The Study was performed in conformance with Section 15. (1) E of the Palm Beach County Land Development Code. The Development Site is "about 8.3 acres and located in the southeast quadrant of the Lawrence Road and Hypoluxo Road intersection. Figure 1 depicts the general location of the site. This was the former location of the Living Color Nursery Retail and wholesale garden center until December of 1989. The proposed site modifications consist of the followings type and gross floor area of building space: . 15,560 Square Feet (S.P.) of general retail . 2,940 S.P. Convenience Store with Gas Pumps . 3,800 S.F. of bank with drive-through . 7,200 S.F. of fast food restaurant with drive-through Site access will be by driveway connections with Lawrence and Hypoluxo Road. STUDY OBJECTIVE These Standards require development to meet two "tests". Test 1, Link Buildout Test, requires that total traffic on any roadway link within the project's radius of Development Influence that would result in an average annual daily traffic volume that is less than the adopted threshold level of service during the buildout period of the project. (solines of Development Influences for Tests 1 and 2. Existing Conditions Existing traffic counts were obtained from the Palm Beach County Metropolitan Planning Organization for 1996-97. Figure 3 shows the available traffic counts for the roads within study area. The existing number of lanes for the roads was also obtained from the Palm Beach County Metropolitan planning Organization and is presented in Figure 4. Future Roadway Improvements Palm Beach County "Five Year Road Program" and Florida Department of Transportation "Transportation Improvement Program" were the sources for the funded roadway improvements assured for construction. Lawrence Road is included in the County's Budget for construction in FY 97/87. This improvement is a 2.0 mile upgrade to a 5-lane typical cross-section from Gateway Boulevard to Hypoluxo Road. Gateway Boulevard is to be upgraded to 6-lanes between Military Trail and Congress A venue. Congress Avenue is to be upgraded to 6-lanes between Miner Road and Hypoluxo Road. Development Access Development access will be driveways connecting to Hypoluxo Road and Lawrence Road. Hypoluxo Road at Lawrence Road location is a four lane divided arterial with exclusive left-turn and exclusive right-turn lanes. Lawrence Road northbound direction, south approach, consists of a single left-turn lane and a through and shared right-turn lane. The southbound direction, north approach, consists of one through lane and exclusive left and right-turn lanes. Lawrence Road is asserted for construction as a 5-lane roadway that is four travel lanes and a two-way-Ieft-turn lane. Background Traffic Background traffic growth was calculated using the mSTORICAL TRAFFIC GROWTH TABLES of the County Engineer. Table 1 contains a portion of the County Tables for road segments within the 3-mile isoline of development influence. The Map review was to infer if any major roadway project would induce any diversion of traffic to new routes. No major projects were found which would make any significant changes. Figure 5 is a roadway network map annotated with the total background traffic. The background traffic is for the period of mid-1998 to mid-1999, that is 1998-1999. This is the estimate of the market absorption for the proposed development. Background Traffic Volumes for Major Roads Within Influence Area. 9 Project Traffic Distribution and Assignment Distribution of project trips came from proportioning trips by using the Palm Beach County Metropolitan Planning Organization's socioeconomic data. The socioeconomic data are available through the "ZDATAl files" of the Urban Area's Transportation Models for all zones within the study area. The generation files include all single and multi family development within the study area. Residentialland use was the basis for distribution of trips. The following distribution was obtained: TRIPS DISTRIBUTION DIRECTION North South East West PERCENTAGE 27% 33% 24% 16% The assignment of site traffic was performed assuming the minimum travel time that drivers would more frequently favor in their route solution. Figure 6 reports the assigned project to the area's roadways. Four access driveways are proposed. Three will be limited to right entry and exit: one intersection with Lawrence Road and two intersections with Hypoluxo Road. The fourth driveway will be the eastern most entry and exit access point and will have full access. That is, the intersection will have an eastbound right turn lane and a westbound median left turn lane and the exiting vehicles may turn left to go west on Hypoluxo Road. The traffic volume using the driveways by direction are related to the trip distribution are related to the trip distribution and site circulation. Twenty percent (20%) of the development entering