
links. Therefore, the requirements of Test 2 are met
Intersection Analysis
Major intersections for which a proposed development adds more than 10% of the
total traffic on any link connecting a major intersection are required to be analyzed.
No major intersections meet this requirement based on the proposed development's
impact
Driveway Volumes
AM and PM peak hour project driveway volumes are provided on Exhibit 7.
Conclusions
This analysis shows that the proposed development meets all of the requirements of the
Traffic Performance Standards of Palm Beach County.
