The Lake Worth Drainage District must object to the modifications to the
previously approved master plan until the following has been addressed.
1) The petitioner provides the District with the necessary right-of-way to
accommodate the existing piped L-18 and enter into a piping agreement with the District.
We must also add that the Lake Worth Drainage District cannot issue any permits,
drainage or otherwise until the above item have been resolved.

Attached is the amended master plan modification, 3rd submittal, for the above referenced project for your
final review and recommendation. Please review the amended plans and exhibits submittal to determine if
the plans have been adjusted to satisfy the comments previously made by your department.
If your comments have been satisfied or if your comments can be met at time of building permit,
please advise this office in writing. If your comments have not been met, please indicate this in
writing to my office.
Finally, include in your memorandum a recommendation as to whether the project should be forwarded to
the Planning and Development Board for consideration. Please return your memorandum and the
amended plans (Building Division shall keep their plans) to Planning and Zoning by 5:00 P.M. on
Wednesday, September 14,1998.
Due to additional staff time required to review resubmittal of the above-referenced plans, please
document in writing (under separate memo or speed memo) the cost of your additional review time
and return to me no later than 5:00 P.M. on September 14, 1998. The cost is to be computed as
follows:
Additional reviews will be billed to the applicant based on the hourly salary of
employees involved in the review, plus 35% for fringe benefits.

The following is a list of 1st review comments regarding the modification of the master
plan review of the plans for the above-referenced project.
MASTER PLAN REVIEW COMMENTS:
1. Architectural standards shall be submitted with the first site plan to be developed
within the shopping center.
2. In order to determine whether the access driveways are major or minor
thoroughfares, indicate at all exits of the internal vehicular the average daily trip
numbers and peak hour trip numbers. If the uses are unknown at this time, use the
"worst case scenario" for calculations. If any of the driveways are determined to be
major, provide a 100 feet "throat" in accordance with Chapter 23, Article II, Section
H.5 of the Land Development Regulations.
3. The proposed service station on the corner of Lawrence Road and Hypoluxo Road
does not meet the location standards, as Lawrence Road is not a four-I~me street.
No permits will be issued until Lawrence Road is widened to a minimum of four
lanes.

The Palm Beach County Traffic Division has reviewed the revised traffic
impact study, dated August 27, 1997, for the project entitled Grove
Plaza, pursuant to the Traffic Performance Standards in Article 15 of the
Palm Beach County Land Development Code. This is essentially the
same project that was reviewed in 1995, with some modified text
regarding the _entrances and exits. It uses the same plan of
development and the same 1994/95 traffic volumes.
There is nothinq in the study requiring a finding from the Traffic
Division. If you have any questions, please contact me at 684-4030.

(B thru F) are not acceptable to Public Works because of location and angles. This is a

This letter is response to your inquiry dated October 7, 1996 regarding right-of-way for the
L-18 canal.
The Lake Worth Drainage District will require the South 80 ft. of Section 7, Township 45S,
Range 43E adjacent to this parcel for the required right-of-way. We will, however, entertain a
request for the property owner to allow parking required by the City of Boynton Beach, within
the South 40 ft. per policy of the District.
This item must go before our Board of Supervisors for approval. In order to initiate this
procedure, a letter requesting to be placed on the Board's agenda must be presented at least
two weeks before the scheduled meeting.
You or your client must be prepared to present a survey showing the area in question
referenced to the section line and the existing/proposed Lake Worth Drainage District right-of-
way and parking encroachment.

We have reviewed the subject plans and recommend that the request be forwarded for Board
review with the understanding that all remaining comments will be shown in compliance on the
rectified master plan drawing:
Buildin2 Division (Site Specific Comments)
1. Add to the master plan drawing of Parcel A,B,C,D,E and F notes and symbols that
identi(y the location, width and type of material proposed for the accessible route that is
required from the accessible parking spaces to the accessible entrance to each building
and/or tenant space. [Florida Accessibility Code for Building Construction, Section 4.3
and 4.6]
2. Please note that the construction of the west wall of the building located on Parcel C will
be subject to the requirement of Table 600 of the Standard Building Code regarding
percent of openings and fire rating.
3. Identify on the master plan drawing with notes and symbols, the location of the phasing
lines referenced in General Note 6 found on the same sheet Also clarify, with a note
whether the phase lines represent property lines, what will be phased and indicate the time
frame for the phasing.
4. To ensure that the proper buffering is provided between the proposed commercial projects
and the existing development to the south it is recommended that no phasing be provided
for the installation of the improvements for Tract G. All improvements (landscaping,
irrigation, site lighting, buffer wall, driveways, traffic control signs, pavement markings,
paving and drainage) shall be installed within Tract G prior to the issuance of Certificate
of Occupancy for any building located within any of the platted parcels. If this
recommendation is approved omit general note number 6 and replace with the new note
regarding constructing improvements within tract G.

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments to the Director of Planning and Zoning
no later than 5:00 P.M. on November 10. 1997. When preparing your comments, please separate
them into two categories; code deficiencies with code sections referenced and
recommendations that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1. Use the review standards specified in Part III, Land Development Regulations, Chapter 3, Master
Plan Review and the applicable code sections of the Code of Ordinances to review and formulate
comments.
2. The documents submitted for the project were determined to be substantially complete, however,
if the data provided to meet the submittal requirements is insufficient to properly evaluate and
process the project based on the review standards or the documents show code deficiencies,
additional data and/or corrections should be requested by the reviewer by contacting Jerzy
Lewicki.
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4. Technical Review Committee member(s) shall identify in their comments when the plans depict or

6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to the Planning and Zoning Director. The memorandum shall state that the
plans are approved and that they do not have any comments on the plans submitted for review
and that they recommend the project be forwarded through the approval process.
All comments shall be typed, addressed and transmitted to the Director of the Planning and Zoning
Division for distribution to the applicant. Please include the name and phone number of the reviewer on
this memorandum. Jerzy Lewicki will be the Planning and Zoning staff member coordinating the review of
the project.
Planning and Zoning staff will send the applicant a cover letter which includes the comment(s) and

The following is a list of 1 st review comments regarding the modification of the master
plan review of the plans for the above-referenced project.
MASTER PLAN REVIEW COMMENTS:
1. Architectural standards shall be submitted with the first site plan to be developed
within the shopping center.
2. In order to determine whether the access driveways are major or minor
thoroughfares, indicate at all exits of the internal vehicular the average daily trip
numbers and peak hour trip numbers. If the uses are unknown at this time, use the
"worst case scenario" for calculations. If any of the driveways are determined to be
major, provide a 100 feet "throat" in accordance with Chapter 23, Article II, Section
H.5 of the Land Development Regulations.
3. The proposed service station on the corner of Lawrence Road and Hypoluxo Road
does not meet the location standards, as Lawrence Road is not a four-lane street.