traffic will likely use the westbound left turn lane for entry, that is 80 vph during the AM peak hour and 70 vph during the afternoon peak hour. During the PM peak hour the median opening would serve 110 vph development generated eastbound-to-westbound "U-turn" and 48 vph outbound "Left-Turns." Future Traffic Figure 7 contains the total 1999 traffic volume for the development. The total traffic volumes are the summation of the assigned project traffic, the projected 1999 background traffic growth, and the existing 1996-1997 traffic volume. The future traffic volumes were the basis for determining the level of service. I I 12 Level of Service A1Ullysis The traffic analysis must demonstrate compliance with the standards contained in Section 15. (I) D, subsection 2 (A) and (B). the Palm Beach Traffic Performance Standards. The Standards consist of complying with the adopted level of service for Test 1 or Alternative Test 1 and Test 2. The following details the analyses for each tests. Test 1 - UNKlBuildout Test The following segments within the 3 mile area of development of influence exceed the allowable level of service for Test 1: . Lantana Road from Military Trail to Congress Avenue . Hypoluxo Road from Lawrence Road to Congress Avenue . Congress Avenue from Hypoluxo Road to Melaleuca Lane However, the project traffic for Congress Avenue, 166 vehicles per day, does not exceed the allowable 1/5 of 5% tolerance which is 311 vehicles per day. The Lantana Road and Hypoluxo Road segments fail Test 1 and the project traffic is more than the allowable 1/5 of 5% rule. Alternate Test 1 was analyzed for these segments to determine if improvements are needed because of the project traffic. Alternate Test 1 Alternate Test 1 can be satisfied if peak hour, peak season, peak direction volume does not exceed the allowable level of service listed for the peak hour directional volumes for urbanized areas in Table 5-1, Class la and 16 and Group 1 of the FDOT Level of Service Manual, (August 1995) and the intersection's critical volumes do not exceed 1400 vehicles as outlined in the Highway Capacity Manual, planning analysis method. The peak hour, peak season, peak direction volumes for the failed links were analyzed for existing and future conditions. The peak season traffic counts for Lantana Road east of Military Trail and Hypoluxo Road from Lawrence Road to Congress A venue are included in Appendix A. The peak to daily ratio (KPm = 9.1 % and Kam = 8.2%) and directional factors for the morning (64% eastbound) and evening (60% wetbound) peak hours were applied to the existing average daily traffic count information from the Metropolitan Planning Organization and the future volumes. The future volume is the sum of the project traffic and background traffic. Therefore, the link capacity requirements for Lantana Road and Hypoluxo Road are satisfied. Peak hour turning movement counts were factored to the future for the intersections of Lantana RoadlMilitary Trail, Lantana Road/Congress Avenue, Hypoluxo Road at Lawrence Road, and Hypoluxo Road Congress Avenue. This analysis uses the assured construction for the Congress Avenue improvement. The intersection of Lantana Road and Congress Avenue currently operates in the P.M. Peak Hour with the sum of critical movement exceeding 1400 vehicles. The project adds at total of 31 vehicles to the intersection which has an incoming P.M. volume of 1411 vehicles. Given the lane arrangement, the project adds 3 vehicles to the sum of critical movements. The Lantana Road segment from Congress A venue to Military Trail and Hypoluxo Road from Lawrence Road to Congress A venue will meet Alternate Test 1 for future conditions. Test 2 - Model Test The analysis consists of obtaining the project's net trips as projected in the trip generation section and utilizing the net trips to obtain the model radius of development influence through Table 2B of the Palm Beach County Traffic Performance Standards. The total traffic differs from Test 1 and is defined as model traffic. Model traffic consists of forecasted traffic volume as assigned by the urban model on the future 2010 roadway network. Similar to Test 1, the Standards allow the level of service to be exceeded by 5% of level of service D provided no one project can utilize more than 1/5 of the 5%. From Table 2B of the code, the maximum radius of development influence for the generated 6,035 trips/day is 2 miles. Therefore, all roadway segments within 2 miles from the site need to be lower than Test 2's capacity. The Palm Beach County's List of Roadway Segments Failing Test 2 was reviewed and no roadway links fail Test #2 within 2 miles from the site. The proposed development passes Test #2. 15 CONCLUSIONS AND RECOMl\1ENDATIONS From performing Test 1, Alternate Test 1 and Test 2 the proposed development conforms with the Palm Beach County Traffic Performance Standards.
