INTRODUCTION
DeSanti & Associates retained Carnahan-Proctor & Associates to evaluate the traffic impact
associated with the proposed Lawrence and Hypoluxo Commercial Center.
The subject parcel is approximately 8.3 acres and is located in the southeast comer of Lawrence
Road and Hypoluxo Road intersection. Figure 1 displays the general location of the project. The
site was the location of the Living Color Nursery Retail and wholesale garden center until
December of 1989. The proposed site modifications consist of the followings:
. 18,000 S.F. of general retail
. 3,600 S.F. of bank with drive-through
. 7,200 S.F. of fast food restaurant with drive-through
Site access will be provided via Hypoluxo Road and Lawrence Road.
STUDY OBJECTIVE
This traffic impact study will be prepared in accordance with Section 7.9 (Traffic Performance
Standards) which amends the previously adopted 1990 Countywide Traffic Performance
Standards Code (Ordinance 90-40).
The Standards require a proposed development to meet two "tests" with regard to traffic. Test 1,
Link Buildout Test, requires that total traffic on any link within the project's radius of
Development Influence that would result in an average annual daily traffic volume that is less
than the adopted threshold level of service during the buildout period of the project.
Test 2, Model Test, requires that total traffic on any link within the project's Model Radius of
Development Influence would result in an average annual daily traffic volume that is less than
the adopted threshold level of service, as determined by the FSUTMS model.

Project Trip Generation
The traffic to be generated by the proposed development is based on the rates presented in Table
10.8-1 of Article 10 in Palm Beach County Land Development Codes for daily trips and I.T.E.
Trip Generation, 5th Edition for peak periods.
General Commercial Retail (18,000 S.F.)
Total Daily Trips = Ln(T) = 0.625 Ln (X) + 5.985
Total Daily Trips = 2420 tpd

Study Area
The study area is based on the radius of development influence for Test 1 & Test 2, which is
outlined in Table 2A and Table 2B of the Traffic Performance Standards. Table 2A and Table
2B relate the maximum radius of development influence distance to the net trips generated by the
site. For a net trip generation of 4,788 trips per day the radius of development influence is 2 mile
for Test 1 and Test 2. Figure 2 displays the 2 mile radius of development influence.

Existing Conditions
Existing traffic counts for all the roadway links within the study area were obtained from the
Palm Beach County Metropolitan Planning Organization for 1994-95. Figure 3 shows the latest
available traffic counts for the study area.
Existing lane geometry for the study area was also obtained from the Palm Beach County
Metropolitan planning Organization and is presented in Figure 4.
Future Roadway Improvements
Palm Beach County "Five Year Road Program" and Florida Department of Transportation
"Transportation Improvement Program" were consulted to obtain the funded roadway
improvements anticipated to be completed by the project's build out year. Gateway Boulevard is
a funded future improvement from 2 lanes to 6 lanes divided. This study will depend on this
improvement.
Project Access
Project access will be provided on Hypoluxo Road and Lawrence Road. Hypoluxo Road at the
project location is a four lane divided arterial with exclusive left-turn lane and exclusive right-
turn lane. Lawrence Road northbound direction consists of a single left-turn lane and a through
and shared right-turn lane. The southbound direction consists of one through lane and exclusive
left and right-turn lane.
Background Traffic
-
An investigation of background traffic growth was conducted for the radius of development
influence utilizing the latest available growth rate provided by Palm Beach County. The
compound growth rates are estimated utilizing the increase/decrease of average daily traffic over
the most recent three-year period. Palm Beach County requires engineering judgment be
exercised in the utilization of historical growth rates. Table I summarizes the growth rate
analysis.
In addition to the compound growth rates, the study consider all major project that could have an
impact on the roadway network within the study area. Palm Beach County "Major Projects
Map" was consulted to determine the location of such projects. No major projects were
identified within the study area.
Figure 5 outlines the total background traffic within the study area.

Project Traffic Distribution and Assignment
Distribution of project trips was based on a review of Palm Beach County Metropolitan Planning
Organization's socioeconomic data and engineering knowledge of the area. The socioeconomic
data are available through the "ZDATAI files" of the Florida Urban Transportation Model
Structure (FSUTMS) for all zones within the transportation study area. The generation files
include all single and multi family development within the study area. Based on the available
data, the following distribution was obtained:

The distribution rates were based on the premise that the percent of site traffic produced is
directly proportional to the attraction size and inversely proportional to the square of the distance
from the site to the attraction.
The assignment of site traffic was performed assuming the shortest and fastest path that drivers
would more frequently favor in their intended movement. By applying the distribution and
assignment characteristics to the roadway networks, the anticipated project traffic is depicted in
Figure 6.
Future Traffic
The total 1996 traffic volume for the commercial development are illustrated in Figure 7. The
total traffic volume are the summation of the assigned project traffic, the projected 1996
background traffic growth and the existing 1994-1995 traffic volume.
The future traffic volume will be the basis for determining level of service compliance.
Level of Service Analysis
This traffic analysis must demonstrate compliance with the standards contained in Section 7.9 of
the Palm Beach Traffic Performance Standards. The Standards consist of complying with the
adapted level of service for T~st 1 or Alternative Test 1 and Test 2. The followings outlines the
analysis for each tests.

