RECOMMENDATION:
the Records of Palm Beach County, Florida. Tract "G" is a portion of the total 8.228 acre
Grove Plaza Replat. The site is predominately vegetated with a variety of weeds,
grasses and exotic nuisance tree and shrub species, Several large billboard signs
currently occupy the site. The site has not been cleared and was formerly occupied by a
landscape nursery.
Common area tract which accommodates the access drives, drainage and buffer wall
and landscaping for the Grove Plaza commercial/retail development. Landscaping
design for the remainder of the Master Plan will be done in conjunction with site plan
approval of each respective parcel.

The proposed common vehicular use area consists of two (2) 3D-foot wide drive aisles
providing access to Hypoluxo Road. A third, 48 foot wide driveway, located to the east
provides a continuous connection from Hypoluxo Road to Lawrence Road along the
south boundary of the parcel. This driveway pavement width narrows to 24 feet along
the southern portion, providing a 24 foot access drive to Lawrence Road. The other two
(2) driveways also connect to this 24 foot access drive.
Tract "G" does not include any parking area. Parking is provided on-site for each
individual parcel.
The landscaping of the common area tract will satisfy the residential buffer requirement
for Parcels A-F of the Master Plan for Grove Plaza and Tract "G" of the Grove Plaza
Replat. The landscaping for the buffer area labeled "Portion A" was previously approved
for the 7-Eleven gas station/ convenience store conditional use/site plan. The proposed
landscape plan will replace that plan, providing upgraded plant material and continuity
for the entire buffer area. The landscape plan meets all city applicable code
requirements, and is to include a cocoplum hedge and a variety of densely spaced tree
species (mostly native) such as Sweet Bay, Dahoon Holly, Cabbage Palm and Bald
Cypress. The proximity to the dry detention area ffits-a factor in~pecie\:,oleetien.

Attached please find the following plans which have been revised per the TRC
comments:
1. Site plan ( 12 prints)
2. Landscape plan (12 prints)
3. Recorded replat (for Mike Haig).
The first review comments and our responses are as follows:
FIRE DEPARTMENT
1. All access roads and hydrants will be required to be in place prior to above
grade construction.
No comment.
POLICE DEPARTMENT
2. There are not traffic control plans attached to these site plans to show traffic
control onto and or through the site.
The pavement marking and signage plans were part of the engineering plans that
were submitted and approved with the replat.
ENGINEERING DIVISION
3. Identify within the "20 ft. landscape easement" the 15 ft. dry detention area
and provide a dimensioned cross-section of the area including the buffer wall.
The detention area and the cross-section have been added to the site plan.
4. Provide a certification by the landscape architect that the proposed
landscaping will flourish within the 15 ft. dry detention area as shown on the
Grove Plaza Paving & Drainage Plans.
Per our discussion at the TRC meeting, the tree species have been changed to
those species that will be appropriate for the damp conditions in the detention area.
5. Show the catch basins within the landscape easement.
The catch basins have been added.
6. Locate the proposed light poles a minimum of eight feet off the edge of the
roadway to satisfy clear zone requirements or remove from plans and submit
as a separate permit.

Division of the Development Department. A permit submittal checklist is
available in the Building Division. The list identifies the basic documents that
the Plans Analyst checks for when an applicant submits for permit review.

9. Compliance with the Building Codes will be evaluated at time of permit review.

with me on the site parcel "A" to verify the comments on the sheet which
reads "this portion of the site previously approved: however, quality of
material originally scheduled for relocation to this area is deemed to be in
poor quality, therefore this new plan shall replace that plan."
The plan has been revised to clarify this.
11. The applicant is responsible to design and install landscaping/irrigation in the
Hypoluxo Road grassed medians abutting parcels A-F.
The design has been approved by Palm Beach County, and installation will be
completed prior to the issuance of the C. of O. for the first parcel, per the master
plan requirements.
12. The applicant must submit for a separate clearing and grubbing permit for one
or all of the parcels in reference to the existing tree survey.

Please find attached the first review comments for your project. To stay on the
current review schedule, please do the following steps listed below, and bring all
documents to the TRC meeting scheduled for January 11,2000.
1, Revise your plans incorporating all comments listed herein, including the addition
of notes on plans to confirm response to general statements/comments, and
bring 10 copies to the TRC review meeting (full sets including all pages originally
submitted);
2. Submit the additional information as requested within the attached comments;(
i.e. traffic analysis, engineering certification, etc.)
3, Prepare a written response (7 copies) consisting of a list briefly summarizing how
each comment has been addressed on the revised plans or with the
supplemental information including location on the plans (this promotes an
expeditious 2nd review by staff and your project representatives during the TRC
meeting); and
4. Submit reductions (8 ~ x 11) for the proposed site plan, elevations and

deviating from the original schedule are eligible for review at subsequent meetings,
which are held every Tuesday. To reschedule, contact JoAnn Alea by the Thursday
prior to the Tuesday TRC meeting that you desire to attend. The remainder of the
review schedule will be adjusted accordingly. If you have questions on the attached
comments, please contact the respective reviewer using the attached list of TRC
representatives.
If the plans are reasonably complete and all significant comments are addressed
following TRC (2nd review), the project is forwarded to the Planning and Development
Board meeting that falls approximately 2 to 3 weeks following the TRC meeting. An "*"
by any comment identifies a comment that must be addressed prior to moving forward to
the Planning and development board.
Note: Items recognized by staff as typically outstanding at this point include a traffic
report and/or confirmation of the traffic concurrency approval from Palm Beach
County, drainage certification by a licensed engineer, and colored elevations of

regarding the impact of billboards on the development of the Grove site, due to current
discussion regarding interpretation of an original County rezoning condition that requires the
removal of billboards prior to the issuance ofC.O.'s. However, I can reply that the City opposes
installation of the water service line within an easement that is directly dissected by existing
billboards.