Test 1 - LinklBuildout Test
The analysis consists of projecting the project's new trips on the major thoroughfare links within
the project's radius of development influence and evaluating the level of service for the total
traffic. The total traffic consists of project traffic, existing traffic, background traffic and
committed traffic. The standards state that the level of service may be exceeded by a total of 5%
of level of service D provided that no one project may use more that 1/5 of the 5% or 1 % of the
total available on any link within the project's radius of development influence.
From Table 2A of the Palm Beach County Land Development code, the maximum radius of
development influence is 2 miles for a net trip generation rate of 4788 trips/day. Therefore all
roadway links within the 2 miles distance must meet Test 1. Meeting Test 1 consists of relating
the projected total traffic to the level of service D's average daily traffic. This could be
accomplished by evaluating the projected total traffic, as shown in Figure 7, and the average
daily traffic for the level of service D as tabulated in Table 1A of the Palm Beach Traffic
Performance Standards. . .
As display in Figure 7 the following segments within the radius of development of influence
exceed the allowable level of service for Test 1:
. Lantana Road from Military Trail to Congress A venue
. Hypoluxo Road from Lawrence Road to Congress Avenue
. Congress A venue from Hypoluxo Road to Miner Road
However, the project traffic for Congress Avenue, 209 vehicles per day, from Hypoluxo Road to
Miner Road does not exceed the allowable 1/5 of 5% tolerance which is 294 vehicles per day. In
addition, Congress Avenue is not a directly access link to the site.
The other two segments, Lantana Road from Military Trail to Congress Avenue and Hypoluxo
Road from Lawrence Road to Congress A venue fail Test 1 and the project traffic is more than
the allowable .115 of 5% rule. Alternate Test 1 will be analyzed for these segments to determine
if improvements are needed due to the project traffic.
Alternate Test 1
Alternate Test 1 was conducted for the segment of Lantana Road from Military Trail to Congress
Avenue, and Hypoluxo Road from Lawrence Road to Congress Avenue because these segments
exceed the level of service for Test 1. Alternate Test 1 can be satisfied if peak hour, peak season,
peak direction volume does not exceed the allowable level of service listed for the peak hour
directional volumes for urbanized areas in Table 3-1 of the FDOT Level of Service Manual, and
the intersection's critical volumes do not exceed 1400 vehicles as outlined in the Highway
Capacity Manual, planning analysis method.
The peak hour, peak season, peak direction volumes for the failed liOks were analyzed for
existing and future conditions. The peak season traffic counts for Lantana Road east of Military

Trail and Hypoluxo Road from Lawrence Road to Congress Avenue are included in Appendix A.
The peak to daily ratio and directional factors for the morning and evening peak hours were
applied to the latest average daily traffic count information from the Metropolitan Planning
Organization of Palm Beach County. The results of the analysis are as follows:

Based on the above tabulation and by consulting Table 3-1 for Group B of a four-lane divided
arterial in the FDOT Level of Service Manual, the maximum peak hour, peak season, peak
directional volume does not exceed the established 2210 vehicles. Therefore, the link capacity
analysis on Lantana Road and Hypoluxo Road will be satisfied. The intersection's critical
volumes analysis portion of Alternate Test 1 will be analyzed next.
The latest existing turning movement counts were obtained for the intersection of Lantana Road
and Military Trail and Lantana Road and Congress Avenue. Turning movements were also
obtained on Hypoluxo Road at Lawrence Road, and Hypoluxo Road at Congress A venue. The
intersection planning capacity analysis were conducted for existing peak hour turning movement
counts and projected future turning movement counts with project traffic utilizing the computer
program Signalized Intersection Planning Analysis (SIP A). Appendix B contains the collected
turning movement counts, and Appendix C contains the SIP A output for the two intersections.
As shown in Appendix C, the intersections will operate with the following critical volumes:

Based upon the above tabulation, the subject intersections do not exceed the maximum allowable
1400 sum of critical volume.
In summary, the Lantana Road segment from Congress Avenue to Military Trail and Hypoluxo
Road from Lawrence Road to Congress Avenue will meet Alternate Test 1 for future conditions.
Test2 - Model 'Test
The analysis consists of obtaining the project's net trips as projected in the trip generation
section and utilizing the net trips to obtain the model radius of development influence through
Table 2B of the Palm Beach County Traffic Performance Standards. The total traffic differs
from Test 1 and is defined as model traffic. Model traffic consists of anticipated traffic as
assigned by the FSUTMS model on the future 2010 roadway network resulting from all
approved projects. Similar to Test 1, the Standards allow the level of service to be exceeded by
5% of level of service D provided no one project can utilize more than 115 of the 5%. In
addition, Test 2 requires all projects that generate more than 7,000 net daily trips to utilize the
model for traffic assignment and level of service determination.

Based on Table 2B of the code, the maximum radius of development influence for the generated
4788 trips/day is 2 miles. Therefore, all roadway segments within 2 miles from the site need to
be lower than Test 2's capacity. The Palm Beach County's List ofRoadw~y Segments Failing
Test 2 was consulted resulting in no roadway links fail Test #2 within 2 mile from site.
From the above analysis the proposed development passes Test #2.
CONCLUSIONS AND RECOMMENDATIONS
Based upon the above analyses of Test 1, Alternate Test 1 and Test 2 the proposed commercial
development conforms with the 1990 Palm Beach Countywide Traffic Performance Standards.
It is therefore, recommended that the project be granted a Site Development Order.
The proposed development will be phased to the six lane construction of Lantana Road from
Military Trail to Congress A venue, and Gateway Boulevard from Military Trail to Congress
A venue. The proposed development can be built immediately up to 1084 trips per day without
causing traffic impacts that would require roadway improvements.
